PAPER REPORTS POLICE STAFF DISMISSALS OVER CROSSED-OUT PORTRAITS OF PRESIDENT

PanARMENIAN.Net – According to Haykakan Zhamanak daily, Armenian
police has launched a staff “extermination” over crossed out portraits
of President Sargsyan with a “Do Not Obey” sign drawn throughout
Yerevan overnight.

On the following morning, groups of policemen were combing the city
center in search of drawings which were later covered up with paint
by people in civilian clothes.

The identities of those who pained the drawings on the streets and
buildings are unknown, the paper said. According to some reports,
the move was initiated in reply to an assault on members of Backstroke
art group, orchestrated by Yerevan State University History Department
dean Edik Minasyan.

PARIS – The President of Armenia Serge Sargsyan and French President
Francois Hollande held a press conference in the courtyard of the
Elysee Palace on November 12 during which the two leaders welcomed
the friendly relations that bind France and Armenia.

Over lunch that followed, which included Charles Aznavour and
co-Chairmen of the CCAF, Mourad Papazian and Ara Toranian, the head of
the French state has confirmed that there would be a law criminalizing
the Armenian genocide denial.

Hollande stressed the need to ensure legal certainty for the statute
to avoid censorship of the Constitutional Council as happened earlier
this year.

the Armenian Genocide and regulation of the Nagorno Karabakh conflict
are links of the same chain. As reports “Armenpress” the Prime
Minister of the Republic of Armenia Tigran Sargsyan announced this
in an interview with Russian “Izvestiya”. Talking about the relations
with Azerbaijan the Prime Minister recalled that the peace process is
going in frames of the OSCE Minsk Group Co-Chairs representing Russia,
France and the USA. The Prime Minister stated: “Russia initiated
reciprocal meetings of the authorities of our countries; there is a
direct connection between them. Such ties are of a certain importance.

Due to this the both sides can discuss not merely priority issues, but
common human topics as well. This is a unique search for mutual trust.”

The Head of the Government of the Republic of Armenia certified that
presently Armenia is blockaded by Turkey and Azerbaijan. The sanctions
against Iran also have negative influence on us and thus our “way of
life” passes through Georgia.

Among other topics the Prime Minister talked about the relations with
Turkey. He stated: “We are trying to abstain our emotions regarding
the Armenian Genocide of 1915. Therefore our president initiated
negotiations with Turkey for the establishment of diplomatic relations
without any precondition. EU, the Russian Federation, the United
States of America approved our initiative. As to the protocols they
have been signed in Switzerland. We were under huge pressure. The
Armenian Diaspora was against the negotiations with Turkey and the
ratification of the protocols. Notwithstanding, due to this step we
aproved our political reputation as a reliable partner.”

According to the Prime Minister now the ball in the Turkish part of
the stadium. Tigran Sargsyan said: “Currently we can see the formation
of a movement in Turkey for the recognition of the Armenian Genocide.

If I were told about this 20 years ago, I would never believe it. My
grandfathers are also survivors of the Genocide. My grandfather lost
his all family in the course of those tragic events. Therefore,
the issues regarding the recognition of the Armenian Genocide and
regulation of the Nagorno Karabakh conflict are links of the same
chain.” In addition the Prime Minister of the Republic of Armenia noted
that the international community must recognize the Armenian Genocide.

Armenian National Congress (ANC) opposition bloc’s parliamentary
group Hrant Bagratyan accused government of having failed to form 100%
guaranteed retirement funds.

At a November 27 news conference in Yerevan, Hrant Bagratyan expressed
confidence that over the half of pension funds will be spent on
purchase of foreign securities to provide a 2% VAT growth in future.

“We won’t allow for peoples’ money to become expropriated over Prime
Minister Tigran Sargsyan’s plans,” Bagratyan said.

Bagratyan also expressed displeasure over current pension reforms
where pensions are invested as a deposit rather than streamed into
pension funds.

The new history book for university students has become a target of
sharp criticism having opened the yet unhealed wounds of the March 1,
2008 tragedy. Critics claim the events in it are “wickedly distorted”,
presented with “strictly subjective interpretations”.

The university textbook published by the Yerevan State University’s
history chair and authored by its 14 history professors appeared in the
focus of attention because of its account in Chapter Four describing
the post-election clashes between the opposition and law-enforcement
bodies creating an impression as if the opposition is at fault for
sparking the conflict and the 10 deaths.

This section, authored by Dean of YSU History Faculty Edik Minasyan,
reads in part: “Rudely refusing to accept the election results,
the radical wing of the opposition, with lack of any restraint from
the authorities, outrageously broke the provisions of the law and on
February 20 started the sequence of rallies in Yerevan”. It further
says that “during ten days the unauthorized opposition rallies
ultimately destabilized the situation in the entire country.”

The author describes Armenia’s first president Levon Ter-Petrosyan
and opposition leader as “having adopted radical work style”, saying
“his supporters ignored the appeals” of artists, intellectuals and
the Catholicos of All-Armenians and “skilfully took advantage of the
situation”. He further gives assessments and comments, claiming that
“the worst post-election developments” had been pre-planned during
the campaign.

Moreover, Minasyan seems to be citing the police statement when he
moves on to the recount of the tragedy that unfolded early morning of
March 1 at Liberty Square, describing the police actions as “measures
to establish public order” to which “the organisers and participants of
mass disorder responded with violence, using iron bars, wooden sticks,
stones”. He terms the late afternoon and night events in the square
facing the municipality as “havoc and looting”, that “the ralliers
assaulted the police”, and that “both sides resorted to firearms,
which left two police officers and eight civilians dead”.

The Fact Finding Group (formed to investigate the incident) submitted
extensive material proving that the looting and the assaults were
instigated and implemented by sabotage groups placed among the
protestors, and at Liberty Square it was the demonstrators peacefully
sleeping in tents who were assaulted by the police and brutally
beaten. Nonetheless, Minasyan claims the source he used while writing
that section was the investigation results and report of the National
Assembly temporary commission studying the events.

“Whatever is written is fact-based on the Commission’s investigation,
documents, and this improper clamour makes no sense,” Minasyan told
ArmeniaNow.

What “makes no sense” to the critics is why the pages of history have
been written and submitted as a high school textbook – often regarded
as the only truth – using only one source of reference.

“It’s not a history textbook, but direct recreation of Haylur [Armenian
first public TV news bulletin] coverage of those days. A historian
simply has no right to write even one fragment of history using only
one source, and even more so when writing modern history, considering
the abundance and diversity of available sources,” Minas Sargsyan,
historian and expert in international relations, told ArmeniaNow.

The book has been approved by the Ministry of Science and Education
as high school textbook. Deputy director of National Institute of
Education Anahit Bakhshyan, former Heritage MP who was in the heart of
March 1-2 events, says the ministry had no right to approve a manual
with such outstanding shortcomings.

“This demonstrates that the control commissions aren’t functioning,
but carrying out orders. It is a disgrace, when history books are
distorted, presenting a one-sided recount as dictated by the current
authorities. I witnessed it all myself and that text is an apparent
political order,” she told ArmeniaNow.

Karen Khachatryan, deputy director of History Institute at the National
Academy of Sciences, told ArmeniaNow that the history of that period
of time cannot be “presented objectively until archive documents are
de-classified” and that it is every historian’s duty to use various
sources and present reality “if not objectively, at least positively”.

Co-author of the controversial textbook, content editor Petros
Hovhannisyan says with irony that the “chapter has been criticised
also by the authorities, which means it is fairly comprehensive”.

Nonetheless, the publication of this textbook has raised a new wave
of anger among the parents of the March-1 victims.

Tigran Khachatryan’s mother Alla Honhannisyan says “such distortion
has to be boycotted and refuted”.

“It is said there that both sides used firearms which led to ten
deaths. How come there is isn’t a single word saying that three
people got killed by Cheryomukha-7 used by the police – this is a
fact recorded in the parliamentary commission report, why has it
been ignored? My daughter will soon be a university student. Should
she, who has been cherishing the memories of the brother she has
lost, feel ashamed when the textbook presents him as a robber and
looter?” says the woman. “Once again they have dishonored the memory
of our children.”

YEREVAN, November 27. /ARKA/. Almost 100 cars from Ukraine, Armenia and
Azerbaijan got stuck at Upper Lars border checkpoint, RAILVNESHTRANS
forwarding company told ARKA on Tuesday.

“Trucks got stuck in traffic at Upper Lars. People have been trapped
for already several days without food and water. Border guards
say such situation emerged as the checkpoint is shifting to winter
schedule. The thing is that in summer cars could pass the border till
10 PM, and now till 19:00 (7 PM) only. That is why the issue emerged,”
according to the source.

The company said it takes a couple of minutes to pass a passport
control, and the traffic jam appeared due to the slow operation of
the checkpoint.

The checkpoint workers say cars can pass the checkpoint from 7:00
to 18:00, which is not really enough. Moreover, the number of border
crossing cars has increased deteriorating the issue.

The border guards say the most rational solution to the issue is to
make the checkpoint operate 7/24 or increase the “check out” hours.

The issue is already being discussed by the federal customs service
and border department of the Russian Federation.

“They can’t say as of now when the changes will be put into the
checkpoint operation, but most likely it will happen next year,”
the source states.

ARKA agency has submitted a request to the Ministry of Transport and
Communication of Armenia for further details.

Upper Lars is the only land border crossing that does not go through
Georgia’s Russian-backed breakaway regions of South Ossetia and
Abkhazia. It serves as Armenia’s sole overland route to the former

Armenian PM Tigran Sargsyan said our country started talks with
Turkey to establish diplomatic relations without preconditions on
the initiative of President Serzh Sargsyan.

The initiative was supported by the EU, Russia and the U.S., he said
in an interview with Russia’s Izvestiya daily, adding that Armenians
are trying “to control emotions on the 1915 Genocide.”

“We were seriously pressed by the Diaspora. Armenians of Diaspora
opposed the talks and signing of the protocols, but our political
image, as a reliable partner, has improved considerably. Now the ball
is in Turkey’s court. There are certain people in Turkey willing to
build civil society and recognize the Armenian Genocide which was
impossible to imagine 20 year ago,” he said.

The Genocide affected each Armenian family, Premier added. “World
community must recognize the Armenian Genocide and those responsible
must show repentance,” he resumed.

will be dedicated to the 100th anniversary of the Armenian Genocide,
which will be held in 2015. In a conversation with “Armenpress”
the Chairman of the Armenian Union of Philatelists Hovik Musayelyan
stated that in frames of the exhibition all stamps, postcards and
envelops regarding the Armenian Genocide from the collections of
philatelists worldwide will be introduced to the public. He said:
“The joint exhibition is a good opportunity to introduce all those
stamps to the public from various parts of the world.”

They have already made an agreement with the Director of the
Museum-Institute of the Armenian Genocide and now the organizers are in
the process of collection of information about the stamps, postcards
and envelops regarding the Armenian Genocide. Musaelyan stated: “Hayk
Demoyan does not miss any chance to inform foreign philatelist about
this event. Presently we are in the stage of preliminary inventory
to find out the exact sizes of the exhibition.”

Notwithstanding the organizers are considering to hold the exhibition
in Yerevan, they also have a desire to introduce it in foreign
countries as well. Hovik Musayelyan said: “We must organize everything
on a very high level, so that we can introduce it in other countries
as well, including Turkey.”
