YEREVAN, OCTOBER 6, ARMENPRESS: In the framework of the working visit
to Vayots Dzor Serzh Sargsyan attended the wine festival in Areni. As
Armenpress reports there were tables full of wine and tasty treats,
Armenian national songs and music heard all over the territory.

The state figures has got acquainted with the wine and the goods
produced by the villagers. The best wine will be chosen by the
sommelier. Afterwards the winner will be awarded by the Governor and
the juries with the President in their head.

The Vayots Dzor region is known for its grapes and wines. Throughout
most of the year, those travelling through the region on their way to
points further on, will see local residents selling their wines and
other vegetables along the road. Established in 2004, the Areni Wine
Festival is not only a showcase for great wine, the festival is a
major event for traditional food making and tasting. The event program
includes traditional dancing, singing, food-making and tasting,
wine-making and tasting, traditional games, contests and so on.

Villagers sell home-made products – cream, honey, nuts and walnuts,
vegetables, fruits, dried fruits, baked goods, lavash, home-made jams
and jellies, sweet sujukh, herbal teas and all the other products that
a typical Armenian household usually prepares for its members.

On October 4, hearings on Azerbaijani murderer Ramil Safarov’s case
took place in the PACE. During the hearings, delegates of all
countries, except for Turkey and Azerbaijan, underlined the
impermissibility of the Azerbaijani murderer’s actions and condemned
them and the Azerbaijani delegates claimed that pardoning the murderer
`is the sovereign right of Azerbaijan.’ In response to Aravot’s
question why Azerbaijan continued to behave like that, in her opinion,
Margarit Yesayan, a member of the Republican Party of Armenia (RPA)
parliamentary group and the deputy chairman of the human rights
protection and public affairs committee, said, `One shouldn’t be
surprised, that country has none of the system of values that is
called European and has none of the vision of human rights, which has
been reached by the majority of European countries and which the
Republic of Armenia longs for. I think that the first reason for that
impudent behavior is that we have tolerated that behavior for quite a
long time.

`When and in what situations hasn’t Azerbaijan behaved like that? It
is its permanent condition and it is high time that we make an
adequate response to it and answer our neighbor with a concrete
position.

`By the way, I was quite happy about the words of Rudy Salles, the
French member of the PACE. Mr. Salles reminded his European colleagues
rather expressively during the discussions on the issue in the PACE
that Safarov had struck 16 blows of an ax at the sleeping Armenian
officer. The PACE member said addressing the Azerbaijani delegates
that Azerbaijan had better stop its so-called `propaganda,’ `Listening
to all your arguments, I ask myself whether Azerbaijan can continue to
legitimately sit in this hall.’

`I express my gratitude to the French member of the PACE for that
sober and realistic approach of his. I think that our European
colleagues must all do that and impose severe sanctions on Azerbaijan.
It is already clear for the world that Azerbaijan has exhausted its
arsenal and must be held accountable both to the international
organizations and to the PACE.’

At his page in Facebook the leader of the “Georgian dream” Bidzina
Ivanishvili made comments on his interview with The New Times
Russian-based periodical.

“Unfortunately, one of my answers cause certain misunderstanding. For
this reason, I would like to explain. The journalist asked me about my
family’s returning to Georgia and I replied, but only a part of my
answer was published by the newspaper. This absolutely changed and
distorted the context. And it turned out that I am surprised, why
Armenians live in Georgia having their homeland next to Georgia”, –
Ivanishvili explained.

He is sure that every citizen of Georgia has equal rights despite his
ethnic origin, and Constitution of Georgia guarantees that. “As for
the interview, asked by the journalist, I replied that I am impressed
with a special gift of the Armenians and the Jews to be citizens of
the world and succeed everywhere they live and have a strong
community. As for us, the Georgians, unfortunately, we are a
surprising nation, that could not settle anywhere and create a strong
community. This was the key context of my answer. I would like to
emphasize once again that Georgia is a multinational country and a
homeland for the peoples living here”, – he emphasized.

Here is a part of his interview: “We the Georgians are queer. We are
tied to our land. Such is our character. Armenians live beside us. I
am stunned at how they can live in our country when their homeland is
beside us. I lived in France, for one year I lived in the United

weapon for resumption of a new war. As reports Armenpress, Armenian
President Serzh Sargsyan noted in the interview with Reuters agency.
He said Armenia wanted a negotiated settlement to the conflict and
that he would spare no effort to achieve it.
“Now even in the condition of ceasefire, Azerbaijan threatens us with
a new war,” said Sargsyan.
Armenian President has highlighted that the fighting has intensified
on what is known as the line of conflict around Nagorno-Karabakh,
highlighting the risk of a war in a region where Turkey, Russia and
Iran all have interests.
“When I say that there is hatred towards Armenians, a general
xenophobia in Azerbaijan; when I say there is a dangerous accumulation
of armaments in Azerbaijan; when I say Azerbaijan is getting prepared
for resuming military hostilities and settling the conflict by
military means, that doesn’t mean at all that there is no need to
continue with negotiations,” emphasized Sargsyan.
Armenpress reports that Reuters points out the fact that the tension
between the two countries has risen after the extradition of Safarov
and his pardon granting by Azerbaijani President Ilham Aliyev in Baku.
Azerbaijan says Aliyev acted in line with the law and rejected
international criticism over the affair. President Sargsyan urged
international community to take some certain actions over the
settlement of Nagorno-Karabakh conflict.
Flush with oil wealth, Baku has increased military spending in recent
years but denies accusations that it is the aggressor in the conflict
over Nagorno-Karabakh, whose breakaway from Azerbaijan as the Soviet
Union fell apart has not been recognized internationally.

Le Premier ministre turc Recep Tayyip Erdogan a clairement confirmé
dimanche son intention de conserver les rênes du pouvoir de son pays
en sollicitant en 2014 un mandat à une présidence `remusclée`, malgré
le ralentissement de l’économie et l’enlisement du conflit kurde.

Les intentions de l’homme fort d’Ankara étaient déjà largement
connues, elles sont désormais (presque) transparentes. Réélu dimanche
à la tête de son Parti de la justice et l’indépendance (AKP, issu de
la mouvance islamiste), au pouvoir depuis 2002, M. Erdogan a assuré à
ses troupes réunies en congrès à Ankara qu’il était encore loin, à
seulement 58 ans, de prendre sa retraite.

`Ce n’est pas un au revoir`, a commenté le chef de gouvernement, qui
sera contraint de quitter la direction de l’AKP en 2015. `Nous
resterons par tous les moyens au service de notre nation`, a-t-il
ajouté, `et nous ferons de notre mieux dans chacune des tches que
notre nation nous confiera`.

`Ce congrès a clairement montré qu’Erdogan était prêt pour la
présidence, si son parti le désigne pour occuper cette fonction`,
résume Omer Sahin, le rédacteur en chef du quotidien libéral Radikal.

Comme il l’a lui-même expliqué dimanche, le Premier ministre souhaite
désormais retailler à sa mesure la Constitution du pays en élargissant
le costume étriqué du chef de l’Etat. En clair de passer à un régime
plus `présidentiel`, à la faveur du renouvellement du mandat
d’Abdullah Gül prévu pour la première fois au suffrage universel en
2014.

La commission qui doit discuter de cette réforme est aujourd’hui
engluée dans les rivalités entre l’AKP et l’opposition. M. Erdogan
s’est engagé dimanche à la réveiller. `Nous avons désespérément besoin
d’une nouvelle Constitution qui reflète la volonté du peuple au plus
haut niveau`, a-t-il plaidé, `nous poursuivrons ce processus avec ceux
qui le veulent`.

Méthodes autoritaires

Mais, même s’il en est l’incontestable homme fort, Recep Tayyip
Erdogan ne fait pas l’unanimité dans son pays. Nombreux dans
l’opposition et la société civile lui reprochent ses méthodes
autoritaires et dénoncent son bilan en ce qui concerne le respect des
droits de l’homme.

Et un sondage publié la semaine dernière est venu rappeler que les
Turcs lui préféreraient Abdullah Gül, lui aussi membre de l’AKP, en
2014.

Avant de déclarer sa candidature, M. Erdogan a donc profité du congrès
de dimanche pour verrouiller quelques uns des postes clés de son
parti. Et, déjà en campagne, pour glorifier son bilan. D’abord en
matière économique. Si la croissance turque a nettement fléchi en
2012, il a rappelé que le produit national brut (PNB) de son pays
avait plus que triplé depuis 2002.

En matière de démocratie aussi, il s’est vanté d’avoir mis un terme à
l’ère des putschs qui ont secoué la Turquie depuis les années 1960.
`Nous avons montré à tout le monde qu’une démocratie avancée peut
exister dans un pays à forte majorité musulmane`, s’est-il
enorgueilli.

Pourtant, son discours est loin d’avoir convaincu, notamment lorsqu’il
a évoqué le conflit kurde, retombé depuis quelques mois dans une de
ses périodes les plus meurtrières des dix dernières années.

Devant ses troupes, le Premier ministre n’a pas répété, comme il
l’avait fait la semaine dernière à la télévision, qu’il était prêt à
reprendre le dialogue avec les séparatistes du Parti des travailleurs
du Kurdistan (PKK). `J’en tire la conclusion que la guerre avec le PKK
va s’intensifier`, déplore l’analyste Soli Ozel, de l’université Bilgi
d’Istanbul.

`Les prochains mois nous dirons si nous avons face à nous Erdogan
l’homme politique ou Erdogan l’homme d’Etat`, confie un diplomate
occidental, `c’est seulement si le dernier domine que nous pourrons
constater de vrais progrès (…) sur le problème kurde`.

Azerbaijani President İlham Aliyev has stated that Azerbaijan is a
role model for peace and mutual understanding in the region, as a
country with a centuries-old multicultural lifestyle that is home to
diverse peoples and cultures living in peace and tranquility.

`Azerbaijan has a great experience of multicultural life. Communities
residing in Azerbaijan for centuries lived in peace and mutual
understanding. Multiculturalism, contrary to what is now said in some
circles, will be kept alive in the future and will be one of the most
important elements of economic and human development. Everyone must
strive to develop this understanding. There is no alternative to
multiculturalism. In the absence of this notion, the sense of being
isolated from the world starts. To avoid conflicts, all people must
live in cooperation and mutual understanding. I believe that the
issues discussed in the forum will help to elaborate on these
efforts,’ Aliyev said in an opening speech at the Second International
Humanitarian Forum, launched on Thursday.

The two-day forum, one of the world’s most influential scientific and
political platforms, was hosted by Azerbaijan in its capital Baku, and
boasted the participation of 694 people representing 70 countries and
seven influential international organizations, such as the United
Nations Educational, Scientific and Cultural Organization (UNESCO),
the Islamic Educational, Scientific and Cultural Organization (ISESCO)
and the Cooperation Council of Turkic Speaking Countries.

As educated people are the main and most important resource for the
furtherance of understanding of multiculturalism in societies, Aliyev
emphasized that Azerbaijan is paying special attention to the field of
education.

Aliyev also noted that the rich cultural heritage of Azerbaijan,
despite remaining under the hegemony of other states for many years,
has been protected by the Azerbaijani people.

Drawing attention to the Nagorno-Karabakh conflict, which has remained
unresolved for more than two decades, Aliyev said: `Twenty years ago,
Armenia occupied Azerbaijan’s Nagorno-Karabakh and seven adjacent
provinces. More than 1 million of our citizens were forced to leave
their homelands and became internally displaced people in their
country. Azerbaijan is a country that now has one of the highest
numbers of Internally displaced persons [IDPs] per capita in the
world. The international community is indifferent to the conflict of
Nagorno-Karabakh. Four resolutions of the United Nations Security
Council still remain inapplicable, and Armenia continues its
aggressive policy in the region. Despite the Nagorno-Karabakh conflict
remaining an unsettled problem, Azerbaijan has scored significant
achievements in the period of its independence. Our economy has grown
three times in seven to eight years, and the country’s poverty rate
fell to 7 percent from 49 percent.’

Commenting on the success of the former International Humanitarian
Forum held in Baku last year, Aliyev expressed his belief that this
year’s forum would be at least as productive.

The German ambassador to Armenia has suggested that if Armenia joins
the proposed Eurasian Union it might hinder their chances of joining
the EU. Armenia already belongs to the EU’s Eastern Partnership
Program along with Georgia, Azerbaijan, Belarus, Ukraine and Moldova.
The German ambassador stated that by joining the Russian-backed
Eurasian Union Armenia might find it more difficult to comply with EU
regulations, particularly those involving free trade. Compliment with
all EU regulations is a prerequisite for any country wishing to join
the European Union.

Lydian obtains mining license from Armenian government

HIGHLIGHT: Mineral exploration and development company Lydian
International has obtained a new mining license contract for the
Tigranes/ Artavazdes open pit at its Amulsar gold project from the
Government of Armenia.

Mineral exploration and development company Lydian International has
obtained a new mining license contract for the Tigranes/ Artavazdes
open pit at its Amulsar gold project from the Government of Armenia.

The company acquired the project last week through the purchase of
Armenian company Geoteam.

The licence was granted following a technical health and safety review
in March 2012 and an Environmental Impact Assessment in July 2012.

The Tigranes/ Artavazdes open pit has indicated resources of 68.2Mt at
1.0g/t Au and inferred resources of 36.1Mt at 0.9g/t Au based on a
0.40g/t gold cutoff grade.

The new mining license is valid until 2034 with extensions permitted
as new resources are approved. The company’s current mine development
is scheduled for 2015.

Lydian can now undertake construction at the mine for a period of four
years and produce 2.6 million tonnes of ore annually.

Lydian president and CEO Dr Tim Coughlin stated that the latest
milestone serves to drive the company’s strategy towards producing
gold at Amulsar and showcases the Armenian government’s support to the
mineral industry in the country.

“These are busy times for Lydian and Amulsar. This month we plan to
provide the Government of Armenia all necessary documentation for its
independent review of the Environmental and Social Impact Assessment.”

“Drilling also continues with the aim of adding to the current reserve
by converting in-pit resources,” Dr Coughlin added.
