Armenia’s Sambo wrestler is crowned world champion

YEREVAN – Armenian Sambo wrestler Gor Mayilyan won gold medal in the
56-kg category at the World Youth and Junior Sambo Championships 2012
held in the Bulgarian capital city Sofia.

Armenia’s athletes also received four silver and two bronze in this
tournament while the national team came in third, overall, conceding
solely to Russia and Georgia.

To note, Armenia’s representatives had also captured third spot in
the European Youth and Junior Sambo Championships 2012. The national
team will return to Armenia on Tuesday, the Sambo Federation of
Armenia press service informs.

The `Armmono’ international dramatic festival commenced its activity
at the hall of the Stepanakert culture centre after Charles Aznavour
on October 10. The official opening ceremony was participated by NKR
Minister of Culture and Youth Affairs Narine Aghabalyan and chairman
of the Union of Theatre Workers of Armenia H. Ghazanchyan.

The first day of the festival was eventful. RA People’s Artist Armen
Santrosyan and well-liked actor Artur Karapetyan performed on the day.
The event was flavored with Polish actress Iolanta Zhushkevich’s
`Dezdemona’. The performance was in English but that was not an
obstacle. The Polish actress managed to skillfully attract the
audience and prove that art has a single language.

This was the first time the `Armmono’ dramatic festival had been in
Artsakh and the performances were conducted not only in English but in
Armenian and Russian as well. The festival lasted until October 12
with two performances presented each day.

We must confess that the festival is a present for the theatre- loving
Artsakh people and such arrangements help to preserve the roots of
art. We are all thankful to H. Ghazanchyan for always keeping Artsakh
in the focus of his attention.

We cherish the hope that soon we shall not have to wait for guests
from abroad in order to experience the delight of theatre arts.

On October 13, NKR Prime Minister Ara Haroutyunyan presented to the
National Assembly the government’s activity programme for 2012-2017
after which the deputies were given an opportunity to address their
questions to the head of the government.

None of the 28 NA deputies participating in the meeting raised a
question referring to the government’s activity programme. Instead,
the heads and representatives of all the groups and factions of the
parliament expressed their opinions and, on the whole, considered it
quite a realistic programme.

Head of the `Artsakhatun’ group Garik Grigoryan noted that instead of
criticizing and pointing to the faults of the government we must
support it in the process of implementation of its programmes. It
seems as if the group under his authority ever criticized or pointed
to any faults while now they mean to support the government. This
group was never distinguished by pointing to any faults.

Head of the «Dashnaktsutsyun» faction Armen Sargsyan pointed to some
provisions connected with the increase of the minimum wage and
pensions and emphasized that the government had worked out an accurate
and realistic programme. He also noted that Dashnaktsutsyun had
presented about 20 proposals some of which have become part of the
government’s activity programme.

Head of the «Democracy» faction Zhanna Galstyan spoke in her own name
explaining that there was no need to speak in the name of the faction.
She underlined the fact that it is gratifying to see the issues of
resettlement paid a great attention to in the programme.

Secretary of the «Hayrenik» faction Romela Dadayan’s announcement was
also relevant enough. According to this announcement as a political
power they «will support the government’s activity for the forthcoming
years and are ready to take a political responsibility.’

There was no other announcement made. It could be inferred that no
distrust of the government would be expressed during the following 24
hours.

frames of International Armenian Congress, which started in Yerevan on
October 15, President of Russian Federation Vladimir Putin addressed
to the guests of the conference. As “Armenpress” reports, in his
speech Vladimir Putin said: “I am glad to welcome all guests and
participants of the conference. Contribution of the Armenian people in
world culture, science and art is prominent. Rich historical heritage
of the Armenian nation is a unique property, which belongs to all
mankind. Amicable relations, mutual respect and spiritual intimacy
united Russian and Armenian people for centuries”.

Vladimir Putin appreciated development of relations of both states
based upon the foundation of ancient traditions. Russian President
said: “Today our relations elevated to the level of strategic
cooperation. The Republic of Armenia remained and remains a reliable
friend of Russia. Partnership in different spheres, as cooperation in
regional and international procedures, has new impulses”. He said,
that it is of a certain importance that one of the largest Armenian
communities is in Russian Federation.

La « une » de la plupart des quotidiens est consacrée au leader de
l’opposition géorgienne, qui, après avoir remporté les élections
législatives, devait accéder au poste de PM. Dans un entretien au
journal en ligne russe en langue anglaise « New Times », interrogé sur
les raisons de son retour en Géorgie il y a une décennie et sur son
implication dans la politique, il aurait répondu : « Nous, les
Géorgiens, nous sommes attachés à notre terre. C’est notre caractère.
Il y a, par exemple, des Arméniens qui vivent ici. Je suis étonné que
leur pays soit à côté, mais qu’ils vivent ici. Vous ne vous posez pas
de telles questions. Mais pour moi, c’est incompréhensible ». Erevan
n’a pas tardé à répondre. Vahan Hovhannissian, du parti Dachnak, a
rappelé à M. Ivanichvili que plus d’un million de Géorgiens
continuaient à résider en Russie, même après la crise
russo-géorgienne. Artak Zakarian, président de la commission
parlementaire des AE, a affirmé que ces propos étaient déconcertants
et les a comparés à la rhétorique nationaliste du premier président
géorgien, Zviad Gamsakhourdia. Il a dit espérer qu’il s’agissait d’un
lapsus et non d’une prise de position. M. Ivanichvili, quant à lui, a
expliqué que ses propos avaient été déformés. « En réponse aux
questions du journaliste, j’ai souligné que j’admire la capacité des
Arméniens et des Juifs à être des citoyens du monde, à réussir là où
ils vivent et à avoir une diaspora forte », a-t-il souligné sur sa
page Facebook. Il a tenu à souligner que la Géorgie était un pays
multiethnique et la patrie de tous ceux qui y habitaient. Les
quotidiens se montrent toutefois sceptiques quant à la réponse de M.
Ivanichvili et la qualifient de « classique », consistant à rejeter la
responsabilité sur les journalistes. L’éditorial d’Aravot estime que
les propos de M. Ivanichvili ne résistent à aucune critique et
rappelle que la Géorgie est la patrie de quelques générations
d’Arméniens qui y ont vécu, en enrichissant le patrimoine économique
et culturel de ce pays. Les quotidiens reproduisent par ailleurs le
commentaire du Ministre des AE, Edouard Nalbandian, suite aux
élections législatives dans ce pays, espérant que ce scrutin « libre
et équitable » contribuera au renforcement des valeurs démocratiques
dans le pays voisin et à la poursuite des réformes politiques et
économiques au profit du peuple « fraternel » géorgien. « Nous avons
réussi à construire une relation solide avec la Géorgie, fondée sur le
respect mutuel, et nous espérons que nous poursuivrons nos efforts
communs visant à renforcer davantage encore notre coopération amicale
», a-t-il dit.

A suicide bomber who exploded himself in U.S. military base in
Afghanistan several tears ago was a citizen of Azerbaijan. He was
identified as Orkhan Fariz Nazarov, 26.

According to recent data, several years ago he joined radical
religious groups and left for Afghanistan. He was fighting against
coalition forces and struck the U.S military base in 2008, APA agency
reported.

Earlier this week Azerbaijani media spread a video confirming that
Azerbaijan is sending terrorist to hotbeds of tension around the
globe.

The leader of the Georgian Dream party, Bidzina Ivanishvili, is set to
visit the United States and then travel to Azerbaijan after becoming a
prime minister.

The plans for the former opposition leader’s upcoming tours were
announced by the Georgian ambassador to Azerbaijan. Speaking at a news
conference in Baku, Teymuraz Sharashenidze said the transition of
power will not affect Georgia’s foreign policies.

had a meeting with the government, which was widely covered in the
media, however the publications included the president’s announcements
only.

We have the statement of the president’s controller commission
concerning the procedures of procurement. The violations in that paper
is a real `policies and procedures manual’ for those who launder
money.

On September 15 the TV companies broadcast the words of the president
only. However, before the meeting the participants were given the
paper of the president’s controller commission containing violations
and findings in the procurement department. There are very interesting
facts in that paper.

The controller commission has found out that in the procurement
department, which has been decentralized since one and half years ago,
still there are organizational and institutional shortcomings.

State procurement `transparency’
The first finding concerns the management, procurement approvals,
development of reports and statistics. The CC criticized the finance
ministry (even though the president did not speak a single word of
critics toward the finance ministry). The paper writes that till now
they have failed to approve policies and procedures and forms for
invitation for competition and agreement with bidders, as well as the
forms and procedures for submission of reports. As a result, the
bidders are showing different relation to the process, the procurement
department fails to fulfill its duties in a duly manner, due to lack
of information the competition is not fair and transparent,
fulfillment of contracts is not efficient and the procedures fails to
comply with the standards.

`Urgency’ of state procurements
Another shortcoming emphasized in the paper concerns procurement from
one person (this is the problem that the president addressed). The
paper writes that there were cases when the buyers could buy from
other sources, but preferred buying from one and the same source.
There is a very interesting point in the paper, which shows that in
many situations the buyers failed to obey the rules of the finance
ministry. `It is a very interesting fact that after a negative
conclusion and opinion of the finance ministry concerning a
procurement transaction the buyers still preferred buying from one and
the same source,’ writes the statement. The CC mentions that in many
situations the urgency of procurements and were not checked, as a
result of which `extremely urgent’ orders were delayed.

`Cynicism’ of state procurement
The analysis of the complaints submission and processing procedures
has discovered the cynicism of some departments of the state system.
For example, the statement of the Controller Commission writes that it
has discovered a case, when the state department in charge of
organizing competitions has rejected an applicant with a cheaper price
and without waiting for the established ten days period for complaints
processing the bid and competition was given o another company with
much higher prices. However, the company that offered lower prices
submitted a complaint to the commission, which was satisfied and
confirmed.

The CC mentions that after all that in fact the ordering department
had to make an agreement with the company that offered cheaper prices,
however it was refused with an explanation that the order had already
been placed and products had already been shipped.

Limitless and careless violations of the state procurements department
The Controller Commission adjacent to the president’s office reports
that different governmental departments in charge of state procurement
have made a lot of violations and embezzled a lot of money. For
example, the report says that those departments fail to provide access
of all participants wishing to participate in competitions to the
building. Or, they may give access to the building but no opportunity
to be present during announcement of prices and other conditions of
the competitions.

In another case as a result of arbitrary behavior of the department
that placed an order a company that offered cheaper price for products
was rejected and another one with higher prices was approved, which
was done in violation of the law. The CC reports that only in this
direction of activity in case of organizing fair competitions the
state would save 70 million drams.

Kickback mechanisms enrooted in procurement departments
The Controller Commission has found out that the calls for competition
included unjustified requirements. `For example, for procurement of
products they required ISO 2001 certification in case when such
requirement can be put only against producers but not suppliers of
products. As a result, a company that had a stamp only and ISO 2001
certificate but was offering much higher prices won the competition
and another company that was offering better prices but did not have
that certificate failed to win. As a result, the company that had a
certificate bought the same products from the other company that
failed to win and added a solid amount to the price and supplied to
the governmental department,’ writes the statement.

You were saying electronic…
There are problems in the electronic purchase system as well. The
statement writes that according to the RA law on purchase policy the
state started the purchase of electronic facilities since March of
this year. According to the statistics service, after adoption of that
system, the arbitrary behavior of orders will be limited. So far the
state has made 38 purchases of electronic facilities. However, the
experience has proven that the system is not effective as it does not
have the primitive software support. For example, the time of the
system is one hour behind. It may seem to be a small thing, but in
fact it misleads the participants as they don’t know the right time to
participate in auctions. There are many other problems too, which have
not been solved by the controller institution.

Secret of secrets in state procurement deals
A recent problem brought up by the Statistics service concerns the
institutions in charge of public services and application of the law
by such institutions. For example, they have found out that the
purchase reports are filed in a duly fashion established by the law.

Since January 1, 2011, 3000 customers (including all state
institutions) buy their products independently, which means that
officials are embezzling huge money from it. Even though the statement
does not refer to any mechanism, we may assume that the government
knows about the amounts, the mechanisms and sources of such deals.
They should have concrete names and information about all deals and
transactions. Time will show what actions will follow, which will show
whether the president’s meeting with the government and critics was a
demonstrated show or no.

Visite au Nagorny Karabakh: des députés suisses sur une liste noire

Le groupe parlementaire Suisse-Arménie a effectué récemment un voyage
en Nagorny Karabakh, région azerbaïdjanaise sous contrôle des forces
militaires arméniennes. Mécontent de cette visite sans autorisation,
le gouvernement azéri a envoyé une note de protestation au Département
fédéral des affaires étrangères (DFAE).

Les sept membres de ce groupe parlementaire, dont les deux
co-présidents Dominique de Buman (PDC/FR) et Ueli Leuenberger
(Verts/GE), ainsi que trois conseillers nationaux – Christian van
Singer (Verts/VD), Hans-Jürg Fehr (PS/SH), Susanne Leutenegger
Oberholzer (PS/BL) – le conseiller aux Etats Robert Cramer (Verts/GE)
et l’ancien popiste vaudois Josef Zisyadis sont désormais
“indésirables” sur sol azerbaïdjanais.

Le porte-parole de l’ambassade d’Azerbaïdjan, Ramin Mirzayev, a
confirmé à l’ats l’information parue mardi dans “La Liberté”. Il a
aussi assuré l’envoi d’une note de protestation au DFAE. Ce dernier
n’a pas voulu prendre position sur la réception d’un tel document.

Pourtant, le DFAE, contacté par l’ats, a confirmé que le secrétaire
d’Etat Yves Rossier a eu un échange avec le groupe en question au
sujet de son intention de se rendre au Haut Karabakh. M. Rossier a
rappelé que ce voyage avait un “caractère privé” et qu’à ce titre la
décision d’un tel voyage revenait au groupe parlementaire.

De manière générale, le DFAE déconseille de se rendre dans cette
région spécifique et les régions limitrophes occupées par l’Arménie.

Dissuasion sans suite
“Cela fait partie de la procédure normale d’être persona non grata dès
qu’on visite ce territoire et c’est dommage” s’est défendu Ueli
Leuenberger. L’ancien président des Verts suisses a confirmé que la
délégation connaissait ce risque. Avant le départ, le DFAE a également
essayé de dissuader le groupe de se rendre dans cette région
présentant “des problèmes géostratégiques”, en vain.

Rattaché à l’Azerbaïdjan pendant la période soviétique, le Nagorny
Karabakh a proclamé son indépendance, non reconnue par la communauté
internationale, après une guerre qui a fait 30’000 morts et des
centaines de milliers de réfugiés entre 1988 et 1994.

Un fragile cessez-le-feu a été signé en 1994, mais l’Azerbaïdjan et
l’Arménie n’arrivent pas à se mettre d’accord sur le statut de la
région qui reste toujours une source de tensions dans le Caucase du
Sud, une zone stratégique située entre l’Iran, la Russie et la
Turquie.

Des échanges de tirs se produisent par ailleurs régulièrement dans
cette région, où une vingtaine de soldats ont péri depuis fin 2011.

Voyage “pour se faire une idée”
Lors de leur premier voyage en Arménie en 2008, le groupe
parlementaire avait déjà émis le souhait de visiter cette région; mais
cela n’avait pas été possible. Interrogé sur le but de cette incursion
au Nagorny-Karabakh fin septembre-début octobre, M. Leuenberger répond
“nous avions envie de connaître la situation de ce territoire, pour se
faire une idée de ce qui se passe là-bas”.

Il a ajouté que ce voyage ne présentait aucun risque et qu’il a été
lui-même surpris, à titre personnel, de la situation “extrêmement
calme” qui régnait dans la ville de Stepanakert, la capitale de cette
zone, qui se déclare indépendante. L’armée est présente seulement dans
les régions limitrophes avec l’Azerbaïdjan.

“On n’est pas des aventuriers, ce n’est d’ailleurs pas pour des
raisons de sécurité que le DFAE voyait d’un mauvais oeil qu’on aille
là-bas, mais pour des raisons diplomatiques”, poursuit Ueli
Leuenberger. D’après lui, la prudence affichée du DFAE est surtout
liée aux relations économiques étroites que la Suisse entretient avec
l’Azerbaïdjan, notamment en matière de gaz.

Le président Serge Sarkissian a défendu la décision de son pays de
rompre les relations diplomatiques avec la Hongrie qu’il accuse
d’avoir « aggravé » le conflit avec l’Azerbaïdjan dans une interview à
une chaîne de télévision privée hongroise. Dans le même temps, le
leader arménien a clairement affirmé que le peuple hongrois ne doit
pas être tenu pour responsable de la bévue de leur gouvernement.

S’adressant à la chaîne ATV, Serge Sarkissian a de nouveau critiqué le
gouvernement de Viktor Orban pour avoir extradé le meurtrier Ramil
Safarov, un officier de l’armée azerbaïdjanaise, qui a été condamné à
la prison à perpétuité dans une prison hongroise pour la mort d’un
soldat arménien en stage auprès de l’OTAN.

« La décision du gouvernement hongrois non seulement a mis en péril
les relations arméno-hongroises, ce qui est regrettable, mais a aussi
conduit à des problèmes en matière de politique vers l’est de l’Union
européenne et des conférences de paix avec l’Azerbaïdjan, et, par
conséquent, a mis la stabilité de la région en danger », a déclaré
Serge Sarkissian lors de l’entrevue.

Selon le leader arménien, le décision du gouvernement Orban n’a fait
qu’aggraver le conflit arméno-azerbaïdjanais à propos du Haut-Karabakh
et les politiques actuelles de l’Azerbaïdjan laissent peu de place
pour l’espoir de résoudre le problème pacifiquement.

« Mais je ne veux pas que le peuple arménien tourne le dos aux
Hongrois à cause du gouvernement hongrois qui a tourné le dos à
l’Arménie », a conclu M. Sarkissian.
