GERMAN CEO READY FOR PROLONGED LEGAL BATTLE WITH TSARUKYAN

Stefan Laxhube, CEO of the German investment firm “Ostinvestor” says
he’s prepared to wage a long-term legal struggle against Prosperous
Armenia Party head Gagik Tsarukyan for swindling his company out of
shares it purchased in the “Yerevan Ararat Brandy-Wine-Vodka Factory”
(YABWV).

In a conversation with Hetq, Laxhube said the case was pivotal
regarding how official Armenia treats foreign investors.

Laxhube says he will take the case to all legal venues available so
that Tsarukyan’s MultiGroup compensates “OstInvestor” for the true
value of the shares it lost.

Hetq covered the legal case in a July 20, 2009 article entitled
“German Firm Loses Shares in Armenian Company Owned by Gagik Tsarukyan”

At the time, Laxhube stated that:

Ostinvestor” has decided to apply to the courts in defense of its
rights. The firm had sought the assistance of ten law firms in Armenia
to represent its interests in the courts. All declined the job saying
that they were afraid of the ramifications. We prefer not to reveal
their names at the present time.

Not from one single Armenian authority did we receive even a hint of an
answer. Not one single reply – nothing! What remains is a hypothetical
democracy under whose guise national and personal interests dictate
dealings with westerners like us.

Laxhube says he wouldn’t have invested in Armenia if he hadn’t seen
large potential in Armenia.

The German CEO recently told Hetq, “Armenia really has large potential
and it could increase. However, for that to happen, Armenia must
respect and guarantee the minimum rights of foreign citizens, otherwise
Armenia will not be seen as an attractive market.”

Another Doctor Fell Victim To Ruben Hayrapetyan’s Cruelty

ANOTHER DOCTOR FELL VICTIM TO RUBEN HAYRAPETYAN’S CRUELTY

Former doctor of the Armenian football “Pyunik” Vardan Hovasapyan is
missing. At least he is not at home, his whereabouts is unknown and
his phone is out of reach. Even his family members are not aware where
he can possibly be. On November 7, after “Pyunik”-“Gandzasar” meeting,
Ruben Hayrapetyan fired the doctor, the coach and Goalkeeper coach as
he was unhappy with the result. This news was announced from TV and
posted in the official web site. According to official information
doctor Hovasapyan was fired because he didn’t give necessary aid to
Ghukas Poghosyan, who had an injury during the game and, reportedly,
he was not sober. All this (official explanation) gave Hayrapetyan
all the basis to fire the doc and the coaches.

However, it turns out that besides firing and fining them,
Hayrapetyan has another methods, quiet typical, to “punish” doctor
Hovasapyan. According to the information Lurer.com has, doctor
Hovasapyan has been severely beaten by Ruben Hayrapetyan and left
the Federation in a terrible condition with sewed face and broken
jaw. One of his friends had asked who had done such a thing and he said
“Hayrapetyan” and got in a taxi. “What happened to Vahe Avetyan and
his friends was an exception. Surely, Vahe was not the first and,
certainly, will not be the last in the list of national oligarchs
who are void of all borders. However, Vahe’s death was an exception
as it rose the public and made lots of noise among the nation. But
as we can see now, Hayrapetyan didn’t learn anything from it. Will
Hovasapyan be rescued? Will he dare to say a word and tell us what
happened to him? What condition will he be in? These are questions
we cannot give answer to. We only hope that the police will take up
some means for finding Hovasapyan and stop the disaster”, writes the
journalist of Lurer.com. What can we do if Ruben Hayrapetyan does not
like doctors? Maybe he had that hatred since childhood. The doctors
who had decided to have dinner and celebrate their professional day
in “Harsnaqar” restaurant after their colleague’s death, which had
occurred in that same restaurant.

YEREVAN, NOVEMBER 14, ARMENPRESS. The Prime Minister of the Republic
of Armenia hosted newly-appointed Plenipotentiary and Extraordinary
Ambassador of Greece to the Republic of Armenia Ioannis Tagis. The
Department of Information and Public Relations of the Government of
the Republic of Armenia informed “Armenpress” that the Prime Minister
congratulated the Ambassador on the occasion of the appointment and
said: “Notwithstanding the ancient history of the cooperation and
fraternity of Armenia and Greece we still have a lot of work to do
for the development of the reciprocal relations. The Government of
the Republic of Armenia will spare no effort to make usage of the
whole potential of the Armenian-Greek relations.”

Ioannis Tagis certified that in his turn he will do everything for the
future development and strengthening of the Armenian-Greek relations.

Talking about the procedure of European integration of Armenia
Ambassador Tagis stated that in that respect Greece as a EU member
is willing to support its Armenian colleagues in that undertaking.

Among other things the sides also discussed the issues regarding
reciprocal cooperation in the military, educational and cultural
fields.

Armenian National Congress MP Hrand Bagratyan told reporters today
in Yerevan that parliamentary talks regarding Armenia’s 2013 budget
were unconstitutional since the government had merely focused on
expenditures while given scant information on revenues.

“In order to cut a cake, you have to know its proportions,” Bagratyan
joked.

Bagratyan said that the government isn’t focusing on revenues because
it will be revealed that the large taxpayers aren’t paying any taxes
and that the dying small and middle business sector is bearing the
full tax burden.

Bagratyan argues that the 2013 state budget will be smaller than
before if inflation is factored in.

The former prime minister said that while inflation in Armenia has
stood at 34% for the past five years, wages have only risen by 20%. As
a result, average citizens are doing worse off than before.

PanARMENIAN.Net – The work of Armenian-born abstract expressionist
Arshile Gorky, Impatience was auctioned for a record $6.802.500
at Sotheby’s.

Executed in 1945, Arshile Gorky’s lyrical Impatience marks the
crescendo of the 1943-45 period when the artist created an elite cycle
of abstract canvases. Impatience is distinguished by an extensive
exhibition history beginning with the 1951 show at the Whitney Museum
of American Art. The ownership history of the present work equally is
remarkable, having been part of the private collections of the noted
Surrealist artist, Yves Tanguy, as well as the distinguished American
collector, Israel Rosen. The painting was acquired by Mr. and Mrs.

Kohl in 1973 and has not been exhibited since the early 1980s.

Arshile Gorky was born Vosdanig Adoian around 1902 in the village
of Khorkom, near Lake Van, in an Armenian province on the eastern
border of Ottoman Turkey. The Armenian Genocide drove Gorky’s family
and thousands of others out of Van in 1915. These traumatic events
culminated in the tragic early death of his mother from starvation in
December 1918. Gorky and his sister Vartoosh eventually immigrated to
the United States in 1920, where he changed his name to Arshile Gorky
(in honor of the famed Russian writer Maxim Gorky) and invented a
new life for himself.

After living with relatives in New England, Gorky settled in New York
City in 1924, and enrolled at the National Academy of Design and the
Grand Central School of Art (where he also became an instructor).

In the late 1930s and early 1940s, Gorky’s prominent position in the
New York art scene brought him into contact with several members of
the Surrealist group, who had been forced to flee Europe during the
Second World War.

Until his death in 1948, Gorky painted highly original abstractions
that combined memories of his Armenian childhood. A string of tragic
events beginning in the mid 1940s, however, would leave the artist
in both physical and emotional agony, leading the depressed Gorky to
commit suicide on July 21, 1948.

The so-called Step by Step technology which has been used in promoting
the international recognition of the Armenian Genocide now seems
to be successfully used in the international recognition of the
Nagorno-Karabakh Republic (NKR).

Chairman of the House of Representatives of Uruguay Jorge Orrick
visited Nagorno-Karabakh this week where he met with NKR President
Bako Sahakyan. Head of the Information Department of the Presidential
Administration of Karabakh David Babayan said: “The meeting was held
in a warm and friendly atmosphere. The sides discussed cooperation
between the two countries.”

After the meeting Babayan said that it signified the beginning of a new
stage in Karabakh’s foreign policy. “We are interested in developing
relations with other countries and it is not conditioned by other
issues, in particular, those related to recognition. Recognition is
a key issue on Karabakh’s foreign policy agenda, but it is not an
obsession,” said Babayan.

In fact, Karabakh has set out to improve relations with other countries
without requiring recognition. Though, good relations and economic ties
are the best way of recognition. And the visit of such a high-ranking
official of Uruguay is already a recognition of sorts.

The Foreign Ministries of the two Armenian states believe that friendly
relations with foreign states will contribute to a peaceful and just
settlement of the Karabakh conflict and prevention of a new war.

According to Karabakh’s presidential spokesman Babayan, the NKR
President noted during the meeting with the visiting Uruguayan
official that the relations between Karabakh and Uruguay in various
fields should be brought to a new level.

After the meeting, Uruguay Parliament Foreign Relations Committee
member Ruben Martinez Huelmo and head of the parliamentary group of
the Armenian-Uruguayan friendship at the Armenian National Assembly,
ARF Bureau member Vahan Hovhannisyan talked to the media.

Hovhannisyan reminded of a seminar hosted by Uruguay last year during
which Uruguayan Minister of Foreign Affairs Luis Almagro expressed the
view that the process of the recognition of Nagorno-Karabakh could
enter a natural channel. “This is a process that should be carried
out step by step. The visit and the meeting are the first steps that
should be continued,” stressed Hovhannisyan.

“A visit to Artsakh does not require particular courage, that’s
just a step. We have friendly relations with the Armenian people,”
said Huelmo.

Uruguay was the first country to recognize the Armenian Genocide
in 1965. Responding to the question whether the recognition of
Nagorno-Karabakh by Uruguay was possible, Huelmo said: “In theory yes.

But this is a political process that must be carried out step by step.

All steps need to be put in a set and presented as arguments to the
political forces.”

In May, while visiting Yerevan, Uruguayan Foreign Minister Almagro
said that “Nagorno-Karabakh is closely linked with Armenia and this
is the future of Karabakh that it can choose exercising its right
to self-determination.” There were reports that he would also pay a
visit to Karabakh, but he didn’t.

The recognition process, however, is underway. The legislatures of
the U.S. states of Rhode Island and Massachusetts already passed
resolutions calling on the U.S. President and Congress to support
the self-determination and independence of Nagorno Karabakh.

In October, the Australian state of New South Wales followed suit.

The Armenian Revolutionary Federation and Hay Dat committees have been
conducting active work on the recognition of the NKR and developing
its ties with other countries. It was through the efforts of this
traditional Armenian party that this year Karabakh was visited by
parliamentarians of France, Switzerland and other countries.

By a vote of 58 to 37, Armenia’s parliament today rejected a bill
proposed by the ARF to raise the monthly minimum wage from 32,500
AMD to 45,000.

Yesterday, the Armenian legislature instead passed a government bill
that would raise the wage from 32,500 to 35,000 as of January 1, 2013.

After today’s vote, the ARF requested that another count of MPs be
taken since there had earlier been technical problems for legislators
buzzing in as present.

Deputy Speaker Hermineh Naghdalyan rejected the request arguing that
it wouldn’t make a difference.

University of California Irvine will host a talk on 15 at its campus’
Humanities Instructional Building entitled “The Karabakh Conflict
>From Ceasefire to Safarov: Analysis Via Television News Coverage:
1990s to 2012,” to be presented by Dr. Levon Marashlian, professor
of History at Glendale Community College and lecturer at University
of California, Irvine, Asbarez reports.

Marashlian is Professor of History at Glendale Community College
where he teaches Armenian History and the Diaspora, as well as Middle
Eastern, Russian, and US history and politics. He has also taught at
UCI, UCLA, and CSUN. He lectured extensively in Armenia as a Fulbright
Scholar and in Stepanakert, he analyzed news coverage of the Karabakh
Conflict for government officials. He testified in the US Congress
in 1996.

In 1990, he participated in the 11th Congress of Turkish History
in Ankara, the first time an Armenian historian lectured on the
Armenian Genocide in Turkey. Among his publications is a book printed
in Istanbul: Ermeni Sorunu ve Turk-Amerikan Iliskileri, 1919-1923
[The Armenian Question and Turkish-American Relations].

NAS was Academician Fadey Sargsian. Since 2006 the President of NAS
RA is Academician Radik Martirosyan. The Academy of Sciences central

Suite a une reunion a huis clos du Conseil politique d’Armenie
Prospère, la secretaire generale du parti, Mme Naïra Zohrabian, a
declare que le passage au système parlementaire de gouvernance serait
le meilleur moyen pour l’Armenie de resoudre les problèmes en suspens
et les crises qui ont emaille les vingt annees de vie politique.

Armenie prospère plaide aussi en faveur de l’election de l’ensemble
des deputes au système proportionnel. Le parti dit avoir l’intention
d’entamer prochainement des consultations politiques avec d’autres
formations en vue de promouvoir un changement de constitution en ce
sens. Haykakan Jamanak s’etonne de cette preconisation a la veille
des elections presidentielles alors que les partis Dachnak et Heritage
l’ont maintes fois propose, sans qu’Armenie prospère ne les soutienne.

Le CNA pour sa part s’abstient de prendre position tandis que le
parti Republicain y voit l’ultime man~uvre de ” ceux qui ont perdu
et leur reputation et le pouvoir “. Plusieurs quotidiens lisent ce
commentaire comme une allusion evidente a l’ancien President Robert
