L’OSCE : UNE NOUVELLE TOURNEE DANS LA ZONE DU CONFLIT DU HAUT KARABAGH

Nouvelle tournee des copresidents du Groupe de Minsk au Karabagh et
en Armenie

Comme ils l’avaient annonce a l’issue d’entretiens separes a Paris
avec les ministres des affaires etrangères d’Armenie et d’Azerbaïdjan,
les copresidents francais, russe et americain du Groupe de Minsk de
l’OSCE ont effectue une nouvelle tournee dans la zone du conflit
du Haut Karabagh les 19 et 21 mars. Ils se sont rendus en Armenie
et au Karabagh, dont ils ont rencontre les plus hauts dirigeants,
et ont effectue une visite en Azerbaïdjan debut avril.

Soucieux de relancer le processus de paix entre Armeniens et Azeris
dans l’impasse depuis près de deux ans, les mediateurs francais,
russe et americain du Groupe de Minsk de l’OSCE ont effectue une
nouvelle tournee dans la zone du conlit du Karabagh du 19 au 21
mars. Rompant avec une certaine tradition, les trois copresidents
du Groupe de Minsk, l’Americain Ian Kelly, le Russe Igor Popov et
le Francais Jacques Faure, effectuent leur mission en deux temps :
ils ont visite dans un premier temps l’Armenie et le Haut Karabagh,
l’Azerbaïdjan faisant l’objet d’une visite distincte debut avril. Les
trois diplomates ont commence leur tournee le 19 mars a Stepanakert où
ils ont rencontre le president Bakou Sahakian et d’autres responsables
du Haut Karabagh. Le jeudi 21 mars, ils ont rencontre le president
armenien Serge Sarkissian et son ministre des affaires etrangères
Edouard Nalbandian a Erevan.

“Nous echangeons des idees a ce stade”, a indique M. Kelly sans
plus de precisions. Les services de presse de MM. Sarkissian et
Nalbandian n’ont pas ete plus prolixes. Les mediateurs avaient
annonce leur intention d’effectuer une nouvelle tournee dans la
region a l’issue d’entretiens separes avec M. Nalbandian et son
homologue azerbaïdjanais Elmar Mammadyarov a Paris au debut du
mois. Dans une declaration commune publiee a Paris, ils avaient
“reaffirme leurs preoccupations” concernant les projets armeniens
de remise en service de vols commerciaux vers le Karabagh ainsi que
les menaces de l’Azerbaïdjan visant a les empecher par la force. Ils
avaient aussi exprime leur preoccupation concernant les violations
persistantes du cessez-le-feu dans la zone du conflit. Le projet de
remise en service du tout nouvel aeroport du Karabagh a ete aussi
manifestement au c~ur des discussions qu’ont eues les mediateurs
a Stepanakert. “Nous continuons a travailler dans cette direction
et nous avons des propositions concrètes qui sont etudiees par les
differentes parties”, a indique Jacques Faure, le copresident francais
du Groupe de Minsk devant les journalistes dans la capitale du Haut
Karabagh, sans apporter lui non plus plus de precisions sur la nature
de ces propositions.

LE CHEMAGE PROBLEME NUMERO UN POUR LES ARMENIENS

Plus de 50% des 1066 habitants d’Erevan interroges par l’association
Gallup International les 9, 10 et 11 mars ont souligne que le chômage
est le plus grand problème en Armenie.

Gayane Dajunts, chef de l’unite en charge des etudes, a declare que
37% des sondes ont souligne l’inflation, 19% la corruption, 13% des
problèmes dans le système educatif, 12% la migration, 10% les soins
medicaux , 10% les taux d’imposition eleves, 2% les faibles salaires
et 1% les faibles pensions.

Aram Navasardyan, directeur de l’institut Gallup International Bureau
armenien, de son côte, a souligne qu’aucune difference significative
n’a ete constatee entre le resultats de cette enquete et celle menee
fin novembre 2012.

FOREIGN INVESTMENT IN ARMENIA FALLS OVER 2012

According to data from the Armenian National Statistical Service
quoted by ARKA News, foreign investment received by the country
over last yeartotalledUSD1.6 billion, falling by some 8.5% from
the previous year. In particular, foreign direct investment (FDI)
plummeted by over one-quarter,totallingaround USD657 million in 2012.

Further, it was reported that the most important foreign investor in
the Armenian real economic sector was France, with a total contribution
of some USD230 million, all of which was FDI. Russia and Canada were
the next most important investment sources. Around half of total FDI
received by the real economy waschannelledto the telecommunications
sector, while nearly 10% was allocated to real estate activity.

Significance:The now reported foreign investment results well fit our
latest projections, while the FDI total, in particular, comes somewhat
lower than we expected. Encouragingly, the latest developments have
seen the Armenian external deficit narrowing somewhat, as the recent
economic downturn restricted imports and the high global metal prices
boosted metal sector export values. Consequently, we estimate that the
current-account gap last year was mostly covered by non-debt-creating
FDI inflows. In our baseline scenario, we expect this to remain the
case in the coming quarters as well. Amid the overall strengthening
of the external finances, also pressures from interest payments
on Armenian credit profile seem to have recently eased, and the
liquidity has strengthened enough so that we carried out a minor
upward adjustment in our short-term sovereign risk for Armenia in
our latest forecast round (seeArmenia: 27 March 2013:). Importantly,
however, liquidity has not improved enough for us to carry a sovereign
upgrade regarding the medium-term rating. In fact, although the
current-account position has improved, it still remains unsustainably
wide, and we see risks related to Armenian foreign currency inflows as
very high. Especially in the current unstable external environment,
we definitely see the volatility in these as a factor constraining
Armenian creditworthiness. The now reported fall in FDI only underlines
these risks.

‘HYE’ HARMONY: CREATING DREAMS FOR ARMENIAN CHILDREN

On Dec. 7, 2012, the Arab American National Museum in Dearborn, Mich.,
sponsored a musical concert titled “Hye Harmony: Creating Dreams for
Armenian Children.” The event was part of the museum’s ongoing
cultural series known as Global Fridays, and was unique in that half
of the ticket proceeds benefited the Armenian Relief Society (ARS) and
its program assisting the children of Nagorno-Karabagh.

The Hye Harmony concert featured Detroit’s Ara Topouzian, a 2012
Kresge Artist Fellow, on kanun; Sean Blackman on guitar; and from New
York, the vocal talents of Hooshere Bezdikian. These three artists
were accompanied by Mark Gavoor on oud and Michael Shimmin on
percussion. The musical program consisted of Armenian folk vocal and
instrumental music along with several original compositions. This
sold-out concert was held on a significant date for the Armenians, as
on Dec. 7, 1988, the devastating earthquake in Armenia killed and
displaced thousands, including many children.

“The museum asked for an Armenian charity we would be interested in
donating to, and in my mind there was no doubt that the ARS should be
the recipient for these funds. The work they have done I have
witnessed first hand through my father [Armenian Topouzian] and his
efforts in helping the children of Armenia,” said Ara Topouzian.

Over thousand of dollars were donated on behalf of the Arab American

Dormitory #1, located at 22 Garegin Nzhdeh Street in Gyumri, was
given the status of a 3rd grade damaged structure after being hit by
the 1988 earthquake. Ten families live within its walls. The families
do not qualify for new apartments since they weren’t left “homeless”
by the earthquake. Talk about an extremely legal interpretation of
the law. These families cannot even register their damaged apartments
as private property.

OSCE Minsk Group Co-Chairs Had Unofficial Meetings In Artsakh

OSCE MINSK GROUP CO-CHAIRS HAD UNOFFICIAL MEETINGS IN ARTSAKH

YEREVAN, APRIL 5, ARMENPRESS. The OSCE Minsk Group Co-Chairs had a
number of unofficial meetings with the authorities of the Nagorno
Karabakh Republic on April 4. The Press Spokesman of the President
of the Nagorno Karabakh Republic Davit Babayan stated this in a
conversation with “Armenpress”. Among other things Davit Babayan
noted: “Today they will go back to their countries. They have already
conducted two monitorings of the frontier on April 4 and 5.”

The OSCE Minsk Group Co-Chairs Igor Popov (Russian Federation), Jacques
Faure (France), and Ian Kelly (United States of America) paid a visit
to Baku on April 1. The Co-Chairs discussed the Nagorno Karabakh issue
and the results of their recent meeting with the Minister of Foreign
Affairs of the Republic of Armenia and the Minister of Foreign Affairs
of Azerbaijan in Paris.

Sooner or later Turkey will have to recognize the Armenian Genocide,
Armenia’s Permanent Representative to the UN Karen Nazaryan said
during a UN scientific conference on genocide prevention on Thursday.

The press service of Armenia’s Foreign Ministry quotes Nazaryan as
saying that today genocides occur in different places worldwide and
the international community must pool its efforts to punish those
committing them.

Nazaryan said that Armenia will continue its efforts to attain the
international recognition of the Armenian Genocide, and despite its
current denial policy, Turkey will sooner or later have to admit
the truth.

The Armenians of Akhalkalaki and Ninotsminda have organized a picket
in front of the State Office of Georgia in Tbilisi demanding a meeting
with Prime Minister Bedzina Ivanishvili.

As “Georgia-online” reported, the purpose of the participants in the
action was to acquaint Ivanishvili with the true situation in Javahkh,
as there are many problems in the region that should be resolved.

The picket-men said that ex-premier of Georgia, Vano Merabishvili,
has recently visited Javahkh, met his supporters there, and now he is
trying to assure the leadership of the country that the situation in
the region is not calm. “But it is not so”, – the picket-men assured.

The Reintegration Minister, Paata Zakareshvili, met with participants
in the action.

Karabakh freedom fighter, commander of Sassun squad Sassun Mikayelyan
attended today the funeral of Proshyan village governor Hrach
Muradyan. Mikayelyan said for him the murder of the village governor
does not fit in any logic.

“The circumstance that such person is being murdered in broad daylight
means that no law operates in this country, no values exist and
riffraff like Kaval [Kotayk province governor Kovalenko Sahgeldyan]
are on power and dictating,” he said speaking to Tert.am.

Speaking about the murdered governor, Shahgeldyan said Muradyan was
low level governor, which raised the anger of people who knew him.

“This all means that riffraff like Kaval may give such assessment to a
hero, a freedom fighter who passed through war. People like Kaval, not
aware of this country allow themselves give such assessments,” he
said, adding that everything has mixed up today.

Sassun Mikayelyan said he can say only good things about the village governor.

“He was the person who could not obey to a person like Kaval that is
why the latter expressed such poisonous opinion about him,” he said,
stressing that with his essence Hrach Muradyan could not obey
Kovalenko Shahgeldyan.

L’Azerbaidjan Remercie La Turquie

L’AZERBAIDJAN REMERCIE LA TURQUIE

L’Azerbaïdjan a remercie la Turquie pour avoir annule les vols entre
Van et Erevan. Un porte-parole du ministère des Affaires etrangères
azerbaïdjanais, Elman Abdullayev, a declare qu’Ankara demontrait ainsi
son soutien a Bakou qui etait contre la mise en service de ces vols.

“Ces vols devaient etre effectuees par une entreprise privee [turque],
mais les facteurs politiques et economiques ont prouve qu’ils n’avaient
pas de sens”, a-t-il expliquee dans une interview a 1news.az.

Citant le question du Haut-Karabakh, le responsable a ajoute que “la
pression d’Ankara sur Erevan est importante. Sur ce sujet , nous avons
toujours eu le soutien de la Turquie et nous la remercions pour cela.

La compagnie aerienne turque, Borajet, avait prevu d’effectuer le
premier vol Erevan-Van le 3 avril, conformement a un accord conclu
par les entreprises de voyage armeniennes et turques.

Ce projet avait suscite l’inquietude de l’Azerbaïdjan, qui reste
farouchement oppose a toute forme de cooperation turco-armenienne. Les
hauts fonctionnaires du gouvernement de Bakou ont declare que les
vols aideraient l’Armenie a ” continuer d’occuper les territoires
azerbaïdjanais. ”

Les autorites de l’aviation civile turque sont intervenues et ont
ordonne la suspension de l’ouverture de cette ligne en fin de semaine
dernière. Sans autres explications.

Narekavank Tour, une agence de voyage basee a Erevan qui a essaye
d’organiser les vols avec des partenaires a Van, a critique la decision
d’Ankara qu’elle a jugee “politiquement motivee”. Il n’y a pas eu de
reaction officielle du gouvernement armenien.

Les plans pour les vols Erevan-Van ont d’abord ete annonces par
Narekavank Tour. Le gouvernement turc aurait empeche leur lancement
en septembre 2011. Certains hommes d’affaires turcs installes a Van
avaient critique cette decision.

Bakou avait egalement proteste d’une manière similaire après que le
president turc Abudllah Gul ait felicite son homologue armenien Serge
Sarkissian pour sa victoire a l’election presidentielle du 18 fevrier.

Les protestations vehementes de l’Azerbaïdjan sont egalement presentees
comme le principal facteur expliquant l’echec de la Turquie a
mettre en ~uvre les protocoles signes avec l’Armenie en 2009 (
a moins qu’il ne s’agisse d’un simple partage des rôles entre les
deux Etats, ndlr). Ces protocoles devaient permettre aux deux pays
d’etablir des relations diplomatiques et incluaient l’ouverture de
la frontière avec l’Armenie, que le Turquie garde fermee. A la suite
de ces protestations Ankara avait conditionne la normalisation des
relations avec Erevan a un règlement du Karabakh acceptable pour Bakou.
