Le ministre armenien des Affaires Etrangères Edouard Nalbandyan et
le vice-Premier ministre, Ministre des Affaires etrangères du Koweït
le Scheik Sabah Al-Khalid Al-Sabah ont signe un accord pour retirer
l’obligation de visas pour les diplomates comme premier pas dans
le processus de simplification du regime des visas lance par les
deux pays.

M.Nalbandyan, qui est actuellement au Koweït en visite officielle,
a dit que l’Armenie attache une grande importance au developpement
des relations avec les pays arabes, en particulier avec le Koweït et
prendra aussi d’autres pas dans cette direction.

Les ministres ont discute du developpement des relations commerciales
et economiques entre les deux pays aussi bien que des liens dans les
secteurs de la banque, de l’agriculture, de la sante, de l’education
et de la culture.

Turkey has further intensified its preparations for the 100th
anniversary of Armenian Genocide, with the Turks announcing that they
are going to work with the Armenian Diaspora, Turkish Studies expert
Artak Shakaryan told reporters in Yerevan, adding that Armenia should
also prepare for the year 2015 and be active on the international
arena.

The Diaspora should also organize itself, and develop a strategy of
work with the international community, according to Shakaryan.

“I am happy that many books on Armenian Genocide are published in
English, which present the Armenian Genocide to other nations,”
said the expert.

As to the Armenian-Turkish relations in general, Shakaryan said that
the current situation is even worse than it was before the signing
of the Armenian-Turkish protocols.

“Currently Armenian and Turkish diplomats cannot communicate even
in a third country as the Turks will present it as a dialogue,”
he concluded.

YEREVAN. – The average life expectancy in Armenia was 74 years in
2011, the National Statistical Service informs. At the same time the
women’s average life expectancy was 77 and that of the men was 71.

To compare, the average life expectancy in Armenia in 2006 was
73.3 years.

The residents of Armenia have begun to live longer after the global
economic crisis.

Also, Armenia is in first place among the CIS countries in terms of
average life expectancy. Aside from Azerbaijan, where the average
life expectancy is likewise 74 years, the respective indicators of
the remaining CIS counties are considerably lower.

An inmate at a Yerevan penitentiary is going to mutilate his body to
an utter extent as a sign of protest against the prison authorities’
indifference to his health problem.

Artak Hakobyan, who serves time at the Nubarashen Penitentiary, said
the employees in prison pay no heed to his deteriorating condition
caused by a health problem. He has promised to sew his mouth shut
and nail his foot to express his protest.

Hakobyan complained that his requests for a medical checkup have been
continuously ignored.

“They tell me to highlight twice in the written request that I want
to cover the NMR costs on my own. I write it, but they never take
me for an examination. Others write it and are immediately taken,”
said the convict.

Hakobyan said that he was offered to have a blood test at a private
clinic for 24,5000 Drams ($60), notwithstanding that fact that convicts
should benefit from government funding for medical check-ups.

“Now the answers have come; they are very bad,” he complained.

Earlier, a deputy chief at the Goris penitentiary, Narek Harutyunyan,
was jailed for demanding $4,000 from Hakobyan’s family to make his
hospitalization possible.

A medical assistant at Nubarashen was later reported to have attempted
to stab him. But a press secretary denied the report. Hakobyan,
however, claims the information is true. He says the attempted attack
occurred three days after he was taken to a medical unit.

“This is how they take money from all, keeping them there for five
or six days,” he said, complaining that a quarantined ward did not
much differ from a prison cell.

Hakobyan remembered that a professor in the Goris city hospital had
diagnosed him with preinfarction symptoms after he was taken there
by ambulance earlier this year.

Goris to obtain a copy of Artak’s medical records

The inmate said he was swindled out of $1,500 under the pretext of
being taken to hospital but was later moved to a quarantined war.

Commenting on Hakobyan’s complaints, the press secretary of Nubarashen
Penitentiary, Gor Ghlechyan, said he has the video record of the
conversation between him and the inmate.

“I didn’t talk him into doing anything; I just went there to know
if anything of the kind had happened,” he said. Asked to comment
why he had denied the report, given that the medical assistant was
later sacked, Ghlechyan said the decision had nothing to do with
Hakobyan’s case.

Speaking to Tert.am, Ghlechyan again denied the report about the
stabbing attempt. He said the different specialist who have examined
Hakobyan (cardiologist, neurologist etc.) had not detected any disease
at all.

“The convict is now under a psychiatrist’s observation. Depending on
his conclusion, they will think of what to do next,” he said.

litteralement devalisees des magasins. Face a cette forte demande,
le prix de ces biens de consommation ou bougies a double ou meme
parfois triple. Mais le site pia.az a revele que le chef spirituel
des musulmans d’Azerbaïdjan, Allahchukur Pachazade avait des interets
financiers dans ce commerce des bougies ! Les hommes proches du leader
religieux contrôlant l’importation de ces bougies dont Pachazade aurait
le monopole du marche en Azerbaïdjan. Ainsi cette ” fin du monde ”
annoncee est le debut d’une nouvelle richesse avec des millions de
manats accumules dans ce business lucratif…

YEREVAN. – History of contemporary Iran contains no anti-Armenian
chapters, Armenian MP in the Iranian Parliament and member of
Armenia-Iran inter-parliamentary group Karen Khanlarian said at a
press conference on Tuesday.

“The number of the Armenian population in Iran reaches about 100-200
thousand people according to various data. The main problem for them
emerges in the socio-economic sphere,” he emphasized.

The MP said socio-economic conditions are gradually deteriorating
due to international sanctions imposed against Iran and incorrect
economic policy of the leadership.

“This makes Armenians move to first of all to the US, Europe and,
unfortunately, only a few to Armenia,” the MP said.

The RA Police Public Relations and Media Department informs that the
activities of the RA Police DF are regulated by the RA law ‘About
preserving arrested and imprisoned people’ and by the Government
decision No 574 from 05.06.2008 about confirming the internal order of
‘Preserving the prisoners in DFs functioning in the RA Police’.

In accordance with the Article 33 of the RA law ‘About preserving
arrested and imprisoned people’ arrested people are subjected to
personal search by the people of the same sex.

“In the regional detention places there are issues, which will be
solved in case the regional detention places are united”, said The
Chairman of the Public Monitoring Group of the Detention Facilities
of the RA Police Department.

For instance how the problem of searching women in regional DF
is solved.

‘Pastinfo.am’ was informed by the RA Police that the private search in
the subordinate divisions of regional departments is carried out by
operative men on duty. The search of female prisoners is carried out
by female policemen and in Yerevan DFs by in-service female employees.

However, the research showed that it doesn’t always correspond
to reality.

“We saw in the reports that women carried out searches. We asked who
they were and were told they were the cleaning ladies”, says S.
Iskandaryan.

“In fact a cleaning lady performs the duties of police officers,
which requires a strict professional approach”, he said.

According to the interpretation of the RA Police the Yerevan DF,
which has a status of a division, has 3 female police officers,
one of whom is a junior medical assistant.

The DF of the RA Police regional departments subordinate divisions
have positions of 1 Chief and 4 police officers, who work by 24-hour
shift. Every day one police officer of the junior group carries out
a service.

“There is a problem with respect to preserving women. Policemen on
duty in the regions are males. Let’s suppose that a woman wants to
take a shower and the police officer is a male, who has to supervise
so that the prisoner wouldn’t hurt herself. Is that normal? said S.
Iskandaryan.

YEREVAN, NOVEMBER 21, ARMENPRESS. The Armenian Church of the Twelve
Disciples in Kars attracts the attention of both local and foreign
tourists due to its historical construction and architecture. As
reports “Armenpress” the Director of Culture and Tourism of Kars Hakan
Doganay stated this in a conversation with the reporter of “Anadolu”
news agency. The Turkish official cannot deny that the majority of
the constructions, which are in the centre of the attention of the
tourists, have Armenian origin.

Among other things he stated that King Abas constructed the Armenian
Churhc of the Twelve Disciples in Kars during the reign of Bagratuni
dynasty, which was later (after the Armenian Genocide in 1915)
turned into a mosque. The Turkish official said that the majority of
the foreign tourists want to see the Armenian Churhc of the Twelve
Disciples in Kars and the ruins of historical Ani.

The thousand-year-old Armenian Church of the Twelve Disciples has not
changed its inner and outer appearance. The cross has been removed
from the dome of the church and a wooden cathedra has been constructed
near the altar for the speeches of mullah inside the church.

Notwithstanding the church have been turned into a mosque after the
Armenian Genocide, now it does not serve as a Muslim mosque.

Chairman of the National Assembly of the Nagorno Karabakh Republic
Ashot Ghulyan visited the capital of California Sacramento on November
20. Presently the delegation is on a business trip to the United
States of America for the participation in “Telethon 2012” of the
“Hayastan” All-Armenian Fund.

The Press Service of the National Assembly of the Nagorno Karabakh
Republic informed “Armenpress” that in the first part of the day the
delegation partook in the special reception in honor of the delegation
of the Nagorno Karabakh Republic in the California State Assembly,
which was initiated by member of the Assembly Khacho Achajian and
Senator Kevin de Leon.

In his speech the Chairman of the National Assembly of the Nagorno
Karabakh Republic Ashot Ghulyan introduced the recent developments in
Artsakh and highly appreciated the political and economical reforms
of the country. In this respect the Chairman of the National Assembly
emphasized the significance of participation in these programs of
our compatriots from the United States of America and California in
particular. He called on the Armenian community to continue supporting
Artsakh in the professional and consultative spheres as well.

The Californian parliamentarians greeted the delegation and reaffirmed
their willingness to focus on the issues regarding Artsakh. They
said that they are hopeful that the practical steps will encourage
the close collaboration.

In the second part of the day the delegation of Artsakh visited
Berkeley city. A panel discussion in the Law School of the University
of Berkeley was dedicated to the issue of observation of the election
in the Nagorno Karabakh Republic. Experts, who participated in the
elections as international watchers have made reports during the
conference. The participants introduced a detailed examination of the
elections and compared it with various procedures. The experts highly
appreciated the election system of the Nognro Karabakh Republic and
qualified the elections as democratic, free and transparent.

Afterwards the Chairman of the National Assembly of the Nagorno
Karabakh Republic Ashot Ghulyan answered the questions of the
participants of the aforementioned event.
