Following one of our website’s recently uploaded articles concerning
the Haroutyunyans’ large family that live in Kherkhan village,
Martouni region, we applied to the department on problems of families
and children at the NKR Ministry of Labour and Social Issues.

In his interview to Karabakh-open.info head of the department
Samvel Dadayan noted that the family had not been included in the
register of the dwelling houses built or purchased by the programme of
implementation of measures aimed at the birthrate and large families’
stimulation in the NKR but they were already going to include it in
the programme.

In all probability such a decision was made after the publication
of the article, otherwise the family would not have been left out of
the register and would already have their own flat with all necessary
conditions.

Les Etats-Unis resteront “profondement impliques” dans les efforts
internationaux en vue d’un règlement du conflit du Haut-Karabagh,
et continueront a maintenir la pression pour que soient ratifies les
protocoles armeno-turcs pour une normalisation des relations entre
Ankara et Erevan, a declare l’ambassadeur americain en Armenie,
John Heffern, le 7 novembre, au lendemain de la reelection de
Barack Obama pour un 2e mandat de 4 ans. “L’administration Obama
et la Secretaire d’Etat [ Hillary Clinton] ont consacre du temps
et de l’energie aux questions liees a l’Armenie et au Sud Caucase”,
a declare M.Heffern, en exposant les implications de la reelection
de B. Obama sur les relations entre les Etats-Unis et l’Armenie. “La
Secretaire Clinton est venue ici a deux reprises durant son mandat
…Quant au president Obama, il s’est beaucoup investi dans la
recherche d’une solution pacifique au conflit du Haut-Karabagh. Je
pense que ces efforts seront poursuivis durant son deuxième mandat
“, a ajoute l’ambassadeur. Mais il est d’ores et deja certain que
Mme Clinton ne sera plus de la partie. Elle avait en effet annonce
qu’elle ne reprendrait pas du service dans la nouvelle administration
Obama et pourrait etre remplace par John Kerry au Secretariat d’Etat.

M. Heffern a assure aussi que l’administration americaine poursuivrait
ses efforts en vue d’une normalisation des relations entre la Turquie
et l’Armenie, en vertu des protocoles d’accord signes entre les
deux pays en 2009. “Malgre la deception provoquee par l’abasence
de progrès dans ce dossier, les Etats-Unis ne renoncent pas”, a
indique l’ambassadeur devant les journalistes a Yerevan, ajoutant
que Washington “ne manquera aucune occasion de rappeler l’existence
des protocoles”. La Turquie avait conditionne la ratification de ces
protocoles par son Parlement a une solution du conflit du Karabagh
acceptable pour l’ Azerbaïdjan. L’Armenie avait en consequence decide
de geler le processus. Les Etats-Unis avaient eux aussi reproche
a la Turquie d’etre revenue sur ses engagements et appellant a
une normalisation sans condition des relations entre la Turquie et
l’Armenie, a savoir l’etablissement de relations diplomatiques et la
reouverture des frontières entre les deux pays.

Par ailleurs, M. Heffern a affirme que l’administration americaine
veillerait a renforcer la cooperation economique avec l’Armenie. “La
où j’attends de grands changements, et où je pourrai agir davantage,
c’est bien le domaine economique”, a-t-il ajoute, en rappelant que “la
creation d’emplois est un enjeu majeur de la politique aux Etats-unis
comme en Armenie”. “Aussi je pense que le plus grand changement [pour
l’Armenie] a attendre de cette deuxième administration Obama tiendra
dans la creation d’emplois, le copmmerce et les invesstissements” a
declare le diplomate, en rappelant que l’Armenie, de son côte, devait
assainir le climat des affaires et relancer la concurrence “. Enfin,
M. Heffern a souligne que les elections presidentielles americaines
devaient server d’exemple a l’Armenie, alors que des presidentielles
doivent s’y derouler en fevrier 2013. Il a indique qu’il suivrait
de près le deroulement du scrutin, en exprimant l’espoir qu’il donne
lieu a une competition transparente et juste des hommes et des idees,
mettant en lice au moins deux grands candidats.

Dans l’objectif de renforcer a terme leur partenariat strategique,
l’Armenie et la Russie ont annonce leur intention de lancer une ligne
de production commune dans le secteur de l’industrie de l’armement,
en vertu d’un accord qui a ete approuve le 8 novembre par le
gouvernement armenien. Le gouvernement a indique que ce protocole
d’accord concerne “la cooperation dans la production et la recherche”
entre les compagnies armeniennes et russes specialisees du secteur
de la defense. Il prevoit que les companies concernees coopèrent
etroitement dans la livraison d’equipements, de pièces d’assemblage
et autres materiels necessaires a la production, a la modernisation
et a la remise en etat de differents types d’armements. Le protocole
d’accord, conclu a l’occasion de la visite en Armenie en septembre
dernier du ministre russe de la defense Anatoly Serdyukov, prevoit
aussi que les armements qui auront ete produits conjointement par
les deux pays ne pourront pas etre reexportes vers un pays tiers sans
l’aval du fournisseur.

Erevan et Moscou se sont d’ores et deja engages a renforcer leur
cooperation dans le domaine de l’industrie de la defense aerienne,
dans le cadre de l’Organisation du traite de securite collective
(CSTO) regroupant differentes Republiques de l’ex-URSS sous l’egide
de la Russie. Nikolay Bordyuzha, le secretaire general de la CSTO,
avait indique en novembre 2011 que des joint ventures se mettaient en
place en Armenie pour les operations de “maintenance, de reparation et
de modernisation de certains types d’armements”, sans donner plus de
precisions. Par ailleurs, la Russie devrait fournir “des equipements
militaires speciaux” a l’armee armenienne conformement a un accord
de defense russo-armenien signe il y a un peu plus de deux ans.

Renforcant le partenariat strategique entre les deux pays, cet accord
prevoyait notamment la prolongation de 24 ans, jusqu’en 2044, du
mandat de la base militaire russe stationnee en Armenie.

“La Russie signe de tels accords seulement lorsqu’elle trouve
son interet a une cooperation [mutuellement benefiquel]” a declare
Aleksandr Golts, un expert russe reconnu dans le domaine de la defense,
en commentant le nouvel accord annonce par Erevan. “Aussi peut-on
affirmer que si cet accord presente des avantages pour l’Armenie,
celle-ci devra donner quelque chose en retour a la Russie”, a ajoute
M.Golts. Le ministre armenien de la defense Seyran Ohanian avait exalte
l’evolution de l’industrie de defense nationale armenienne en janvier
dernier, en se felicitant de ce qu’elle etait desormais capable de
repondre presque a l’ensemble des besoins en armements du pays.

Certains des fleurons de l’armement armenien avaient ete exposes
lors du defile militaire du 21 septembre 2011, a l’occasion du 20e
anniversaire de l’independance, a Erevan. L’armee armenienne avait
a cette occasion montre ses capacites de defense, servies par des
drones, des lance-missiles et lance roquettes multiples, entre autres

Azerbaijani MP Faraj Guliyev, who is also the chairman of the country’s
National Revival Movement, has said that Azerbaijan should join forces
with Turkey to fight against terrorism.

“The Azerbaijani military should team up with Turkish troops to
fight terrorism,” Guliyev said in a talk with the Turkish state-owned
Anatolia news agency.

Commenting on bilateral relations between Turkey and Azerbaijan as
well as political and military developments, Guliyev said it is time
for Turkish-Azerbaijani ties, or even relations across the Turkic
world, to move from the economic and cultural spheres into the areas
of politics and the military.

Azerbaijan and Turkey are already cooperating militarily, as the
Turkish Armed Forces support the modernization, organizational
structure and military education of the Azerbaijani army under NATO
standardization. “If that is the case, then why shouldn’t we establish
a military union and fight against the terrorist Kurdistan Workers’
Party [PKK]? Turkish troops have enough power in this struggle, but
our involvement would solidify our partnership. If a war breaks out in
Nagorno-Karabakh one day, Turkish soldiers might be involved in its
liberation. We can later develop this union into a military bloc,”
Guliyev said.

Nagorno-Karabakh is an Azerbaijani territory that is currently
controlled by ethnic Armenian separatists with the support of the
Republic of Armenia as it was occupied by Armenian forces under the
command of Serzh Sarksyan, now the president of Armenia, in a bloody
six-year war (1988-1994) that left 30,000 dead and nearly a million
displaced.

Turkey closed its border with Armenia in 1993 to show its solidarity
with Azerbaijan and says it will not open the border or begin any
process for a normalization of relations until the Nagorno-Karabakh
conflict is peacefully settled and the internally displaced people
return to their homeland.

Guliyev also noted that Azerbaijan can come up with a common Eurasia
bloc together with Turkey and other Turkic states in the areas of
politics, economy and military, adding that the Turkic states should
be urged to make solid steps in the military sphere.

According to Guliyev, military cooperation between Turkey and
Azerbaijan has advanced since 2007. “However, this collaboration
should be transformed, legally and boldly, into a joint military unit
encompassing all areas,” Guliyev said.

Baku-APA. November 7 Azerbaijani Permanent Representative to the
International Civil Aviation Organization (ICAO) Farid Shafiev had
a speech at the Board meeting of the organization.

In his speech F.Shafiev drew the ICAO members’ attention to Armenia’s
plan to operate Khojaly airport in occupied territories, APA reports
quoting the Permanent Mission of Azerbaijan to ICAO. The Ambassador
stressed that such a provocation violates the international law and
threatens the security in the region.

F.Shafiev noted that the airspace in the occupied territories
of Azerbaijan is closed to civilian flights and departure of any
aircraft to this area threatens the lives of passengers. Ambassador
strongly criticized such irresponsible steps of Armenia, saying that
Azerbaijan has the right to defend its air space (for example, an
interception of aircrafts ) within international law, in particular
under the relevant articles (article 3) of the Chicago Convention.

During discussions between ambassador F. Shafiyev and ICAO leadership
has been confirmed that the airspace over Khojaly airport, and
generally over Nagorno Karabakh and other occupied territories is
under the jurisdiction of Azerbaijan, and without the permission of
the Government of Azerbaijan all flights organized by other country
are illegal.

Yakutia Airlines starts regular flights from Irkutsk (Russia) to
Yerevan (Armenia) today, director of one of the company’s offices in
Irkutsk Sergey Fayzulin said, News Armenia reports.

Flight will be made using Boeing 737-800s on Thursdays. They will
take 6 h 40 min with a ticket price of 10,500 rubles.

105 tickets have been sold to fly from Irkutsk to Yerevan and 20 to
fly back. More flights will be opened in mid-2013.

Each flight needs at least 130 to cover the expenses, Fayzulin says.

Not a single other company makes flights between Irkutsk and Yerevan.

Baghdad, November 07 (QNA) – Iraqi Prime Minister Nuri al-Malki on
Wednesday met with Armenian Deputy Prime Minister Armen Gevorgyan,
currently on a visit to Baghdad.

The meeting focused on bilateral relations and means of enhancing
them to better serve mutual interests of the two countries.

In this regard, al-Malki called for developing bilateral relations
and establishing committees to activate cooperation on all levels
and explore fields of bilateral cooperation.

He revealed that Iraq is set to construct a railway and road network
that would make the country a conduit for goods and commodities
to Europe.

For his part, Gevorgyan reiterated his country’s keenness on developing
relations with Iraq in all aspects, particularly in the sectors of oil,

midfielder Henrikh Mkhitaryan who now represents Donetsk’s Shakhtar
in addition to the Armenian national team.

But the German club has been rejected on the grounds that Shakhtar
wishes to prolong its contract with the sportsman until 2018,

Turin’s Juventus is also said to be interested in Mkhitaryan’s
services.

in Marseille Philippe Grigorian to the State Council of France is
a serious step and we shouldn’t rely on it. This was stated by the
Chairman of Armenian organizations in France Ara Toranian during
the interview with Armenpress, adding that the lawyer had a right to
continue his work, but “we cannot make any statements from his behalf”.

He has stressed that despite he is not a lawyer he knows that
everything is in the frames of law. “Though I am not aware of the
details as the lawyer has done everything by his own, we will use
other political powers and will work with French lawyers to attain
the criminalization of Genocide’s denial” informed Toranian.

French Armenia lawyer Philippe Grigorian has applied to the State
Council of France to revoke the decision of the French Constitutional
Council which considered the law criminalizing the denial of Armenian
Genocide as anticonstitutional. Philippe Grigorian and Deputy Valerie
Boyer were the initiators of the draft law. The lawyer is going to
apply to The European Union Court of Human Rights.
