YEREVAN, NOVEMBER 30, ARMENPRESS: President of Armenian National
Assembly Hovik Abrahamyan on November 30 hosted President of European
People’s Party Wilfried Martens. Jacek Saryusz-Wolski Vice President
of Euronest Parliamentary Assembly also partook at the meeting.

As Armenpress was informed from the informational and public relations
department of NA, greeting EPP President Hovik Abrahamyan noted that
the second visit of Mr. Martens to Armenia during this year was an
evidence that Armenia-EU relations had already strengthened and
deepened and assured that it would give a new impetus to the process
of Armenia becoming a member of big European family.

According to him 2012 has been a rather efficient year for the three
Armenian parties RPA, OEK and `Heritage’ party which were involved in
EPP as an observer. In Hovik Abrahamyan’s words membership of Armenian
parties in EPP is an important and crucial factor in the integration
process which proceeds from our common Christian heritage, as well as
from freedom, democracy and principals of human rights. Head of the
Parliament noted that Armenia led by Armenian President had made great
efforts during recent years for building democratic country based on
European values. Hovik Abrahamyan also underlined that Armenian NA
would spare no efforts for the further development of Armenia-EU
relations.

Wilfried Martens expressed gratitude for the reception noting that the
great progress and positive results were noticeable after his first
visit to Armenia. He also highly estimated the membership of three
Armenian parties in the EPP. He has gladly stated that from now on
Armenian parties will be actively involved in the European political
decision making process.

Interlocutors have also referred to the reforms being implemented in
Armenia, regional issues as well as other issues of bilateral
interests.

Recently, well-known Russian political analyst Michael Alexandrov has
issued an article titled `Turkish gambit: will the Russian leadership
repeat the Bolsheviks’ error?’, in which he analyzed the
Russian-Turkish relations as of the Soviet Union creation up today and
concluded that continuation of the traditional policy by the Russian
Federation’s current leadership would contradict the interests of
Russia. It should be noted that the political analyst’s emphases are
of special interest for the Armenian party in the sense that they are
directly related to the events in the Armenian people’s life taken
place in the second decade of the last century and to their
consequences.
Also worthy of attention are the observations on the neo-Ottoman
policy of the Turkish leadership and the need to oppose it.
What is today’s Turkey in the Middle East? It is no secret that within
the region this country claims to be a superpower backed by the U.S.
and NATO power. One of the main directions of the American policy is
implementation of the program `Great Middle East’, which can be
realized with the increase of Turkey’s role and influence in the
region. Russian political scientist M. Alexandrov refers to the
current military-political realities associated with the blockade of
Iran. The Americans deployed a radar station in Turkey, which is
considered a component of the U.S. missile defense system. With the
beginning of the ‘Arab spring’, Ankara enthusiastically joined the
West’s efforts to change the regimes in the North Africa countries.
According to the political analyst, restoring its influence in the
Arab world, Turkey will be able to restore the Ottoman Empire, in its
new form. In the foreign policy, this course was called
`neo-Ottomanism’. There is a nuance in this process – while in the
past Turkey played this role exclusively alone, nowadays it is
represented as a carrier of Western powers’ interests in the region.

It is needless to note that the Bolshevism period put its black stamp
on the Armenian people’s history. Basing its foreign policy on the
socialist revolution ideology, in the 20s of the last century, Russia
deprived the Armenian people of its historical homeland, sacrificing
an entire nation for its own geopolitical ambitions. `Leader of the
world proletariat’ Vladimir Lenin strongly wished to make Turkey its
strategic ally to struggle against the Western imperialism. The 1921
Moscow Treaty is a bright evidence of it. By the way, Russians say
that Moscow made great territorial concessions to Turkey by the
treaty. But, it is not a correct definition for us Armenians: the
truth is that the Bolsheviks simply gifted Armenian territories to
Turkey – the country, which was defeated in the World War I and which
was threatened with the danger of disappearing from the world map.
Among the Soviet figures, only Chicherin opposed the defeatist policy,
but his position did not play a significant role. Kemal Atatürk sent a
letter to the Soviet Government, which, in particular, read: «We
pledge to join all our works and military operations with the efforts
of the Russian Bolsheviks in order to fight against imperialist
governments and to liberate all the oppressed». This was not a simple
application – Ataturk won a diplomatic victory over the Russians, or
rather deceived «all the oppressed». It deceived the leader, which was
naïve enough to believe that Turkey’s Communist Party can become a
political support for it. But, the father of the Turks planned another
scenario for this party. The Armenian people greatly suffered from the
Moscow Treaty, while the Russians began to provide economic aid to
Turkey, as Kemal Ataturk had pledged to join the efforts of the
Russian Bolsheviks. Michael Alexandrov refers to Russia’s assistance
to Turkey in a large number of weapons and ammunition for creating a
basis for the military industry in 1920-1922s.

The political analyst notes that as of today the Moscow Treaty is
evaluated by the Russian Foreign Ministry as an important diplomatic
achievement and even on March 16, 2006, Russia and Turkey marked the
85th anniversary of the Treaty. The parties exchanged congratulatory
telegrams. Meanwhile, the Russians had the greatest chance to collapse
the Turkish state by the Brest Treaty. The Armenian historiography
assessment is that the Russians did not only help Turkey recover, but
also gifted it entire Western Armenia. We should note that with
Russia’s support this country turned into a predatory state in the
whole Middle East region. So, it was a victory for Turkey, and Turkey
will always celebrate this victory.

And what about Russia?… And here, M. Alexandrov, without sparing his
own country’s rating, states: «With whom else could the Turks sign
such an unprecedented and successful treaty?’ Perhaps no country in
the world would make such a shameful deal. And why should Turkey be
against developing relations with Moscow, basing on the same
principles? The economic cooperation between the two countries is
increasing with time – the indexes testify to the growth in the volume
of the commodity circulation.

We should pay attention to some emphases in the article. On a series
of important issues, the Turkish foreign policy does not coincide with
the Russian interests, and moreover, it contradicts them. It concerns,
first of all, the Karabakh conflict, in which Ankara actually
encourages Baku in displaying intransigence. Turkey maintains the
economic and transport blockade of Russia’s strategic ally Armenia,
denying the idea of establishing diplomatic relations and opening the
border with it. On the other hand, Turkey is an active participant of
NABUCCO project, which also runs counter to Russian interests. Ankara
has set its control over the Black Sea straits, limiting the volumes
of the Russian oil exports via sea. Turkey has also joined the
American Air Defense system. Today, Turkey’s aggressive policy towards
Russia’s ally Syria is obvious. The only compromise between the RF and
Turkey is that Ankara has refused to support the Chechen terrorists,
and in response to this, the Russians have refused to support the
Kurdish Workers’ Party of Turkey. But, Turkey in no way refuses to
cooperate with the Cherkess separatists in the North Caucasus, in
spite of Russia’s request.

Michael Alexandrov concludes that in this case President Putin should
seriously think over the prospects of the Russian-Turkish relations,
because there is a danger that the RF President can repeat the Russian
Bolsheviks’ wrong policy conducted in 1920s.

I think we can make some additions to Russian political scientist’s
analysis related to Yeltsin-period Russia’s foreign policy in the
West, which allows us to state that the post-Soviet diplomacy towards
Turkey in no way differs from the Soviet one. After the collapse of
the USSR, Boris Yeltsin visited Bulgaria. At an event within the
visit, Bulgaria’s President stated that his country was oriented
towards the West, and the regulation of the Russian-Bulgarian
relations did not mean a return to the past. The RF President voiced
no sentence in response to this statement. Then, long discussions took
place on this visit: Moscow’s political circles openly stated that
Yeltsin actually dealt a great blow to his own and his country’s
reputation. The post-Soviet events in the Balkans also allowed
understanding the directions of the Russian-Turkish relations –
Russia’s new leadership continued supporting the West in attacking its
traditional bases. The situation in the Middle East and the Syrian
crisis in particular are obvious manifestations of this policy. The
USA, being Turkey’s major ally and strategic partner, restrains its
appetite, if necessary. It turns out that only the USA is able to
release Turkey’s hands, or, if necessary, to put pressure on it. As
they say, the control panel is in Washington.

In this case, the Russians really have only to sing ‘chastushka’ under
the Turkish mugham. But, as Russia will thus lose its influence in the
Middle East, the political mind suggests Vladimir Putin that Russia
can play an active role in a series of issues, using its levers of
influence; particularly in the Armenian Genocide issue, it should
demonstrate that the policy of Ottomanism, from which the Armenian
people suffered, is a great threat to humanity.

Yerevan hosts command and staff exercise of Emergency Ministry

YEREVAN, November 30. / ARKA /. Armenia’s ministry of emergency
situations launched today major command and staff exercises in Yerevan
to handle a simulated strong earthquake. The exercise embraces staff
members from all government agencies, the regional administration of
Shirak province, the South Caucasian Railway, the evacuation and other
commissions of the municipality and the UN disaster management team.

The ministry said in a press release that the main goals of the
command and staff exercise is to check and improve the professional
skills and abilities of the State Commission for Emergency Situations.

Besides, the exercise is aimed at improving the interaction between
government agencies and the response force, as well as to check the
disaster management plan in Yerevan, developed by the ministry in
close cooperation with Japan’s International Cooperation Agency
(JICA).

Under the scenario of the exercise the Kotayk region is hit by a
strong earthquake of 7.2 magnitude the epicenter of which lies at the
depth of 10 km and is located 8 km north-west of Garni village.

The quake destroys thousands of structures and kills many people. The
administrative districts of Avan, Nor Nork and Arabkir in Yerevan are
affected by the quake, which destroys water supply system and other
facilities. The Armenian government has to ask for international
community’s help.

The exercise consists of two stages. The first is to inform the
stakeholders and bring them together and the second is to start rescue
operations.

The December 7, 1988 devastating earthquake destroyed northern parts
of Armenia killing 25,000 people; 140,000 became disabled, and half a
million homeless. -0-

Afghan Defense Minister grateful for Armenia’s contribution to stability

YEREVAN, November 30. /ARKA/. Defense Minister of Afghanistan
Bismillah Mohammadi expressed gratitude to Armenia’s leadership and
peacekeepers for their contribution to the stability, at his meeting
with Armenian Minister of Defense Seyran Ohanyan who is currently in
Kabul for an official visit.

Press service of Armenian Ministry of Defense reported that Mohammadi
appreciated the role of Armenian peacekeepers in training Afghan
security forces.

Ohanyan, in his turn, assured that Armenia will continue taking part
in coalition forces to establish long-lasting peace and security in
Afghanistan.

Armenian peacekeeping German-led contingent is in Kunduz and
Mazar-i-Sharif provinces as part of North regional command of

YEREVAN. – A consultation meeting was held Thursday with the Syrian
Armenian businessmen who wish to make investments in Armenia. The
event was moderated by Armenia’s Diaspora Minister, Hranush Hakobyan.

First, Hakobyan welcomed the entrepreneurs’ desire to conduct business
in Armenia and encouraged them to settle in the country as well,
Diaspora Ministry press service informs.

In his turn, Armenian Development Agency (ADA) Director Robert
Harutyunyan noted that his agency stands ready to assist Syrian
Armenians and provide them consultation, and added that ADA has
designed ideas which could be brought to fruition with joint efforts.

Small and Medium Entrepreneurship Development National Center Director
Varazdat Karapetyan informed that a twenty-day course, which includes
around thirty Syrian Armenians, has successfully started. Also,
he expressed a readiness to discuss any and all business plans.

The Syrian Armenian entrepreneurs spoke about their businesses in
Syria and preferences with respect to starting new business ventures
in Armenia.

State Revenue Committee’s (SRC) Taxpayer Service and Tax Procedures
Department Head Karen Beglaryan, stated that it is necessary to be
informed about Armenia’s tax and customs laws adding that SRC stands
ready to provide necessary consultation.

The interlocutors outlined the primary business directions that are
feasible in Armenia.

Next week the Syrian Armenian businessmen will meet with Armenia’s
entrepreneurs to discuss the options for cooperation.

At the end of the consultation meeting, Diaspora Minister Hranush
Hakobyan advised the Syrian Armenian businessmen not to launch any
business activity in Armenia without consulting with the country’s
state-run specialized organizations, so as to avoid risks.

La Turquie a depense environ 280 millions de dollars de ses propres
financements pour heberger les refugies qui ont fui la crise dans la
Syrie voisine, a declare lundi un responsable turc.

La Turquie a depense cet argent pour transporter près de 130. 000
refugies syriens dans des camps en Turquie, a precise Fuat Oktay qui
est le president de la Direction de la gestion des catastrophes et
des urgences (AFAD) en Turquie.

Compte tenu des developpements en Syrie, la Turquie aurait besoin du
soutien de ses ” allies et amis strategiques ” pour fournit l’aide
humanitaire aux refugies, a declare M. Oktay, ajoutant que le nombre
de refugies syriens qui ne sont pas correctement heberges augmente
de jour en jour.

La Turquie a jusqu’a present mis en place 14 camps pour les refugies
syriens dans sept provinces du sud et du sud-est, la partie du pays
qui partage des frontières avec la Syrie dechire par les troubles.

Un nombre estime de 170.000 refugies syriens, dont environ 40.000
non enregistres, ont fui vers la Turquie.

Trois deputes, Valerie Boyer, Guy Teissier et Marcel Bonnot, ont
quitte le groupe UMP a l’Assemblee pour rejoindre le nouveau groupe
filloniste Rassemblement-UMP (R-UMP), qui compte desormais 71 membres
et apparentes, selon un avis paru jeudi au Journal officiel.

Valerie Boyer, très impliquee dans la defense de la cause armenienne,
est deputee des Bouches-du-Rhône, de meme que Guy Teissier, ancien
vice-president de la commission de la Defense de l’Assemblee. Marcel
Bonnot est elu du Doubs.

Jean-Pierre Vigier, depute de Haute-Loire elu pour la première fois
en juin dernier et qui avait adhere mardi au groupe R-UMP, a decide
d’y etre seulement apparente, selon le meme avis.

Le groupe R-UMP compte desormais 69 membres et deux apparentes, tandis
que le groupe UMP comprend 123 deputes, 115 membres et 8 apparentes.

Le R-UMP est le troisième groupe le plus important de l’Assemblee
nationale, après les socialistes et l’UMP, et avant l’UDI de Jean-Louis
Borloo, les ecologistes, le RRDP (radicaux de gauche et divers gauche)
et le GDR (Front de gauche et des elus d’outre-mer).

Pour la première fois, le groupe R-UMP a participe mercredi en tant
que tel aux debats dans l’hemicycle, les interventions du depute
Arnaud Robinet dans la nuit contre la proposition de loi socialiste
sur les reseaux de soins mutualistes etant parfois signalees sur le
canal interne a l’Assemblee qui retransmet les debats avec en bandeau
le nouveau sigle R-UMP.

La Federation revolutionnaire armenienne (FRA) continue de croire
qu’ Erevan ne doit pas encourager un exode de masse des Armeniens de
Syrie malgre l’aggravation de la violence la-bas, a declare un haut
representant du parti mercredi 28 novembre 2012.

Giro Manoyan, le porte-parole du parti, pense que leur exode
entraînerait la disparition d’une communaute armenienne cle au
Moyen-Orient. Il a egalement fait valoir que les 80.000 Syriens
d’origine armenienne ne sont pas la cible des combats dans le pays
plonge dans la guerre civile. ” Nous avons subi des pertes en raison
de la situation d’ensemble la-bas, mais pas a cause d’attaques ciblees
“, a declare Manoyan lors d’une conference de presse.

Plus de 40 Armeniens syriens ont ete tues depuis le declenchement
du conflit. La grande majorite d’entre eux auraient trouve la mort
dans des tirs croises ou des explosions a la bombe. Le gouvernement
armenien n’a pas non plus encourage les Armeniens syriens a quitter
le pays devaste par la guerre.

Selon les autorites d’immigration a Erevan, près de 6.000 citoyens
syriens d’origine armenienne se sont refugies dans leur patrie
ancestrale a ce jour. Le gouvernement armenien a pris une serie de
mesures ces derniers mois pour faciliter leur immigration et leur
naturalisation.

Quelque 150 Armeniens syriens sont arrives dans le pays mardi, avec le
dernier vol Alep-Erevan effectue par la compagnie aerienne nationale
de la Syrie.

Grigor Zopian, un architecte base a Alep, et son epouse Tigranuhi,
pensent, eux, retourner en Syrie. Loren Badgalian-Vasil, une femme
syrienne armenienne, rentrait chez elle avec son enfant après
avoir passe deux semaines en Armenie. Elle a affirme qu’ une banque
syrienne où elle travaille est toujours en activite et qu’elle doit
donc retourner travailler. ” Nous avons simplement voulu venir ici
pour nous reposer un peu, obtenir la citoyennete [armenienne], mais
nous voulons retourner en Syrie “, a-t-elle explique.

YEREVAN. – The Government of Armenia did not accept the proposals,
which were made by the National Assembly’s (NA) ruling Republican Party
(RPA) Faction, with respect to increasing the NA funding in the 2013
State Budget.

The Government’s formal response noted that those expenditures are
not a priority.

Caucasus Nature Fund (CNF) will resume funding of Khosrov reserve after
Nature Protection Ministry has not reappointed Gabriel Poghosyan in
the office of the director of the reserve, Fund’s coordinator Arman
Vermishyan told Tert.am.

“International organizations make such statements in extreme cases
and it was not easy for us to do so as the Nature Protection Ministry
was our main partner. With such statement we just demonstrated the
critical situation in the reserve,” he said. Recently, the Fund
has stated about suspension of funding of the reserve agreed with
possibility of Poghosyan’s re-approval in the post.

Vermishyan also elaborated on how the Fund’s budget is being formed.

“An annual budget is being formed for a specially preserved territory,
in parallel to it the ministry and the territory propose a budget
we are to finance. We are working 50/50 – 50% funding is ensured by
the state budget, we are funding the other expenses of the mentioned
territory,” he said, explaining that with the expenses he means the
ones connected with the preservation of the territory, scientific
works, some capital expenses like restoration of buildings, buying
of car, etc.

The Fund’s coordinator said they had a three-year long program
with Khosrov reserve costing 250,000 euros. “The 220,000 euros were
provided by August 2012. In August the rest was to be provided but
the provision of the assistance was delayed because of some reasons
and as far as the problem has come forth, we decided to suspend the
second provision,” he said.

The Fund was also planning to implement a new three-year long program
costing 200,000 euros. “We have suspended it too. Now we will resume
financing, transferring the money envisaged for 2012 and more probably
will approve the mid-term program for the reserve. Next year as well
we expect to work out a three-year long program,” he said.

Vermishyan noted he hopes that prepared candidates will participate
in the competition and the really best for the reserve will win. He
said they are so much concerned with the issue as Khosrov reserve is
number 1 specially preserved territory for Armenia.
