YEREVAN, OCTOBER 27, ARMENPRESS: Requiem service was held in
Etchmiadzin Cathedral on October 27, for the victims of the terrorism
act in Armenian National Assembly and Lieutenant Gurgen Margaryan who
was killed in Hungary. The service was initiated by His Holiness
Karekin II Supreme Patriarch and Catholicos of All Armenians. As
Armenpress was informed from the informational system of Mother See of
Holy Etchmiadzin, Catholicos of All Armenian addressed to the family
of Gurgen Margaryan and all the presents, referring to the tragic
events of October 27, 1999 and the crime committed against a young
serviceman Gurgen Margaryan.

His Holiness urged the presents to always remember the martyrs in
their prayers to keep their memorial.

from the events of October 27. The Vice President of Armenian National
Assembly Eduard Sharmazanov said during the interview with Armenpress,
adding that the wounds of that crime will never recover. `I can
vividly remember that day; I wasn’t a deputy yet and was studying
with children when got the news about 5 o’clock, and that was a real
shock. Certainly, the wounds will never heal, but the issue is
different, we should be able to learn a lesson. It is hard to forget
the tragedy and the loss of October 27. Commander was a symbol of
victory; nation had great expectation from Karen Demirchyan, such
people should never be forgotten’ said Sharmazanov.

`October 27′ is a crime which will not be forgotten even after 50 or
100 years, Armenpress cited NA deputy Margarita Esayan.

The deputies of Armenian National Assembly paid a tribute to the
memory of 8 state political figures who became a victim of a terror on
October 27, 13 years ago. Armenpress reports that the representatives
of NA and the relatives of the victims participated in the tragic
event.

President Sargsyan receives Russian delegation: Agreement reached to
make Tennis Tournament annual event

On October 26, President Serzh Sargsyan received a delegation from the
Russian Federation headed by the Director of the Institute of CIS
Konstantin Zatulin, which has arrived in Yerevan to participate in the
International Tennis Arch-2012 Tournament.

The delegation comprised individuals of different occupations –
political and public figures, businessmen, cosmonauts, servicemen,
physicians, journalists, representatives of arts and sports.

The President greeted the guests and stressed the importance of
organizing the Tournament in Yerevan, which was initiated by the CIS
Institute, Cosmonauts Tennis Club, and other organizers of the event.
Such events, conducted with the participation of the individuals who
have high repute in the society, according to President Sargsyan,
enhance friendly relations between the states and peoples.

The President of Armenia praised personal input of Konstantin Zatulin
to the Armenian-Russian allied partnership.

Members of the RF delegation present at the meeting thanked President
Sargsyan for supporting the idea of organizing the International
Tennis Tournament in Yerevan and conducting it under the high
patronage of the President.

Konstantin Zatulin noted that organization of amateur tournaments,
which has already become a good tradition, contributes to friendship
of the nations and establishment of close relations between the
individuals of different occupations. He informed the President of
Armenia that the first day of the Tournament organized on a high level
has commenced successfully.

Members of the Russian delegation participating in the Tennis
Arch-2012 reached an agreement with President Sargsyan to make the
Tournament in Yerevan an annual event.

President Serzh Sargsyan wished all the best to the Tournament,
excellent mood and pleasant days in Armenia to the participants of the
event, presidential press service reported.

Russian President Vladimir Putin’s Yerevan tour, was scheduled for
late October or early December, is again being delayed, the paper has
learned.

Citing the Russian media, it says Putin has also postponed his visits
to India, Turkey and Pakistan. It further refers to the CIS Executive
Committee’s Friday statement about rescheduling the presidential
meeting set to take place in Ashkhabad, Turkmenistan at the beginning
of November. Citing high-ranking Russian sources, Reuters said on
Friday that the meeting is being postponed amid talks that Putin has a
back trouble. But a spokesperson later denied the report.

In the course of his visit to Yerevan, Putin was expected to meet with
President Serzh Sargsyan to discuss the possibility of appointing a
new prime minister in Armenia. Citing the ruling circles, the paper
claims that the discussions will take place on the sidelines of the
Ashkhabad summit in early December.

Today Armenia commemorates the victims of the 1999 parliament terror
attack. A memorial ceremony will be held today in the Armenian
National Assembly’s park, near the monument to those killed in the
terror attack.

On October 27, 1999, a group of five terrorists broke into the
parliament hall and killed Armenian MPs and government members:
parliament speaker Karen Demirchyan, Prime Minister Vazgen Sargsyan,
vice speakers of parliament Yuri Bakhshyan and Ruben Miroyan, MPs
Michael Kotanyan, Armenak Armenakyan, Henrik Abramyan and Leonard
Petrosyan.

Three injured in Yerevan building collapse are discharged from hospital

YEREVAN. – One of the nine people, who were injured as a result of
Thursday’s collapse of a semi-constructed building at the heart of
Armenia’s capital city Yerevan, is still in stable but critical
condition, the Health Minister’s Press Secretary Anahit Haytayan told
Armenian News-NEWS.am.

She noted that another injured is at the reanimation ward, and the
doctors say he is in average but critical condition.

Three others have been discharged from hospital, and another three are
still undergoing treatment at the neurosurgery department.

As Armenian News-NEWS.am informed earlier, a construction crew of
eleven remained under the debris as a result of Thursday’s collapse of
a building in downtown Yerevan. The Ministry of Emergency Situations
received a call at 1:10pm informing that firemen and rescuers were
needed. Subsequently, the firemen and rescuers were dispatched to the
scene.

Identities of the nine injured are made public, and they are as
follows: Kamo Kagramanov, 50, Arman, 40, Arman Grigoryan, 25, Arsen
Hayrapetyan, 30, Nahapet Badalyan, Volodya Matevosyan, Sirak
Tovmasyan, Edik Sukiasyan, 30, and Robert Arakelyan, 53.

A criminal case has been launched on charges of violation of the
employment protection rules.

L’adoption d’une nouvelle constitution en Turquie pourra étendre les
droits de la communauté arménienne

L’adoption d’une nouvelle constitution par la Turquie et la
libéralisation de quelques lois touchant aux minorités nationales
peuvent contribuer à l’élargissement des droits de la communauté
arménienne et l’amélioration de sa condition, selon Vahram
Ter-Matevosian, un chercheur à l’Institut des Études Orientales de
l’Académie Nationale des Sciences d’Arménie.

La Turquie développe actuellement une nouvelle constitution qui doit
être soumise au Parlement au printemps 2013 a-t-il dit.

Il a dit qu’en février dernier une sous-commission, engagée dans le
développement de la nouvelle constitution, a rencontré les
représentants de la communauté arménienne, a écouté leurs problèmes et
demandes et a promis qu’ils seraient reflétés dans le projet de la
constitution.

Selon M.Ter-Matevosyan, la sous-commission était transparente et la
communauté arménienne espère que des progrès seront faits dans
l’identification de l’identité nationale et des droits des minorités
ethniques et religieuses.

M.Ter-Matevosyan a aussi noté que les changements législatifs peuvent
aussi résoudre les problèmes des citoyens d’Arménie vivant en Turquie
illégalement.

Un nouveau vol humanitaire vers la Syrie

Un second vol d’aide humanitaire a été livré avec succès à partir de
l’Arménie à destination de la Syrie.

Vahan Hovannisian, un des leaders de la Fédération Révolutionnaire
Arménienne (Dashnaktsutyun) le parti qui conduit la camapgne « Aide
ton Frère » a dit au service arménien de RFE/RL (Azatutyun.am), qu’un
avion syrien transportant environ 2 tonnes de médicaments et de lait
en poudre a atteint la ville ravagée par la guerre d’Alep dans la nuit
de mardi à mercredi.

« La situation est tragique » a déclaré marine Ulchigian, une syrienne
d’origine arménienne, au service arménien de RFE/RL (Azatutyun.am) à
l’aéroport de Zvartnots d’Erevan. ` C’est une honte. Nous avions
l’habitude d’être très heureux à Alep ».

Marine Ulchigian et son petit enfant ont été accueillis à l’aéroport
par ses parents, qui se sont déplacés en Arménie il y a environ cinq
mois.

Selon le Ministère des Affaires de la Diaspora à Erevan, environ 5000
arméniens de syrie ont trouvé refuge en Arménie jusqu’ici.

Une nouvelle cloche pour l’Eglise Apostolique Arménienne de Diyarbakir

La plus grande église arménienne de Diyarbakir l’Eglise Surp Giragos
dévoilera sa nouvelle cloche lors d’une cérémonie officielle au mois
de novembre après la restauration de l’Eglise l’année dernière.

« La nouvelle cloche, qui pèse 100 kilogrammes, a été produite à
Moscou et présentée comme un cadeau de la communauté arménienne de
Russie à l’Eglise Surp Giragos. Elle a déjà été livrée à Diyarbakir et
présentée au public » déclaré l’artiste canadien basé à istanbul Raffi
Bedrosyan qui a contribué à la restauration de l’église cité par le
journal Hürriyet. La cérémonie pour la nouvelle cloche devrait avoir
lieu le 4 novembre.

La tour a été détruite par des canons en 1915 en raison du fait
qu’elle était plus grande que les minarets des mosquées. La nouvelle
cloche a été réalisée dans un style semblable à l’original.

« Cette église, l’Église arménienne la plus grande dans le
Moyen-Orient, est un témoignage claire de l’influence arménienne en
Anatolie avant 1915 et maintenant c’est devenu un lieu de pèlerinage
pour tous les arméniens de Turquie, d’Arménie et de la diaspora » a
dit Bedrosyan.

Le budget de l’Azerbaïdjan pour 2013 est de 24,4 milliards de dollars
en recettes 3,7 milliards iront à la Défense

Le budget de l’Azerbaïdjan prévoit pour 2013 une recette de 19,1
milliards de manats (24,4 milliards de dollars) contre 19,8 milliards
de manats (25,3 milliards de dollars) de dépenses. 60 % des recettes
de Bakou proviendront des produits pétroliers et du gaz. Selon les
médias azéris les recettes du pétrole seront en baisse. Mais ces
dernières seront compensées par la hausse des produits du gaz. Le
budget de la Défense sera de 2,9 milliards de manats (3,7 milliards de
dollars) dont près de 1,5 milliard de manats (2 milliards de dollars)
seront directement injectés dans l’armée, représentant une croissance
de 8,5 %. A titre de comparaison rappelons que le budget militaire de
l’Arménie pour 2013 sera de l’ordre de 500 millions de dollars soit
plus de sept fois moins que l’Azerbaïdjan.
