the meeting in Aparan.
The police officers wanted to interfere with the small-numbered
meeting. Colonel Grigoryan informed that the meeting was not permitted
and the citizens were impeding traffic.
The vice-president of “Heritage” party Armen Martirosyan reminded the
police officer.

“This is not a rally, because the people gathered here are fewer than 100 “.

Raffi Hovannisian said that he had not organize rally in Aparan, the
people gathered around him is spontaneously.

won’t be hindered on their way to Ashtarak, Vanadzor and Gyumri unless
there’s snow on the roads, the head of PR department of Armenian
Police said.
As Ashot Aharonyan told PanARMENIAN.Net `no problems should occur.
Police will execute its duties properly. ‘ he said.
At a Friday, Februarry 22 rally Hovhannisian spoke of his plans to
travel across Armenia. `Tomorrow we’ll travel to Ashtarak, Vanadzor,
Gyumri. We’ll return to Yerevan on Sunday and gather here. I suggest
Yerevan Mayor sanction the rally at Liberty Square, because here is
where Armenian people will gather to stand up for their rights,’ he
said.

YEREVAN.- American-Armenian reality star Kim Kardashian’s confession
she wants Grandmaster Levon Aronian to teach her playing chess made a
real fuss. Levon Aronian, number one of Armenia’s national, a three
time chess Olympic champion, commented for NEWS.am Sport on Kim
Kardashian’s proposal.

Levon, in January, Kim Kardashian tweeted she wants you to teach her
playing chess. If they organize something like a reality show, in
Kardashians’ style, would you participate? Will you teach Kim to play
chess?

It is not a tough thing for me. I am ready to teach playing chess any
person who is doing something for the Armenian people. Anyone doing
something for Armenia is our friend. If I have time, I will gladly
teach her to play chess. I am sure that Kim’s actions make many people
learn about our nation. And no matter in what field she does it. If it
is not difficult for them, I can only applaud.

During the rally yesterday Raffi Hovannisian said he suggested three
things which Serzh Sargsyan declined. He suggested a new presidential
election, punishing those who rigged the elections, disbanding the
parliament and holding a parliamentary election. Serzh Sargsyan
declined all the three.

Either Serzh Sargsyan does not understand how serious the moment is or
he thinks he has strong guarantees for his post. Apparently, he
received those guarantees from Moscow. While in a TV debate the
representatives of the Heritage Party insisted on the victory of Raffi
Hovannisian, and Khosrov Harutiunyan said, `Well, what can we do,
telephone Putin.’

Serzh Sargsyan received guarantees from Moscow evidence to which is
Putin’s congratulation which was the first among heads of states. He
thus hinted to others that Serzh Sargsyan is under his personal
protection.

Will Putin’s guarantee be enough to maintain `stability’ in Armenia?
How objectively does Serzh Sargsyan assess the situation? Does he
understand that a lot has changed since 2008? The movement was
powerful then but people were not ready for that.

First, in 2008 the social and economic situation in Armenia was on the
rise, and a lot of people had a lot to lose. By 2013 the economic
policy of the government had led the country to a point when there is
nothing to lose, no place to fall. While in 2008 there was fear from
the almighty system which is capable of terror, in 2013 this fear has
been overcome. Evidence is the vote of people in most towns for the
presidential candidate, not fearing to undergo duress by the ruling
group. While in 2008 people were divided to supporters of
pseudo-stability and revolution, in 2013 there is only one division
between people and the ruling group.

Serzh Sargsyan is like a fortress in a siege. He and his team have dug
into government buildings and do not wish to negotiate with people.
Serzh Sargsyan declined the reasonable idea of a new parliamentary
election out of fear to leave the fortress and lose his team which is
still beside him. His decision to cancel the rally to celebrate his
`victory’ shows that he understands the inappropriateness of
celebrating victory.

Why is Serzh Sargsyan reluctant to sacrifice his team which is the
reason of his failure? Is it a human feeling of loyalty (even though
his team did everything to betray his victory)? Or is he so weak to
deal with a group of oligarchs and now carries out their decisions? Or
has Putin promised him real assistance in case Raffi (or the United
States) stages a revolution? After all, Putin has given the CSTO the
mandate to intervene in domestic affairs of its member states so the
CSTO `oprichniki’ will protect Serzh Sargsyan.

However, a situation when the ruling group calling Borduzha for rescue
has camped on one side of barricades, while people walk freely on the
other side may turn a new hypostasis. People may use their key weapon
– civil disobedience. One day they may refuse to attend classes, go to
work, pay taxes. One such day and the government will collapse. And
even Putin’s soldiers will not be able to help. They will not be able
to walk door to door and call people drinking tea at their homes to go
to work.

The European Stability Initiative (ESI) non-profit research and policy
organization states in its report titled `Azerbaijan debacle: The PACE
debate on 23 January 2013′ that the presented debates prove how Baku
manipulates PACE.

In particular, the organization underlines that Representatives of
Azerbaijani president Ilham Aliyev’s regime had long waged a campaign
against Christoph Straesser, who was appointed as rapporteur in March
2009. `Most egregiously, Azerbaijan refused to issue Straesser a visa
to visit the country on a fact-finding mission, although he applied
for it three times. Straesser was openly and repeatedly accused of
being part of an anti-Azerbaijani lobbying effort,’ ESI writes.

The document says that, On 23 January 2013 a record 224 members of the
parliamentary assembly of the Council of Europe (PACE) participated in
a debate on Azerbaijan. There have never been more members voting on
any resolution in the history of PACE. `The vote was also historic
because of its outcome: PACE rapporteur Christoph Straesser’s
resolution on political prisoners in Azerbaijan was defeated – 125
votes against 79 votes, with 20 abstentions – sending a very strong
signal of support to the authoritarian regime in Baku,’ the authors of
the report say.

According to the document, the vote on 23 January was remarkable in
terms of who voted with Azerbaijan and who voted with Straesser. All
18 Russian members were present and sided with Azerbaijan. So did 10
Turks, 9 Spaniards, 9 Italians and a majority of members from the
United Kingdom (7), Ukraine (7) and France (7). On the other hand, 11
German members from all political families supported Straesser’s
resolution. They were joined by all 6 Swedes, and most Swiss, Finns,
Norwegians and all Baltic members and Armenia.

`In total, 54 people spoke in the debate. Straesser was accused by his
critics of the following things: He was also accused of not checking
the facts, rushing the issues, unfairly focusing on Azerbaijan,
implementing double standards. The critics decided that if the report
is approved real terrorists can all announce themselves to be
political prisoners,’ ESI notes.

`Another disturbing twist in this debate was the fact that in addition
to the vote on Straesser’s resolution, a second, concurrent resolution
on Azerbaijan had also been put on the table which was presented by
its authors as a clear alternative – in contradiction no less – to the
resolution drafted by Strasser,’ the report says.

`I ask members to support the first report, but I will vote against Mr
Straesser’s report, for obvious reasons: it contradicts our report and
encroaches on the authority of the Monitoring Committee,’ Pedro
Agramunt Spanish, co-rapporteur of the monitoring committee told PACE.

The organization calls this debate a striking one that is likely to be
remembered for many years, and certain to stand as a reminder of just
how successfully Azerbaijan has been able to capture and manipulate
PACE.

According to Strasser a resolution was adopted in 2005 about
Azerbaijan which stated that the issue of political prisoners has not
been finally resolved.

`We in the Parliamentary Assembly must take our own commitments
seriously. We have committed ourselves to follow up the process, so we
have a responsibility to do so. Only a few months ago, we agreed on a
definition of ‘political prisoner’. We do not want to pillory any
country in particular, and that definition applies to all 47 member
states of the Council of Europe. What is the current situation?
Unfortunately, on the basis of information gained via co-operation
with a number of Azerbaijani non-governmental organisations, it is
clear that this issue has not been addressed since our last report,’
Strasser said.

`Only a few weeks ago, there was a presidential amnesty for more than
40 detainees, 14 of whom appeared on the list I submitted, but others
who are clearly political prisoners are still in prison in Azerbaijan,
so we must get to grips with this issue yet again,’ he stated.

German MP Viola von Cramon-Taubadel noted that the problem of
political imprisonment in Azerbaijan has still not been solved, even
following the amnesty of 26 December. According to her, it is a
cat-and-mouse game for Azerbaijani Authorities, in which people are
arrested, released and then re-arrested shortly afterwards. `Everybody
clearly knows that next time it could be them, which is a tactic of
intimidation,’ she said.

Another German MP Marina Schuster stressed that there is a lack of
freedom of the media, freedom of expression and freedom of assembly
and independence of the judiciary in Azerbaijan. Besides that she
noted that there are no free and fair elections, and journalists and
opposition politicians are intimidated at every turn. Speaking on
Straesser’s report the MP noted that unfortunately, Mr. Straesser
could not even visit Azerbaijan. `The Assembly should not tolerate our
rapporteurs being denied access to a country, as it is essential to be
able to see the situation on the ground,’ Schuster noted.

arménien Kourken Markarian, assassiné il y a 9 ans

A Budapest (Hongrie), la communauté arménienne s’est recueillie devant
le khatchkar de la ville à la mémoire de l’officier arménien Kourken
Markarian, sauvagement assassiné il y a 9 ans le 19 février 2004 par
l’azéri Ramil Safarov. Ce dernier, libéré le 31 août dernier par les
autorités hongroises fut extradé vers l’Azerbaïdjan où il fut sacré
héros national à son arrivée à Bakou. Lors de la manifestation devant
le khatchkar, un groupe d’intellectuels hongrois a une nouvelle fois
déclaré son indignation devant l’acte du gouvernement de la Hongrie
qui avait libéré Safarov.

Iran’s Ambassador to Baku Mohsen Pak-Ayeen has warned against the
possible deployment of peacekeeping forces to Karabakh, emphasizing
that the move will cause new security problems in the region.

“The deployment of peacekeeping forces to the Karabakh region is
not only an ineffective measure to resolve the region’s dispute,
but will create new security problems in the region,” Pak-Ayeen told
IRNA on Wednesday.He said that regional countries can present logical
resolutions to the conflict, adding states and organizations outside
the region have no resolve to settle the Karabakh dispute.The Iranian
envoy said, however, that the presence of peacekeeping troops in
Karabakh is unlikely at the current juncture, saying the move requires
certain grounds which have not been prepared yet.Pak-Ayeen expressed
Iran’s readiness to help resolve the Karabakh dispute, saying we are
willing to fulfill our duties to settle the problem if the grounds
are prepared.He added that maintaining ties with the disputed sides
would be an appropriate strategy for Iran, as the rotating president
of the Non-Aligned Movement, to help strengthen peace and security
in the region.Both Azerbaijan and Armenia claim the territory of
Nagorno-Karabakh, which is largely populated by Armenians but located
in Azerbaijan.Ethnic Armenian forces took control of the enclave,
which accounts for 16 percent of Azerbaijan, in the early 1990s during
a six-year war from February 1988 to May 1994.The conflict left an
estimated 30,000 people dead and one million others displaced before
the two sides agreed to a cease-fire in 1994. However, a peace accord
has never been signed and the dispute still remains unsettled.Iran

Raffi Hovhannisian will give the details of his today’s meeting with
President Serzh Sarsgyan tomorrow.

“On Friday at 5:00 PM I will give you the details of the meeting,”
Hovhannisian told his supporters in Liberty Square on Thursday,
adding that he had had a phone talk with the President’s spokesman
and had told him to correct his mistake.

Earlier in the day the press service of the President made public a
video where at the very beginning of the meeting Sargsyan suggests
inviting journalists but Hovhannisian rejects his offer.

Hovhannisian said that he remains accountable to his people and will
inform them of all of his steps. He is sure that on Friday at 5:00
PM the Armenian people will celebrate its victory.
