Syunik governor Suren Khachatryan called a meeting on Wednesday,
Zhoghovurd reports. He was very angry and told the attendees that in
addition to other positions, PAP leader Gagik Tsarukyan also wants
the portfolio of Syunik governor. He was so angry that he even cursed.

Those present at the meeting found themselves in an awkward situation.

Zhoghovurd’s correspondent failed to contact Khachatryan.

Armenia’s National Security Council (NSC) Secretary Arthur
Baghdasaryan, who is in China on a working visit, met with Muratbek
Imanaliyev, the Secretary-General of the Shanghai Cooperation
Organization (SCO), and they discussed Armenia’s SCO observer
membership question.

Also, Baghdasaryan attended the SCO’s and the Collective Security
Treaty Organization’s (CSTO) joint conference, in which CSTO
Secretary General Nikolay Bordyuzha was on hand as well. Following
the conference, the NSC Secretary and the CSTO Secretary General held
a private talk and discussed the Armenia-CSTO cooperation in 2013.

Afterward, Arthur Baghdasaryan met with the Chinese Communist Party
Central Committee member Chen Fengxiang. They examined the strategic
cooperation between Armenia and China. Also, Chen Fengxiang was handed
an official invitation to Armenia.

The Armenian National Security Council Secretary’s next meeting
was with Tsui Tszin, the head of China’s Investment Agency. The
interlocutors explored the avenues for Chinese engagement and
investment in the projects that are of strategic importance for
Armenia.

The shared history of Armenia and Italy facilitates the discourse,
Armenia’s President Serzh Sargsyan stated in his exclusive interview
given to the Quotidiano Nazionale magazine of Italy.

“It is not a mere coincidence that active Armenian communities function
in Italy to this day, and without [even] reflecting on the most
important Armenian traces [in Italy]. [And] The current integration
could be expressed in two ways. On the one hand, we need your moral
support in terms of our key challenges, [and] on the other hand,
we expect the investment of the Italian capital into our country,”
the President said.

“We look toward working with all those enterprises that deal with
innovative production in Armenia. Armenia provides special tax
advantages to all those foreign enterprises that carry out their
activities in the country’s two free economic zones, but elsewhere as
well. Especially in the nuclear energy sector we secure the invested
capital’s full return in several years and state guarantees to purchase
all the electricity that is produced. You must trust Armenia.

Those [Italian companies], which already have made investments in
our country, have had significant profits right away,” Armenia’s
President noted.

On 25 October President of the Nagorno Karabakh Republic Bako Sahakyan
received a group of deputies and businessmen from Switzerland.

Issues related to the development of Artsakh-Switzerland relations and
the implementation of various projects in the republic were discussed
during the meeting.

President Bako Sahakyan underlined that strengthening ties with
Switzerland is among key issues of Artsakh’s foreign policy, adding
that substantial progress in this field is already evident.

Within this context the President also referred to the role of the
Diaspora, considering it among the key factors contributing to the
development of cooperation with various countries, Central Information
Department of the Office of the NKR President reported.

Four inmates at the Nubarashen penitentiary have declared a
hunger-strike, complaining of their verdicts and the situation
in prison.

In a letter to Henaran.am, they have expressed their anger with the
prison conditions. As a sign of protest, they have also sent one of
the inmates’ cut little finger to the editorial office.

Tert.am contacted Gor Ghlechyan, a spokesperson for the penitentiary,
for comments, but he promised to respond to our correspondent a
little later.

Even if reduced by 1% the Central Bank’s refinancing rate might help
the Armenian exporters to recover from their losses, Development
Manager of Ameriabank Tigran Jrbashyan said during a press-conference
on Tuesday.

He thinks that the reduction is possible if not prevented by the new
foreign exchange policy. “For many years we have witnessed seasonal
foreign exchange fluctuations in Sept-Dec, but this year’s change in
the currency market model has messed up all forecasts. So, I would
advise the Central Bank to revise its rate,” Jrbashyan said.

Concerning Armenia’s jump on the Doing Business 2013 rating, Jrbashyan
said that this is one of the biggest jumps in the history of the
rating. “This achievement may help us to improve our image abroad
provided that we turn it into long-term economic benefits. The jump
indicates that there have been certain reforms, but this is not the
only factor we need to ensure our long- term economic development,”
Jrbashyan said.

Armenia is the 32nd among 183 countries on the Doing Business 2013
rating. Last year it was the 50th.

Oct 9 the Central Bank of Armenia decided to keep its refinancing
rate unchanged at 8%. The last time the rate was changed Apr 12 2011,
when the CB reduced it from 8.5% to 8%.

EU experts to deliver university lectures in Yerevan

>From 24 October to 03 December 2012, the EU Advisory Group will deliver
a series of lectures to students from the Yerevan State University
and American University of Armenia.

The lectures will help Armenian students to learn the latest
developments in the fields of Human Rights, Justice and Home Affairs,
the Rule of Law, International Trade and Sanitary and Phytosanitary
Issues.

The lecture series will be launched at the Centre for European Studies
of the Yerevan State University. The opening remarks will be made
by the Head of Operations Section of the EU Delegation to Armenia Mr
Jean-Christophe Gayrand, the Director of Centre for European Studies
Mr. Artur Ghazinyan and the Team Leader of the EU Advisory Group Mr.
Willem van der Geest.

The lecture series will be given by renowned international experts
of the EU Advisory Group and will engage participating students in
interactive discussions.

YEREVAN. – Even though Armenian Premier Tigran Sargsyan’s entourage
spreads news that “it will be Tigran Sargsyan who will work as PM until
[the presidential elections in] 2018,” the opposing forces circulate
the contrary information, Hraparak daily reports.

“[These opposing forces claim that] It is very conceivable that a
prime ministerial change will be made prior to the [2013 presidential]
elections. And a new candidacy-[that of State Committee of Real
Estate] Cadastre chief, Yerevan’s former Mayor Yerevand Zakharyan-is
added to the names [already being circulated] in the [political]
scene-[namely, Parliament Speaker] Hovik Abrahamyan, the two Karen
Karapetyan [one of whom is capital city Yerevan’s previous Mayor],
[Deputy PM and Territorial Administration Minister] Armen Gevorgyan,
and Armenia’s former PM Armen Sargsyan. This bespeaks the continuation
of a search for a PM at the Presidential Palace.

The well-informed source, however, says the appointment will be
unexpected and [it will be] a name that has never been discussed to
this day,” Hraparak writes.

for the building of the State Hamazgayin Theatre. Seven works have
been introduced in the open tender announced by the Chief Architect
of Yerevan and three of them received the majority of the votes of
the members of the committee. In a conversation with “Armenpress’s”
reporter the head of the State Hamazgayin Theatre Sos Sargsyan
mentioned that all the three drafts deserved accomplishment. The
People’s Artist of USSR and the Republic of Armenia Sos Sargsyan
said: “It seems to me that a wonderful place has been chosen for the
Hamazgayin Theatre. I have seen all the drafts of the tender and I
must say that the best three of them have been chosen. And in case of
the choice of any of these three drafts the result will be a modern
and very beautiful theatre.”

Deputy Head of the Department of Information and Public Relations of
the Stuff of Yerevan Municipality Artur Sarukhanyan mentioned that
in accordance with the conditions of the tender all groups occupying
first three places will be awarded AMD 400,000.

On October 24 prominent Armenian actor Sos Sargsyan was born.

victimes Roms est inaugure au centre de Berlin ce 24 octobre 2012.

Plus de 500 000 Roms ont ete tues par les Nazis, mais ce genocide
(Porajmos) n’a ete reconnu par l’Allemagne qu’en 1982. Le memorial
des Roms se trouve a côte des monuments aux victimes de la Shoah et
aux victimes homosexuelles assassinees par les Nazis.

Ce mercredi 24 octobre, un monument dedie aux Roms massacres pas
les Nazis est inaugure a Berlin par la chancelière allemande Angela
Merkel. Le monument se trouve devant le Parlement allemand, a côte
des monuments aux victimes de la Shoah et aux victimes homosexuelles
assassinees par les Nazis. Selon les chiffres officiels, presque 500
000 Roms et Sinti ont ete tues par les Nazis.

Le monument, cree par Dani Karavan, sculpteur israelien, presente un
puits avec une stèle sur laquelle se trouve une fleur toujours fraîche.

Selon l’historien allemand Wolfgang Wippermann, le ” Porajmos “, terme
utilise pour designer le genocide des Roms, et dont la signification
est ” devorer “, n’a ete – pendant plusieurs annees – ni reconnu ni
etudie par les historiens europeens y compris allemands.

Selon Romani Rose, president du Conseil central allemand des Sinti
et des Roms, si les nazis reconnaissaient facilement les Juifs par
leur difference religieuse, dans le cas des Roms cela leur etait plus
difficile car la plupart des Roms etaient catholiques. Pour arriver
a les identifier, les Nazis ont etudie leurs particularites ainsi
que leur genealogie sur plusieurs siècles pour trouver des racines
tziganes justifiant leur deplacement vers les camps de concentration.

Les Nazis traitaient souvent les Roms en cobayes afin d’effectuer
des experimentations medicales.

Ce n’est qu’en 1982 que le genocide des Roms a ete reconnu par la
Republique federale d’Allemagne, par une declaration du chancelier
Helmut Schmidt.

En 1997, le president federal de l’epoque, Roman Herzog, a precise
dans son discours: “Le genocide perpetre envers les Sinti et Roms
a ete execute pour les memes motifs de folie raciale, avec la meme
premeditation, avec la meme determination d’extermination planifiee
et definitive que celui des Juifs.”

Actuellement, sur les 11 millions de Roms qui vivent en Europe,
sept millions se trouvent au sein de l’Union europeenne : une grande
majorite est concentree en Europe centrale et du Sud-Est, en Roumanie,
Bulgarie, Hongrie et Slovaquie.

C’est la plus importante et la plus pauvre minorite ethnique d’Europe,
regulièrement victime de discriminations et de racisme.

Le president du Conseil central allemand des Sinti et Roms denonce
la situation actuelle des Roms en Roumanie – où l’esclavage dont
ils etaient victimes a ete aboli en 1856 – en Bulgarie, en Hongrie,
en Slovaquie, en France et en Italie.

Après 1989 et la chute du communisme, on a assiste a une emigration des
Roms vers les pays d’Europe occidentale, dont la France et l’Italie.

Actuellement, l’Allemagne abrite plus de 70 000 Roms ayant la
nationalite allemande et comme l’estime l’historien allemand Wolfgang
Wippermann, ” ces gens-la ne sont pas des vagabonds et ils vivent
ici depuis 600 ans avec leur famille “.

Depuis 1997, la minorite des Roms fait partie des 4 minorites protegees
en Allemagne. On n’y trouve plus de Camps de concentration.
