Paruyr Hayrikyan Provided Prosecutor General Of Armenia With Detailed Description Of The Incident

YEREVAN, FEBRUARY 1, ARMENPRESS: Prosecutor General of the Republic
of Armenia Aghvan Hovsepyan visited “St. Grigor Lusavorich” medical
center and had a conversation with presidential candidate, leader of
union for “National Self-Determination” Paruyr Hayrikyan.

As Armenpress was informed from the press service of General
Prosecution, first of all Prosecutor General requested doctors about
health state of Hayrikyan and afterwards visited presidential candidate
who gave the detailed description of the incident.

“Taking into account interest of the public, we inform that
Criminal case under article 34-305 of Armenian Criminal Code is under
surveillance of Department of cases investigated by National Security
Agencies of the General Prosecution,” is noted in the message.

Prosecutor General of the Republic of Armenia gave written instructions
to experienced investigators of police and national security service.

One bullet with diameter of 7.62 mm was confiscated from the crime
scene; second one was removed from Paruyr Hayrikyan’s body during
the operation.

The paper says the programs of the Armenian PM Tigran Sargsyan have
appeared on the edge of collapse.

Citing its sources, the paper says that after construction of the
Central Bank building in Dilijan the authorities are planning to move
its employees there even promising double salaries in case they agree
to live in Dilijan.

The paper says that the employees though do not agree. The paper
says the authorities have spent 70 million drams on the account of
tax payers for the construction of the building, want to give huge
salaries to the employees just to make their project work and justify
their decision of constructing the building.

The CB’s press office official told the paper that they do not posses
such information.

The French authorities are going to lift the Sarkozy government’s ban
on Turkey’s EU membership, the Turkish Milliyet reported.

Citing diplomatic sources, the publication says that French Foreign
Minister Loran Fabius will unveil the plan to his Turkish counterpart
at a February 2 meeting in Germany.

Turkish FM Ahmet Davutoglu will be reportedly informed that the former
president’s demands are no longer effective.

Nicolas Sarkozy, who was against Turkey’s EU integration, had
repeatedly stated, while in office, that the country has no place in
the Union as it lacks enough potentials for membership.

YEREVAN, FEBRUARY 1, ARMENPRESS: Samvel Farmanyan, Head of
Armenia-Japan Parliamentary Friendship Group met with the Ambassador
Takeshi Hikihara, Special Representative of the Foreign Ministry
of Japan for Caucasus and GUAM, Deputy Director-General of Japan’s
Foreign Ministry European Affairs Bureau on February 1.

As Armenpress was informed form informational and public relations
department of NA, in the course of the meeting issues concerning the
development of the Armenian-Japanese economic, scientific-cultural
relations, activation of inter-parliamentary cooperation were
discussed. Both sides underlined that though during the past twenty
years after Armenia’s independence significant moves had been recorded
in the sphere inner-state relations, economic cooperation, mutual
interests had been more increased, but the two countries still have
big potential of cooperation, which should be called into life by
the fulfillment of realistic and mutually beneficial programs.

In terms of the development of inter-parliamentary relations Samvel
Farmanyan highlighted the parliamentarians’ mutual visits and the joint
discussions and asked Takeshi Hikihara to convey his invitation to
the members of Japan-Armenia Friendship Group, which had been newly
formed after the parliamentary elections of Japan to visit Armenia
and convene a joint sitting of friendship groups.

During the meeting the issue of the peaceful settlement of the Nagorno
Karabakh problem was also discussed. Takeshi Hikihara assured that
Japan continued to defend the problem through peaceful negotiations,
the approach of the settlement within the Minsk Group framework.

Samvel Farmanyan thanked for the Japanese authorities’ balanced stance.

The Head of Armenia-Japan Parliamentary Friendship Group also touched
upon the necessity of opening an Embassy of Japan in Armenia, which to
his assessment would more activate the bilateral relations. Agreeing
with the NA deputy’s observation the Special Representative of the
Foreign Ministry said that this problem was also of vital importance
and had still been at the stage of discussion.

At the meeting both sides referred to other issues of bilateral
interest.

Serzh Sargsyan has sent a letter of condolences to Mexican President
Enrique Peña Nieto over Thursday’s explosion that rocked the offices
of Mexico’s state oil company, killing at least 25 people and
injuring 101.

Dozens of people were reportedly trapped in the building after the
explosion. Crews were still searching Thursday night for people who
could be trapped in the Pemex office complex, which includes one of
the city’s tallest skyscrapers.

YEREVAN, February 1. / ARKA /. The cost of living (subsistence)
in Armenia in the fourth quarter of 2012 measured in average prices
rose by 3.2% compared to the previous quarter reaching 52,038 drams
at the end of December, according to the National Statistical Service
of Armenia.

At the same time, the annualized cost of living in average prices
amounted to 624, 464.3 drams.

According to statistical data, the cost of a monthly food basket in
the fourth quarter last year was 29,400.4 drams, growing by 3.2%.

The hand-to-mouth food basket includes bread (the annual consumption
is 91.3 kg, costing 44,161.8 drams), meat (36.5 kg and 90,312 drams
respectively), potatoes (91.3 kg, 12, 964.6 drams), fruits (73 kg,
31 003.1 drams), sugar (18.3 kg, 9.098 drams), dairy products (71,
357.4 drams ), eggs – (182.5 pieces, 10 548.5 drams), vegetable oil
(7.3 kg, 6,508 drams), fish (11 kg, 23, 094.5 drams), margarine

Anti-Armenian hysteria continues to expand in Azerbaijan in connection
with the publication of the novel written by writer Akram Aylisli
“Stone Dreams” which tells of the massacres of Armenians in Nakhijevan
in the early 20th century and in Baku at the end of the century.

Azerbaijani writer and winner of state awards was accused of “sympathy
for the Armenians”. Pro-governmental youth crowded in front of his
house. They burnt his portraits and shouted anti-Armenian slogans.

Website Aznews.az held a survey with the Azerbaijani literary critics
and public figures. It turned out that most of them had not have even
read the book. Those who had read it refused to comment on it.

Meanwhile, Azerbaijani poet Musa Yagub believes that dark clouds are
looming over Aylilsi head. “I think it is an intentional organized
campaign against Akram. Something is being planned against him”, said
Musa Yagub.

Executive secretary of the ruling party “Yeni Azerbaijan” Siyavush
Novruzov said in his turn that the “Akram Aylisli’s biggest dream is
to become an ambassador to Armenia,” Azxeber.com says. “Probably, he
also wants to win a Nobel Prize, just like Orhan Pamuk who recognized
the Armenian Genocide,” said Siyavush Novruzov and reminded that it
was Zia Buniyatov that had expressed assumptions about Aylisli’s
Armenian origin as the latter was born in Nakhijevan, in a village
populated by Armenians. “Now, this fact was confirmed,” said the
functionary of the ruling party.

“Is it you who should serve an example for the young people, you
unscrupulous and dishonest person!” young Azerbaijani poet Ahmed
Shaheed said about Akram Aylisli, the Strategiya.az writes.

Azerbaijani MP, poet Musa Guliyev also accused Aylisli in habing an
Armenian origin. In an interview with the Modern.az, Musa Guliyev
noted that by this novel Aylisli gave another reason to Armenians to
claim that they cannot live side by side with barbarous Azerbaijanis.

“In the introduction he writes that the book is devoted to his
“compatriots” and it is not by chance. This means that he is about
Armenians in Agulis,” Musa Guliyev stated.

Meanwhile, Asim Mollazade, Azerbaijani MP, found a “Russian trace” in
this incident. As Ann.az reports Mollazade called the novel “a
political scandalous trick”, he said that all the events described in
the novel are pure inventions, and the novel itself is an order from
Russia aimed at undermining the public consolidation in Azerbaijan.

Akram Aylisli in an interview given to Kulis.az stated that in 1988,
when the first version of his novel about Agulis was published, he
warned that they should not start a fight against the Armenians, as
they may lose it. “And what did we gain in the result of the war? I
was factually right,” he noted. The Azerbaijani writer also drew
attention to the impossibility of holding a dialogue with the
Armenians of Karabakh due to the hostile propaganda against them.

“We will have another variant if no Armenian will be left there. But
it is impossible. As for Agulis, there really occurred a massacre in
that village in 1919. This is a history, a fact. Any aged resident of
Agulis can attest it, because they saw it with their own eyes. My
uncle, my mother, my grandmother saw this. As for the publication of
the updated version of novel, it is my protest against the current
politics. It is not directed against the people. Tomorrow we will have
to make it up with the Armenians. We are doomed to it.

In connection with the events in Sumgait, we must bravely talk about
every fact of injustice and call a spade a spade. If not the writer
then the people of Azerbaijan will have to do it. The novel was aimed
at showing repentance for our deeds,” the Azerbaijani writer stated.

The most frequently asked question since the attempt against Paruir
Hairikyan next to an inquiry about his health has been who needed to
harm the electoral process and Serzh Sargsyan’s effort to present it
as the best election by far.

There are several possible answers to this question, each of which
is no less substantial. It is possible to seek for “beneficiaries”
both in the country and outside it. The official conclusion will come
over time. It is interesting whether the conclusion will come before
February 18 or Serzh Sargsyan will keep it for the post-electoral
processes.

>From this point of view, Hovik Abrahamyan, head of Serzh Sargsyan’s
campaign headquarters, has stated that everything will be done to
reveal the criminal and the political forces that back him.

This statement is interesting not only because the head of the campaign
headquarters of the government’s candidate and speaker of the National
Assembly makes it. Hovik Abrahamyan’s factor is interesting.

He has an interesting status in the government hierarchy. He is
a bridge between two main poles of the government, the so-called
“previous” and “new” governments.

This status obliges Hovik Abrahamyan to act cautiously and balance
between two poles. Hence, it is interesting that Hovik Abrahamyan
puts away his complementary approach to state that the attempt is
a crime against good election and Serzh Sargsyan, and the crime is
backed by certain political forces.

In other words, Hovik Abrahamyan crosses the bridge, or crosses
himself. This indicates an interesting movement that follows the
attempt against Paruir Hairikyan. In the long run, domestic life
cannot be static, and the question “who needed that” will soon lose
its importance and be replaced by the question who will make the
right decision and benefit from the situation.

And if Serzh Sargsyan underwent the first blow of the attempt against
Hairikyan, he obviously caused the aftershock himself by choosing the
symbolic personality – Hovik Abrahamyan – who speaks the plainest
language for the key segments of the government. Hovik Abrahamyan
was chosen as the spokesman of Serzh Sargsyan in this domestic and
pre-electoral force majeure because the message sent through him
will be understood in all the poles and corners of the ruling system
unambiguously, without misinterpretations.

Serzh Sargsyan thus hints that the attempt has an Armenian origin
but this is not the only issue. Whatever its origin, it is obvious
that keeping the situation under control is of strategic importance
for Armenia. The question that occurs is whether this is the end of
scenario or other surprises will come in time to prevent which Serzh
Sargsyan will have to negotiate with “terrorists” and accept their
conditions or otherwise take the situation under his control and
possibly eliminate or narrow the field for further actions.

President of the Armenian National Assembly Hovik Abrahamyan visited
Paruyr Hayrikyan at the St. Gregory the Illuminator Hospital. The
Speaker described the incident as “a deliberate step targeted at
destabilizing the situation in the country,” adding, however, that
the criminals and the political forces behind them will not succeed.

Speaking to reporters, Hovik Abrahamyan did not rule out that the
presidential elections could be postponed for two weeks as a result
of the incident. “Nothing is clear at this point. Everything will
depend on paruyr Hayrikyan’s health condition,” he said.

Armenian presidential candidate and leader of the National
Self-Determination Union Paruyr Hayrikyan was shot in central Yerevan
shortly before midnight Friday.
