YEREVAN. – A number of hospitals will be renovated next year in
Armenia and new ones will be built, too, Health Minister Derenik
Dumanyan said during a press conference on Friday.

He informed that a 190-bed capacity hospital will be constructed in
Vanadzor city and another one will be built in Meghri city. Also,
there are plans to modernize and renovate the hospitals of Kapan
and Berd cities. Activities are underway to complete the work in
Alaverdi city hospital. In addition, modern children oncohematology
and oncology centers will be built as well.

The Health Minister, however, confessed that the situation is very bad
at the hospital of Vagharshapat city. “As a temporary solution, the
[hospital’s] maternity ward will be moved to another area, whereas
the conditions of the surgery, [and] the Traumatology [departments]
aren’t bad,” he noted.

The 4th Armenian-Turkish business conference kicked off in Yerevan
today. About 60 entrepreneurs mostly from Eastern parts of Turkey,
representing different business fields, including light industry,
construction, the restaurant business, public health, oil production,
jewelry, and trade have arrived in Armenia to participate in the forum.

The relations between the Armenian and Turkish businessmen deepen
year by year, Chairman of the Union of Manufacturers and Businessmen
of Armenia Arsen Ghazaryan said, adding that cooperation has been
launched in different spheres.

Speaking on behalf of businessmen of both countries, Arsen Ghazaryan
said the cooperation would be more serious if the Armenian investments
in Turkey or the Turkish investments in Armenia were legally protected
and urged to bring the business cooperation into legal framework.

The event is organized by the Union of Manufacturers and Businessmen
(Employers) of Armenia as part of the “Support to Armenia-Turkey
Rapprochement” project, supported by the United States Agency for
International Development (USAID), and implemented by the Eurasia
Partnership Foundation, the Yerevan Press Club, International Center
for Human Development, and the Union of Manufacturers and Businessmen
(Employers) of Armenia.

Russ Juskalian, in his article, “Off the Map in the Black Garden”
(New York Times Travel Section, September 21, 2012) describes having
“mixed emotions” during his visit to Nagorno-Karabagh, (the Black
Garden or Artsakh) he recently visited. He writes about dual feelings
of sadness for the Azeris forced to leave Nagorno-Karabagh and who
cannot return because of ethnic conflict, and those he feels for his
grandparents, survivors of the Armenian Genocide of 1915 who could not
return to their homes in Turkey. Perhaps I, too, the child of Armenian
Genocide survivors, would have had the same conflicting emotions had
I, as a physician, not spent years (rather than the two days he did)
bringing medical relief to the people of Nagorno-Karabagh, during
and after their war of liberation.

Referring to Armenians and Azeris, Juskalian writes, “… both ethnic
groups were subjected to pogroms” – a statement which grossly misleads
the reader. Even a superficial review of that history will clarify
important facts about how the conflict started. The pogroms were
against the Armenians living in Azerbaijan and started long before
there was any armed conflict.

Briefly, in February 1988, in the port city of Sumgait, Azeri gangs,
with government issued lists of Armenian residences, went on a
murdering rampage, house by house. The killing continued for three
days before the Azeri government took action to stop it.

Next, the Armenians of Baku were targeted (January 1990), brutally
beaten and many murdered either in their homes or as they fled. All
this was in response to peaceful demonstrations and lawfully-submitted
petitions for self-determination by the Armenians of Nagorno-Karabagh
to Moscow for either return of Nagorno-Karabagh to Armenia, or for
the right to self-determination. In other words, the Armenians of
Nagorno-Karabagh wanted to take advantage of Glastnost, promised
by Mikhail Gorbachev, and to be free of the Azeri domination which
Stalin had placed on them. (The history of that period – the human
rights violations, the pogroms against the Armenians, the brutal crack
down in Nagorno-Karabagh, the blockade of the area, and the war that
followed are well documented and easily accessed online.)

Fast forward to 2004, to a NATO-sponsored English language course in
Budapest where an Armenian military officer attending the course was
murdered by an Azeri military officer – a fellow attendee. The Azeri
admitted to the brutal murder, butchering the sleeping Armenian with
an ax with more than 16 blows nearly severing his head. The court
found no other reason for the horrendous act other than the soldier
was Armenian. Sentenced to life in prison, the murderer was recently
extradited back to Azerbaijan by the Hungarian government, assured by
Azerbaijan that he would serve his full sentence. Instead, President
Ilham Aliyev not only immediately pardoned the murderer, but he was
hailed as a national hero and promoted to a higher military rank.

Mixed emotions? Yes, I too, have mixed emotions based on the fears I
have. I fear that the fragile 1994 cease-fire between Azerbaijan and
Nagorno-Karabagh will not hold and that the foreign powers charged
with monitoring and negotiating full peace will fail. The consequences
will be sad indeed for the Armenians of the regions, albeit Azeris too,
will pay a high price in blood and treasure.

Articles such as Juskalian’s about Nagorno-Karabagh written in
ignorance and with self-serving flagellation do a great disservice
to these brave Armenians without advancing the cause of peace. It
would have been better if Juskalian had stayed home.

PanARMENIAN.Net – The Council of Europe has started debate on the case
of Azeri axe-killer Ramil Safarov, who was extradited by Hungary and
immediately pardoned by the Azerbaijani President after being sentenced
to life imprisonment by Budapest court for murdering Armenian officer
Gurgen Margaryan during a NATO-sponsored language course in 2004.

“Somehow, we in this Assembly must try to persuade the international
community to get serious about the problem between Azerbaijan and
Armenia,” said Christopher Chope (United Kingdom, EDG) in Strasbourg,
opening the debate.

“Tensions are rising all the time and, although there are political
statements, no one seems to be concentrating on the key issue, which
is how we enforce the international rule of law, as interpreted by the
United Nations Security Council – or the rule of law as we understand
it, which expects prisoners who have been condemned and duly sentenced
to serve their sentences and not to be glorified by their countries,”
he added.

“We must find a way to prevent such occurrences. We can condemn such
things, which I think we do, but we need to find a way of resolving
the issues so that two member countries of the Council of Europe can
live peacefully together,” he concluded.

Erdogan souffle le chaud et le froid

Le Parti pour la Paix et la Democratie (BDP) a reaffirme sa volonte de
tout faire pour mettre fin aux combats meurtriers en se prononcant
pour un cessez le feu bilateral et une reprise des negociations
entre belligerants : “les deux parties doivent, pour creer un terrain
propice aux discussions, enlever sans conditions prealables le doigt
de la gâchette” declarait Selahattin Demirtas, co-president du parti
pro kurde.

A la veille du congrès du parti islamo conservateur AKP, le Premier
Ministre RT Erdogan, president de ce parti depuis sa fondation en
2001, lui a indirectement repondu en declarant sur une chaine de
television turque que de nouvelles negociations etaient possibles
entre l’Etat turc et la PKK : “si ca doit etre a Oslo, alors ca sera
a Oslo”, faisant reference aux negociations entre les deux parties
dans la capitale norvegienne, brutalement interrompues en 2009 après
le succès eclatant du BDP en elections locales et regionales dans
les provinces a majorite kurde. Mais RT Erdogan n’a pas confirme a
la tribune du congrès ses declarations.

Il faut dire que la situation est plutôt compliquee pour l’homme a la
double casquette, au moment où il souhaite garder la haute main sur
le parti majoritaire pour mieux preparer sa candidature a l’election
presidentielle a l’horizon 2014. Il n’est en effet un secret pour
personne que cet homme de pouvoir sans partage brigue cette fonction
dans le cadre d’une nouvelle constitution aux pouvoirs renforces pour
le futur president qui devrait etre elu au suffrage universel. C’est
ce qu’il a developpe, lors du congrès AKP a Ankara, au cours d’un
discours fleuve dont on retiendra surtout qu’il entend garder le
pouvoir jusqu’en 2023.

L’arret d’un conflit presente des avantages

L’enlisement du conflit kurde, une conjoncture economique incertaine,
pourraient contrarier les ambitions presidentielles de RT Erdogan qui,
en toute logique, devrait donc etre amene a ouvrir la voie de la paix,
d’autant plus que la reorganisation des forces armees turques est a
l’ordre du jour : la mort accidentelle de 25 soldats dans une garnison
turque et les pertes entraînees par le conflit avec le PKK auraient,
d’après le journal Zaman, proche du pouvoir, re-ouvert le debat sur
l’opportunite de professionnaliser l’armee en Turquie : “les forces
armees ne parviennent pas a se hisser au niveau des performances
enregistrees dans l’industrie de l’armement” disent les experts de
Zaman qui evaluent, d’autre part, le coût d’un soldat professionnel
a cinq fois, voire dix fois celui d’un appele. L’arret d’un conflit
aurait donc comme vertu l’alleger la charge.

Il y aurait urgence a decider, d’autant plus que les pertes en hommes
n’ont jamais ete aussi lourdes : 144 membres des forces de securite
et 239 rebelles du PKK auraient ete tues depuis le debut de l’annee
en Turquie, d’après les declarations du Premier ministre. Le PKK,
quant a lui, chiffre ses propres pertes a 290 combattants et celles de
l’armee turque a 1 913 militaires et suppletifs, auxquels s’ajoutent
69 policiers, pour une periode d’un an a compter du 1er septembre 2011.

Les regions kurdes de Hakkari, de Sirnak et, en partie, de Bingol
et du Dersim (Tunceli) sont, depuis le 23 juillet 2012, malgre la
couverture aerienne et la technologie satellitaire americaine, sous
contrôle des HPG (forces combattantes du PKK). Les forces armees
turques qui ne peuvent circuler qu’en convois blindes sont l’objet
d’attaques ciblees. Des videos circulent sur le net montrant les
restes de drones (avion d’observation sans pilote) abattus par la
guerilla. Une guerre de “moyenne intensite” perdure. Il y a donc
urgence a ouvrir de vraies negociations, a Oslo ou ailleurs.

Le discours martial d’un chef de clan

Devant ses troupes reunies en congrès, le Premier ministre a tenu
un discours martial, se votant des auto-satisfecits et des brevets
de democratie, tout en interdisant, comme le note le journaliste
d’Hurriyet, l’entree a six journaux d’opposition. Une attitude de chef
de clan, pas celle d’un futur homme d’Etat : “assez, c’est assez”
a-t-il ponctue autoritairement. Un appel a ses “frères kurdes”
pour qu’ils se detournent du terrorisme en echange de vagues
promesses concernant des droits linguistiques. Il n’a pas repete
les propositions qui pouvaient laisser entendre qu’une treve serait
possible, bien au contraire : il a annonce une intensification de la
guerre avec le PKK et a appele le CHP, parti kemaliste aujourd’hui
dans l’opposition, a s’unir “pour lutter contre le terrorisme”
en ajoutant : “la question kurde ne peut etre resolue par ceux
qui embrassent les terroristes. elle le sera par ceux qui aiment
leur pays.” C’est evidemment le BDP qui etait vise, et notamment la
delegation de deputes qui s’etait rendue a Semdinli (region d’Hakkari)
et s’etait portee a la rencontre des combattants du PKK.

Dans le meme temps, l’armee turque deploie canons et missiles
anti-aeriens a proximite de la frontière syrienne.

Le Parlement turc a entame une nouvelle legislature lundi dans un
contexte de difficiles discussions sur la redaction d’une nouvelle
Constitution plus democratique pour une Turquie confrontee a une
recrudescence des combats entre forces de securite et rebelles kurdes.

Au cours de son traditionnel discours d’ouverture de l’Assemblee
nationale, le chef de l’Etat turc, Abdullah Gul, a appele les
parlementaires a ne pas “tomber dans le piège du terrorisme” provoque
par la recente multiplication des attaques du Parti des travailleurs
du Kurdistan (PKK) dans le sud-est du pays et de renoncer aux progrès
democratiques en Turquie.

“Nous devons continuer notre chemin dans la voie des reformes
democratiques et des droits de l’Homme”, a estime le president,
exhortant les deputes a achever d’ici l’ete prochain la redaction de
la nouvelle loi fondamentale garantissant davantage de droits pour
la communaute kurde du pays (15 millions sur 75 millions d’habitants)
et les Turcs en general.

“Nous devons preparer un nouveau contrat de citoyennete” dans le cadre
de ce nouveau texte qui doit remplacer celui redige après le putsch
militaire de 1980, et sur lequel les travaux entames au Parlement
n’avancent que très lentement en raison de serieuses divergences.

Le conflit kurde connaît un net regain de violence dans le sud-est
de la Turquie depuis le debut de l’ete, marque par la multiplication
des attaques armees du PKK, des operations militaires de represailles
et la repression du mouvement politique kurde par les autorites.

Le Premier ministre turc Recep Tayyip Erdogan a affirme la semaine

Linguist and author Sevan NiÅ~_anyan, in remarks he made about the
Prophet Muhammad while expressing support to the anti-Islam film “The
Innocence of Muslims,” committed a hate crime worthy of prosecution,
Deputy Prime Minister Bekir Bozdag said yesterday.

“Swearing and insults can never be assumed as opinion. Only
ill-spirited people show such delirium,” Bozdag told Anatolia news
agency.

Hate crimes

In an article posted to his blog on Sept. 29 titled “Hate Crimes
Should Be Fought,” NiÅ~_anyan defended the American-made film that has
sparked angry and violent demonstrations across the Middle East in the
name of freedom of expression. “Mocking an Arab leader – who claimed
that he contacted God hundreds years ago and who gained political,
financial and sexual profit from this – is not hate crime. Almost
at the level of kindergarten, it is a test case of the thing called
‘freedom of expression,'” his article stated.

Bozdag stated that NiÅ~_anyan’s words amounted to a crime. “I think
prosecutors may have launched the required operations on this issue,
as it is a crime defined within the Turkish Penal Code. If they haven’t
yet, then I’m denouncing it from here – I’m announcing a crime. This
is a typical hate crime. It is hate crime and it is a crime that is
defined in our penal code,” he said, adding that it was his opinion
that NiÅ~_anyan’s piece was aimed at gaining popularity.

Meanwhile, the Armenian Patriarchate’s ecumenical and inter-religious
relations official, Bishop Sahag Masalyan, said NiÅ~_anyan’s
expressions were provocative and offended societal peace, adding that
they did not approve the language used.

There are some shows that hold your undivided interest but may
not affect you in such a viscerally powerful way. In the harrowing,
disturbing new play “Red Dog Howls” by Alexander Dinelaris at the New
York Theater Workshop you will not only be riveted but find yourself
so emotionally drained at the conclusion that standing up to cheer
may not be possible.

Superbly directed by Ken Rus Schmoll, Dinelaris’s play has to do with
the Armenian Genocide, but it could be the systematic elimination of
any group of people. We always hear about how time heals all wounds
and that loss in time can be overcome. That is a hopeful thought
but does not always come to fruition. So, when the 91-year-old Rose
(an unforgettable Kathleen Chalfant) tells her grandson Michael (an
excellent Alfredo Narciso) that she needs him to be strong you are
not quite sure where she is going. When you do find out, after her
agonizing monologue so incredibly rendered, you will indeed be drawn
to tears.

Michael is married to Gabriella (a fine Florencia Lozano), who is
pregnant and cannot seem to comprehend the confusion Michael is going
through. His father recently died and he finds a packet of letters and
sees the address of a Rose Afratian, whom he decides to visit. Rose
tells Michael she is his grandmother and in time she will reveal a
great deal to him that he will need to have strength to endure. It
all goes along quite pleasantly, but Schmoll knows how to pace the
show so that slowly you feel the anxiety and fear.

Chalfant, who is one of the best actresses on the stage, gives the
performance of her career.

The play’s limited engagement ends Oct. 14 and I strongly urge you to
attend. You will not easily forget it, and although you will find it
quite upsetting, Dinelaris makes us realize that we can never forget
the unspeakable cruelties bestowed upon a race of people for no reason
other than whom they are.

ARMENIA PLANNING TO GIVE VISA WAIVER TO ESTONIAN CITIZENS

JEREVAN, Oct 03, BNS – The Armenian parliament will Thursday discuss
granting visa waiver to member countries of the European Union,
including citizens of Estonia, the Armenian Foreign Ministry said
on Wednesday.

In accordance with the bill Armenia will scrap the visa requirement
with respect to citizens of member countries of the European Union
from January 10 next year.

In addition to member countries of the European Union Armenia is
planning to abolish the visa requirement also to citizens of countries
not belonging to the Schengen visa space: Iceland, Norway, Switzerland
and Liechtenstein.

The Armenian Foreign Ministry said that doing away with the visa
requirement with respect to citizens of those countries did not
present a migration risk for Armenia. But Armenia hopes that dropping
the visa requirement will lead to animation of tourism and political
and economic contacts.

Starting from accession to the European Union from May 1, 2004,
Estonian citizens can enter on the basis of the passport or the ID
card into member countries of the European Union and of the European
Economic Area (EEA): Austria, Belgium, Bulgaria, the Czech Republic,
Cyprus, Denmark, Finland, France, Germany, Greece, Hungary, Ireland,
Iceland, Italy, Liechtenstein, Luxembourg, Latvia, Lithuania, Malta,
the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia,
Spain, Sweden, Switzerland and the United Kingdom of Great Britain
and Northern Ireland.

In addition to European Union and EEA countries Estonian citizens can
now enter visa-free into more than 90 world countries. Generally it
is necessary to carry a valid passport for entry into the country. Of
countries not belonging to the EU and EEA it is possible to enter
on the basis of an ID card Croatia, Macedonia and Serbia. The terms
of entry and stay in the country vary from country to country. Most
countries make it possible to say in the country visa free from 30 to
90 days, but on the Philippines the period is 21 days. The Foreign
Ministry recommends getting acquainted with the terms of entry in
the country and of the stay there before getting off.

Last, from this Monday, October 1, the visa waiver agreement between
the European Union and Brazil entered into force and on its basis
Estonian citizens can enter visa free also into Brazil.
