A day after proposing making Georgia’s pro-Western foreign policy
course legally binding through passing a law, President Saakashvili’s
UNM party offered on January 31 to make such legal guarantees even
stronger by introducing a relevant clause in the country’s
constitution.

“We welcome the [Georgian Dream] parliamentary majority’s declared
desire to remain on the European path of development and offer them to
jointly prepare draft of constitutional amendments… to reaffirm that
Georgia’s only future is European future and that Georgia’s
Euro-Atlantic integration should continue,” Davit Bakradze, leader of
the UNM parliamentary minority group, said.

Davit Usupashvili, the parliamentary chairman, said on January 30
after UNM announced about intention to initiate a draft law on
“irreversibility of foreign policy course” that Georgian Dream offered
UNM on January 18 to launch a work on a joint “inter-faction agreement
on foreign policy course”.

“So this process is already launched,” Usupashvili said. “There is
already a draft document and if the UNM has a desire to get involved
in the process we only welcome it. It is less important what kind of
form it will have – whether it will be a law, resolution or an
agreement. What matters most is that we should be able to elaborate a
long-term strategy in respect of major issues; it is inadmissible to
have dramatic changes, especially in the foreign policy, once in four
years.”

President Saakashvili said on January 31, that such constitutional
amendment was necessary against the background of PM Bidzina
Ivanishvili’s remarks in Yerevan, which Saakashvili said, amounted to
“Armenization” of Georgia’s foreign policy.

Saakashvili said that such constitutional provision was needed “if we
seriously are not intending to play Putinist game about our return to
the Soviet empire.”

“I hope that the parliamentary majority will consider this proposal
seriously and will not consider it as yet another propagandistic
trick, it’s not about PR, it’s about Georgia’s future,” Saakashvili
said.

He made the remarks while visiting a factory run by Defense Ministry’s
military industrial enterprise Delta.

Increasingly the issue of domestic violence in Armenia is a topic
for public discussion. Yet, greater attention to the issue isn~Rt yet
translating into an expansion of programs to alleviate suffering and
address policy shortcomings.

In 2012, Armenia set a grim record for domestic violence when six
women, ranging in age from 21 to 50 years old, died over the course
of six months in incidents involving their husbands or fathers-in-law.

Collectively, the six dead women left behind 12 children. No official
registry of domestic-violence attacks exists in Armenia. But a 2008
survey of 1,000 Armenian women by Amnesty International found that
more than three out of 10 had suffered from physical abuse, and 66
percent from psychological abuse.

The outcry over the recent deaths prompted activists to believe
that the government would start making state funds available for
the protection and treatment of victims of domestic violence. But on
January 21, the government blocked passage of what would have been
the country~Rs first domestic-violence law, saying that revisions
should be made to existing legislation, or to the bill itself.

In the absence of government funding, non-governmental organizations
(NGOs) are struggling to meet needs. ~SThere are many cases, and only
NGO efforts do not suffice,~T commented Susanna Vardanian, director
of the Women~Rs Rights Center, a Yerevan-based NGO, which is a backer
of the stalled draft law.

At present, three private domestic-violence shelters (two in Yerevan
and one in the nearby region of Armavir), along with several NGO-run
hotlines are all that exist for female domestic violence victims. Over
the past two years, the Women~Rs Rights Center, which runs two
hotlines, four regional crisis centers and one shelter, has received
some 2,557 calls from women seeking help, according to Vardanian.

At a facility run by the charitable foundation Lighthouse in the
village of Ptghunts, the 55 women residents are mostly unemployed,
and either pregnant or raising children. The shelter provides basic
job training, as well as psychological counselling.

For decades, domestic violence was a topic that not only battered
women, but also officials and law-enforcement authorities shied away
from acknowledging or discussing. But now, that has begun to change,
with people starting to be held accountable for abusive actions.

For example, Haykanush Mikayelian received a 10-month sentence in
2012 for her role in the abuse of her 23-year-old daughter-in-law,
Mariam Gevorgian, over a prolonged period starting in 2009. According
to testimony at the trial, Mikayelian burned Gevorgian~Rs body with an
iron and a cigarette lighter, beat her regularly and kept her locked
indoors under key.

Although police officers are arguably now more aware of the
domestic-violence problem than several years ago, they are often left
flummoxed by the lack of state-run shelters and legal mechanisms to
prevent ongoing abuse of a woman by a husband or relative.

~SAs soon as it comes to taking actual steps, we seem to be faced
with the same resistance,~T remarked Lara Aharomian, director of
the Women~Rs Resource Center, another Yerevan-based NGO active in
addressing domestic violence.

The draft domestic-violence law that the government rejected earlier
in January would have tried to strengthen official measures to protect
victims by introducing restraining orders and expanding the number
of shelters, among other measures.

Activists believe that the six fatal domestic-violence cases in 2012
might have been prevented if Armenia had had a law outlining responses
to the abuse, and, correspondingly, providing state assistance for
shelters. ~S[T]he law proposes the creation of a number of facilities,
[and the] training of police, which are preventive measures,~T
said Anna Nikoghosian, a project manager for the non-governmental
organization A Society Without Violence. If shelters had existed
near the homes of the six murdered women, all of whom lived outside
of Yerevan, ~Ssome . . . might be alive today.~T

~SThere are many badly in need of support, but it is impossible to
house all of them in only three shelters,~T agreed Lighthouse Director
Naira Muradian.

Lala Ghazarian, head of the Ministry of Labor and Social Welfare~Rs
Department for Family, Women and Childcare Issues, stressed that the
domestic-violence bill isn~Rt gone for good. ~SIt just needs some
changes~T to bring it into line with existing criminal law, she said.

~SWe are all well aware that we need a law, shelter, trained policemen,
functional tools, but it implies extensive work to change legislation,
and it will be done.~T

Some government members have said that parliament, now controlled
by the Republican Party of Armenia, could pass a domestic-violence
law by 2014 or 2015, once ongoing amendments to the criminal code
are complete.

Meanwhile, as the topic~Rs stigma fades away, many ordinary Armenians
affirm openly that they are eager to find solutions. In the village
of Burastan, 30 kilometers outside of Yerevan, women in 2006 told
EurasiaNet.org that questions about domestic violence ~Sdestroy
traditional Armenian families.~T Seven years later, they admitted
that abuse is an issue that ~Shas to be addressed.~T

~SOur children have been growing up in an atmosphere of beatings and
fights,~T commented 67-year-old Karine Galstian, a mother of four.

~SOnly now we realize how wrong it is to keep silent, because we
should at least teach our daughters that the husband has to respect
his wife, should not beat her, should not humiliate her in front of
the children.~T

In the absence of further government measures against domestic
violence, such realizations could make a critical difference.

Ebrd Provides Iec With $25 Million Loan To Finance Modernization Of

EBRD PROVIDES IEC WITH $25 MILLION LOAN TO FINANCE MODERNIZATION OF SEVAN-HRAZDAN CASCADE

YEREVAN, January 31. / ARKA /. The European Bank for Reconstruction
and Development (EBRD) has provided the International Energy
Corporation (IEC) with a $25 million loan to finance the modernization
of the Sevan-Hrazdan cascade of seven hydropower plants in Armenia,
EBRD said in a pres release.

The Sevan-Hrazdan cascade, located on the River of Hrazdan, whose
length from Lake Sevan to Yerevan is 70 km, is one of the most
important components of Armenia’s power grid with installed capacity
of 565 MW. The cascade accounts for 10% of electricity generated by
Armenia a year, while its water-conducting channels provide sufficient
water for irrigation of 70% of cultivated land in the country. The
EBRD financing will significantly assist the overall reconstruction of
the cascade, which was built between 1936 and 1961.

This will ensure continuous, stable and secure supply of electricity
and will also improve the overall operational efficiency and reduce
carbon emissions.

The largest stake in the International Energy Corporation, founded in
2003 for the operation of the Sevan-Hrazdan Cascade is owned by
Russian RusHydro, the largest power generating company in Russia.

“We are very happy to collaborate with International Energy
Corporation in implementing this important program, building
simultaneously a long-term cooperation with RusHydro. These two
companies bring their experience to hydropower, which we believe will
contribute to the success of this program,” EBRD energy director
Nandita Parshad was quoted as saying in the press release.

According to her, the project will use the latest technology, which
will not only increase the production of clean energy in Armenia, but
also significantly reduce the current rate of losses due to damaged
water conveyance channels.

RusHydro board of directors member Konstantin Bessmertny said,’ “I am
sure that the EBRD assistance is instrumental for modernization of the
Sevan-Hrazdan cascade. This long-term financing fully meets the needs
of the International Energy Corporation and what is extremely
important is that this program is cost-effective and, therefore, is
quite real and acceptable in the context of regulation of tariffs in
Armenia. ”

Since its inception in Armenia in 1992 and to this date, the European
Bank for Reconstruction and Development has committed 613 million
euros for tens of porjects. Implementation of investments in “green”
energy is one of its e main priorities in Armenia. In 2012, it
signed agreements on 15 projects with a total budget of 94 million
euros.

YEREVAN.- Secretary of Armenia’s National Security Council Arthur
Baghdasaryan commented on Baku’s nervous response to the remarks made
by CSTO head in Yerevan.

CSTO Secretary General Nikolay Bordyuzha called Azerbaijan’s decision
to down civilian airplanes “a ridiculous joke”. Meanwhile, Azerbaijani
authorities declared about seriousness of their threats to down the
planes.

“The Republic of Armenia is a sovereign state and also it is one of
the active members of the CSTO, and it’s the internal affair of our
country to decide the format of cooperation with this or that
organization,” Baghdasaryan told Armenpress agency.

“It would be better if the Azerbaijani higher officials stood out of
the issues out of their competence. I am confident that such medieval
thinking cannot be respected in the XXI century. As to the attacks on
the civil aircrafts, it’s not only CSTO to condemn them, but any
international structure. Armenia is able to provide total security of
our civil airplanes. The Minister of Defense of the Republic of
Armenia Seyran Ohanyan has clearly expressed our position on this
issue.”

of Defence Artsrun Hovhannisyan has once again reaffirmed that
Armenian armed forces are able to ensure security of Stepanakert
airport flights. “President declares that Stepanakert airport will be
exploited, and defence minister has noted that we are able to ensure
security of flights,” reminded spokesman of Armenian Ministry of
Defence, considering it to be odd that without any reasonable argument
some people hadn’t taken into account above mentioned statements and
kept retyping threats of Turkish-Tartarian bashibozuks.

As reports Armenpress, in his Facebook page Artsrun Hovhannisyan
has referred to the “seriousness” of Azerbaijani threats to strike
civil airplanes. “Who told that Azerbaijan was joking? It wasn’t,
as it didn’t in 1992, 1993, and 1994 when their forces were escaping
from Shushi,” Hovhannisyan noted.

Armenian Defence spokesman added that back in 1992 the same airport
was liberated and restored its flights, while at that time Azerbaijan
had Õ~M-200 systems on 250 km distance. “So why it didn’t manage to
strike any airplane?” Hovhannisyan noted with irony.

January 27, 2013 (NEW YORK) — Relatives of a missing New York City
woman who disappeared during a vacation to Turkey, her first trip
outside the U.S., are heading to Istanbul to look for her, her brother
said Sunday.

Sarai Sierra’s family was last in touch with her on Monday, the day
she was supposed to start her journey home. The 33-year-old mother
of two had been in Turkey on her own since Jan. 7.

Her brother David Jimenez told The Associated Press that he and
Sierra’s husband, Steven, were planning to leave for Turkey on Sunday
night. He said he had no return date planned.

“I don’t want to come home without my sister,” he said.

Sierra planned to head to the Galata Bridge, a well-known tourist
destination that spans the Golden Horn waterway, to take some
photographs, said her mother, Betzaida Jimenez. Her daughter then
supposed to begin traveling home and was scheduled to arrive in New
York City on Tuesday afternoon.

Sierra’s father went to pick her up at the airport and “waited there
for hours” with no sign of his daughter, Jimenez said.

Sierra had planned to go on the trip with a friend but ended up going
by herself when the friend couldn’t make it. She was looking forward
to exploring her hobby of photography, her family said.

“I was nervous. I didn’t want my daughter to go,” Jimenez said, but
the trip had passed smoothly with Sierra in regular contact with her
family and friends through text messaging and phone calls.

“She would always call and let us know, ‘This is what I did today,'”
Jimenez said.

When she didn’t show up in New York City, her husband called the
place where she had been staying, David Jimenez said. The owner of
the hostel checked her room and saw that her passport, equipment
chargers and other items were still there.

“It looked like she was just stepping out,” he said.

The family has been in touch with authorities in their efforts to find
her. No one was available to comment after hours Sunday at Istanbul
police headquarters. Crime in Turkey is generally low and Istanbul
is a relatively safe city for travelers, though there are areas where
women would be advised to avoid going alone at night. The Galata and
the nearby Galata Bridge areas have been gentrified and are home to
fish restaurants, cafes and boutiques.

Sierra’s children, ages 11 and 9, do not know their mother is
missing, her brother said. Betzaida Jimenez said the situation has
“been a nightmare.”

“I’m forcing myself to get up because I have to get up,” she said.

But she said the tight-knit family was holding onto their faith.

“We’re praying and trusting God that she’s safe somewhere and we’re
going to find her,” she said.

5 international and 12 local organizations, as well as representatives
of foreign embassies accredited in Armenia are registered in the
Central Election Commission (CEC) to carry out a monitoring mission in
the presidential election on February 18. Among the local organizations
is Helsinki Citizens’ Assembly Vanadzor Office (81 observers), the
Democratic and Electoral Processes NGO (36 observers), the Armenian
Center for Democratic Education-CIVITAS (77 observers), the Center for
Electoral Systems (60 observers), the Dilnet Service (71 observers),
the Choice Is Yours (1066 observers), the Martuni Women’s Community
Council (285), the Capacity and Development for Civil Society (65),
and the Harmony (470 observers) NGOs, the Unison NGO for Support
of People With Special Needs (15), the Civil Society Institute (67)
and the Helsinki Committee of Armenia (103) NGOs.

The organizations carrying out a monitoring mission presented during
a conversation with what violations had been committed
in the presidential race so far.

Anahit Gevorgyan, the head of the Martuni Women’s Community Council
NGO, stated: “The passport commission asked to inform about mistakes
as the campaign proceeds so that they are corrected quickly. There
are cases of people who have returned from the army, but

haven’t been registered yet, or they have left for the army and haven’t
been removed from the registration list. As for the addresses that
have changed, but changes haven’t been made in the voter registration
lists, the person himself must have that issue solved.

Now the town hall calls on everyone to go to the passport office
and deal with that issue.” In response to our question whether they
followed the people who went to opposition candidates’ meetings, as
last year, Ms. Gevorgyan said: “No one has paid attention to Martuni
yet, and no candidate has come to our town to meet with the voters.”

According to our interlocutor, it is generally passive in Martuni;
they mainly get information from, as they put it, Republican TV
channels and YouTube. Ms. Gevorgyan told an anecdote that she had
visited her relatives and she had been told: “Have you come to tell
us whom we should vote for?”

The Choice Is Yours NGO has recorded a series of violations. Harutyun
Hambardzumyan, the head of the NGO, stated that in some communities,
there had been deaths at the end of last year about which the
competent body hadn’t been informed; therefore, their names hadn’t been
removed from the voter registration lists. Mr. Hambardzumyan added:
“At no. 33/49 polling station, village of Hatsik, region of Shirak,
two residents who have been dead for 5 years – Vladimir Karapetyan
and Sargis Hakobyan – their names haven’t been removed from the
voter registration lists yet. There are some cases of people who
have been demobilized, but their names haven’t been included in the
voter registration lists. In the town of Maralik, region of Shirak,
according to the mayor’s decision, the building of the local Art
School was allotted for no. 36/37 polling station, but the voter
registration lists were hung in No. 1 School, explaining that the
building was heated. According to another decision of the mayor,
the former decision has been changed and No. 1 School has been
allotted for the polling station, but the CEC has found that decision
unacceptable. The voter registration lists have been hung in the Art
School, which is considered the polling station. However, a question
arises why they didn’t decide in advance to turn the more comfortable
building into a polling station, since the voters may be confused now.”

Yesterday, on January 30, an accident occured in Ararat region of
Armenia. Around 8:00 pm “Opel” with state numbers 33 Õ~UÕ~U 290
belonging to the resident of Armavir, 54-year-old Ishkhan Petrosyan,
on the 30th km of Yerevan-Yeraskh motorway ran off the roadway and
overturned.

According to shamshyan.com, the residents of Armavir 34-year-old Nver
Manukyan, 25-year-old Gevorg Manukyan and 21-year-old Nick Egiazaryan
with injuries were taken to the medical center Artashat. RA Police
Investigation Department of Ararat has launched a case into the
accident.

Photojournalist reports that the three injured were contract servicemen
of military unit X of the Defense Ministry.

The mayor of Istanbul’s Fatih district has said recent assaults
against elderly Armenian women in Istanbul’s Samatya district were
likely petty thefts rather than hate crimes, adding that an organized
provocation could also be behind the incidents.

In recent months, a Turkish woman was assaulted along with three
Armenians, Mayor Mustafa Demir said, indicating that the assaults
might not have directly targeted Armenians.

Investigation ongoing Demir said the investigation into the attacks
was ongoing and they hoped the crimes were only robbery attempts
rather than racist ones.

“The jewelry of the assaulted women was stolen, also the murdered
Maritsa Kucuk’s home was ransacked,” Demir said.

“It might not be right to say it before the investigations
are finished, but [the assaults] could be outside attempts at
provocation.” Demir said they were in contact with Surp Kevork Armenian
Church Foundation on the subject.

On Dec. 28, 2012, Maritsa Kucuk was stabbed seven times before her
throat was slit at her home in Samatya. Two other attacks were carried
out in the past month against elderly Armenian women in the Samatya
and Bakırköy districts as well.

One of the women, 87-year-old Turfanda AÅ~_ık, lost an eye, while
the other woman was robbed and severely injured. Most recently,
84-year-old Sultan Akyar was attacked in Samatya, after which she
underwent eye surgery. On Jan. 27, a march was organized in Samatya
district to protest the attacks.
