Talking to Tert.am, Styopa Safaryan, Chief Secretary of the Heritage
party, said that the party will inform the International Secretariat
of the General Assembly of the International Conference of Asian
Political Parties (ICAPP) of its stance on what happened to Heritage
party Chairman Raffi Hovanisyan in Baku.

“What happened was an outrage indeed. Azerbaijan, as well as other
Muslim states, trampled on the ICAPP regulations. Raffi Hovanisyan’s
presence exposed the real situation in that state and its intentions,
creating an unhealthy atmosphere. The Heritage party warned that
Azerbaijan was not a country to host such a conference,” Mr Safaryan
said.

Heritage party Chairman Raffi Hovhannissyan tried to impede the
adoption of a declaration on Azerbaijan’s “territorial integrity”
at the ICAPP General Assembly in Baku.

As to whether Mr Hovanisyan had any personal safety problems after
the incident, Mr Safaryan said: “Despite that aggressive behavior,
Armenia, or rather the Heritage party, did what it was to. I think
this must be said in Baku rather than from Yerevan.”

Opening of the Stepanakert Airport is an unalienable right of self-
determined Nagorno Karabakh, Prime Minister of Armenia Tigran Sargsyan
said in an interview with Interfax.

“Airport is a vital corridor for the people living in Nagorno Karabakh
to build their lives in line with the international principles in
the 21st century. I think that there can be no problems and they will
make normal flights, because there is just one road linking Nagorno
Karabakh to the world,” Sargsyan said. The prime minister said that
just technical problems are currently being settled to bring the
transportation and service in line with the necessary standards.

Regular flights will be launched as soon as all the technical issues
are settled, he said.

Asked if they will take into account the calls of the U.S. Department
of State, for instance, to try to settle the problem in a different
way, the prime minister recalled that the OSCE Minsk Group Co-Chairs
have already declared their stance and the USA is a co-chair state
of the OSCE MG. The premier said that it is inadmissible to isolate
the Nagorno Karabakh people from the world community, for it is an
absurd in the 21st century.

“Quite on the contract, if we advocate peaceful resolution of the
conflict, we must create normal conditions for life in Nagorno Karabakh
instead of aggression and blockade. We ought to create normal living
conditions,” he said.

To recall, earlier Russian Co-Chair of the OSCE MG Igor Popov said
that opening of the Stepanakert Airport in the given circumstances
may increase tension between the parties. At the same time, he said,
the issues must be regulated through diplomatic efforts and building
on the existing experience.

Raffi K. Hovannisian, chairman of the Heritage Party and Armenia’s
first minister of foreign affairs, has returned from Baku, Azerbaijan,
where he took part in the 7th General Assembly of the International
Conference of Asian Political Parties (ICAPP) between November 21
and 24. The meeting brought together 250 delegates representing
60 political parties from 25 Asian nations, together with a host
of Azerbaijani functionaries. Heritage Party Press Service informs

Mister chairman, distinguished colleagues:

I shall speak but once, so let it be crystal clear.

In a critical but good-faith search for peace, security, and
reconciliation in Asia, I came to this beautiful city of Baku,
where hundreds of thousands of Armenians once lived before they
were forcibly dispossessed and expelled in January 1990 and whose
erstwhile presence has been reduced to one remnant church which has
been shut down and transformed to foreign purpose. Virtually none
remains today, and although our Azerbaijani colleagues make reference
to the existence of several thousand ethnic Armenians, I have seen no
evidence of that claim. I have asked the authorities here to arrange
for me a meeting with even one Armenian who dares to identify himself
as such in current-day Baku.

I came here with a different, dialogue-driven spirit and intent, but
have immediately faced a stark but expected reality of partisanship,
selective propaganda, repetitive rhetoric, unparalleled l xenophobia,
and an untruthful presentation of parochial positions-not only in
society and political circles but also at the presidential level.

Everything that stands against the precepts and principles of ICAPP.

There can be no peace, security and reconciliation in our region as
long as:

1) Azerbaijan launches a failed war of aggression against Mountainous
Karabagh and its freedom-loving people, as well as against its own
minorities living in its midst, and then blames the self-defenders
for that failure;

2) Azerbaijan pursues an official policy of intentional destruction
of cultural heritage, and most particularly the daylit destruction in
December 2005 of thousands of hand-crafted khatchkars (cross-stones) at
the medieval Armenian cemetery at Jugha, Nakhichevan-not as collateral
damage of war, but 11 years after the ceasefire and hundreds of
miles away from the conflict zone-and ever since has blocked all
international missions to the site of this shameful desecration;

3) Azerbaijan continues to release and glorify convicted axe-murderers
for the sole reason that the victim is Armenian, without even one
voice of condemnation of this cowardly act of hatred in what the
founder of ICAPP has referred to as “this inclusive democracy”; and

4) Azerbaijan, in a redundant war of words and terminologies, throws
about at meetings such as this the loaded language of “occupation,”
when in reality it was liberation, decolonization and everybody’s right
to self-determination, and when “occupation” in fact applies most
appropriately to Azerbaijani and Turkish control-through genocide,
ethnic cleansing, and then the shame of official denialism-of large
swathes of the Armenian patrimony from Shahumian and Nakhichevan to
the western reaches of the Armenian Plateau.

Peace, security, and reconciliation are possible, however, when we
all live by the same standards:

1) achievement of good, self-critical governance, public
accountability, and the assumption of responsibility for safeguarding
the equal civil rights and human dignity of our own constituents,
opposition parties, non-governmental organizations, and minorities;

2) empowerment of the average citizen, civil society, and true
democracy, not rule by dynasty or dictatorship;

3) recognition of the liberty, sovereignty, and integrity of all
states, old and new, including the Republic of Mountainous Karabagh,
whose return to the status quo ante is impossible, but rather
whose recognition within its constitutional frontiers will enable a
simultaneous, multilateral, and reciprocal right of return for all
refugees of all nationalities-not only the displaced Azerbaijanis,
but also the more than half million Armenian deportees from Shahumian,
Nakhichevan, Artsvashen, and Azerbaijan proper, together with the
descendants of the victims and survivors of the great genocide and
national dispossession of the Armenian people;

4) protection of all cultural heritage and condemnation of all
desecration of that heritage, whether Muslim, Hindu, Buddhist, Jewish,
Christian, or other;

5) prevention and punishment of all genocides and crimes against
humanity; and

6) the exercise of humanity and upholding of the common understanding
that pain and suffering are universal and, in this connection,
due remembrance of the thousands of righteous Turkish neighbors who
demonstrated these virtues in saving Armenian lives, including my
grandmother’s, during the Genocide of 1915, as well as the hundreds
of Azerbaijanis of good conscience who attempted to do the same during
the anti-Armenian pogroms in Sumgait and Baku decades later.

For this I am grateful. And hopeful for a better day for the sake of
our generations to come.

I thank you for your kind invitation, hospitality, and attention to
the whole truth, however terrible or uncomfortable it might be.

YEREVAN.- The basis of Armenia’s draft law “On Domestic Violence”
remains the same, but many details have changed, director of Women’s
Rights Center Susanna Vardanyan said.

“Since the NGOs are unable to initiate legislation, the draft law
‘On Domestic Violence’ was handed over to the Ministry of Labor and
Social Affairs to be submitted to the government,” she told reporters
on Monday.

Vardanyan said they had been working on a project for two years
trying to take into account international experience to adapt the
law to Armenia’s conditions. The project has also been studied by
many experts, including by the Warsaw Institute of Human Rights.

“Under the order of Armenia’s Prime Minister, an interdepartmental
committee will be set up to deal with gender issues. The bill has also
been discussed in the Council of Europe. The final document will be
presented to the Prime Minister on December 10,” she said.

Asked about the statistics on domestic violence, Susanna Vardanyan
presented data of the independent research center as of 2007.

According to the research, 39% of Armenia’s women are subjected to
domestic violence, 12% of them – to serious physical violence, 5% –
to sexual violence, and the rest subjected to psychological pressure.

The Office of Public Prosecutor is among the most significant
structures that play a key role in reinforcing and strengthening
Artsakh statehood. The maintenance of legality, ensuring public
security, reliable protection of legitimate interests and rights of
the citizens, the implementation of uncompromising struggle against
crime in our republic also depend on the fundamental and consistent
work of the system.

The whole seriousness and responsibility of the tasks set before the
Office of Public Prosecutor require professionalism from every officer,
high feeling of duty towards the native country and people.

And I am confident that from now on necessary measures will be
undertaken to implement them successfully with the aim of continuously

International Conference to Examine The Future of Mining in Armenia
Experts to Assess Armenia’s socio-economic policy choices

YEREVAN–National and international experts will gather in Armenia’s capital
on November 30 for a one-day conference examining mining and socio-economic
policy in Armenia.

Organized by the American University of Armenia, the event aims to assess
the choices available to Armenia as it seeks to balance economic gains with
that of social equity and environmental and public health. The conference
will be livestreamed online at from 9:30am-5:30pm (Armenia
time).

“Over the past decade, the Armenian Government has made mining a priority
for Armenia’s economic growth, however, no serious public debate has
occurred to examine policy choices available to Armenia regarding mining,”
said Alen Amirkhanian, of AUA’s College of Science and Engineering. “With
this conference, we hope to begin this critical public discourse, bringing
together experts from across the world to present their analyses and discuss
socio-economic policy choices available to Armenia.”

The keynote speaker of the conference will be Dr. Saleem Ali, Director of
the Centre for Social Responsibility in Mining at the University of
Queensland, Australia. Dr. Ali will talk about the international experience
in using mining as a tool for socio-economic development. He will also
address the pitfalls that countries like Armenia should avoid.

The Conference will also have three panel discussions that will enable
national and international experts to discuss socio-economic impact of
mining in Armenia. The first panel will examine whether mining can play a
key role in Armenia’s economic growth, while the second panel will focus on
mining’s impact on Armenia’s environmental and public health. The event’s
last panel will explore whether Armenia’s legal and institutional framework
on mining foster’s socio-economic development.

These issues will be discussed against the larger backdrop of a growing
unease in and outside Armenia on the potential benefits and risks of mining
to the country’s social and economic development as well as preservation of
its natural and environmental resources.

Thus far, the social, environmental and health concerns have been
overshadowed by the more practical argument that Armenia does not have many
choices and mining will be the growth engine of its emerging economy.

In the past two decades, however, there have been many constructive
developments around mining in the international arena around mining. The
industry as a whole has improved its practices, while international
organizations and governments have adopted standards for environmentally
cleaner and socially more equitable mining.

“Such constructive developments are almost always spurred by good public
policy and grassroots pressure,” explained Amirkhanian. “These global
developments set standards from which (re)emerging economies like Armenia
can learn.”

This conference aims to become a model of a constructive and high-impact way
in which AUA can contribute to national public-policy debates in Armenia.

Construite au fil de quelque trente siècles d’une histoire souvent
cruelle, l’Arménie d’aujourd’hui s’invente un futur sans rien oublier
de son passé et de sa culture.

Forte d’une cinquantaine d’adhérents, l’association Rencontre et
culture arménienne a pour but de promouvoir l’identité et
l’originalité des traditions arméniennes à travers des conférences,
des messes, l’enseignement de la langue et des repas typiques.

Le président de l’association, Bernard Hagopian, a récemment réuni
l’assemblée générale statutaire de ce groupe dans la salle Leclanché.

Construite au fil de quelques trente siècles d’une histoire souvent
cruelle, l’Arménie d’aujourd’hui veut s’invente un futur sans rien
oublier de son passé. C’est ce cheminement que l’association s’efforce
de faire partager à une communauté dont bien des membres sont nés en
France, mais aussi à de nombreux sympathisants.

L’Histoire de l’Arménie, avec le terrible épisode du génocide, la
géographie d’un pays situé au coeur d’une zone de forte activité
sismique, l’économie en pleine transformation, la langue et l’écriture
où se retrouvent les nuances orientales et occidentales, les religions
(dont la principale reste le christianisme) furent les points forts
des découvertes proposées au fil de l’exercice.

Adopté à l’unanimité par l’assemblée, le rapport d’activité a été
suivi de la présentation de nombreux projets : une exposition de
photographies du Karabagh au café associatif de Montferrand le Mulet
blanc ; un repas pour fêter le Noël arménien (le 6 janvier 2013) ; une
messe arménienne dans l’année ; la commémoration du génocide le 24
avril avec une exposition dans le kiosque de la place de Jaude ; une
conférence sur l’architecture par William Defer ; une fête champêtre,
etc.

La mise en place d’un katchhkar (stèle de pierre sur laquelle se
détache une grande croix en relief) est également envisagée après
l’attribution d’un emplacement par la municipalité.

Après l’acceptation d’un bilan financier équilibré, l’association a
renouvelé sa confiance au conseil d’administration pour clôturer cette
assemblée générale.

Una estatua motiva conflicto entre Azerbaiyán y México

Se trata del finado Geidar Aliyev ex presidente de Azerbaiyán,
criticado por represión contra opositores.

México, D.F.- Una comisión de intelectuales recomendó el viernes al
gobierno de la Ciudad de México que retirara una estatua de bronce del
ex presidente de Azerbaiyán, que provocó una lluvia de críticas luego
de haber sido erigida en la principal avenida de la capital.

La estatua estalinesca del finado Geidar Aliyev fue levantada por la
embajada azerí cuando pagó por la renovación del parque donde se ubica
la figura y otras obras públicas por un total de 5 millones de
dólares.

Aliyev, quien lideró Azerbaiyán primero como jefe del Partido
Comunista en tiempos soviéticos y luego como presidente desde 1993
hasta su muerte en 2003, ha sido criticado por represión contra
opositores y críticos.

La comisión conformada por tres escritores y analistas nombrada por el
gobierno de la ciudad dijo que las autoridades se equivocaron al
aceptar dinero para permitir que un gobierno extranjero decidiera qué
figuras políticas o acontecimientos históricos debían ser conmemorados
en los espacios públicos de la capital.

`Atendiendo a las expresiones mayoritarias de la ciudadanía los
vecinos y la opinión pública, se proceda al retiro del conjunto
escultórico de Geidar Aliyev de un lugar tan emblemático como el Paseo
de la Reforma`, dijo Guillermo Osorno, miembro de la comisión.

El panel sugirió que se conformara un consejo ciudadano para revisar
ese tipo de propuestas en el futuro.

`Consideramos que en espacios públicos no deben instalarse monumentos,
ni imponerse nomenclaturas que lastimen u ofendan sensibilidades, o
que reflejen puntos de vista unilaterales sobre conflictos
internacionales’, agregó Osorno.

Los manifestantes han dicho que se sienten ofendidos por un monumento
a una figura autoritaria como Aliyev.

El enojo de las críticas se ha amplificado por una placa en el
monumento que lo describe como un brillante ejemplo de devoción
infinita a su patria y leal a los ideales universales de paz. Además,
la estatua está colocada cerca de monumentos a Mahatma Gandhi, Abraham
Lincoln y los héroes nacionales mexicanos.

El escritor y activista Homero Aridjis dijo que el gobierno de ciudad
tiene un problema: el dinero que aceptó de la nación asiática, el cual
tendría que devolver.

`El problema es el dinero, si fuera una decisión política lo tomaría
sin más’, dijo.

`Se tiene que quitar la estatua’, dijo Aridjis, que participó en
protestas en contra del monumento. `No le queda de otra (al gobierno).
Sería el final feliz de un episodio infame’.

El embajador de Azerbaiyán Ilgar Yusif oglu Mukhtarov dijo que aunque
no concuerda con algunas de las recomendaciones de la comisión, las
discutirá con autoridades de la ciudad para encontrar una solución con
la que todos concuerden.

Mukhtarov acusó al gobierno de Armenia, con el que su país tiene
tensas relaciones, de estar detrás de la campaña para remover la
estatua de Aliyev.

`Estamos conscientes de que la situación actual ha sido impulsada por
el gobierno armenio y la diáspora armenia local en un intento de
desacreditar el trabajo, la vida y la dedicación del líder nacional de
Azerbaiyán’, dijo Mukhtarov en una conferencia de prensa.

El mes pasado, la embajada sugirió en un comunicado que retirar la
estatua podría afectar las relaciones diplomáticas con México. Dijo
que el gobierno de la ciudad había firmado un acuerdo estipulando que
el monumento podría permanecer 99 años en ese sitio.

La oficina de prensa del gobierno de la ciudad dijo que las
autoridades no habían decidido aún si acatarían la recomendación de la
comisión.

El alcalde de la ciudad, Marcelo Ebrard, se mostró evasivo al decir
que debería revisar el asunto cuidadosamente antes de responder.

Osorno, sin embargo, dijo que el gobierno de la ciudad ya le había
ofrecido a Azerbaiyán un centro cultural donde la estatua podría ser
dispuesta a puertas cerradas. Lo que según él sería más adecuado.

El asunto fue particularmente espinoso debido a que el gobierno de la
ciudad se enorgullece de sus políticas progresistas y el respeto a los
derechos humanos. Algunos funcionarios no sabían en realidad quién era
Aliyev cuando el monumento fue aprobado.

La comisión también recomendó que un segundo monumento financiado por
Azerbaiyán en la plaza de Tlaxcoaque, en el centro de la capital,
debía ser retirado.

Esa estatua representa a una mujer con los brazos levantados en señal
de duelo, en conmemoración de Khojaly, un poblado donde supuestamente
cientos de azerbaiyanos fueron muertos durante el conflicto entre ese
país y Armenia por la región de Nagorno-Karabaj.

La comisión dijo que una placa en el monumento que calificó de
`genocidio’ el hecho era engañosa. Genocidio es un término más
comúnmente aplicado a la matanza de alrededor de 1,5 millones de
armenios en la región en 1915.

Por otra parte, la plaza de Tlaxcoaque era el lugar donde se
encontraba un centro de detención y tortura que se derrumbó en el
terremoto que azotó a la Ciudad de México en 1985. La comisión dijo
que sería más apropiado conmemorar a los mexicanos que murieron ahí.

`Creemos que el espacio debe dedicarse a los víctimas de la
desaparición forzada, de la tortura y la ejecución extrajudicial`,
agregó Osorno.

El comité que divulgó su informe el viernes fue nombrado por
autoridades locales para buscar una solución.

be divulged over the abusive acts recorded in Armenia’s urban
planning.
`The inspections conducted by Armenian Ministry of Finance revealed
violations in more than 14 institutions, most of them recorded in
cultural and educational centers,’ the paper says.

Dans le cadre des manifestations marquant le 20e anniversaire de la
Consécration de l’Eglise arménienne Saint Sahag à Valence (Drôme),
vendredi 23 novembre était proposé une conférence-débat sur « Le
Concile de Vatican II » par Mgr Didier Léon Marchand, Evêque émérite
de Valence. Dans l’assistance, étaient présents des responsables
associatifs, Henri Siranyan (président de l’association cultuelle de
l’Eglise Saint Sahag) et l’Evêque de l’Eglise Apostolique Arménienne
S.E. Mgr Daron Geregian, ainsi que des membres de la communauté
arménienne. Le père Antranig Maldjian a tout d’abord remercié les
invités et le public et présenté brièvement Mgr Marchand avant de lui
donner la parole. Ce dernier a tout d’abord rappelé ses relations
étroites avec la communauté arménienne à travers l’Eglise arménienne
et ses rencontres avec les Catholicos. Puis Mgr Marchand a longuement
évoqué le Concile de Vatican II. « En deux millénaires, il n’y a eu
que 21 conciles, c’est dire que c’est peu » dit-il avant d’ajouter «
lors des trois premiers conciles, celui de Nicée en 325, de
Constantinople en 381 et celui d’Ephèse en 431, l’Eglise arménienne
était présente avec l’Eglise romaine. Le Concile d’Ephèse fut très
important car il a défini Marie comme mère de Dieu (…) à noter que
les huit premiers conciles se déroulèrent en Orient ». Mgr Marchand a
longuement insisté sur l’esprit du Concile de Vatican II qui était
tourné vers l’avenir et « la volonté de dialogue avec les autres
églises chrétiennes ». Un concile qui mit beaucoup de modernité et
d’`cuménisme dans cette Eglise romaine. Après la présentation, Mgr
Marchand répondit à de nombreuses questions du public. Ce dernier fut
ensuite invité à prendre un verre de l’amitié autour de ptisseries
arméniennes préparées par l’Union des dames de l’Eglise Saint Sahag.
