Shifting the focus from Russia to other former Soviet
Union territories, ‘Soviet Modernism 1955-1991’ at Vienna’s
Architekturzentrum presents a fresh take on Modernist architecture,
showing buildings from the early fifties to the early nineties.

Spanning Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan,
Krygyzstan, Latvia, Lithuania, Moldova, Tajikistan, Turkmenistan,
the Ukraine and Uzbekistan, the show includes photography, film
and drawings of lesser-known architecture projects from the period,
spread across the width and length of the former USSR.

Making a case for the protection and preservation of the buildings
on display – many of which are currently disused and rapidly
deteriorating, with some threatened with demolition – the show argues
for action in order to save this important part of 20th century
architectural history.

The exhibition seeks to highlight the diverse design approaches applied
in the Soviet Union at the time. ‘Soviet Modernism 1955-1991: Unknown
Stories’ is curated by Katharina Ritter, Ekaterina Shapiro-Obermair
and Alexandra Wachter, while the exhibition design is by Austrian
artists Six & Petritsch.

Following the curators’ intention, the design team divided the space
in four regions, the Baltic, Eastern Europe, the Caucasus and Central
Asia, making it easier to underline the architectural parallels and
differences between geographical areas.

A catalogue in English and German (published by Park Books) will
accompany the exhibition and for those of us who cannot get enough
of the subject matter, a conference discussing the points raised by
this shiw is being held on the 24 and 25 November at the centre.

Ambassador Karen Nazaryan urged the UN member countries to condemn
Azerbaijan’s anti-Armenian policy and particularly the pardon of
Ramil Safarov, the murderer of the Armenian officer.

Speaking on “Elimination of Racism, Racial Discrimination and
Intolerance”, Karen Nazaryan said that Ramil Safarov’s pardon not
only contradicts humanitarian purposes of the international law but
also challenges the whole sphere of human rights, Mediamax reports.

Ambassador Nazaryan called on the international community to continue
condemning this inexcusable behavior which jeopardizes the regional
peace and security.

ABU DHABI – Shaikha Lubna Al Qasimi, UAE Minister of Foreign Trade,
has held talks in Abu Dhabi with Armen Gevorkyan, Vice Prime Minister
of the Republic of Armenia, and his accompanying delegation on
strengthening economic and investment relations between the UAE and
Armenia and promoting joint investments in various fields.

The meeting also centered on the need to explore new horizons for
investors from both the UAE and Armenia in order to better utilize
the strong bilateral relations and signed economic agreements the
two countries enjoy.

During the meeting, Shaikha Lubna said that the UAE is witnessing
rapid growth in various fields, which is in turn having its positive
impact on the country’s trade exchange, placing it at unprecedented
positions in trade and investment indices, which is in line, she added,
with the government strategies and goals that that were put in place
to strengthen the UAE’s standing in the global trade map.

Shaikha Lubna invited Armenian companies to invest in the UAE and
benefit from its available opportunities, especially with regards to
making it their entry point into many neighboring regional markets

The UAE is geographically and strategically well positioned as a
transit trade hub between east and west and that it has flexible
investment and economic legislations and excellent incentives and
advantages such as its modern infrastructure, high consumption and
income rates, advanced logistical support and the presence of a
sophisticated and wide spanning air, land and maritime network that

Yerevan/Mediamax/. Import of polymer raw material from Iran to Armenia
has been stopped over 2 weeks and it may affect the food production
and agricultural sectors, Union of Manufacturers and Entrepreneurs
of Armenia (UMEA) stated this today.

“Iran stopped the export of 53 types of products to foreign countries
and as a result, the import of polymer raw material (polyethylene,
polypropylene and polystyrene) to Armenia has been stopped over 2
weeks and it will have an extremely negative impact on particularly
the food production and agricultural spheres. Arrangement of importing
polymer raw material from other countries will take at least 30-40
days and naturally, at a higher rate which will entail growth of price
for goods. The UMEA turned to Armenian Prime Minister Tigran Sargsyan
asking him to help settle the issue with the relevant bodies of Iran”,
the statement of the Union reads.

Armenia and NATO have again exchanged their “partnership” credentials
this week as events dedicated to their deepening ties were launched
in Yerevan on Monday.

Speaking at a seminar held as part of the NATO Week events in the
Armenian capital, the NATO Secretary General’s Special Representative
for the Caucasus and Central Asia James Appathurai described Armenia
as an important partner for the military alliance. He especially
noted Armenia’s considerable contribution to the ISAF operation
in Afghanistan.

Appathurai, who was scheduled to meet with senior government officials
in Yerevan, said NATO was seeking a deeper involvement in the South
Caucasus and would like to step up its cooperation with Armenia. He
said the alliance leadership was now considering ways of gaining a
“stronger foothold” in the volatile region.

“But, of course, we don’t want to impose ourselves. We just want
to offer more opportunities for cooperation. And if countries like
Armenia but also Georgia and Azerbaijan wish to take this offer, we
will have more to do, more on the menu in the coming months and years,”
the official said in an interview with RFE/RL’s Armenian service.

NATO Secretary General Anders Fogh Rasmussen also spoke of
potentialities for developing further partnership with Armenia
as he visited Yerevan in September. He insisted that there is “no
contradiction” between Armenia’s military alliance with Russia and
closer ties with NATO – a stance shared by the leadership of Armenia,
a member of the Moscow-led Collective Security Treaty Organization
that hosts the only Russian military base in the South Caucasus.

Pro-establishment politicians and analysts in Armenia have also tried
to present the nation’s growing ties with NATO and generally with the
West (including negotiations on deeper ties with the European Union)
as part of a comprehensive foreign policy agenda that does not involve
any reorientation or otherwise endangers Yerevan’s traditionally
close ties with Moscow.

But some early signs of worsening relations between Yerevan and Moscow
suggest that Russia is watching its ally’s “flirting” with the West
with a great deal of jealousy, to say the least.

Last month Russia openly defied Armenia’s request to stop the
operations of its controversial immigration program that is said to
encourage outward migration from the tiny South Caucasus country and
this difference in the positions of the two former Soviet allies had
to be reflected in the minutes of a recent intergovernmental committee
meeting in Yerevan.

In what could be viewed as further evidence of growing differences
Russian President Vladimir Putin appears to have canceled/postponed
his visit to Armenia in September even though diplomats in Yerevan
and Moscow rushed to explain that no visit had been scheduled in
the first place. Prior to that, on several occasions, Armenia spoke
dismissively of the idea of joining a Eurasian Union, a Putin-advocated
reintegration project for former Soviet countries.

No wonder that such a position would draw an angry “analysis”
from leading pro-Kremlin pundit Mikhail Leontyev, who published an
article in October reminding Armenia about its heavy reliance on
Russia for economy and security. The “privileged” price of Russian
natural gas supplies to Armenia has repeatedly been mentioned as a
major argument in this context. Negotiations over the price of this
fuel essential to Armenia’s economy may become a further indicator
of where the Armenian-Russian relations go against the background of
an approaching presidential election in Armenia.

In a November 5 article published in Vestnikkavkaza.net, analysts
Yekaterina Tesemnikova, from Moscow, and David Stepanyan, from
Yerevan, described Armenia’s vagueness on the Eurasian Union idea as
“reasonable”.

“And the reason is not the pressure of the West and not even the hope
of receiving 1.5 billion euros in Europe, allegedly promised in case
of an irreversible movement of Armenia on the path of “strengthening
democracy.” In fact, the government of [Armenian President Serzh]
Sargsyan expects from Moscow guarantees of substantial financial,
economic and political support till the presidential elections,
including gas prices acceptable for Armenia.”

The authors further concluded: “Persuading Armenia to participate in
the Russian integration project is certainly possible, but only by
applying the so-called “soft power”, popularizing and economically
justifying the benefits of carrying out the idea of the Eurasian
Union.”

World attention today is focused on the presidential election in the
United States because it is not simply a domestic political event
but one of world geopolitical importance the results of which will
determine this superpower’s stand on a number of issues and solutions.

While the candidates make vows and promise a better future to their
electorates, in a country smaller than most US states, predictions
are made in Armenia on which candidate would be better suited to
Armenia-US relations.

The more than 1.5 million-member Armenian community of America with
its powerful lobby usually is a factor in US elections, nonetheless,
this time the Armenian National Committee of America (ANCA) has decided
against supporting either of the two main candidates — incumbent
president, Democrat Barack Obama and Republican Mitt Romney believing
that “none of them has earned the votes of American Armenians”.

Armenia-based analysts prefer democrat Obama. According to political
analyst Richard Giragosian, who heads the Regional Research Center,
the Democrats “usually lead a more balanced foreign policy, which is
important for our vulnerable region”.

The US election can have several direct and indirect impacts on
Armenia – the Genocide issue, USA-Russia and USA-Iran relations,
as well as the Azerbaijani oil factor.

“Regardless of who gets elected, Armenian-American relations will
remain unchanged – close and stable. That’s mostly conditioned by the
power the Armenian lobby holds in the US, and it seems to be getting
even more influential. In any case, none of the candidates will have
the Genocide issue enter their agenda,” says Giragosian.

The indirect impact on the US-Russia relations could be tangible
should Republican Romney get elected, as he has stated his intention
of assuming a stricter policy towards Russia.

“I’m not going to wear rose-colored glasses when it comes to Russia
or Mr. Putin. And I’m certainly not going to say to him, ‘I’ll give
you more flexibility after the election’,” said Romney.

Giragosian is convinced that Romney’s “aggressive policy towards
Russia won’t be good” for Armenia.

The analyst shares his concerns over possible, and even worse case
consequences with Russia, a Romney presidency and tight policy might
have when it comes to Iran.

“And a US-Iran war would not simply affect Armenia, it would have
a devastating effect. We are closely connected with Iran, and even
if the war lasts five days, it’ll have destructive consequences for
Armenia,” says Giragosian.

Political analyst Levon Shirinyan shares the opinion that the
Republican candidate’s victory is “dangerous” for Armenia and the
region.

“As opposed to the Republicans, the Democrats do not view Russia as a
geopolitical opponent, and in case with Iran they are more in favour
of a negotiation process and resumption of a dialogue, which would
be beneficial for Armenia,” he says.

Another political expert however says it is impossible to clearly
distinguish between the pros and cons. Edgar Vardanyan, heading
the Armenian Center for Regional and International Studies (ACNIS)
believes that “the Republicans’ more proactive and aggressive policy
might indirectly be beneficial for Armenia.”

“If the controversies with Russia deepen, it’ll make more effort trying
to keep the countries under its influence by its side. In that case
Armenia, given insightful foreign policy, may make a good bargain,”
says Vardanyan.

When it comes to the Karabakh issue, none of the candidates “will
go for drastic measures”, says the expert, and “no breakthrough”
is expected here. The possible war scenario with Iran, Vardanyan
believes, is not fraught with only negative consequences for Armenia,
rather it might even create certain advantages.

“Economically it’ll be challenging, but Armenia as a neighbour to a
country at war might make an effort at more practical policy and use
its position to make others reckon with it. In this case war might
give Armenia a chance to become a factor,” suggests Vardanyan.

Despite this optimistic outlook, Giragosian sees another perilous
development should the Republicans come to the office – Azerbaijan’s
“black gold” might become crucial in many respects.

“In general both candidates value the Azeri oil factor. The difference
is that the Republicans are more interested in deepening energy
cooperation with Azerbaijan and are on a friendly footing with that
country’s top brass,” says Giragosian, adding that, besides the oil
interest, Romney “is more dangerous as he has no understanding of
the Karabakh issue, hence has no consideration for it”.

A Yerevan-based newspaper Hraparak writes that a builder David
Gevorgyan at the age of 27 tragically died in early September during
reconstruction of the Republican Party’s building.

The paper writes that the law-enforcers and the Republicans still
conceal the tragic incident. To prevent Mass Media from the incident,
the Republican Party provided Gevorgyan’s family with 1.5 million
drams compensation, one of the Gevorgyan’s friends said. Witnesses
say Gevorgyan stubbed his toe and fell off 3- meter high roof.

The Armenian Police have confirmed the information on the tragedy.

However, no criminal case was initiated for “the necessary materials
are being prepared and no resolution of the forensic examination has
been received yet.” It is noteworthy that the builders also tried to
avoid any talks about the incident. The only one who dared to speak
was a 55-year-old man, who told about the details of the incident.

The RPA representatives deny the information, particularly, Secretary
of the RPA Parliamentary Factions Hovhanness Sahakyan said the
information on the death of the builder is “another attempt of Mass
Media to report a sensational news” to discredit the ruling party.
