Azerbaijani mass media reports about detaining a number of Georgians,
among them of Armenian nationality who tried to illegally cross the
Azerbaijani border from the Georgian side on boats.

The Azerbaijani border guards have published the names of the people.

They were arrested near Akgul Lake.

During the “Expanding frameworks of dialogue: Armenian-Turkish
relations at this moment” roundtable in Diyarbakir, the tolerance
towards the freedom of speech, national, religious minorities in
Turkey was discussed.

Member of the Diyarbakir City Hall, writer Sheymuz Diken, dwelling
on the genocide, noted that even if they are not the witnesses of the
tragedy happened 100 years ago, they are the witnesses of the history.

He says it is not necessary to concentrate on the protocols but
it is necessary to work with the civil society, municipalities to
raise issues.

Dwelling on the freedom of speech in Turkey, columnist Hilal Kaplan
said it is necessary to everyone, anyway, there is no complete freedom
of speech anywhere.

Kaplan said that nowadays the word “genocide” is very often pronounced
freely in Turkey.

The columnist dwelt on the freedom of expression in Turkey saying that
judges are given high freedom to interpret expressions of hatred and
hostility and their decision may be subjective.

Kaplan says the word “Armenian” is used as an insult in Turkey. Hilal
Kaplan is considered pro-Armenian in Turkey because the columnist is
against the official ideology.

Representative of Durde NGO Chengiz Algan dwelt on the mass media
situation in Turkey after Hrant Dink’s murder. According to him,
mass media prepared the murder because they used to publish articles
entitled “Either love, or leave”, or “Look at what this Armenian is
saying”. He says the mass media also creates an atmosphere of hatred
and encourages crimes.

He noted that in Turkey the word “Armenian” is equal to “dog”.

Besides, often, Armenian and Kurdish people are identified.

YEREVAN. – The public opinion poll conducted by Aharon Adibekyan on a
sole presidential candidate by the opposition is ridicule, opposition
Armenian National Congress (ANC) bloc member Petros Makeyan told
Armenian News-NEWS.am.

According to the poll, 30.4 percent named Prosperous Armenia Party
(PAP) leader Gagik Tsarukyan as the most likely candidate for
the opposition, while 10.1 named Armenia’s second President Robert
Kocharyan, 8.7 named Heritage party leader Raffi Hovannisian, 4 percent
named ANC bloc leader, First President of Armenia Levon Ter-Petrosyan,
3.4 and 2.5 percent named ARF Dashnaktsutyun Vahan Hovhannisyan and
Armen Rustamyan members respectively as most likely presidential
candidates of opposition.

“The poll undoubtedly is made up by the President’s Administration. I
do not understand why Tsarukyan is among the opposition. He called
himself an alternative, whereas it is not clear, the alternative to
what he is” Makeyan said.

close associates inform that Abrahamyan is very concerned not solely
by the prospect of presidential representative Victor Dallakyan’s
delivering a special address soon and making law proposals, but also
by the likely fact of his-that is, Dallakyan’s-being appointed Deputy
Chief of Presidential Staff, and therefore he- namely, Abrahamyan-is
attempting at the highest levels to receive the answer to the question
as to whether or not President Serzh Sargsyan will resort to this step,
Hraparak daily reports.

“Well-informed people claim that this order will be made in the next

All community clergy say the invocation at fundraising event

GLENDALE-The first fundraiser by the Syrian Armenian Relief Fund (SARF)
was held on September 19 at the Phoenicia Restaurant in Glendale. More
than 100 people attended the event, including representatives of the
leadership of the organizations, which make up the coalition.

Sona Madarian, the SARF Executive Committee Secretary, made her
welcoming remarks as the MC and reaffirmed the Armenians’ will to
survive, recalling how Armenian Genocide survivors arrived in Syria,
and rebuilt their lives. She invited the clergy, representing the
Apostolic, Catholic and Evangelical denominations to bless the food.

Throughout the program, each of the church leaders urged those present
to do their part to help the Syrian-Armenians, during their time
of need.

Rev. Fr. Krikor Chahinian, representing the Armenian Catholic Eparchy
in North America, said that as we live as Christians, our hearts
need to be open; our hearts will be open, when our hands are open,
so that we can reach out to those who need our help.

Syrian-Armenian Relief Fund

Arch. Hovnan Derderian, representing the Western Diocese of the
Armenian Church of North America, expressed his concern for the
endangered Syrian-Armenian population, welcomed the creation of the
SARF committee, and hoped that the spirit of giving by the supporters
becomes contagious to the rest of the community.

Rev. Joseph Matossian, representing the Armenian Evangelical Union of
North America, thanked God that Armenians are resilient people and will
endure through the crisis in Syria, and appealed to those present to do
their share as a Christian brotherly responsibility, not as a burden.

Arch. Moushegh Mardirossian, representing the Western Prelacy of the
Armenian Apostolic Church of America, who was instrumental in helping
to bring the SARF coalition together, quoted His Holiness Aram I that
we need to be committed to our responsibility to preserve and safeguard
our communities in Syria. The Prelate recalled that the initial
response to the crisis in Syria was to help the schools. The Prelate
praised the Armenian Relief Society for accomplishing that objective
early on. The Prelacy had called the boards of alumni associations
of the schools in Syria to alert them of the situation, many of whom
were attending the fundraiser. Recalling how the Armenians of Syria
had provided assistance to the Armenians of Lebanon during the civil
war, and noting how so many of the leadership in many communities
have their roots in Syria, the Prelate urged those present to make
their contributions.

Entertainment was provided by the duo “Yergnayin Dagher” (Heavenly
Chants), flutist Sossy and harpist Salpy, who played moving musical
selections.

Zaven Khanjian, SARF Executive Committee Chairperson, thanked
everyone who made the event possible, and remarked, “You are here
tonight because you care, you are a responsible person and whether
you are able or not, you sure are willing to sacrifice, give of
yourself, reach out, extend a hand to a community that has been
devastated and because you realize and believe that the preservation
of that community experiencing a calamity is of the highest national
interest and priority.” The Evangelical community representative
recalled his involvement in the assistance to help the Armenians
in Lebanon during the 1970s, and provided information on what the
local Syrian-Armenian emergency committees are doing. He said that
the motto, “Poloren Polorin” (from everyone to everyone) fits how the
various organizations have come together to help the Syrian-Armenian
community, which provided invaluable and immeasurable contributions to
the Diaspora. Khanjian appealed to extend a helping hand, provide hope,
and inspire them to persevere. He ended his appeal with a question,
“Did you contribute to the Syrian-Armenians?”

Meher Der Ohanessian, SARF Executive Committee Treasurer, praised
all the contributors and reported the donations by the SARF-member
organizations, alumni associations and the individual donors during
the program, as well as through the mailed checks and on-line
donations. The total reached $147 thousand.

The evening will be memorable of all the memories it invoked, and
the collective commitment to help where help is needed. Due to the
continuing conflict, the fundraising effort by SARF will continue.

at Yerevan’s bus stations have been launched.

As representative of Yerevan Municipality information and public
relations department told a PanARMENIAN.Net reporter, the program
also envisages WiFi access at bus stations.

As External Design and Advertising Department head noted during the
Sept 24 working meeting, the construction of 7 above-ground pedestrian
crossings in some of Yerevan’s administrative districts is in the
final stage.

By Yerevan Mayor Taron Margaryan’s another decree, Municipality’s
“One Window” system services will be enlarged.

nursing home and got acquainted with the conditions of the
capitally-reconstructed buildings of the institution.

The President expressed his satisfaction with the works done, noting

philanthropist Armen Shahazizyan for the reconstruction of the
Stepanakert nursing home qualifying it a demanded project for our

Six New Digital Seismic Stations To Be Placed In Armenia

Weekly consultations were conducted today at Emergency Situations
Ministry chaired by minister Armen Yeritsyan, press service of the
ministry reported.

The minister positively assessed the work carried out during the
week and stressed that still a lot should be done. In particular,
it is necessary to acquire a device able to take 5 tons of water
from river via helicopter, restore and technically upgrade Garni
observatory, build diving centers in the ministry’s territory for
training of divers.

The opening of the newly multi-storeyed building of the ministry will
open in midst of November of the running year, works will be carried
out to fortify the other building of the ministry. The ministry
will soon acquire ZIL 131 and GAZ 66 model 10 cars and four mobile
power stations.

Head of the National Seismicity Protection Service Hrach Petrosyan said
recently MAGATE has approved the program presented by them, according
to which six new digital seismic stations of English production will
be placed in the territory between the capital and Armenia’s Atomic
Power Plant. Soon with the assistance of French partners new seismic
stations will appear in Armenia’s southern sector.

Minister Yeritsyan stressed that seismic protection is one of the
priorities of the ministry and assigned to always keep the issue of
informing the public under the limelight to avoid unnecessary panic.

Incomplete Buildings In Yerevan Neglected

Yerevan mayor Taron Margaryan assigned at a regular consultation today
to implement inventory of the incomplete buildings in the capital and
present information over the launching construction and completing
the buildings.

According to the municipality’s press release the mayor assigned to
apply measures in accordance with the Armenian’s legislation even up
to suspension of the right to the building, territory.

“The territories are neglected and create unnecessary inconveniences.

We should undertake corresponding measures for convenient movement
of the citizens as well as for ensuring the general appearance of
the capital,” Taron Margaryan said.

Referring to 2013 budget process, the mayor assigned to present
proposals on the opportunities of increasing local incomes, mechanisms
on effective planning of expenditures.

at Columbia University from Sept. 28-29 on the topic “Armenia at 21.”

Thirty experts, activists, and academics from Armenia, Europe, South
America, and the United States will address topics on the environment,
foreign policy, economy, civil society development, and rule of law,
The Armenian Weekly reports.

On Sept. 28, Pulitzer Prize-winning journalist and war correspondent
Chris Hedges will speak at the opening panel.
