According to some reports Hugo Chavez died nearly three months ago.

Koches said last week that brain death was recorded with Chavez in
late December, according to the site “tvrain.ru”.

The article notes that this is not the first time that the leader
of the state de facto dies before announcing the news to the people,
and brings the example of the death of the President of Azerbaijan,
Heydar Aliyev.

“No less favorable was the death of his father for Azerbaijani
President Ilham Aliyev. In 2003, shortly before the death of Heydar
Aliyev, the authorities carried out an operation “Successor,” the
material says.

The author stresses that at first the President Heidar Aliyev who was
sick by that time was taken to Ankara, from where the news came that
he had appointed his son Ilham as Prime Minister. Then, Heydar Aliyev
was taken to Cleveland, where he was as long as presidential elections
were held. He himself was to participate in them, but according to
the official statements refused in favor of his son. During all this
time, the president did not appear in public. It was only after the
victory of President Ilham Aliyev that the news about his father’s
death was announced.

Former presidential candidate Vardan Sedrakyan has dismissed the
allegations about being detained and later released on parole.

In comments to Tert.am, Sedrakyan said he is sitting comfortably in
his office, looking forward to new presidential polls (he strongly
believes the elections were rigged to secure President Serzh Sargsyan’s
re-election).

The local news website Henaran.am reported Tuesday afternoon that the
former candidate, also known as an expert in epics, was arrested by
officers of the National Security Service earlier today.

Sedrakyan had earlier expressed concerns over his possible detention in
connection with the assassination attempt against Paruyr Hayrikyan,
the National Self-Determination party’s leader, who also ran for
president last month.

“I mentioned then that it is their [the authorities’] plan. But I
could not say to what extent it would succeed or fail,” he added.

Addressing Hayrikyan’s assassination attempt, Sedrakyan said that he
does not know more than the media reports say.

It comes after the two persons detained over the case were reported
to be Sedrakyan’s neighbors who had repaired his apartment and
summer cottage.

Armenian President Serzh Sargsyan has signed decrees for appointing
new judges in the regions of Syunik and Tavush.

According to a statement by the presidential press office, Zaruhi
Nakhshkaryan has been appointed a judge at the first instance court
of the Tavush region.

David Grigoryan will serve as a judge at the first instance court
of Syunik.

The mother of Samvel Harutyunyan, the man detained over the
assassination attempt against former presidential candidate Paruyr
Hayrikyan, has claimed her son has nothing to do with the incident.

Speaking to the Zhoghovurd daily, Roza Galstyan said she doesn’t
think anyone is to blame for the detention as Harutyunyan did not
have any enemies.

“I know only one thing – my son has nothing to do with all this. It
might be somebody’s handwriting. I have no idea who that person is,
and have even no doubt,” she was quoted as saying.

The paper notes that the relatives of the other suspects detained
over the case had earlier said that Vardan Sedrakyan, another former
candidate better known to the public as an expert in epics, is the
mastermind of the plot. The investigation is now conducted by the
National Security Service’s Investigative Service, which Hayrikyan
believes “lacks independence”, the paper adds.

Following “Orange” (Ukraine) and “Rose” (Georgia) revolutions of the
past decade, now the post-February-18 movement called by its leader
the “Barevolution” is viewed by some in the country as Armenia’s
orange-ish, apricot-ish revolution.

Ruben Hakobyan, head of the Heritage party faction, says Armenia is
going through an electoral revolution and does not want to call it
‘orange’.

“It is an electoral revolution in Armenia; let anyone refer any color
to it they want,” he says.

Nonetheless, participants of the rallies today and students boycotting
their classes, who have joined the post-election movement, have
orange ribbons tied around their arms. Along with the apricot-color
barevolution – revolution of greetings – the oppositional movement
under Raffi Hovannisian’s leadership has introduced new political
technologies into the political field of Armenia. His “sidewalk”
campaign was followed by post-election visits to the provinces,
open-air press conferences, and speeches of young civil activists –
elements of public involvement not seen in previous Armenian campaigns.

Armen Badalyan, expert in political and election technologies, however,
discards the application of such political tools as pointless, if a
political process is missing.

Comparing the opposition under first president of Armenia and leader
of the Armenian National Congress (ANC) Levon Ter-Petrosyan five years
ago to today’s movement, Badalyan told ArmeniaNow: “The difference
is not between the tools, but rather the content of the struggle. In
2008, too, there were people who wore orange ties;. Now it’s not ties,
but arm-ribbons, does it change anything? The thing is that in 2008
it was quite clear what Ter-Petrosyan wanted, whereas it is not clear
today what Raffi wants.”

Heritage member David Sanasaryan says in movements such as this both
the appearance and the content are important, however he does not
relate those symbols to either the orange revolution or the revolution
of roses, and believes that “barevolution” is a good name, especially
popular among the youth.

What stands out as one of the main differences is that Hovannisian
never uses any insults directed against president Serzh Sargsyan,
as opposed to Ter-Petrosyan’s speeches in 2008 flooded with sharp
criticism, accusations, and offensive language against the authorities.

“In no way does this mean concession or humility. He [Hovannisian]
says ‘you have lost and must admit your defeat’. It is a new culture
to us. And Raffi’s ‘barev’ has been a more important sociological
survey than all the other types,” Sanasaryan told ArmeniaNow.

If during the public rallies five years ago Ter-Petrosyan was
separating Karabakhis [native of Nagorno Karabakh], and kept pointing
out his roots being from Musa Ler (historical site of Armenian
resistance during the 1915 genocide; he was born in Aleppo), this
opposition is trying to erase that distinction, making a point that
an Armenian is an Armenian no matter where s/he was born.

Last week during a rally, ANC faction member Nikol Pashinyan said in
reference to the recent incidents at Yerevan State University when
assistant to the rector Gevorg Melkonyan called troops from Akhalkalaki
(Georgian-Armenian students of Samtskhe-Javakheti) to help deal with
the protesting students who had joined the civil movement: “We will not
allow to put a distinction between Artsakhtsis [same as Karabakhtsi]
and Hayastantsis [native of Armenia], or Akhalkalaktsis [historical
Armenian city, now part of Georgia], or Ijevantsis [city in Armenia]. I
am Yerevantsi as much as I am Karabakhtsi or Akhalkalaktsi. Our people
has never fought one against another, our struggle is against violence,
illegality and lawlessness, against anarchy. Hence, this is a struggle
for the sake of the unity of the Armenian nation.”

During the same rally, popular song-writer Ruben Hakhverdyan said
something he was later sharply criticized for: “What is this, why
should someone from a remote Azeri province come and lead us?”,
the reference being that president Sargsyan is native of Karabakh,
formerly part of Soviet Azerbaijan. The social networks and media
exploded with outrage on how an artist who has joined this movement
could have said something like that.

Sanasaryan says: “Raffi is guiding the movement… they are simply
looking for a blunder to immediately strike a blow against him.”

Badalyan is convinced that the current post-election movement is no
threat to the official outcome. According to him — no matter what
name is given to subsequent events — the event titled “presidential
elections” is over and settled.

Sanasaryan counters that: “The pulse of the movement is beating
steady. Raffi does not want to take the road of confrontation,
but I believe that if all the means are exhausted, blocked by the
authorities, there will be a confrontation. Our citizens cannot
tolerate the fact that their votes have been pocketed. The authorities
are not too happy with this method of struggle – an atmosphere of
love and warm greetings — when more and more people keep joining
us. As soon as the authorities feel they are losing, they will resort
to a clash.”

On March 3, 2013, Raffi Hovannisian addressed a Rally for Armenia that
took place at the St. Mary’s Armenian Church, Glendale, California,
via Skype from Yerevan.

Community representatives declared that the February 18 presidential
election was rigged. Speakers, including Armenian Bar Association
Chairman Garo Ghazarian, supported those in Armenia struggling for
justice and freedom.

According to Mass Media rumors, Sedrak Kocharyan, the son of the
second president of Armenia Robert Kocharyan, may leader the Prosperous
Armenia Party ticket at the upcoming elections to the Elders’ Council
of Yerevan.

However, Kocharyan’s Spokesperson Victor Soghomonyan told Zhamanak
newspaper that he heard of that for the first time. The paper writes
that the top leadership of Prosperous Armenia convened on February
24 in Aghveran and studied the given issue.

“Though, Leader of the party Gagik Tsarukyan was not in the country
those days, the party leadership discussed the issue with his consent,”
Zhamanak writes referring to own sources. By ArmInfo’s data, Prosperous
Armenia is studying also the candidature of Gurgen Arsenyan, MP from
PAP, Leader of the United Labor Party, businessman, for the post of
Yerevan mayor.

YEREVAN. – The recent presidential election in Armenia should have been
more free and fair, and this could be considered a lost opportunity
for the country, Regional Studies Center Director, political analyst
Richard Giragosian said during a press conference on Tuesday.

He reflected on three matters: the pre-election season, the
significance of the election, and the current situation.

Giragosian noted that there was a lack of competition during the
pre-election season. He stressed that there was no doubt about the
election results, and this was the most non-competitive election in
Armenia’s modern history. In his view, each day that followed the
February 18 election brought forth greater evidence of election fraud
and violations.

Giragosian also underscored the Armenian authorities’ capacity to
hold elections. As per the analyst, during the pre-election season
the real challenges were concealed in the society’s profound lack of
trust in elections

Reflecting on the significance of the election, Giragosian noted that
there is deep discontent in Armenia. In his words, some of the votes
received by opposition Heritage Party Chairman Raffi Hovannisian-who is
declared runner-up to the winner, incumbent President Serzh Sargsyan,
as a result of the presidential election that was conducted on February
18, but who claims to be the real winner in the vote-were not his own,
but rather an expression of dissatisfaction by Sargsyan.

“There were political ghosts and political corpses here [during the
election season]. The political ghost is former President Robert
Kocharyan, and the political corpse is the PAP [Prosperous Armenia
Party]. Here we saw a confirmation of the weakening of the strength
of the PAP, and also Robert Kocharyan, who is less active in politics.

Another interesting observation is that the opposition began to unite
after, and not before, the election,” Richard Giragosian stated.

an international short film festival held in Sofia, Bulgaria.

“Silent Dialog” is a novel about two couples dining in the restaurant.

They have lost interests towards each other, and seek for a salvation
in those sitting at the table in front.

The film will be presented at other festivals, as well.

Minorities In Turkey Expect Equal Citizenship From The New Constitut

MINORITIES IN TURKEY EXPECT EQUAL CITIZENSHIP FROM THE NEW CONSTITUTION

Minorities in Turkey are raising high expectations over a new
Constitution, Laki Vingas, who is in charge of minority foundations in
the Foundations Directorate General, said yesterday during an Istanbul
panel that gathered Orthodox Parliament members from various countries,
the Hurriyet Daily News reports.

“Turkey is in a process of change. As minority communities, we expect
equal citizenship from the new Constitution,” said Vingas, addressing
the panel titled “The Social Dimension of Monotheistic Religion,”
organized by The Inter-parliamentary Assembly on Orthodoxy (IAO)
at the Hotel Renaissance Istanbul Bosphorus.

Vingas made a speech titled “Religious minorities as a factor of
democracy and co-existence,” in which he underlined the minorities’
hopes from the new Constitution.

The conference was held on Mar. 3 and 4 with the attendance of Fener
Greek Patriarch Bartholomew, Turkey’s Armenians Acting Patriarch
Archbishop Aram Ateºyan, President of the IAO General Assembly and
Member of the Russian State Duma, Sergei Popov. Parliament members
from Greece, Finland, Russia, Armenia, Egypt, Poland, Georgia, Serbia,
Bulgaria and Greek Cyprus were present at the panel.
