Armenia is ready to sign a new agreement on military hardware
cooperation with Russia. As Seyran Ohanyan stated today at the press
conference the new agreement will provide additional opportunities for
the military hardware cooperation that is being implemented since 2009
and will create field for new bilateral interagency agreements.

Minister mentioned that that this is the best opportunity also for
refreshing the base of military hardware in exceptional conditions.

“Our cooperation with Russia is on high level and it gives us an
opportunity to enlarge the frameworks of the existing interstate
agreement,” he said. The defense minister also stated that Vladimir
Putin’s new military hardware agreement with Armenia has nothing to do
with Gabala radio station of Azerbaijan and the with suspension of the
remuneration.

YEREVAN, January 18. / ARKA /. In 2012 Armenian armed forces rebuffed
successfully all the provocations of the enemy, Armenian defense
minister Seyran Ohanyan, said today. He said the personnel performed
the combat tasks with least losses, preventing the penetration of
sabotage and reconnaissance groups of the enemy.

He said the past year was marked by an extremely tense situation
on the line of contact between Armenian and Azerbaijani troops. He
added that the Azeri armed forces conducted subversive acts not only
against Nagorno-Karabakh forces, but also against Armenian troops on
the north of the country.

The minister said this prompted Armenian military command to improve
the engineering structures along the border, revise combating sabotage
and reconnaissance groups of the enemy, improve combat tactics and
so on.

“We held several military exercises with the participation of small
units to improve their combat skills,” he said.

Last summer clashes were reported between Armenian and Azeri troops
on Armenian-Azerbaijani border and on the line of contact between
Karabakh and Azeri troops resulting in deaths of soldiers. As a result
of activities of the Armenian forces to neutralize the subversive
groups of the enemy, according to various sources, 25 Azerbaijani
commandoes were killed. -0-

Revision Of Armenian-Russian Military Technical Cooperation Agreemen

REVISION OF ARMENIAN-RUSSIAN MILITARY TECHNICAL COOPERATION AGREEMENT REACHES ITS FINAL STAGE

YEREVAN, January 18. /ARKA/. The revision of the Armenian-Russian
intergovernmental agreement for military technical cooperation has
already reached its final stage, Armenian Defense Minister Seyran
Ohanyan said on Friday.

He told journalists that a similar agreement had been signed yet in
2003. The revision raises this document from intergovernmental to
inter-state level.

Novosti-Armenia quotes him as saying that the revised agreement allows
various agencies and organizations to seal contracts and cooperate
on preferential terms.

~SThere were some agreements in recent years for creation joint
organizations also in Armenia~Rs territory, and this will enable us
to develop our military industry.

RIA Novosti reported Monday that Russian President Vladimir Putin has
upheld the government~Rs proposal to start negotiations with Armenia
to sign a military cooperation development agreement.

The president instructed the government to sign the agreement after
negotiations.-0-

On 18 January, EcoLur received an alarm that again dead fish had
been found in the Hrazdan River. EcoLur working group headed for the
Hrazdan Gorge and made shooting. There was dead fish in the river,
mainly near “Florence” restaurant complex, as well as there was some
fish, which hardly moved. The Nature Protection Ministry was informed
about the incident, EcoLur reports.

It is really hard to give a classification to all those actions,
when a man commits a violent act towards a mirror, especially when
that minor is his relative. In all those cases you just do not want
to believe that such things happen.

The resident of Arevik village 55 year-old Galust Harutyunyan is
charged with Article 141 of RA Criminal Code (Sexual acts with a
person under 16). He is charged with actions of sexual nature against
the granddaughter of his sister, a girl under 16.

According to indictment, the convict touched the breasts of the girls,
touched her in an inappropriate way and kissed her.

According to another criminal case, the resident of Yerevan,
35 year-old Gagik Barseghyan is charged with Article 34-141 of RA
Criminal Code with the same crime. The investigation found, that he
living with his sister’s family in the same place and knowing that the
son of his sister, Karen (the name is changed), born on August 20,
1999, is under 16, on August 28 invited him to his room and using
the fact that they were alone, with the pretense of explaining the
nature of sexual actions with men, offered the minor to have actions
of sexual nature with him.

Although, according to indictment, Gagik Barseghyan was not able to
commit the actions, as Karen realizing what was happening started to
cry and ran to the first floor where his mother was.

Whether Galust Harutyunyan and Gagik Barseghyan will be sentenced by
the court is not yet clear, but one thing is clear, the manners of the
society are changing and thanks to the policy that several television
companies implement this trend will continue. Many prior criminal cases
come to prove this and this is yet another alarming note about it.

Armenian air defense forces will ensure the operations and all flights
of civil aircrafts, Armenian Defense Minister Seyran Ohanyan told
a news conference, commenting on Baku’s statements that it will not
permit the operation of Stepanakert airport.

Seyran Ohanyan described as unsubstantiated the statements about
possible resumption of military operations in Karabakh.

“Resumption of military operations is unlikely,” he said.

Referring to continuing provocations by Azerbaijan at the line of
contact between Armenian and Azerbaijani armed forces, the Armenian
Defense Minister stated that all necessary measures were taken to
reinforce the border line and to improve fighting efficiency by
conducting exercises even on the level of small subdivisions.

Regarding the health problems of conscripts, the Minister said that
serious work is being done in the area of military medicine.

Vice presidents of “Montesye” LLC Movses Asaturyan and Samvel Badalyan
are charged with misleading the consumers and selling them different
coffee in the packages of “La Cafe de Paris” being the product of
“Parisian Coffee Factory”. They are charged with Article 212 Section
2 Clause 2 of RA Criminal Code.

According to indictment, on January 27, 29 and 30, 2012, the above
mentioned people gave “Jima” and “Robusta” coffee, being a product of
“JazzKoff” ltd, to the customers of the same company to sell them
in 250 gram packages of “La Cafe de Paris”, being the product of
“Parisian Coffee Factory”, without warning them about the consumer
characteristics and quality of the product.

According to indictment, the costumers N. Galsyan and I. Barseghyan
grinded the coffee, put into the 250 gram packaging of “La Cafe de
Paris” and sold them to Levon Qocharyan, thus misleading him about
the consumer characteristics and qualities of the product.

About An Unpleasant Format And Bargaining

ABOUT AN UNPLEASANT FORMAT AND BARGAINING

They usually single out the part about “two natives of Karabakh”
from Robert Kocharyan’s interview, on which the commentaries and
analyses are based on as a rule. There is no

denying, the formulation is not good, but its meaning was political,
rather than “provincial-nepotistic.” A struggle between the second
and third presidents would mean a split in the same source, the same
administrative and financial resource. It is theoretically possible,
but in a normal, “classic” situation, that resource can serve either
one or another, i.e. the “joint” candidate of the government. I think
that’s what the second president was trying to say.

Two other reasons given by the second president are comparably
less talked about. “I didn’t want to participate in forming a very
unpleasant format of a struggle between the three presidents, which I
am sure is harmful for the country.” “A search for political compromise
has turned into political retail in Armenia.” If we disregard for
a moment who says that, those judgments are absolutely right and
praiseworthy in themselves. Particularly, the really unpleasant format
of the “three presidents” suggests that they should say bad things
about each other, and their statements create a standard for other
citizens, regardless of whether those citizens hate or like the current
and former presidents. However, that format, which is harmful for
the state, started immediately after the change of power in 1998 when
Kocharyan’s propagandists started to talk about the “former regime,”
“revanchism” and stuff like that, mentioning the first president in
that context. When Ter-Petrossian returned to politics in September
2007, the mentioned format became complete. It seems to me that all
those who can influence society’s opinion should show some delicacy
when they talk about the former presidents – surely criticizing their
mistakes – and the latter should not engage in “close combat” with
anyone, particularly with each other, in order that society doesn’t
figuratively see their “bruises.” Scenes don’t make citizens respect
the state more.

As for “retail” in politics, which is sometimes called realpolitik,
it is an unpleasant thing too. However, frankly speaking, I would
sometimes prefer that there was that bargaining. For example, in
February 2008 or even earlier. It would be better, if the government
was engaged in political bargaining, negotiated, bargained, rather than
“firmly” decided to shoot people.

Some residents of Haghbat village called Hetq yesterday. They were
concerned that some large clay vessels unearthed at the nearby Alaverdi
cemetery had wound up on the grounds of the Atorik restaurant.

The residents wanted to know how these large clay vessels, with
evident historical value, had been “privatized” by the restaurant
owner. So today, I went to investigate.

“Hey, I didn’t steal them. Somebody was selling them, so I bought
them,” said Garik Tantoushyan, the owner. He refused to say who from.

“One guy was selling them. Another gave them to me in lieu of payment
for eating here,” was all he was ready to tell me.

Garik did tell me that there are many clay vessels to be found
locally. Some residents want experts from the Ministry of Culture to
examine the vessels and date them.

No Armenian Citizens Among Algeria Hostages – Foreign Ministry

YEREVAN.- Preliminary reports received from Algerian foreign office
say there are no citizens of Armenia among those who were taken
hostage, spokesperson for Foreign Ministry Tigran Balayan told
Armenian News-NEWS.am.

Earlier AFP quoting Al Jazeera television reported about an Armenian
citizen taken as a hostage .

The militants took several dozens of people as hostages in a gas
plant situated in south-east of Algeria.

Conflicting reports were received from Algeria on Thursday. Thirty
hostages reportedly managed to escape by military helicopters. Some
reports claimed 35 hostages were killed in an attempt to escape. No
official information was reported on the number of hostages and
casualties.
