Que la Turquie cesse de harceler Pinar Selek

Comme beaucoup de sociologues à travers le monde, Pinar Selek a choisi
de travailler sur et avec ceux que la société opprime. Spécialiste de
l’exclusion, chercheuse engagée, militante féministe et pacifiste,
elle s’est activement mobilisée pour la reconnaissance et les droits
des personnes auprès desquelles elle enquête (les enfants des rues,
les transgenres, les femmes, les Kurdes). En juillet 1998, la police
turque l’arrête et exige d’elle les noms de la soixantaine de
militants kurdes qu’elle a récemment interviewés dans le cadre d’un
projet d’histoire orale de la guerre au Kurdistan. Pinar ne donnera
pas ces noms. La raison de ce refus est simple. Elle ne veut pas
bafouer l’une des règles fondamentales de la déontologie scientifique
des sociologues : le respect de l’anonymat des enquêtés. Pour ne pas
trahir la confiance de ceux qui ont accepté de répondre à ses
questions, pour ne pas être celle qui les mettra en danger, elle va
durant sept jours endurer la torture : coups, électrocutions, torture
par suspension dite du `crochet palestinien`, etc.

Le procureur de la Cour de Sûreté de l’État l’accuse alors d’être
membre du PKK, puis – quelques semaines plus tard – d’être responsable
d’un attentat qui n’existe pas : l’explosion du 19 juillet 1998 sur le
Marché aux épices d’Istanbul, dont les experts ont très tôt établi
qu’elle fut causée par une fuite de gaz. Qu’importe pour la justice
turque, qui maintient l’accusation et s’acharnera sur Pinar Selek
pendant quinze ans. Libérée en 2000, après deux ans et demi
d’emprisonnement, Pinar est acquittée par le tribunal en 2006, en 2008
et en 2011. Mais l’innocence prouvée est immédiatement contestée par
le pouvoir turc. Le procureur – qui requiert au nom de l’État – fait
appel de chaque acquittement.

On aurait pu penser que l’acmé de cet acharnement politique et
judiciaire avait été atteint le 22 novembre 2012. La 12e cour
criminelle d’Istanbul, qui avait par trois fois acquitté Pinar, annula
ce jour-là son propre arrêt d’acquittement du 9 février 2011 pour vice
de forme. C’était un revirement incompréhensible (même s’il est vrai
que le président titulaire du tribunal n’avait pas siégé, étant en
congé maladie…). Mais surtout, c’était une décision infondée en
droit puisque la 12e cour s’est ainsi substituée à la Cour suprême.
Qu’importe, encore une fois, pour l’appareil judiciaire turc. Lors de
l’audience suivante du 13 décembre les mêmes chefs d’inculpation ont
été repris à l’encontre de Pinar Selek, et la même peine requise : la
perpétuité ; pour un attentat qui n’a jamais existé. On attendait donc
beaucoup de l’audience de ce jeudi 24 janvier 2013, qui aurait pu être
le dernier chapitre d’une persécution qui dure depuis quinze ans. On
attendait le retour au respect de la procédure pénale, le retour au
droit à un procès juste et équitable, le retour à la vérité de
l’innocence jusque-là scandaleusement déniée par les procureurs de
l’État turc, le retour à une vie normale pour Pinar, auprès des siens,
au bord du Bosphore.

Mais la Cour en a décidé autrement : par deux voix contre une (le
président titulaire, empêché en novembre, siégeant de nouveau), elle a
condamné Pinar Selek à la prison à vie, dont 36 ans de période de
sûreté, et a délivré un mandat d’arrêt à son encontre. De fait,
puisqu’il ne fait aucun doute que la France – où Pinar vit aujourd’hui
– protègera cette chercheuse, il s’agit d’une condamnation à l’exil,
et au danger perpétuel d’être rattrapée par un système arbitraire et
violent.

Pinar Selek n’est pas la seule à avoir payé très cher sa volonté de
comprendre les mécanismes de l’exclusion de ceux qui sont désignés
comme des `minorités` au sein de la société turque, à avoir voulu
faire connaître la situation de ces populations, à s’être engagée
auprès d’elles. On ne compte plus les chercheurs, les journalistes,
les avocats, les écrivains intimidés et poursuivis pour des faits
semblables, et plusieurs dizaines d’entre eux croupissent aujourd’hui
en prison. Son cas est néanmoins emblématique et on pourrait bien sûr
en faire une analyse sociologique. Une fraction dominante au sein de
l’Etat turc et exerçant de fortes pressions sur l’appareil judiciaire
– conservateurs kémalistes et ultranationalistes opportunément
réconciliés – ne peut accepter la faute originelle de Pinar : celle
d’une jeune femme turque, qui plus est issue d’une famille aisée,
s’intéressant scientifiquement et en toute indépendance intellectuelle
au sort des plus déshérités, des minorités sexuelles les plus
stigmatisées, et à la question kurde.

Mais il est un moment où l’objectivation et la distanciation,
continûment nécessaires, ne suffisent plus. Les collègues de Pinar à
l’Université de Strasbourg, les sociologues en France, en Europe et au
niveau mondial, et la communauté scientifique internationale
n’acceptent pas que l’on condamne Pinar Selek pour crime de
sociologie. Aussi, nous appelons à la constitution dans les
différentes universités et centres de recherche de comités `Pinar
Selek pour la liberté de la recherche`, afin d’obtenir de la Turquie
qu’elle mette fin à cette mascarade judiciaire et établisse
clairement, comme l’a déjà fait sa justice par trois fois, l’innocence
de cette chercheuse. C’est un combat pour Pinar, c’est un combat pour
la liberté de recherche garantie par l’article 19 de la Déclaration
universelle des droits de l’homme.

Depuis le lancement de la campagne pour les présidentielles en
Arménie, le Service de presse de Raffi Hovannissian a publié de
nombreux communiqués distribués à l’ensemble des medias.

Le titre du communiqué ci-dessous publié hier en fin de soirée annonce
sans détour la posture du challenger malheureux du président
officiellement élu Serge Sarkissian.

Erevan-Raffi K. Hovannisian, Président élu de la République d’Arménie,
a entamé aujourd’hui une tournée victorieuse qui l’a conduit dans un
certain nombre de régions d’Arménie, où des foules énormes s’étaient
rassemblées pour saluer leur nouveau président.

En plus des réunions prévues à Ashtarak, Vanadzor, Gyumri, des
rassemblements spontanés ont eu lieu dans les villes de Spitak et
Aparan.

Première étape a Ashtarak. « Je suis venu ici pour vous saluer,` a dit
Hovannisian, ajoutant qu’il se souvient de la façon dont les gens
étaient craintifs la dernière fois qu’il avait tenu un meeting sur la
place de la ville. Il a déclaré que la situation a changé, et personne
n’osera plus menacer les citoyens d’Arménie.

Soulignant l’exclusion de la violence et la nécessité de parvenir à un
changement pacifique du pouvoir par la voie constitutionnelle,
Hovannisian a déclaré : « Si les ordres d’un commandant intiment à un
soldat de faire autre chose que de protéger les frontières ou
d’assurer notre sécurité, il sera tenu pour responsable.`

Hovannisian s’est ensuite rendu dans les villes de Spitak et Aparan,
où la population a spontanément été à sa rencontre. Dans les deux
villes, la police a tenté d’empêcher les réunions. Cependant,
Hovannisian a appelé à ne pas violer les droits de l’homme, en
expliquant que ces réunions n’ont pas été organisées, mais qu’il
s’agit de manifestations spontanées, auxquelles les citoyens ont
droit.

À Aparan, quand Hovannisian a essayé d’approcher les policiers, ces
derniers ont pris la fuite en voiture, et sont revenus un peu plus
tard écouter le Président élu de la République d’Arménie. `Le Coup
d’Aparan qui a sauvé la République d’Arménie des Turcs en 1918,
permettra de sauver l’Arménie une fois de plus », a déclaré
Hovannisian.

Il s’est ensuite dirigé vers Vanadzor, où plusieurs milliers de
personnes n’avaient pu pénétrer sur la place de la ville. « Les
citoyens d’Arménie ont gagné, le peuple a gagné, gagné Vanadzor, et
personne ne pourra prendre notre victoire`, a-t-il dit à la foule.

Critiquant le maire de Vanadzor, prétendant que Raffi Hovannisian a
remporté la victoire dans sa ville parce que les gens étaient «
inconscient », le président élu a déclaré que l’auteur de cette idée
n’a aucun droit de rester à Vanadzor. Il a également condamné la
police qui a empêché la population des villages voisins de venir au
meeting. Par exemple, environ 50 résidents du village de Darpas ont dû
marcher pour se rendre à Vanadzor parce que les routes avaient été
volontairement fermées. Hovannisian a exhorté la police de ne plus
violer les droits fondamentaux de la liberté de réunion.

Raffi Hovannisian a conclu sa tournée à Gyumri, où il a été accueilli
par une foule en délire de plus de dix mille personnes. S’adressant
aux habitants de Gyumri et aux autres communautés de la région de
Shirak, le président élu Hovannisian a déclaré : `Le 18 Février, les
habitants de Gyumri ont façonné cette victoire, et bientôt leur
triomphe sera formalisé. Mais il faut être prêt pour un long combat
qui prendra un jour, une semaine, un mois ou un an. Le gouverneur de
la région de Shirak a démissionné, tout comme les autres gouverneurs
régionaux le feront dans un avenir proche, et nous allons créer une
nation puissante qui attirera tous les Arméniens ayant émigrés de
retour dans leur patrie. `

Have you ever wondered how life would be in a nation entirely
overtaken and ruled by an organized crime cartel? Take a look at the
present-day Azerbaijan and you will see a telling example of such
country. The recent events there indicate a complete transition from a
post-Soviet republic into a feudal mafia state, ruled by a gang of
unsavory, backwards, criminal-minded characters.

The insightful US diplomats in Wikileaks cables
()
have already described the Azerbaijani President Ilham Aliyev as
someone who resembles, interchangeably, Sonny and Michael Corleone
brothers from the famous mafia movie trilogy “The God Father”. As if
trying to prove this point, the day-to-day behavior of top Azerbaijani
officials increasingly seems to emanate straight from the plots of
gangster movies.

Consider the following facts and judge for yourself:

– One leading ruling YAP party official and a member of the national
parliament, Siyavush Novruzov, has recently said that a certain
dissident does not deserve to be assassinated by the regime because
`he is not important enough’. It is very revealing that his very first
reaction was not that of a statesman saying “Azerbaijani government
never would do such a thing”, but rather a mobster questioning the
“worthiness” of a prospective target for an assassination.

– Another parliament member from the ruling party, Gular Ahmadova, was
caught on hidden cam videos trying to sell a seat in the parliament
for a million dollar bribe and, appearently, she was merely acting as
a dealer for the head of Presidential Administration Ramiz
Mehdiyev. Forget about elections falsifications: here the parliament
seats are up for sale to aspiring wiseguys who want to join the
criminal syndicate’s inner circle.

– One of the key witnesses on those videos, Sevinj Babayeva, who had
been on the run ever since the online release of the videos, was found
dead in Turkey under mysterious circumstances (`whacked’?).

– A local governor in Ismayilli region owned a hotel where he and his
relatives had been running an illegal brothel. This became known to
broader public after local residents, angry at the increasingly brazen
behavior of the governor and his gang, burned down his house and that
hotel during the uprising in January this year.

– In order to prevent the Council of Europe (CE), of which Azerbaijan
is a member, from issuing unfavorable resolutions about Azerbaijan’s
miserable record on human rights and democracy, the Aliyev regime
implemented its own action plan, dubbed `Caviar diplomacy’. designed
to bribe CE officials with caviar and other lavish gifts. The
legitimate states, even authoritarian ones, have to bother with
diplomatic efforts, sanctions and counter-sanctions, and other
political headache. But mafia always chooses to circumvent these
unnecessary formalities and resolve its problems by deploying its own,
much `simpler’ methods: if we can’t make you shut up, we will buy your
silence.

– A leader of a pro-government party, a well-known attack-dog of the
regime, Hafiz Hajiyev, has offered a $12,000 reward to any person who
would cut the ear of the famous Azerbaijani writer Akram Aylisli.
Mr. Aylisly fell out of favor with the regime after writing a
pro-Armenian novel where he also portrayed the regime’s founder Heydar
Aliyev (the father of the current `God Father’ President Ilham Aliyev)
in a very negative light. The executive secretary Ali Akhmadov and
others from the ruling YAP party have questioned Aylisli’s ethnic
identity, demanded tests on his DNA to check if he is a hidden
Armenian, and called for the expression of public hatred towards
him. Their calls were heeded at the government sponsored `protest
rallies’ culminating in calls for `death to Aylisli’ and burning of
the writer’s books. The word “mob”, indicating a primitive,
rough-crowd mentality of organized crime groups, would, indeed, be a
very appropriate term to describe these acts of Azerbaijan’s ruling
gang.

– And, of course, more and more evidence is surfacing about the
president Aliyev’s family owning an endless list of offshore secretive
business holdings and undeclared properties within the country and
abroad. This is matched by the similarly shadowy possessions of his
oligarch-ministers who act as heads of family clans within the mafia
enterprise.

Add to this the fact that all branches of government in Azerbaijan
lack any pretense of legitimacy due to the total falsification of each
and every election for the past twenty years – and you will get a
complete picture of what kind `state’ Azerbaijan is.

President Ilham Aliyev’s recent speech, made after the Ismayilli riots
mentioned above, is very instructive. Don Aliyev’s appearance before
his associates – ministers, governors and other top officials – can
only be classified as “State of the Mafia’ address.

The Ismayilli uprising was sparked by a traffic accident, after which
one of the parties, the son of the governor, started shouting at and
insulting the people in the other car and the local residents that
gathered around them to help. Therefore, in an angry tone, Ilham
Aliyev warned the heads of the clans – his high level state officials
– that they better restrain their children and not display so brazenly
all the loot they collect by plundering the country. He offered
himself as an example of modesty, apparently forgetting the lavish
annual mass celebrations held for his own birthday, and millions of
state money spent on his long-dead father’s birthday `flower
festivals’ and his controversial monuments erected around the
world. Perhaps he meant himself as a role model of a mafia boss who
succeeded in hiding most of the wealth he stole from the public eye.

`No more acts of hooliganism [by children of state officials] will be
tolerated… Those committing such acts will be arrested and their
fathers fired!’, he exclaimed. But don’t ask whether and why this
`hooliganism’ was fine up untill now, and what the law says about
it. And never mind that firing a father from his government job for
the trespasses of his son might be outside of legal framework. The God
Father appoints them and he is entitled to get rid of them when he
pleases. No need to bother with such formalities as justifying the
state prosecutor’s charges, court proceedings, due process, rule of
law. The Boss decides everything: who gets arrested, at what exact
time certain crimes stop being OK, and who gets fired from their
posts.

On the other end of political spectrum, parents are already being
punished for the actions of their adult children. Police has recently
raided the homes of leading opposition youth activists’ parents to
take away their hand-woven carpets, old TVs and other possessions as a
fine for their children’s participation in pro-democracy protest
rallies. Again, a typical mafia-clan approach “if you go against us,
we will get you and your family”.

All these bizarre, despicable events have taken place within a span of
past several weeks, in the 21st century Azerbaijan – a country called
a “strategic US ally’, `an EU partner’, a participant in NATO’s
`Partnership for Peace’ program, a member of the Council of Europe,
the host of Eurovision song contest and European Olympics, and, in the
words of one US Congressman Gerry Connolly, `a role model’ for other
countries.

The RA Ministry of Health reported that despite repeated warnings, the
cases of botulism are recorded.

On February 20, in Lori Region an incident with a food poisoning with
botulism was registered with 4 victims, from which one led to death.
Epidemiological research showed that the poisoning is due to the use
of home-made canned red pepper.

The residents of Vanadzor city on February 18, used the home-made
canned red pepper, and as a result they have emerged following typical
botulism symptoms: weakness, headache, dizziness, vomiting, double
seeing, swallowing prevention.

On February 20, with the assistance of ambulance all four patients
were transferred to “Vanadzor” Medical Center, where they immediately
got anti-botulism serum. One of them died and the others are under the
supervision of doctors.

On February 22, an incident of botulism with one victim was registered
in Kotayk Marz. The epidemiological research showed that the poisoning
is due to the use of home-made canned pickled peppers.
The RA Ministry of Health warns:

– Do not use home -made canned food

– Put the canned food into the pot and boil them for 20-25 minutes before using

Vanadzor Samvel Darbinyan will resign for calling people unconscious.

To note that in an interview with one of the media, the Mayor,
clarifying RPA leader Serzh Sargsyan’s defeat in the third city of the
republic, said. “It was not our leader’s loss, it was our people’s

As promised, Raffi Hovannisian took his `victory celebration’ on the
road today and his first stop was the town of Ashtarak about a 45
minute drive from Yerevan.

Hovannisian told his supporters that the time had come for Serzh
Sargsyan to accept his defeat in the February 18 presidential
election.

`This struggle can no longer be stopped, even if they intimidate
teachers, soldiers and the police,’ Hovannisian said.

Ruben Hakobyan, president of the Heritage Party parliamentary faction,
stated that goodness had triumphed in this new political reality.

`Up till now, people were accustomed to seeing oligarchs surrounded by
their bodyguards, but now goodness has become a serious political
factor,’ said Hakobyan,

MP Hakobyan said that Hovannisian’s `Hello Revolution’, as some have
dubbed it, will lead to victory.

`We have come to Ashtarak to say thank-you. Don’t expect spontaneous
solutions, expect a continuous struggle. Our cause is just,’ Hakobyan
said.

demand justice, and they attempt to fulfill their demand for justice
through a man who has created an illusion of being forceful,
presidential candidate, Nagorno-Karabakh Republic former FM, Arman
Melikyan wrote in his Facebook page.

In addition, he noted that the people also think this `force’ can
satisfy their demand for justice, and therefore they turn a blind eye
on the fact that this `force’ likewise is unjust, and it likewise
continues to deceive.

`And so long as those wanting justice have not yet come to understand
that the real force is the truth itself, so long as they are prepared
to disregard the lie of the `force’ they have chosen, they will
continue to remain a hostage to this hopelessness,’ Melikyan
specifically wrote.

opposition Heritage Party Chairman Raffi Hovannisian – who became
runner-up to the winner, incumbent President Sargsyan, in Monday’s
presidential election, but who claims to be the real winner in the

Nikol Pashinyan addressed the rally called by Raffi Hovannisian today
and said the presidential election of February 18 has established a
new political situation. `In the pre-election period when some forces
withdrew from the race, it seemed that the election would result in a
one-pole system with Serzh Sargsyan at its top. However, something
unprecedented happened. The citizens of Armenia self-organized as the
second and main pole of the political struggle. Today the political
struggle in Armenia has two sides, the regime which usurped power on
March 1, 2008 and the second is the people of Armenia headed by Raffi
Hovannisian,’ he said. Pashinyan noted that there is a minimum plan to
prevent defeat of people. In order to rule out defeat of people, we
must not allow the gangs to use force against people, Pashinyan said.
Second, according to him, there cannot be any deal with the illegal,
criminal government. Under no condition can we recognize Serzh
Sargsyan because Serzh Sargsyan has never been and will never be the
president of Armenia. Pashinyan also noted that Raffi Hovannisian must
be declared de jure president of Armenia. For this reason, the people
on the stage headed by Raffi Hovannisian must be open and frank to the
people of Armenia, the political processes must be transparent.
`Starting from today Serzh Sargsyan must not be able to sleep at
night. His every next day must be unpredictable. He must live with
fear in his heart, this square will make sure he does,’ he said. Nikol
Pashinyan noted that all the political forces which are against the
illegal government must be on Freedom Square. `Not beside Raffi but on
Freedom Square,’ he stressed. `Raffi has been elected by people, and
all the political forces must accept the people’s decision,’ he said,
adding that a civil society must form on Freedom Square. The Republic
of Armenia must be pulled from under the government so it has nothing
to rule and has to walk away, Pashinyan said.

and clothing will be delivered to the Armenians in Syria via the

President of Turkish Red Crescent Ahmet Lutfi Akar stated to AA that
Acting Armenian Patriarch Aram Atesyan requested an appointment where
he stated that the Syrians living in Turkey were also struggling to
live under difficult conditions.

Stating that Armenia provided some financial support, however it was
insufficient, Akar said that Atesyan requested their help and said,
“We have the authority to go to the border of a country and help the
citizens of that country. Government officials and NGOs aren’t
permitted to do this. We can deliver help at the border before the
observers from Red Cross and Red Crescent. I said that I’d be pleased
to deliver the relief material to the Syrian Armenian Group.”

Emphasizing that Turkish Prime Minister Recep Tayyip Erdogan
emphasized to help everyone in Syria regardless of their ethnicity,
Akar said, “We try to help Arabs, Turkmens, Kurds, Armenians, whoever
lives there with whatever they need, at the border.”

Stating that the Armenians mainly resided in Aleppo and Damascus, Akar
said, “We will deliver the relief materials collected by the Armenian
community to the representatives of the churches in Aleppo. We provide
help to the ones in need regardless of their religion due to our
beliefs and customs. We supported the victims of the Philippines flood
and the Haiti earthquake. Religion, ethnicity, language or gender of
the victims don’t matter for us, we will provide help regardless of
all these.”
