A public discussion on the theme `Elections in Armenia and the
Conflict’ took place yesterday at the Park Hotel Artsakh in
Stepanakert.

It followed the presentation of a Civilitas Foundation report entitled
`Armenia 2012; Election Year’, organized by Civilitas and the Artsakh
Foreign Policy and Security Public Council.

Taking part in the discussion were Vitaly Balasanyan (a member of the
Artsakh Parliament who ran in the recent presidential election) and
Armen Sargsyan (an Artsakh MP and head of the Artsakh ARF
Parliamentary Faction), Moderating the discussion was Civilitas
analyst Tatul Hakobyan

Tatul Hakobyan: It’s no secret that many things are decided in
Yerevan. In a few days the presidential election will take place in
Armenia. What expectations do you have? How have the candidates dealt
with the Karabakh settlement issue. Is the Karabakh issue even a
factor in the election?

Vitaly Balasanyan: Till today, Karabakh faces the problem of
integrating with Armenia. Perhaps from 1994 onwards, after the war,
Karabakh has remained outside the domestic political landscape of
Armenia for the simple reason that authorities in Armenia invited
President Kocharian, the president of an unrecognized nation, to
Armenia and appointed him prime minister. After this Karabakh remained
outside the negotiation process and especially removed from domestic
politics in Armenia. This is the primary reason why everything related
to Artsakh is decided in Yerevan. When our leader showed up in
Armenia, it is understandable that everything would be decided there.

Let me remind you that wasn’t the case in 1988. All the important
decisions forming the basis of the documents of the movement were made
in Karabakh. They all were directed to the same goal of reuniting
Karabak with Armenia.

Yesterday’s celebration in Stepanakert’s Renaissance Square
commemorating the 25th anniversary of the movement left a bad taste in
my mouth. There was no trace of what we had struggled for in 1988. No
one uttered the word `unity’. At least they should have made a call
for `freedom’. But I heard neither. The fault is ours, both the people
and the government.

Armen Sargsyan: Of course much is decided in Yerevan. But the problem
is that we must struggle to see that Yerevan makes the correct
decisions.

Tatul Hakobyan: Mr. Balasanyan, there’s an interesting situation in
the Armenian world. In Artsakh and in the Diaspora people often say
that the authorities in Armenia must be from Artsakh so that they
don’t sell Karabakh out. Does this make sense or is it a somewhat
naieve belief exploited by certain political forces?

Vitaly Balasanyan: I adamantly oppose such an opinion. The biggest
mistake happened when Karabakh officials wound up in Armenia.

Yes, it’s a manner of holding on to power. Regardless of who is in
power in Armenia, the notion that someone from Gyumri or elsewhere
isn’t concerned about Artsakh and that only someone from Karabakh is,
must be erased from our way of thinking. It takes us nowhere to think
like this.

Tatul Hakobyan: Mr. Sargsyan, how are the presidential candidates in
Armenia coming across on the Karabakh settlement issue? Only two,
Serzh Sargsyan and Raffi Hovannisian, have said anything specific.
Hovannisian has called for Armenia to recognize Artsakh and Serzh
Sargsyan criticized him for it. In your opinion, just how interesting
a topic is Artsakh in the domestic political life in Armenia and
especially in the elections?

Armen Sargsyan: Karabakh will participate in the negotiations process
and Armenia must serve as the guarantor of Karabakh’s security and
independence in the process. As such, Armenia must recognize the
independence of Karabakh. The question remains how to recognize. That
time has passed. In 1992, the ARF demanded that Levon Ter-Petrosyan
recognize the independence of the NKR, but he didn’t even want to meet
with Artur Lazarian on the matter.

As to the statement by the Heritage Party leader that Artsakh’s
independence must be recognized, we suggest something different. We
talk about a strategic alliance between Armenia and Karabakh. Thus,
Armenia will recognize Karabakh both de facto and de jure. For Armenia
to recognize Karabakh today, suddenly after all these years of not
doing so, would be a bit absurd.

The Russian president Vladimir Putin made interesting statements
during the board meeting of the Federal Bureau of Security. He
announced that the FBS must help Eurasian integration.

`Direct or indirect intervention in our internal affairs, pressure on
Russia, our allies and partners is unacceptable,’ the Russian
president stated. Putin has announced that recently there were nervous
reactions to Eurasian integration, and he lists these among emotional
rhetoric of political figures. `Close integration is an objective
global process. And it cannot be stopped by exclamations, nervous
breakdowns, including in our territories,’ Putin said.

Putin has announced that they may encounter and they do encounter
efforts to stop integration work. `Different instruments of pressure
may be used, including the so-called small force mechanisms,’ Putin
announced and called the staff of the FSB to defend the integration
process and cooperate with Belarus, Kazakhstan, as well as other
countries participating in the integration process.

In fact, the Russian president Putin deploys the security services to
save the idea of Eurasian integration. In addition, he instructs a
landing of troops in those countries which Russia is trying to involve
in the Eurasian idea. Armenia is among these countries.

What will the Russian FBS do in the Republic of Armenia? Or have any
tangible actions been taken? By the way, Hairikyan’s version of the
attempt on his life is interesting. At the same time, it is
interesting that on the day when Putin issued orders at the FBS, two
important events took place in Yerevan. The presidential candidate
Vardan Sedrakyan who is rumored in press to be related to the attempt
on Hairikyan states that Raffi had ordered to shoot at Hairikyan on
behalf of Masons. At the same time, on February 14 the head of the
parliamentary faction of the Heritage Party Ruben Hakobyan and the
Russian ambassador to Armenia Vyacheslav Kovalenko met.

It should be noted that Ruben Hakobyan used to be the consul of
Armenia to Sanct Petersburg and his membership to the Heritage Party,
a pro-West party, and his leading position there was a surprise.

The link between these two facts is not clear but they appear
interesting when viewed in the context of Putin’s visit to the FBS and
his statements, especially in view of the Heritage’s nominee’s
aspiration to the second place in the presidential race.

Since Armenia has a key role in the Eurasian project, namely if
Armenia refuses to join, the Union will lose its geopolitical
potential and importance, and most probably Armenia will have a key
importance in the statements of the Russian president to the FBS.

Since Moscow already deploys the FBS publicly, the issue of
sovereignty of Armenia will most probably escalate.

It had been stated ahead of the parliamentary election that Putin
plans to visit Armenia but there is no news for so many months.
Moreover, Putin has not visited Armenia over the past five years.
Apparently, he will not come until the airborne landing ensures a
triumphant visit.

Armenian businessman Mikhail Baghdasarov’s “Armavia” and Mika Limited
(registered in Jersey Island) for USD 22 million. As reports
“Armenpress” in accordance with the information of Russian “Izvestia”
periodical the bank wants to get back the amount of money it gave to
the air transportation company for refinancing the credit funds. The
company received the credits to buy Russian Sukhoi Superjet-100
aircraft. A number of lawyers find that the bank has good chances to
win, and the procedure, which launched in Jersey, is doomed to
collapse.

Mikhail Baghdasarov told “Izvestia” that “the credits will be paid off
soon, and the action will be repealed.’

The Head of the bank’s Press Service Vadim Sukhoverkhov stated: “VTB
is intended to get back the debt via all the ways provisioned in the
legislation.”

Russian military base pilots in Armenia make over 100 training flights

Pilots based at the Russian military base in the Southern Military
Region, stationed in Armenia, have made more than 100 training flights
since early 2013, the Russian Defence Ministry said today, Armenia
Today reported.

As a result, the average flight hours of each pilot reached around 10 hours.

Special attention has been paid to working out a piloting technique in
low clouds, in case of fog at low altitude, as well as when flying in
mountainous areas.

The pilots of the MiG-29 fighters made more than 50 air combat
training manoeuvres during individual sorties and groups at altitudes
from 500 to 8000 feet.

Armenia to support businesses with export potential

YEREVAN, Armenia, Feb. 14 – Armenia approved a program and list of
measures on Thursday to support the country’s industries with export
potential, the government’s press office said.

Prime Minister Tigran Sargsyan said companies having significant
growth in production and exports would receive support from the
government.

Economy Minister Tigran Davtyan said the state support would amount to
about 545 million AMD (about 1.35 million U.S. dollars).

The main objectives of the program, among other things, are to create
new driving sectors for economic growth and develop the processing
industry.

Iran Denies Interest In “Return” of Armenia, Azerbaijan, Tajikistan

A minor diplomatic kerfuffle has arisen over an Iranian presidential
candidate’s campaign promise to “return” Armenia, Azerbaijan and
Tajikistan if he is elected. The candidate, Ayatollah Sayyid Mohammed
Bokiri Kherrozi, promised that:

`If I am elected as president, I will return the lands of Tajikistan,
Armenia and Azerbaijan, which were separated from Iran…

He said the return of the territories separated from Iran will be the
major program of his pre-election campaign.

`I will get back these lands without any bloodshed.’

Naturally, this was not well received in Baku, Dushanbe or Yerevan.

The Ministry of Foreign Affairs of Tajikistan responded with a
statement calling Kherrozi an “intriguer, an ignoramus and an unaware
person” (according to BBC Monitoring’s translation). Asked about
Kherrozi’s claim, Azerbaijan’s Foreign Ministry spokesman Elman
Abdullayev said that he “doesn’t comment on absurd and groundless
statements.”

And Iran’s ambassador to Yerevan had to clarify that Kherrozi’s
remarks did not reflect official policy:

Speaking about the mentioned remark, Ambassador Mohammad Raiesi said
Kherrozi is not an official but religious figure, thus he cannot
express the position of the state.

`Iran is a free country. Everyone can say whatever he wants. Iran has
no such plans. We respect territorial integrity of the states. Iran’s
official policy is voiced by president and foreign minister,’
Ambassador emphasized.

Kherrozi is a fairly marginal figure; he isn’t even included in this
pretty extensive list of potential presidential candidates. His
chances of becoming president, and realizing his expansionist dream,
seem slim. But one wonders why his ambitions are so modest: Persia
has, at its greatest extent, included not only the countries in
Kherrozi’s sights but also Turkey, the Levant, Egypt, much of South
and Central Asia and some of the Balkans. Perhaps that would be in his
second term?

22-member delegation of PACE to observe the presidential election in Armenia

Yerevan/Mediamax/. A 22-member delegation of the Parliamentary
Assembly of the Council of Europe (PACE), led by Karin Woldseth
(Norway, EDG), will travel to Armenia from 16 to 19 February to
observe the conduct of the presidential election, alongside observers
from the European Parliament and the OSCE/ ODIHR.

The delegation will meet the main candidates in the election, leaders
of factions in parliament, the Chair of the Central Election
Commission and representatives of the police, civil society and the
media.

A member of the Venice Commission – the Council of Europe’s group of
independent legal experts – will provide legal support during the
visit.

A PACE pre-electoral delegation visited Yerevan on 16-17 January.

Coordinator of the Armenian National Congress (ANC) Levon Zurabyan
seems to have certain expectations from Robert Kocharyan, the leader
of Democratic Fatherland Party Petros Makeyan told journalists on
Thursday.

Makeyan believes that in fact there is no more ANC. “Levon Ter-
Petrosyan’s initiative to start cooperation with Prosperous Armenia, a
force that is partly responsible for the March 2008 massacres in
Yerevan, was the beginning of the end, while Zurabyan’s compliments to
Kocharyan were the last point,” Makeyan said.

To remind, in an interview to Azatutyun Zurabyan said that Robert
Kocharyan was a more successful president than Serzh Sargsyan is.

“The collapse of the ANC has resulted in almost no rivalry during the
current presidential race. For many years the ANC was the only
opposition force, a counterpoise to the ruling regime, and now that it
is collapsing there is no alternative to it,” Makeyan said.
