ISSUE OF PROVIDING SYRIAN-ARMENIAN DOCTORS WITH JOB REMAINS ON AGENDA

YEREVAN, FEBRUARY 5, ARMENPRESS: Armenia’s Minister of Healthcare
Derenik Dumanyan hosted the Syrian-Armenian doctors, who arrived
in Armenia after the intensification of the situation in Syria. The
issue of providing the Syrian-Armenian experts with jobs remains in the
focus of attention. In the course of the meeting Minister Dumanyan got
acquainted with their concerns, the Ministry of Healthcare informed
Armenpress. The collected data, refering to their specialties,
preferred branches was once again specified in the Ministry.

Relevant instructions are being commissioned aimed at providing the
Syrian-Armenians with jobs. 70 Syrian-Armenian doctors have already
been registered in Staff Management Department of the Ministry
of Healthcare of the Republic of Armenia, 35 of them are already
provided with jobs. The Syrian-Armenians are also involved in the
administration sphere of the Armenian system of healthcare.

ou les intimidations n’ont entame la resolution de la sociologue
a poursuivre ses travaux, a defendre des valeurs feministes, les
Droits de l’Homme et la cause des minorites. A travers ces injustes
poursuites, ce sont aussi les principes fondamentaux de la liberte
academique et de l’independance de la recherche qui sont bafoues.”

The Armenian Revolutionary Federation (Dashnaktsutyun), one of the
few political parties to have openly joined the current post-election
protests, has effectively acknowledged that it does not regard an
immediate change of power a realistic goal in Armenia at this point.

Addressing a Tuesday rally of supporters of the ex-presidential
candidate, Raffi Hovannisian, who claims victory in the February
18 election officially won by incumbent President Serzh Sargsyan,
senior Dashnaktsutyun member Armen Rustamyan insisted that properly
assessing challenges is crucial for the opposition movement today.

“The government will not voluntarily make concessions, let alone
give up power. It can be made to do so only with a popular movement
that is turned into a serious political factor,” stressed Rustamyan,
implying that such an effort could take time and require a step-by-step
approach.

The Dashnaktsutyun leader also stressed the importance of opposition
consolidation before the May municipal elections in Yerevan that he
said could become the most immediate task for the movement.

“In a country like Armenia where everything is concentrated in
Yerevan, gaining power in the city will have a crucial importance
for the movement,” stressed Rustamyan.

Many analysts in Armenia think the local elections in Yerevan slated
for May 5 may be instrumental in defusing the current post-election
tensions in Armenia.

Opposition leader Hovannisian, however, still appears committed to
the goal of gaining ‘de jure presidency’ that he claims he has been
robbed of as a result of last month’s ballot.

YEREVAN. – There are approximately 3,500 HIV carriers in Armenia,
notes the Health Ministry’s 2013-2016 National Program for Responding
to HIV/AIDS, which the ministry submitted to the Government.

It is also noted that 1,226 HIV cases were recorded in Armenia,
and among the citizens of the country, from 1988 to December 31, 2011.

More than half of these cases were registered in the past four years,
and this is a result of an increasing accessibility to laboratory
diagnoses.

Also, being infected with HIV by way of heterosexual intercourse has
twice increased in Armenia over the course of the past ten years,
and it exceeded the cases of HIV infection through using drugs. In
addition, virtually all women in the country have become infected with
HIV by way of heterosexual intercourse, whereas over half of the men,
by way of intravenous drug use.

Dear Mr. President of the United States,

On March 2, 2013, the Armenian media disseminated your congratulatory
message to the acting president of the Republic of Armenia, Serzh
Sargsyan on being re-elected as the president of Armenia on February
18, 2013.

Your congratulation came right when the OSCE/ODIHR disseminated their
post-election interim report (March 2, 2013), which emphasized the
public distrust toward the election results and numerous facts and
justifications for this distrust, including the correlation between
the high turnout and the number of votes for Serzh Sargsyan, which
duly raises concerns regarding the integrity of the electoral process.

Your congratulation was disseminated when Amnesty International
released a statement (February 28, 2013) demanding that a proper
investigation be carried out on the reported human rights violations
which took place on February 18, 2012.

I and a number of colleagues and fellows received Universal Rights
Awards from the US Government on June 4, 2012, and the US Secretary
of State, Hillary Clinton was present at the official ceremony. We
were excited about the support from the government of a democratic
state to those of us fighting for the establishment of human rights
and democracy.

Although local nationalists again labeled us as traitors, implementers
of color revolutions, agents defaming our state for foreign money
and so on, these qualifications were not new to us. And they never
lead us in our human rights activity.

However your congratulation is absolutely inappropriate for these
elections, which were accompanied by flagrant fraud and violations.

You undertook immediate responsibility for the falsifications by
congratulating those who falsified the elections, who are directly
responsible for human rights transgressions, systemic and organized
violations, transgressions and destruction of democratic values. In
this case, we do not have any guarantee that Armenia will not turn
into another Belarus.

Now I am wondering if I deserve to bear the Freedom Defender Award,
which was awarded by the government of a democratic state, which is
now apparently siding with an oppressor of freedom.

With this letter, I express my deepest concern about your position and
expect to hear your comments on the issues raised in the letter. I will
be able to make a final decision based on your response and comments.

THE MEASURE OF OUR RESOLVE

The man in this picture is from Kapan. I don’t know his name, nor
do I know anything about him. I don’t know if he is married, or has
children or is employed. I don’t know what games he played or books
he read when he was a child or who his first love was when he was
taking his first tentative steps towards manhood. I don’t need to know
much because everything that any of us need to know about him can be
seen in his eyes. Look carefully and there you will see a lifetime of
pain and suffering, maybe some resolve, perhaps a little bit of hope,
an almost-there dignity. It’s an expression I have seen before. It’s
an expression I see often. It’s an expression that takes me back many
years to a time when the particular smell of the city was unfamiliar,
when we felt outside of our bodies, when we couldn’t find milk for
the children to drink or breakfast cereal or playgrounds for them
to play in. A time when the streetlamps in Yerevan didn’t work when
night settled in or when the roads had more potholes than asphalt
and the sidewalks were a mess of cracked and broken concrete.

The photo of this man from Kapan reminded me of another man I had
seen around the same time. It reminded me of how easy it is to strip
a man of his dignity and how difficult it is to give it back.

We were driving to Charbakh, a suburb on the outskirts of the city
near Yerevan Lake. It was a typical, dry, hot summer day. As we turned
off the highway and were driving under a bridge, a solitary figure,
a man of about 40 years of age was standing in the shade of the bridge.

In his hand he held a rope with a single fish tied to one end of it.

He was holding up the rope so that passersby could see his fish and
perhaps stop to buy it. Close your eyes for a second and imagine a
grown man, probably with a family to feed, who had caught a fish,
tied it to a rope, walked under a bridge to escape the blistering
sun to try and earn some money. Shock and dismay and heartache are
words that can be written, but can only be felt when you come face
to face with a man whose expression evoked pain and suffering yet a
veiled, almost-there dignity. My heart cringed with sorrow and I had
to look away.

That image has stayed with me 12 years on. I didn’t stop to buy the
fish. I didn’t stop to offer some compassion. That man under the
bridge remains unknown to me, without a name or an identity. Not
unlike this man here in the photo taken in Kapan on February 27,
2013 when Raffi Hovannisian had taken the Barevolution to the south
of the country. The city of Kapan, which is the administrative center
of Syunik Marz, voted overwhelmingly in favor of Hovannisian in the
presidential elections, something which was extraordinary, considering
that the Marzpet (governor) of Syunik, Suren Khatchatryan (Lisga),
a member of the ruling Republican Party of Armenia has a reputation
for being ruthless to those who go against his orders and his orders
were to ensure victory for Serzh Sarkisian.

So, while I saw pain and suffering in the image of this blue-eyed
stranger from Kapan, the young woman who took the photo, saw something
different; she saw a man who was demanding justice who was hoping
for change, who was fearlessly doing his part for the revolution. She
wrote: “This man, during the entire rally was on the front lines, he
was yelling, demanding, then laughing with his friend and once again
demanding and without fear…he was calling out for resignation and
revolution…And then he would calm down, he would look at the reality
unfolding before him, and his expression would change…everything
can be seen in that expression….he was ready for everything and
afraid of nothing, he understood…it was today or never…he was
doing his part for the revolution.”

Encounters and images of two men, strangers from different periods
of my life here in Armenia represent a cycle of bitter reality yet
determination. You see, the man with the fish under the bridge, he
could have given up, he could have chosen to sit home and wallow in
the hopelessness of his life, but he chose to fish and as tragic as
that image is for me or anyone who can envision it, today I am trying
to look at it from another perspective. And the man from Kapan, in
whose eyes I saw pain and suffering, could have stayed home for fear
of recrimination from Lisga and his goons but chose to take part in
a growing movement calling for change in our country.

Sometimes just being present in the moment can be a measure of
resolve. However insignificant or inconsequential the actions of these
men might appear, what they were inadvertently doing by simply being
present, was planting the seeds and laying the foundation for this
revolution taking place in our country.

And while an entrenched and unapologetic regime, the usurpers of our
common wealth continue to be arrogant and indifferent to the voices
being raised in Liberty Square, on university campuses, in cities and
towns around the country, they will have to answer to the common man
and woman. We will continue to take part in rallies, to demand for
accountability, to use every method of civil disobedience, to take
away the levers of their power by choosing to be present and that
will be the measure of our resolve today.

Iran has always been in favor of Karabakh conflict resolution through
dialogue, Iranian Foreign Ministry spokesman Ramin Mehmanparast was
quoted as saying by Iran’s state-run news agency IRNA.

Referring to a recent statement by former IRGC commander Mohsen Rezaei
that Iran provided Azerbaijan with weaponry during the Karabakh war,
Mehmanparast said, in part, “We are on good terms with our neighboring
countries, and so development of our relations with one neighbor does
not restrict development of our relations with another.”

The modern phase of the Artsakh (Nagorno-Karabakh) conflict
broke out in 1988, when, as a response to the peaceful demand for
self-determination of the people of Artsakh (Nagorno-Karabakh),
annexed to Soviet Azerbaijan in 1921, the Azerbaijani authorities
carried out ethnic cleansing of Armenians – at first in the big cities
of Azerbaijan, and then in Artsakh.

In September 1991 Artsakh declared independence, and, as a result,
Azerbaijan exacerbated the violences and started large-scale military
actions against Artsakh. After number of defeats on the frontlines,
in May 1994 Azerbaijan was forced ask for a cease-fire from the
Republic of Artsakh (Nagorno-Karabakh Republic).

Currently, the negotiations on the settlement of the conflict are
being conducted under the mediation of the OSCE Minsk Group Co-Chairs
(Russia, USA and France), based on the Madrid proposals, presented
in November 2007.

Which Of The Ministry-Village Circles Is To Blame

WHICH OF THE MINISTRY-VILLAGE CIRCLES IS TO BLAME

In 2008 when new programmes of agricultural development were worked
out, after certain examinations of the sphere the government came
to the conclusion that farmers needed professional consultation and
in answer to the local people’s demands the institute of regional
agronomists was created. Yet, no agricultural changes have been
performed in the villages for the past years. During his March 1
conference with the agronomists of the Republic the minister of
agriculture focused on this problem.

According to minister Andranik Khachatryan the state policy that
is worked out does not reach the villagers and it is partly the
agronomists’ fault. According to him sometimes they are themselves
suspicious of the suggested programmes and procedures and by the data
they have from the villages most agronomists just get a salary and
do nothing.

The fact that the agronomist’s work hardly changed anything in the
rural communities is obvious, that state agricultural programmes do
not always reach the landowners is not also disputable. The question
which circle of the agriculture ministry – village connection is to
blame is a matter of serious analysis. And perhaps this is not only the
fault of one of the mentioned circles. There are both subjective and
objective problems, such as the level of some specialists’ knowledge
or the devotion to work or merely technical problems.

What must be done to change the situation? The minister of agriculture
suggested developing some mechanisms to control the agronomists’
work and demanding accounts. It turned out that in the regional
administrations they have already taken this measure, the agronomists’
tasks are worked out and discussed collectively.

The average index of crop yield shows that this documentation does
not always help to increase the quality of work. It turns out that
not only the villager is displeased with the agronomist’s work but in
many cases the agronomist is also dissatisfied with the villagers. The
landowner decides himself what to do and in what way, the agronomist
has no power over the landowner or the machine operator to make
them work in the right way. There is no policy for considering the
specialists’ opinion in rendering state assistance to the landowner
and naturally no mechanism for the agronomists to carry responsibility
for the efficiency of the agricultural work though in his speech
minister Andranik Khachatryan mentioned something like that. There
is no mechanism to specify the landowner-agronomist relations which
contradict the obligatory terms of agricultural work. It appears that
the villager consults with the agronomist only in case of disasters
to draw up a statement of the damage or the agronomist visits the
fields only to fill in the account or limits his duties to a call to
the villager or the community head. The government continues spending
money without any result. By the way, regional agronomists are paid a
salary of 75 000 drams when the heads of the agricultural departments
of regional administrations get 100 000 drams.

Sayid Aliyev, called also Dado, is arrested for 10 days in Azerbaijan,
on charges of disobeying police. According to the Azerbaijani news
agency “Turan” the rapper’s brother Ali, was summoned to the traffic
police of Nasimi district of Baku on February 27 for examination of
his car in connection with some road accident. After the examination
to the rapper was told that his car was not involved in the accident,
but he needs to go to the police department for presentation of test
results in a written form.

“When Sayid went into building a person in civilian clothes pushed his
shoulder roughly. Dado thought someone was joking with him. However,
the man accused Sayid of rudeness. He was immediately arrested by
several people put him into a car and drove him away,” rapper’s
brother said.

His relatives were not reported about the detention. Later they
learned that Dado was taken to 21th Nasimi district police station
and then to the court, where he was arrested for 10 days.

Later, he phoned his brother and told him to take away from the social
network “Youtube” his clip “YPX” about the Azerbaijani traffic police,
otherwise a criminal investigation will be evoked against him after
10 days.

Relatives said it would be appealed, besides that the family will
complain to President Ilham Aliyev, the Prosecutor General and the
head of the Interior Ministry. As for the video, Ali Aliyev said
that the video has already been spread on the internet and it will
be difficult to take away.

“On the other hand, why should we remove the video. It is the freedom
of creative working. If there was something illegal, Dado would be
charged formally, ” A. Aliev said and added that the rapper was judged
and interrogated without a lawyer.

The agency notes that the video contains criticism over the bribery
of traffic police in Azerbaijan, which often violates by traffic
rules itself. Advocacy campaign coordinator “Art for Democracy” Rasul
Jafarov also condemned the arrest of the rapper Dado and regarded it
as a violation of freedom of creativity and self-expression.
