EU URGES TO ADVANCE PEACEFUL SOLUTION TO NAGORNO-KARABAKH CONFLICT

The European Union urges both parties to the Armenia-Azerbaijan
conflict over Nagorno-Karabakh to promote and encourage a peaceful
solution.

Head of the EU Delegation to Azerbaijan Roland Kobia made the
statement at a press conference on Wednesday. Kobia added that the
sides also need to strengthen confidence-building measures.

“We saw a low path of negotiations on the conflict between Azerbaijan
and Armenia on Nagorno-Karabakh in 2012,” Kobia said. “The European
Neighborhood Policy (ENP) progress report 2012 includes
recommendations for Azerbaijan and Armenia to step up the efforts to
reach peaceful resolution of the conflict.”

Kobia went on to say that the EU has a special representative on this
conflict and it would be very useful if he had access to the occupied
territories.

Azerbaijan and Armenia fought a lengthy war in the early 1990s.

Armenian armed forces have since occupied over 20 percent of
Azerbaijan’s internationally recognized territory, including
Nagorno-Karabakh and seven adjacent regions. The UN Security Council
has adopted four resolutions on Armenia’s withdrawal from the
Azerbaijani territory, but they have not been enforced to this day.

A precarious cease-fire was signed in 1994. However, units of the
Armenian armed forces commit armistice breaches on the frontline
almost every day.

Russia, France and the U.S. — co-chairs of the OSCE Minsk Group —
are mediating peace negotiations. Peace talks
have been mostly fruitless so far.

Kobia also noted the importance of confidence-building measures,
saying that the EU calls on both parties to promote an overall
environment which would encourage and support peace activities.

Last year it was reported that EU Special Representative for the South
Caucasus Philippe Lefort plans to visit the Armenia-occupied
Azerbaijani territories.

However, the Azerbaijani government urged Lefort to explain the
purpose of his planned visit to Nagorno-Karabakh.

“Nagorno-Karabakh is under occupation and one can visit these areas
only after obtaining Azerbaijan’s permission,” Deputy Foreign Minister
Araz Azimov stated then.

Azimov noted that for now the EU is not involved in the conflict
settlement, but only supports the efforts of the OSCE Minsk Group. In
the future, however, the EU may be involved in resolving any issues
related to the conflict, the deputy minister said.

NEW FILM EXPLORES IDENTITY, MEMORY, AND BORDERS IN TROUBLED SOUTH CAUCASUS

Elmira Ismayilova is Azerbaijani. But ask her native land and she
will tell you Yerevan.

The Armenian capital is where her grandparents and great-grandparents
lived for decades, the city where she became an actress, got married,
and raised children.

But despite her family’s deep roots in Yerevan, Ismayilova says she
was always aware she was viewed as an outsider.

“My son was playing in the yard with other children — Armenians,
of course. Suddenly, I saw him coming up the stairs in tears,” she
recalls. “I asked him why he was crying. He said, ‘They called me a
Turk.’ I said there was no need to cry and that he should be proud
to be a Turk. I took him by the hand and went downstairs.

“Our neighbors, of course, said not to worry about it: ‘They’re just
children. They don’t know what they’re saying.’ I said in Armenian,
‘If you didn’t say this at home, your children wouldn’t repeat it in
the street.'”

Ismayilova, a veteran actress with the now-displaced Yerevan State
Drama Theater of Azerbaijan, is just one of the subjects grappling with
the questions of home, identity, and memory in a new documentary called
“Memories Without Borders,” which looks at the legacy of conflict in
the lives of ordinary Azerbaijanis and Armenians.

‘Secret’ Armenian Heritage

The 50-minute film, sponsored by the European Union and the
London-based NGO Conciliation Resources, comprises four segments
filmed separately in Istanbul, Baku, southern Armenia, and
Nagorno-Karabakh. (See the film in full below.)

In one, a young man living in Turkey speaks of his family’s shame at
their “secret” Armenian heritage.

In another, an elderly filmmaker living in the southern Armenian
border city of Goris recalls the time when, as a young border guard,
he momentarily trained his rifle on a Turkish soldier, overcome
with hatred.

In yet another, Armen, a brash young man raised in France, discovers
his Armenian roots and returns to Nagorno-Karabakh to raise a family
and reverse his family’s long history of escape and assimilation –
a history that began with his grandfather fleeing his home in Bursa
to avoid the Ottoman massacre.

“Why would I want to go to Bursa? To feel the loss of the property
my grandfather had there? Why would I do that?” Armen says. “My
grandfather left the country during the genocide. I also left and
headed for another country. You can’t restore what you’ve lost,
but you can create something new.”

Raw Wounds Of History

The collaborative project — shot by Armenian, Turkish, and Azerbaijani
filmmakers — touches on the raw wounds of history that continue to
afflict relations in the deeply divided region.

These include the mass killing and deportation of ethnic Armenians
by Ottoman Turks in the early 20th century, a campaign now known by
many historians as the Armenian genocide.

They also include the conflict over Nagorno-Karabakh, the
Armenian-majority separatist region located within Azerbaijani
territory that became the source of a brutal war in the 1980s and
’90s, causing thousands of deaths and forcing the displacement of
tens of thousands of Armenians and Azerbaijanis.

Ismayilova herself is among those displaced. Her troupe fled Yerevan
during the Karabakh war. Today, it ekes out a living as a traveling
theater in Azerbaijan.

“No one wants to live in exile pining for their homeland,” she says
tearfully during the film.

Laurence Broers of Conciliation Resources says the idea for “Memories
Without Borders” first came about in 2009, when Turkish President
Abdullah Gul attended a football match in Armenia — a tentative
move toward detente that was quickly derailed by continued anger
over Karabakh.

“This was the time of the Turkish-Armenian opening and also
the very evident role of the Karabakh conflict in foiling that
initiative,” Broers says. “So we had the idea of a professional
dialogue through film, looking at the human story angle of the
Turkish-Armenian-Azerbaijani axis — how legacies of unresolved
violence are reflected in everyday lives. We did want to avoid a kind
of aggressive finger-pointing. There’s enough of that out there.”

Avoids Taking Sides

While the characters in “Memories Without Borders” are often angry
or emotional about their nation’s history, the film carefully avoids
the questions of outright blame and responsibility.

The point, says the filmmakers, was to show people on all sides of
the conflict that while their views of history may be irreconcilable,
they are on common ground when it comes to the consequences.

The film was screened last month in London, Paris, and Brussels and
has been featured in film festivals in the United States and Canada.

It’s also been quietly introduced to audiences in the South Caucasus,
where one of its Armenian producers, Nouneh Sarkisian, says it’s
generated a passionate response.

“We don’t want to show an artificial reality,” she says. “We want
to show the truth in reality. And that’s why we just found people
[to portray] who are ordinary enough to be understandable but also
have some uniqueness and have something to share in the framework of
their conflict experience.

“I think people in Armenia are open enough to watch this kind of film.

And even if they have some kind of negative reaction — and we had
very different reactions — they are ready to discuss this in a more
or less calm [way].”

‘Public Diplomacy’

Broers likens the South Caucasus audiences to fans at a football
match — “Everyone wants their team to win in the end.”

But he and the filmmakers acknowledge that exposing even small
audiences to the film is a step toward better dialogue, particularly
as state rhetoric over Karabakh grows increasingly bellicose in both
Yerevan and Baku.

Sarkisian and her Azerbaijani colleague, Ilham Safarov, say they hope
the film will eventually be shown on local television stations.

Safarov says even those who may be unmoved by the film itself may
be impressed by what he calls the “public diplomacy” of Turkish,
Armenian, and Azerbaijani filmmakers collaborating together on a
single, harmonious project.

“Public diplomacy isn’t only about realizing projects, it’s also
about establishing personal relationships,” Safarov says. “And I
think it’s a very important thing when we can realize projects by
developing trusting, normal relations and friendly professional ties.

“But to talk about the entire society in general, in both Armenia
and Azerbaijan, of course our relations with each other are basically
negative. You have to admit it. All you have to do is look at newspaper
articles, watch the news, or read the Internet.”

April 9, 2013 has already threatened to enter into history and marked
with unprecedented, two presidential inaugurations.

While Baghramyan 26, is preparing for President Serzh Sargsyan’s
inauguration ceremony, who, according to official data, was re-elected
as a President on February 18, Raffi Hovannisian’s team is preparing
no less. On April 9, we will be witnesses of two inaugurations,
so-called, official and unofficial, “national”.

Serzh Sargsyan will swear in Sport and Concert Complex, Raffi
Hovannisian – in Liberty Square.

So, first Raffi Hovhannisyan has decided to name his inauguration. So
far none of the Presidents’ has had the idea to name “the inaugural
ceremony”, so that it could have a title. They simply said, there was
the President’s inauguration ceremony and that’s all, and found it
enough. On April 9, there will be not Raffi Hovannisian’s inauguration
ceremony in Lberty Square, but inauguration ceremony of “New Armenia.”
“New Armenia” will simply get a physical image in the face of Raffi
Hovannisian, who will swear and assume title of “New Armenia”. This
innovation, in fact, will enter Armenian history, thanks to Raffi
Hovannisian’s not standard way of thinking.

Inauguration of “New Armenia”, in fact, will not be so different from
the presidential inauguration ceremony. Raffi Hovannisian will also
lay his hand on the Bible and RA Constitution, and use his prepared
text of oath, which would, perhaps, be unique.

But the biggest difference of the inauguration of “New Armenia”, is
expected to be an unprecedented number of guests who are coming from
different countries to Freedom Square. In fact, many are already in
Armenia, and participate in regional campaigns with their leader. A
large number of Diaspora will participate, too- from Canada, Finland,
Germany, France, the U.S., the Russian Federation, Moscow, Krasnodar,
Kemerovo …

Armenians, who have come to Armenia, will not only pay their
physical presence and participate in the inauguration ceremony of
“New Armenia”. According to some information, there is already large
number of people who have expressed their willingness to financially
support the government of “New Armenia”.

Raffi Hovannisian’s inauguration ceremony’s the most sensational
moment is that a person can come from the United States, whose
presence is serious enough for the event and will make those laughing
more serious. Kirk Kerkoryan this mysterious person, who has long
and friendly relations with Hovhannisyans’ family. It is said that
if Kerkorian participated in the inauguration and recognized Raffi
Hovhannisyan as a President of Armenia Raffi Hovannisian and, moreover,
Kerkorian, according to internal sources, has also announced about his
willingness to financially support the government, many things could
change. Serzh Tangyan could also attend the ceremony in Liberty Square.

As you see, more than interesting events are expected on April 9. But
what will it give Armenia and the Armenian people, whether it is
within the state formation, and financial resources of external forces
or it is an attempt to force something to the citizens or that is a
frank outburs of those who want the “New Armenia”, which may become
a positive stimulus for change, it is too early to say.

On March 22 you stated during the rally on Freedom Square that mines
belong to people and it is enough to steal them and put them in the
pockets of some people.

There was another proposal that the economic person rules the world
and us, the person for who the economic behavior is important of all.

The philosophy of the economic behavior has a negative aspect – focus
is on generating profit, not on creating something. What is happening
about the mines is in this logic. The model of the economic person has
seized not only the economy but also the state and spiritual cultural
apparatus. When we watched a movie in the past, we were told it is
necessary to be a kind person, now we are told to be a person who gets
the utmost from the world. And you will kill if it will require that.

This behavior is advertised and demonstrated in films, theater and
other forms of culture, as well as music. “Being a king is good” here
is the essence of our music which kills human traits, turning man
to a predator and more because no predator will eat more than their
stomach can take whereas man can eat endlessly and continuously. The
economic man is sitting at all the levels of public administration
who thinks how to use the public institutions to get utmost profit
in both internal and external policy.

What is the state of mining?

A group of local thieves is created who say you are an economic person,
you must generate maximum profit, we will grant you this opportunity
in return for which the lion’s share is given to us. What shall we
do? Let’s think. We can buy a tie and underwear for 50,000 dollars in
a store in the United States. It is true that you can buy the same
thing for a dollar but you are a rich man. You can buy an expensive
car. I explained once for our oligarchs and officials that if 100 years
ago they were officials, their transport would be a donkey. And an
expensive car would be a donkey with a gilded tale, and it is difficult
to tell who is the ass, the donkey whose tail is gilded or the master
who guilds the donkey’s tail. The Spaniards cheated Americans tribes
that shiny objects are more expensive than their gold and exchanged
beads with gold. Now our leadership and oligarchs are doing the same
thing, they are destroying the country, the future of their children,
their grandchildren will not have clean drinking water.

What solutions do you propose to build an economy in Armenia?

In an experiment the rat pushed the button connected to its pleasure
center until it died of hunger. We can do something similar with our
oligarchs and officials without death, of course. In another experiment
the button was connected to the center of pleasure of one rat and
the center of pain of another rat. When the rat pushed the button,
the other rat squeaked from pain. 90% of rats did not continue to
push the button, they sacrificed their own pleasure, whereas people
cannot refuse their pleasure even though their people are suffering.

This is not a simple issue. To rid of this we need to choose the life
of a creative person. We take as much as we need to live a modest
life but we live generously in creative life. We have had such an
experience in our life but it was described as heretic because man
thus differed from predator kind. In Latin America only 1-3% of profit
remained with people who were suffering from poverty. Chavez did
the contrary, and therefore he is worshipped, it is simple justice,
there was growth and growth was used in modest life. But I say that
they can be immodest in science, education, any creative life.

Will great powers hinder?

Armenia is one of the balanced spots of the world and all the
countries have interests here. If we made autonomous decisions,
everyone would respect those decisions and would try to be better
to allow them to have what they need. For them our role and actions
regarding geopolitical issues are more important than our mines.

WASHINGTON-Armenian National Committee of America Eastern Region
Executive Director Michelle Hagopian discussed a full array of Armenian
American policy priorities, including efforts to end U.S.

complicity in Turkey’s denial of the Armenian Genocide, in a series
of meetings with key legislators in Washington.

These meetings reinforced the need for a just resolution of the
Armenian Genocide to mirror those being held by local ANCA committees
in the weeks leading to the April 24th commemoration of this unpunished
crime.

Over the course of the past two weeks, Hagopian met with legislative
offices from New Jersey, Pennsylvania, Ohio, Michigan, New York,
Florida, Massachusetts, and Wisconsin, building on the ongoing local
relationship with Members of Congress from across the Eastern Region.

In addition to justice for the Armenian Genocide, Hagopian focused
on the vital role the U.S. can play to supporting Nagorno Karabakh
self-determination and standing up to Azerbaijani aggression against
its neighbors. Hagopian also discussed Armenian American foreign
assistance and trade priorities, which were outlined in Congressional
testimony by ANCA Legislative Affairs Director Raffi Karakashian
earlier this month.

“These Capitol Hill meetings – coupled with the grassroots efforts in
states and districts across the Eastern U.S. – are the most basic way
the Armenian-American community can continue to cultivate Congressional
relationships so necessary in addressing our core advocacy priorities,”
Hagopian said. “In the days leading up to April 24, we’ll be following
up with Senators and Representatives here in Washington, DC, and back
home as we join together to commemorate the Armenian Genocide.”

These meetings were a precursor to visits by the ANCA Eastern Region
that will take place on April 24, when constituents will travel to
Washington, DC, to participate in the annual Capitol Hill commemoration
of the Armenian Genocide, organized by the Congressional Armenian
Caucus, with the participation of the Embassy of Armenia, the Nagorno
Karabakh Republic’s Representative’s office, and Armenian-American
groups. The event will take place from 6pm to 8pm at Hart Senate
Office Building Room 902.

Manuscripts (Matenadaran) to get acquainted with the treasures of
Armenian culture. As reports Armenpress Sheikh was impressed by the
exhibits of Matenadaran and expressed his gladness over his visit to
Mesrop Mashtots Institute of Ancient Manuscripts.

Responding to the question regarding the existence of such institute
in Kuwait he has noted that Centre of Islamic Manuscripts operates
in Kuwait. KUNA chairman also visited Cafesjian center for arts to
get acquainted with the pieces of modern art.

Delegation of Kuwait News Agency on April 2 arrived in Armenia in order
to sign an agreement of mutual understanding with Armenian state news
agency Armenpress. According to the agreement sides should implement
news and experience exchange, support each other’s reporters, assist
the coverage of events of bilateral interest held in Armenia and
Kuwait, implement photo exchange and promote professional cooperation.

Caucasus Growth Fund Acquires 40% Of Armenia’s New Force For $2 Mill

CAUCASUS GROWTH FUND ACQUIRES 40% OF ARMENIA’S NEW FORCE FOR $2 MILLION

YEREVAN, April 3. /ARKA/. On April 3, the USAID-funded Enterprise
Development and Market Competitiveness (EDMC) Project and the Small
Enterprise Assistance Funds (SEAF) Armenia announced the first equity
investment in Armenia made by the SEAF Caucasus Growth Fund. The
investment contract was signed by Managing Principal Partner of SEAF
Caucasus Growth Fund Esben Emborg and Arthur Hovakimyan, Managing
Partner of New Force LLC – a local distribution company in Armenia.

The fund, investing from $500,000 to $5 million in companies, acquires
30 to 40 percent of their equities for five years with a right to
resell them.

The head of the fund said after signing the agreement that during
the next five years the equity investment will be used to enhance
the company’s activity in Armenia and to expand to Georgia.

He said the funds attracted by the company will be used for creation
of a Emborg said that NewForce will use the investment to create a
regional distribution platform to export and distribute local and
international products (food and non-food), thereby contributing to
increased sales and income for Armenian companies.

He said that SME in Armenia and in Caucasus is a quite complicated
sector, and existence of Small Enterprise Assistance Funds is Armenia
is a good impetus for large investors.

This is the fund’s first portfolio investment in Armenia’s small
business. Some 93 companies have applied for the investment in 23012
and 2013. Armenia’s SEAF looked through 29 of them, since these
companies met all the requirements of the fund. In particular, they
earned at least $500,000 and up to $15 million every year, and they
had no more than 250 employees each.

Two Georgian companies have received financing from the fund as well.

There is no such a company in Azerbaijan so far.

The fund’s investments for Caucasus total $46 million.

The Caucasus Growth Fund is financed by European Bank for
Reconstruction and Development, International Finance Corporation,
Entrepreneurial Development Bank of the Netherlands and the Black
Sea Trade and Development Bank.

The fund was established almost one year ago. It is designed for
investing funds in shareholder capital of small and medium companies
in Caucasus and to lend money to them.

The fund invests money in consumer and business services, agriculture,

New Airline Is To Emerge In Armenian Market: MP Says

NEW AIRLINE IS TO EMERGE IN ARMENIAN MARKET: MP SAYS

YEREVAN, April 3. / ARKA /. Gagik Minasian, chairman of an Armenian
parliament committee on finance and budget affairs, said today a new
airline may emerge in Armenia’s market.

Armenia’s national airline, Armavia, has ceased operations from April
1 and launched bankruptcy procedures due to grave financial problems.

“Over the last three years, the owner of Armavia airline has been
investing finances from (his) other businesses in order to support
the air carrier,” Armavia said in a statement. “However, the current
situation makes it impossible to continue working this way.”

The company linked its inability to pay debts to the consequences of
the world economic crisis that has hit the aviation industry hard.

Founded in 1996 by businessman Mikhail Bagdasarov, Armavia owns one
Airbus A320, three Boeing 737, and four medium-range planes.

“Unfortunately,” Armavia failed to get out of 2009 crisis. Its
bankruptcy was not a surprise, it was predictable. Now a new company,
a more powerful and stable is to emerge in the market,” Minasian said.

Minasian said this issue will be discussed at the state level, since
the problem should be given a most advantageous solution. -0-

GYUMRI. – At the initiative of a group of residents from Armenia’s
City of Gyumri, a march will be held, from Gyumri to capital city
Yerevan’s Liberty Square, to take part in a rally to be held there
on April 9-that is, the day when President Sargsyan is scheduled to
formally swear in for a second term in office, and also when opposition
Heritage Party Chairman, former FM Raffi Hovannisian plans to swear
in, at Liberty Square, as Armenia’s new president.

“This is a protest whereby we express our dissatisfaction with the
large-scale fraud during, and the official results of, the presidential
election that was conducted on February 18.

“We will fight until justice prevails. Heritage Party Vice-Chairman
Armen Martirosyan will accompany us all through the march.

“We will start the march on [Sunday,] April 7, at 9am, from Gyumri’s
Theater Square. The residents of all cities and villages on the
Gyumri-Yerevan road may join us along the way.

“This march is a civil initiative that is carried out within the law,”
the march organizers’ press release states in particular.

“The United States wants a resumption of Kars-Gyumri-Nakhijevan railway
operations, which will be advantageous to the Armenians, the Turks,
as well as to the Russians who will made considerable investments
in the Armenian railway,” Turkologist Artak Shakarain told reporters
today, when commenting on regional developments.

He said the operation of Kars-Gyumri-Nakhijevan railroad will allow
Russian Railways Company to operate the Armenian railways at full
capacity.

“The Azerbaijanis are against this option as it would mean the end
of Armenia’s blockade, which contradicts Baku’s interests,” the
expert noted.

In his words, by re-launching the abovementioned railway, President
Barack Obama wants to take a positive measure for the Armenians ahead
of the Armenian Genocide Remembrance Day on April 24.
