Armavia goes on sale

Armenian airline Armavia has been put up for sale by its sole owner,
businessman Mikhail Bagdasarov, who intends to dispose of the asset
within the next two or three weeks, RBC Daily reported today.

According to Bagdasarov, economic turmoil and losses incurred in
connection with Armavia’s newly acquired Sukhoi SuperJet 100 (SSJ-100)
aircraft, which are being held under pledge by an Armenian bank,
forced him to sell the airline. “There are no Russian investors among
the potential buyers, but Italian and Asian players are interested in
the asset,” he told RBC Daily.

Armavia’s liabilities are expected to be assumed by the new owner,
which proves that the carrier’s hardships are due to poor management,
a source close to SuperJet’s maker pointed out.

Smoking behavior, attitudes, and cessation counseling among healthcare
professionals in Armenia

Smoking cessation counseling by health professionals has been
effective in increasing cessation rates. However, little is known
about smoking cessation training and practices in transition countries
with high smoking prevalence such as Armenia.

This study identified smoking-related attitudes and behavior of
physicians and nurses in a 500-bed hospital in Yerevan, Armenia, the
largest cancer hospital in the country, and explored barriers to their
effective participation in smoking cessation interventions.

Methods: This study used mixed quantitative and qualitative methods.
Trained interviewers conducted a survey with physicians and nurses
using a 42-item self-administered questionnaire that assessed their
smoking-related attitudes and behavior and smoking cessation
counseling training.

Four focus group discussions with hospital physicians and nurses
explored barriers to effective smoking cessation interventions. The
focus group sessions were audio-taped, transcribed, and analyzed.

Results: The survey response rate was 58.5 % (93/159) for physicians
and 72.2 % (122/169) for nurses.

Smoking prevalence was almost five times higher in physicians compared
to nurses (31.2 % vs. 6.6 %, p

Mexico City committee urges removal of controversial monument to
Azerbaijani strongman

MEXICO CITY – A commission of intellectuals recommended Friday that
Mexico City’s government remove a life-size bronze statue of
Azerbaijan’s former president that provoked a storm of criticism after
it was installed on the capital’s main boulevard.

The Stalinesque statue of the late Geidar Aliyev was erected by the
Azerbaijani Embassy, which paid for the renovation of part of the city
park where it sits and other public works totaling about $5 million.
Aliyev has been criticized for repressing opponents and critics.

The commission of three writers and analysts appointed by the city
government said authorities erred by accepting money to allow a
foreign government to essentially decide which political figures or
historic events should be commemorated in the capital’s public spaces.

`In view of the majority opinions of the citizens and neighbors, the
sculpture of Geidar Aliyev should be removed from the emblematic spot’
on the Reforma boulevard, commission member Guillermo Osorno said.

The panel suggested that a citizen board be set up to review such
proposals in the future.

`We believe that monuments or street names that are offensive,
hurtful, or which make unilateral judgments on international disputes
should not be installed in public spaces,’ Osorno said.

Protesters have said they are offended by a monument to an
authoritarian figure like Aliyev, who led Azerbaijan first as
Communist Party boss during Soviet times and then as president from
1993 until his death in 2003.

Critics’ anger has been amplified by a plaque on Aliyev’s statue that
describes him as `a brilliant example of infinite devotion to the
motherland, loyal to the universal ideals of world peace’ and by the
location of the statue not far from monuments to Mahatma Gandhi,
Abraham Lincoln and Mexico’s national heroes.

Writer and activist Homero Aridjis said the city government has a
problem: the money it accepted from the Central Asian nation, which
might have to be returned.

`The problem is the money. If it were just a political issue, they’d
make the decision without any further ado,’ he said.

`They have to remove the statue,’ said Aridjis, who participated in
protests against the monument. `They have no other choice. It would be
a happy ending to a sordid story.’

Azerbaijani Ambassador Ilgar Yusif oglu Mukhtarov said that although
he didn’t agree with some of the commission’s recommendations, he
would discuss them with city authorities to find a resolution that
everyone agreed with.

Mukhtarov charged that the government of Armenia, with which
Azerbaijan has tense relations, and local Armenians were behind the
campaign to remove Aliyev’s statue.

`We are aware that the current situation was driven by the Armenian
government and the Armenian local diaspora in an attempt to discredit
the work, life and dedication of Azerbaijan’s national leader,’
Mukhtarov said a news conference.

Last month, the embassy suggested in a statement that removing the
statue could affect diplomatic relations. It said the city government
had signed an agreement stipulating the monument should be allowed to
remain in the spot for 99 years.

The city government’s press office said authorities hadn’t made a
decision yet on whether to follow the commission’s recommendation.

Mayor Marcelo Ebrard was somewhat evasive, saying, `We are going to
review it carefully … and we will reply.’

Osorno, however, said the city government has already offered
Azerbaijan a cultural center where the statue could be displayed
indoors. That `would be more appropriate,’ he said.

The issue was particularly thorny because the city government prides
itself on its progressive policies and respect for human rights. Some
officials have suggested authorities weren’t really aware of who
Aliyev was when the monument was approved.

The advisory commission also recommended that a second
Azerbaijani-funded monument in the downtown Tlaxcoaque plaza be
changed.

That statue depicts a woman, her arms uplifted in mourning,
commemorating Khojaly, a village where hundreds of Azerbaijanis were
reportedly killed during Azerbaijan’s conflict with Armenia over the
Nagorno-Karabakh region.

The commission said a plaque on the monument calling it `genocide’ was
misleading. Genocide is a term more commonly applied to the killing of
about 1.5 million Armenians in the region in 1915.

Moreover, the Tlaxcoaque plaza was the site of a police torture and
detention center that collapsed in Mexico City’s 1985 earthquake. The
commission said it would be more appropriate to commemorate Mexicans
who died there.

`We think this space should be dedicated to the victims of forced
disappearance, torture and execution,’ Osorno said.

problem at the UN

Baku. Victoria Dementeva – APA. `Armenians fear as our country’s
ascendancy is increasing day by day as a result of its all-round
activity within the UN,’ Azerbaijani ambassador at large Yashar Aliyev
told journalists, APA reports.

Aliyev said Azerbaijan’s election as a non-permanent member of the UN
Security Council was an obvious example of the successful foreign
policy pursued by President: `We know that the UN is the only fearful
and dangerous place for Armenians. That’s why, they do their best so
that the Nagorno Karabakh conflict is not discussed at the UN.’

The ambassador underlined that Azerbaijan was on the right track and
would reach its goal.

Russia’s FC Spartak Moscow has shown an interest in Armenian national
football team and Russia’s FC Krasnodar forward Yura Movsisyan.

The club wishes to acquire Movsisyan, but if Krasnodar asks for a
hefty amount for his transfer, the Russian Premier League’s nine-time
champion will decline from buying the 25-year-old player.

To note, Movsisyan played in thirty-seven games in the past season of
the league and scored fifteen goals. He has played in thirteen games
so far this season and netted nine goals.

He was transferred from Randers FC of Denmark to FC Krasnodar in 2011.
Earlier, there were rumors in the Russian media that CSKA Moscow
likewise was interested in the services of Yura Movsisyan.

On November 30 the second summit of the EPP Eastern Partnership will
be held in Yerevan on November 30. The president of the European
Commission José Manuel Barroso, the president of the European People’s
Party Wilfried Martens and the president of Georgia Mikhail
Saakashvili will attend the summit.

This event will be one among the steps aimed at further strengthening
of relations between Armenia and the West. The West seems serious in
its intentions to be an alternative to Russian dominance.

Efforts are made in several directions – Armenia-France, U.S.-Armenia,
NATO-Armenia. The U.K. Embassy initiative was announced to invite
British businessmen to Armenia to study prospects of investments in
Armenia. The U.S. ambassador announced the importance of U.S.
investments in Armenia. A U.S.-Armenian memorandum of cooperation has
been signed on energy, the U.S. military delegations have signed
several important documents with the Armenian defense ministry on
partnership. The NATO secretary general, then his special
representative for the South Caucasus visited the region offering a
new `menu’ to the three republics.

The EPP EaP Summit is an important link in the chain. In addition, it
is interesting that the EaP summit will take place on November 30, the
next day of establishment of the Soviet government in Armenia. It
symbolizes the period following Soviet Armenia.

Interestingly, panorama.am reported that the leader of the Prosperous
Armenia Party has said to announce his decision on running in the
presidential election on November 30.

The EPP had earlier rejected the PAP’s application of for membership
and accepted the applications of the other three parties: RPA, Rule of
Law and Heritage. Three were accepted, the fourth was refused. Later
on the Prosperous Armenia Party intensified contacts in the Eurasian
area and is now the flagman of this idea.

It is possible that Gagik Tsarukyan chose this date on purpose. Most
probably, this decision will be on his nomination or nomination of
another candidate by the PAP which will be equal to nomination of the
Eurasian idea. Moreover, it should not be ruled out that not Gagik
Tsarukyan but the Eurasian union, i.e. Russia has decided to respond
to the EPP event in Armenia. In other words, Gagik Tsarukyan’s
decision to run or to nominate another candidate of the PAP will be
Russia’s answer to the European integration of Armenia. Russia and
Gagik Tsarukyan will try to stand on Armenia’s way to the West and
announce: `the USSR is dead, long live the USSR’.

Azerbaïdjan, l’y a rejoint début 2005.
