In due time, the opposition bloc Armenian National Congress (ANC)
will announce cooperation with the Prosperous Armenia Party (PAP),
Vladimir Karapetyan, an ANC member, told Tert.am in response to
a remark concerning different viewpoints within the ANC Political
Council and among active members.

“The question should first of all be addressed to ANC Spokesman Arman
Musinyan, who can present an official opinion,” Karapetyan said. With
respect to statements by different ANC members – the head of the ANC
parliamentary group, an MP, a Political Council member or any other –
Karapetyan said: “This is evidence of the varying opinions we have.”

At a press briefing in Armenia’s parliament on Friday, Head of the
ANC parliamentary group Levon Zourabian spoke of the ANC group member
Nikol Pashinyan’s comments on his interview with Azatutyun radio.

Specifically, Pashinyan said that the prospects of ANC’s cooperation
with the Prosperous Armenia Party (PAP) are Mr Zurabyan’s personal
opinion. It is the ANC Political Council that formulates the ANC’s
policy and discusses issues of cooperation with the PAP and other
political forces.

“The Political Council believes Levon Ter-Petrosyan’s policy is
credible,” he said.

As to which of the two – Gagik Tsdarukyan (PAP chairman) or Vartan
Oskanian (a PAP member) – Karapetyan prefers as a presidential
candidate, he said: “I will respect any decision by any party except
for the Republican Party of Armenia (RPA), which is concealing the
March 1 facts and betraying its pledges.”

Naira Zohrabyan, Secretary of the PAP parliamentary group, voiced the
opinion on Friday that the PAP must have its presidential candidate,
and the PAP leader must be the candidate.

PAP Secretary Tigran Urikhanyan made a similar statement in an
interview with the Gala TV.

Also, Vartan Oskanian, an MP of PAP, said that PAP Chairman Gagik
Tsarukyan is the best candidate. If, however, the PAP leader refuses
to run for presidency, Mr Oskanian will do it.

STEPANAKERT. – Australia’s New South Wales Parliament
resolution recognizing Artsakh [Nagorno-Karabakh] and the right to
self-determination of its Artsakh Armenians is a serious political and
moral achievement, Arstakh President’s Spokesperson David Babayan told
Armenian News-NEWS.am. He also added that it was the most important
achievement of the Armenian side in the recent three years.

According to him, the New South Wales is not simply an administrative
formation. Other states of Australia will also follow its example and
it will become a starting point for other counties to recognize the
Arstakh independence as well. In addition, works will continue on that
direction with no hysteric statements, calmly and without any stir.

As the agency informed earlier, Australia’s New South Wales Parliament
adopted a resolution recognizing the Republic of Nagorno-Karabakh
and the right to self-determination of Armenian people in Artsakh.

YEREVAN. – The Armenian Nuclear Power Plant (NPP) has no waste
disposal facility but the waste is securely preserved, head of the
Armatom Vahram Petrosyan told EkoLur NGO.

According to him, the cassettes are kept in a water basin for three
years in order to reduce radiation and later they are placed in a dry
store for 50 years following French technology. Afterwards they need
to bury in special places, which Armenia still lacks.

As one of the experts of the NPP Suren Bznuni said, the storage of
nuclear waste meets all international criteria for nuclear security.

and the activation of trade-economic ties. They also touched upon
the regional problems.

The Ambassador conveyed Hovik Abrahamyan the invitation of the official
visit to Bulgaria of the Speaker of the National Assembly of Bulgaria

RUSSIAN BASE IN ARMENIA COMMENCES PLANNED REPLACEMENT OF MILITARY PERSONNEL

Planned replacement of the personnel of the Russian Federation (RF)
Armed Forces’ 102nd Military Base, which is stationed in Armenia,
has begun.

The first group, which comprises 150 drafted military servicemen,
arrived in the Armenian capital city Yerevan on Friday, the RF Armed
Forces’ Southern Military Region press service informs.

The discharged servicemen will be replaced by trained sergeants
and soldiers. A total of 3,000 military personnel are planned to
be replaced.

When selecting the candidates, the preference was given to those
who wished to carry out their military service outside RF and in
high mountain conditions. But the applicants’ physical and medical
conditions were considered as well.

The recruits will be exempt from service and physical load for the
first fifteen days.

The replacement and replenishment of the troops will finish at the end
of November, and prior to start of the new military education period.

But the number of Military Base personnel will not change over the
course of this planned replacement.

How will the Armenian justice attend to the ex-mayor of Gyumri Vardan
Ghukasyan whom the fresh mayor Samvel Balasanyan has bluntly accused
of mismanagement of the city budget?

Yesterday the TV channels televised the indignant speech of the mayor
who announced that the ex-mayor has wasted not only this year’s but
also the next year’s budget. He has urged the Council of Aldermen to
assign an independent audit but the Council has refused.

Mayor Balasanyan said he will wait till the meeting of the
newly-elected Council in early November and again propose an audit.

The Council may authorize an audit, it will last for several months
while the presidential election will be held, then Vartan Ghukasyan
will be made to pay damages and let go free.

Meanwhile, in the fight against corruption which Serzh Sargsyan has
declared Vardan Ghukasyan’s case would be an illustration, especially
in the context of accusations against Vartan Oskanian and lack of
reaction to the case of Vardan Aivazyan.

The three Vardans are an indicator of justice in Armenia. The U.S.

ambassador Heffern said Vartan Oskanian’s prosecution is selective
application of the law. The ruling party denies this but cannot explain
its blindness in regard to Vartan Ghukasyan and Vardan Aivazyan.

The outrageous cynicism in the statements and actions of Vardan
Ghukasyan and Vardan Aivazyan indicate their confidence and impunity.

Apparently, this confidence is due to lack of interest of the
government and law-enforcement bodies to their cases. The authorities
may announce that they did not allow Ghukasyan to remain mayor and
even supported the PAP candidate but Gorik Hakobyan, the head of the
National Security Service, did not consider the decision of the New
York Court and Samvel Balasanyan grounded to bring cases.

Apparently, Vardan Aivazyan and Vardan Ghukasyan have not violated
the rights of Huntsman and the Civilitas. And all our NSS does is
protection of their interests.

If necessary, the Armenian National Congress (HAK) is ready to
cooperate with any political force and politician, including with
Serzh Sargsyan and Robert Kocharyan, HAK member Gurgen Yeghiazaryan
told reporters while commenting on Armenia’s domestic political
developments.

“We would love to cooperate with both Serzh Sargsyan and Robert
Kocharyan. We will sit with them and discuss ways of taking the country
out of this situation,” he noted, adding that both the Republican Party
and Prosperous Armenia Party are responsible for the current crisis.

In return, member of RPA parliamentary faction Manvel Badeyan said that
he understands HAK’s behavior, its constant seeking for cooperation.

“They think a change of power is the only way out. If their only
objective is the change of power, it means that they are ready to
cooperate with any force irrespective of its past and future. But
there is only one way of changing the power, elections,” said Badeyan.

The Republican MP added that he thinks HAK will lose the elections
because of low rating. And its low rating is due to the fact that
the bloc is “ready to cooperate with any political force.”

YEREVAN. – Armenia has appeared in the neighborhood of Western European
countries, right after the Netherlands and right before Belgium,
in the World Bank’s “Doing Business Report 2013,” Economy Minister
Tigran Davtyan stated during a press conference on Thursday.

In his words, this year Armenia is a leading country in the report in
terms of progress rate, as it jumped up eighteen points at once. Owing
to this, the country has the best indicator among the CIS. Armenia
is among the regional leaders, too, and solely Armenia and Georgia
have recorded progress.

As per Davtyan, in the “Doing Business Report 2013” Armenia has strong
indicators with respect to construction permits, investment protection,
and property registration. But the indicators are relatively lower in
electricity connection, and in the tax, customs, and judicial sectors.

At the October 11 plenary session of the NKR National Assembly,
Prime Minister Ara Harutyunian presented the Government’s activity
for 2012-2017.

After the Prime Minister’s report, the parliamentary factions,
represented by their leaders, expressed their views on the program.

The program was approved by the Parliament.

Following is our conversation with leader of the NA Dashnaktsutyun
faction Armen SARGSYAN about the faction’s observations and
assessments:

According to Mr. Sargsyan, the five-year program of the Government
differs from the previous ones with its orderliness. The provisions of
the program are logically connected to each other; they outline both
the strategic goals and specific issues. Consequently, it cannot be
considered as abstract. “Specifically, as to the increase of salaries,
the Government indicates certain figures; so, if the executive
body doesn’t reach the specified size of salaries and pensions,
its work will be considered failed. We cannot consider such a work
positive. In this case, the program outlines the strategic direction
of the country’s development, at the same time focusing on the issues
of current importance”.

According to the faction’s leader, the peculiarity of the program also
is that it is not a slogan. Thus, agricultural and rural development
is considered on a common basis. Some specialists consider separately
rural and agricultural development programs, which is unacceptable. In
fact, the strategic importance of the Artsakh village should be
understood; second, along with the development of big business,
development of small and medium business in the agricultural sector
is very important, which will provide the desired number of the
rural population, or, it will promote villages’ enlarging. One
cannot consider this program only from the viewpoint of agricultural
production, but he should also take into consideration how it will
contribute to the development of village. By the way, this section
in the Government program has undergone radical changes. Emphasizing
also the social sphere, our interlocutor noted that the executive
body tried to solve the existing issues, basing on the previously
elaborated programs. It concerns the financial assistance rendered
to the families with five or more children, as well as the support
provided to young families by the state.

Mr. Sargsyan then proceeded to the energy sector, noting that at least
three factors -electricity, fuel and bread – have their influence on
a country’s living standard. Karabakh imports fuel, which means that
it is difficult for the country to avoid prices’ fluctuation. As of
bread, our country cannot only be self-sufficient, but it can also
export the surplus. The Government resolution restricting export of
wheat is important. Thus, the executive body tries to keep unchanged
the prices for bread. The faction leader believes that we have great
abilities for regulating this issue. As for electricity, today we
are attempting to achieve self-sufficiency in energy. In case of
successful development of the process, price regulation is possible.

Generally, very few countries are able to become self-sufficient in
this sphere.

At the meeting with the state’s Prime Minister, the factions’ members
drew the Government’s attention to a series of issues. Almost all the
proposals were accepted. During the meeting, both sides highlighted
the following approach: the executive body must give an account
of every sentence. In this respect, the faction leader emphasized
that one could present a perfect program, but failing to provide its
implementation. The report for each sentence by itself is not simply
financial distribution by sectors, but more targeted provision of
means for conducting a clear policy in the area. According to our
interlocutor, this program differs from the previous ones just with
this fact.

“The program should be made public”, Mr. Sargsyan stressed, adding,
“But what does this mean?” If the program is implemented by the
staff, which, so to say, does not enjoy the program provisions,
so they become mere instructions. It is impossible to regulate any
industrial issue with instructions. The personnel should study the
program to be able to implement it, mastering all the nuances. Second,
the program may fail if the people don’t comprehend this, becoming
part of the process”. He grounded this view with a specific example:
the state gives credits to villagers to buy cattle, but the villagers
do not perceive the essence of the program and spend the credit not for
purchasing cattle, but for buying cars and using them as taxi. Surely,
they can return the credit to the Government, but it does not mean
that the credit was used purposefully. If the credit is provided for
cattle, then, it should be purchased and a corresponding report should
be submitted. The Government is not a bank to give credits and to
demand their repayment. The Government should ensure their target use.

Recently, corresponding steps have been taken in this direction,
which is welcomed by Armen Sargsyan. Apart from participation, the
people should realize the fact that as a result of the five-year work
they will register certain changes in their own living standards. The
Dashnaktsutyun draws attention to the following: the Government
presents real figurers on the country’s development. The matter is
how this development is related to the people’s living standards,
i.e. the people should enjoy the 12-percent increase, which is
indicated by the Government.

Mr. Sargsyan pays special attention to the development of small and
medium business, which primarily supposes creation of new jobs. It
is also manifestation of people’s abilities. It should be noted that
development of small and medium business provides the most important
stability for the country. The problem is as follows: will it be
possible to implement the program with joint efforts and will it
really become public?

During the meeting with the Prime Minister, the faction members noted
that any program, be it political or economic, can be realized if it
provides at least five conditions: the program should be made properly;
the choice of personnel should be similarly accurate; it should ensure
the proper funding, work organization, and definition of control. “If
all these conditions are followed, I think the program will be more
successful”, said our interlocutor.

The Government’s attention was drawn to its credit policy and it
was, in particular, stressed that for proportional development of
the country, credit privileges should be introduced according to
regions, i.e. the credits should be provided, basing on the regions’
peculiarities. Amendments should be introduced in the credit policy.

Along with the issue of resettlement, the Dashnaktsutyun paid special
importance to the issue of repatriation. “We should do everything
that our compatriots living abroad return to their homeland”, said the
faction leader, adding, “The issues of resettlement and repatriation
cannot be considered separately. We suggested paying attention to the
married couples living in the villages, which are under the threat
of destruction. Keeping the couples in the villages will be possible
if they are provided with privileged mortgage credits. We should help
people build their houses on their native land”.

The faction suggested also expanding the list of the NKR missions
abroad to intensify the works on the international recognition
of Artsakh. A proposal was made, according to which creation of
different cooperatives will be quite effective for the development
of agriculture, which is accepted in many countries. The meeting
participants discussed the issue of toughening the standards for
admission to the university, because it cannot base on its own economic
needs and make such steps that may impact the quality of the education.

The importance of organizing training courses on middle and lower
levels, including for community leaders, was noted. These levels’
employees must perceive the state policy; otherwise negative facts
will be registered, due to the personnel’s non-professionalism. It
was offered to deepen the process of decentralization, since countries
with highly centralized systems have no natural development.

President Serzh Sargsyan participated today in the opening of an air
defense unit in the south of the country.

“The Armed Forces are called to defend people, but there are divisions
in the Armed Forces, which immediately guarantee the security of
our people. On of them is undoubtedly is the air defense,” President
Serzh Sargsyan said.

The President noted that thanks to the brilliant actions of the
Armenian air defense divisions during the Artsakh war, the rival
failed to cause substantial damage to the Armenian side, while our air
defense forces caused considerable damage to the Azerbaijani air force.

According to Serzh Sargsyan, the opening of the unit supplied with all
necessary equipments symbolizes the future of all our military units.
