Turkey should not be isolated from the Nagorno-Karabakh negotiation
process between Azerbaijan and Armenia but should instead be a key
actor, Azerbaijani politician Isa Gambar has stated.

“The most important and effective peace project would be the one that
includes Turkey,” said Gambar, the leader of the Equality Party, in
an interview with Today’s Zaman last week. “We think Turkey should
be included in the negotiation process.”

Negotiations to resolve the Nagorno-Karabakh conflict have been
continuing under the Organization for Security and Cooperation in
Europe (OSCE) Minsk Group, co-chaired by France, Russia and the US and
established in 1992. The other participating states in the group are
Turkey, Belarus, Germany, Italy, Portugal, the Netherlands, Sweden
and Finland, in addition to Armenia and Azerbaijan.

“The mediator countries leading the Minsk Group have delayed in
offering a comprehensive peace solution in Karabakh. All of them are
trying to maintain the status quo and look after their own interests
in the region while this problem persists,” Gambar criticized. “Turkey
should have assumed a more active task during the negotiation process.”

To date there have been no significant developments in the process.

Nagorno-Karabakh, an enclave located within Azerbaijan and
predominantly populated by ethnic Armenians, together with seven
Azeri-populated adjacent territories, was occupied by Armenian forces
under the command of current Armenian President Serzh Sarksyan in a
bloody six-year war between 1988 and 1994, leaving 30,000 dead and
nearly a million displaced.

‘Turkey should further deepen ties with brotherly Azerbaijan’

Gambar maintained that Turkey’s interest towards the South Caucasus
region and Azerbaijan has increased in recent years, but that it isn’t
sufficient. “Turkey should focus on further strengthening its ties
with the South Caucasus and Azerbaijan,” he said. On that subject,
Gambar said he appreciated the creation of a trilateral cooperation
deal between Turkey, Azerbaijan and Georgia in late March.

In a joint meeting held in Batumi on March 28, Turkish Foreign Minister
Ahmet Davutoðlu, Azerbaijan’s Elmar Mammadyarov and Georgia’s Maia
Panjikidze signed a cooperation deal on a wide range of issues,
including the economy, energy, environment, culture, education and
sports, to enhance existing mutual trust and cooperation.

The Turkish-Azerbaijani energy cooperation under the Trans-Anatolian
gas pipeline (TANAP) project is also a key element in terms of
strengthening ties between Turkey and Azerbaijan. TANAP is a major
project for Turkey, which, with its energy needs rapidly growing,
aims to become an energy hub, a passageway to Europe for Caucasian
and Middle Eastern energy resources.

Azerbaijan and Turkey signed an intergovernmental agreement on June
26 on the TANAP project. In December of last year, the two countries
signed a memorandum of understanding to establish a consortium to
build a gas pipeline to supply gas from the Shah Deniz field to Europe
through Turkish territory.

Ara Topouzian hosts a panel discussion and presents information about
Armenian and Middle Eastern music on April 12.

Farmington Hills resident Ara Topouzian, who is City of Novi Economic
Development Director by day and Kresge Artist Fellow by night, will
introduce audiences to Armenian and Middle Eastern music and more
during Art X Detroit Week April 10-14.

“Detroit Hye Times”, held at The Wright Museum Contemporary Arts
Gallery in Detroit on April 12, 6:15 p.m., features a panel discussion
and workshop with Topouzian and two other prominent Armenian musicians:
Oud virtuoso Mal Barsamian from Boston, MA, and Northeastern University
Professor/clarinetist, Leon Janikian.

They will lead a discussion on the origin of Armenian and Middle
Eastern instruments and discuss the history of traditional Armenian
music, with the trio performing samples of the music. This will be
followed with a presentation by Topouzian on the history of Armenian
folk music performed in Metro Detroit starting in the early 20th
Century.

“Detroit has been home to over 40,000 Armenians in the metro Detroit
area since the turn of the 20th Century,” said Topouzian. “I want to
show the public the important role Armenian musicians played in the
development of the Detroit community. These musicians came from the
‘old country’ and brought with them folk songs and their identity to
Detroit. This workshop is a way to honor their work and contributions
to Motown.”

The workshop will be followed by a concert of traditional Armenian folk
and dance songs from 8:15 p.m.-10 p.m. featuring all three musicians,
as well as Michael Shimmin on percussion. Both the workshop and
concert are free.

Topouzian, the 2012 Kresge Artist Fellow, plays the Kanun, a
76-stringed laptop Middle Eastern harp. He has performed as both
a solo musician and ensemble musician with Armenian and Middle
Eastern artists throughout the country. In 2012, he appeared as a
guest soloist with the Virginia Commonwealth University Symphony,
performing an original concerto written for the Kanun.

An Armenian born in America, Topouzian grew up listening to music
that describes simple village life or love and has been passed
down by generations. The music is Topouzian’s identity and tells a
distinct story that he wants to continue to tell to the new Armenian
generations so they never forget, as well as to educate non-Armenian
audiences that otherwise may never know about or hear the beautiful
and rich music of Armenia.

“It is important to me as an Armenian-American and as a musician to do
my part in preserving the history of our folk music,” said Topouzian.

“As generations become older, the music I play is in jeopardy of
extinction. I owe it to my heritage and the past musicians to do my
part in keeping this music alive, music that tells the story of the
Armenian people – both good and bad.”

Interview with NKR Minister of Agriculture Andranik Khachatryan

– Mr. Khachatryan, the period of intensive agricultural activities has
started. Please, describe the process of spring spadework.
– Given the effectiveness of cultivation of spring crops, the
Government takes corresponding steps for expanding the area every
year. According to the Ministry’s operative data, 60909.8 hectares of
land were ploughed for the 2013 crops; 48587.3 hectares were prepared
for winter wheat and the rest 12322.5 ha made spring sowing- and
arable lands.
To date, spring sowing of crops has been implemented on 1065 hectares
of land, including 10.6 hectares – under wheat, 261.5 ha – under
barley, 440.4 ha – under spelt, 20 hectares – under maize, 139.3
hectares – under potato, 24.5 hectares – under alfalfa, 40 hectares –
under melilot, 70 hectares – under winter-cress, and 58.7 hectares –
under vegetables. As state assistance, land cultivators will get crops
seeds for spring sowing, covering 50% of their cost. As of today, 100
tons of beech seeds, 80 tons of potato seeds, 5 tons of clover seeds,
22 tons of melilot seeds, 12 tons of sorgo-sudan grass seeds, and 19.4
tons of corn seeds have been imported. Works on importing 60.6 tons of
corn seeds, 8 tons of sunflower seeds, 18 tons of sorghum seeds, 30
tons of alfalfa seeds, and 150 tons of melilot seeds are underway. For
organizing the spring field works, in 2013, the NKR Fund for Rural and
Agricultural Support stored and is still importing different
fertilizers and other toxic substances to the Republic. To date, 7
tons of leaf nutrients, 900 liters of herbicides, 100 liters of
insecticides have been imported. It should be noted that in late 2012,
the residue available in the storage amounted to 1830 tons of various
mineral fertilizers, 3.8 tons of leaf nutrients and over 170 liters of
different herbicides. As of today, fertilization and feeding works
have been fulfilled on 2255 hectares of land, on over 28200 hectares
of land – works on struggling pests and diseases, on 1435 ha –
struggling works against weeds, and on 1835 hectares – irrigation
works.
– You often visit regions and meet with land users. What
problems occur during the work? Is there any shortage of manpower or
resources? And how do you generally assess the spadework on spring
sowing?
– I assess the spadework and the current works as
satisfactory. Sometimes, we face difficulties seemingly related to
technical problems, but our observations testify that the difficulties
are of organizational character in place and not of technical. Land
users should timely resolve the technical issues with equipment owners
in order that the spring sowing and other field works are conducted in
time. For the effective organization of the spring sowing and
harvesting, the Ministry of Agriculture take corresponding measures
for providing the corresponding agricultural equipment. According to
the calculations, the Republic possesses enough equipment for
conducting the works on the proper level. According to the information
of the ministry, there are 1946 units of agricultural equipment in the
Republic. For renovating the agricultural equipment, the NKR Fund for
Rural and Agricultural Support imported 1335 units of agricultural
machines and equipment.
– This winter was dry. How will it impact the results of
the agricultural production?
– Though this winter was not snowy, experts do not assess
it as dry. There were precipitations in the winter months, though not
in the form of snow. And if we take into account that the
precipitations in this March have exceeded those of the last year
March, then we can say that if it goes so, the conditions for normal
crop will be more stable.
– As far as we know, the President expressed his
dissatisfaction with the activity of the Republican Veterinary
Laboratory. Why? How do you plan to increase the efficiency of the
structure?
– Given the importance of providing food security, a new
building for the Republican Veterinary Laboratory was built and put
into operation on October 15, 2012, which currently has a food
department. The Ministry of Agriculture took corresponding measures to
provide the necessary equipment for the laboratory.
– As we know, the old and good traditions of weaving will
be tried to restore in Artsakh in the nearest future. I think the
success of the program will mostly depend on the agricultural
development. Will the NKR be able to provide the enterprise with raw
material (wool, silk)?
– As for the wool production, the existing population of
sheep (101,6 thousands of heads) is promising, which will allow
producing about 100 tons of wool. As for the silk production, it also
demands the needed raw material – production of silkworms, which
supposes expansion of the mulberry trees’ types and areas. Under the
current conditions, everything will depend on the raw material prices,
volumes and profitability.
– What are this-year plans for launching new programs or
improving the existing ones in the agricultural sphere?
– The 2013 state budget has allocated over 3 million drams
for developing the agricultural sphere. The noted funds will be mainly
directed to the implementation of some important regional programs.
The process of funding the cultivation of black grants and corn,
imported fertilizers, pesticides, agricultural machinery, and others
will be also continued. Besides, crops’ seeds program will be
continued in 2013, which will enable us to fully meet the future
demands in qualitative seeds. Like in the previous years, in 2013 too,
works will be conducted to ensure the security of the harvest from
natural disasters. Given the importance of solving the problem of food
security, the NKR Government’s 2012-2017 activity program envisaged
elaboration of the «NKR Concept of Ensuring Food Security». The works
in this direction began in 2012 and will be completed this year.

Israel commemorates Holocaust Remembrance Day

Holocaust Remembrance Day events began on Sunday night at 8 P.M. with
the official ceremony at the Massuah Institute for Holocaust Studies
in Kibbutz Tel Yitzhak. The ceremony marked the 70th anniversary of
the Warsaw Ghetto uprising.

At the ceremony, Holocaust survivors lit six torches in memory of the
six million victims. The torch-bearers were accompanied by their
grandchildren and an Israel Defense Forces honor guard, according to
Haaretz.

On Monday, Holocaust Remembrance Day, a siren sounded for two minutes
at 10 A.M. when Israelis all over the country stood up in silence.

At the Knesset, President Shimon Peres took part in a ceremony
commemorating the solemn day, which began at 11 A.M..

Later in the day, a wreath-laying ceremony was held at the Warsaw
Ghetto Square at the Yad Vashem Holocaust memorial.

In Yad Vashem’s Hall of Remembrance, some of the names of those
murdered in the Holocaust were recited as part of the `Unto Every
Person There is a Name’ project.

réunie à 15h30 à Paris pour commémorer le 19e anniversaire du génocide
des Tutsi au Rwanda. De nombreuses personnalités ou associations
étaient présentes pour entourer Marcel Kabanda, Président d’Ibuka, et
Alain Ngirinshuti, Vice-Président. Comme chaque année, le Collectif
VAN était partenaire de cette action, et sa présidente a pris la
parole au Mur de la Paix au Champ de Mars.

Chers amis,

Je viens vous apporter un message de l’Association Collectif VAN
[Vigilance Arménienne contre le Négationnisme]. Un message de
solidarité et d’amitié Ã l’occasion de la 19e Commémoration du
génocide des Tutsi, mais également, pour ceux d’entre nous qui avaient
plus de 20 ans en 1994, un message de honte : où étions-nous il y a 19
ans ? Qu’avons-nous fait pour que ne se reproduise pas à l’encontre
des Tutsi du Rwanda l’extermination planifiée et systématique d’un
peuple, visé pour son origine ethnique, religieuse ou sociale, une
extermination que nous, descendants des victimes du génocide arménien
de 1915, connaissions trop bien ?

Rien. Nous n’avons rien fait.

Nous sommes doublement responsables pour notre silence : en tant que
porteurs de la mémoire du peuple arménien, victime de génocide, mais
aussi en tant que Français. Aujourd’hui, près de 20 ans après les
faits, il est temps que la France s’interroge sur ses responsabilités,
il est temps que la France cesse d’être un repaire pour génocidaires,
il est temps d’enseigner le génocide des Tutsi. Enfin, il est temps
d’offrir aux rescapés un mémorial pour se recueillir, ici, Ã Paris,
capitale des Droits de l’Homme.

Nous le savons tous : Ã partir du 7 avril 1994 et en cent jours, plus
d’un million d’hommes, de femmes et d’enfants ont été massacrés parce
qu’ils étaient Tutsi. Ce plan, nous qui sommes vos sÅ`urs et frères
juifs et arméniens, nous le connaissions par cÅ`ur. Car les
génocidaires manquent d’inspiration, jusqu’au mois qu’ils choisissent
pour démarrer leurs méfaits.

Avril n’est plus le « mois du lait » comme on le dit au Rwanda, il est
devenu le mois du sang.

C’est pourquoi, le Collectif VAN vous accompagne en ce jour de mémoire
du génocide des Tutsi, déclenché un 7 avril.

C’est pourquoi, le Collectif VAN se joint aussi à la cérémonie de Yom
HaShoah des 7 et 8 avril : elle rend hommage aux 6 millions de Juifs
exterminés en Europe et aux 76 000 Juifs de France, déportés et
exterminés.

C’est pourquoi, le Collectif VAN, qui a mené le vendredi 5 avril, avec
un peu d’avance sur le calendrier, son action de sensibilisation
dédiée cette année au génocide arménien et à sa négation, vous invite
à commémorer les 23 et 24 avril prochains, le 98e anniversaire du
génocide arménien.

Et c’est pourquoi, le Collectif VAN combat la négation de tous les génocides.

Notre seule force, c’est notre solidarité.

Aujourd’hui, ici, nous sommes tous des Tutsi.

Le 7 avril 1994, nous avons été découpés à la machette, dépecés,
déshumanisés, mais nous sommes en vie pour témoigner. Sans doute parce
qu’Avril, en arménien, se dit « Abril » [Ô±ÕºÖÕ«Õ¬] et qu’Abril signifie «
Vivre ».

N’oublions pas. N’oublions rien.

A Loches, une famille arménienne menacée d’expulsion

D’origine arménienne, un couple et ses trois enfants scolarisés se
battent pour rester en France. La mère de famille est sur le point
d’accoucher. ` On n’est plus dans le pays des droits de l’homme ` Les
raisons de la préfecture

A 14 ans, Anouch(*) est une bonne élève de 4e au collège Georges-Besse
de Loches. Comme sa petite sÅ`ur de 7 ans qui se débrouille bien Ã
l’école primaire Vigny. Leur frère de 13 ans, collégien, est un peu
plus turbulent. Il n’est pas là alors que tout le monde goûte en cette
fin d’après-midi? : il est au foot. Une famille classique, en somme.

Pourtant… « Quand nous avons reçu les papiers » d’expulsion, « nous
étions stressés », confie leur mère Anaïs(*). Mais, depuis peu, cette
femme et son mari – 35 ans et 37 ans – respirent un peu? : l’antenne
lochoise d’Amnesty International les épaule, avec l’appui de Réseau
éducation sans frontières (RESF).

Appeler le Samu social tous les jours

Toute la famille a dû fuir l’Arménie (lire par ailleurs). A leur
arrivée en France, en juillet 2009, les enfants ont immédiatement été
scolarisés et parlent très bien le français. Tous les cinq ont d’abord
vécu en région parisienne, Ã Créteil. Ils ont fait une demande d’asile
qui leur a été refusée le 21 avril 2011. A partir de ce moment-lÃ,
leurs conditions de vie se sont encore dégradées? : « On appelait le
Samu social tous les jours, allant d’hôtel en hôtel. » C’est la
rencontre avec une femme d’origine arménienne ayant un pied-Ã-terre Ã
Loches qui va les amener en Indre-et-Loire. Depuis septembre 2011, ils
sont hébergés dans une dépendance de cette résidence secondaire. De
quoi souffler un peu. Mais, sans papiers, impossible de travailler
pour le père de famille, qui, outre l’arménien, parle le russe, le
polonais et un peu de français. Encore moins d’exercer sa profession
de joaillier. Toute la famille vit avec une aide financière totale de
600??¬ et doit fréquenter en particulier les Restos du cÅ`ur. Et ils
seront bientôt six? : un bébé doit naître incessamment. Anouch,
choquée par ce qu’elle a vécu, souffre de troubles psychosomatiques.
Ses parents ont donc déposé des demandes d’autorisation de séjour pour
accompagnement d’enfant malade. Le refus de la préfecture de Tours,
daté du 29 janvier pour le père de famille, est assorti d’une
obligation de quitter le territoire français pour retourner en Arménie
ou dans « le pays dont sa femme a la nationalité ». Cette dernière a
reçu de la préfecture un refus de séjour en date du 18 février.
Considérée comme azérie, elle est sous le coup d’une obligation de
quitter la France pour l’Azerbaïdjan. Un pays qu’elle ne connaît pas.

` Parce que c’est un pays stable `

> Parcours. Le couple a fui l’Arménie une première fois dans les années 90 pour gagner Gdansk, en Pologne, où ses deux plus grands enfants ont vu le jour. Le père d’Anaïs(1) venait d’être assassiné parce qu’il était azéri, expliquent les militants d’Amnesty International. Une guerre a, en effet, opposé l’Arménie et l’Azerbaïdjan jusqu’en 1994. Au bout de cinq ans, la famille, clandestine en Pologne, a été expulsée. Elle a retrouvé l’Arménie(2). Mais, malgré la fin du conflit, les menaces et les persécutions ont continué, la poussant à prendre une nouvelle fois le chemin de l’exil. En juillet 2009, via la Georgie, la Turquie et l’Italie, tous les cinq sont arrivés en France « parce que c’est un pays stable et démocratique », explique la mère de famille.

Lors d’une manifestation, le 5 avril, sur la place de la Liberté, le
leader du parti Héritage qui, revendiquant la victoire lors des
élections présidentielles du 18 février, se prépare à « prêter serment
», le 9 avril, parallèlement à Serge Sarkissian, a appelé les
travailleurs et les étudiants à faire grève pour rejoindre son
rassemblement. Il a en outre exhorté les autorités à ne pas envisager
de faire venir des soldats du HK en Arménie pour contrôler les rues de
Erevan. Il a également appelé les autres groupes d’opposition à
rejoindre sa manifestation. Selon Haykakan Jamanak, le discours de M.
Hovhannissian a été particulièrement dur.

Les quotidiens relèvent par ailleurs que, tout en autorisant la
manifestation de R. Hovhannissian du 9 avril, la mairie d’Erevan n’a
pas autorisé la marche de ses partisans sur la rue Baghramian où est
situé le Palais présidentiel.

Lundi 8 avril, le parti Héritage a dénoncé, dans une déclaration, des
pressions, voire des mises en garde, de policiers à l’adresse des
citoyens dans les régions, les appelant à ne pas se rendre au
rassemblement de M. Hovhannissian.

Dans un entretien à RFE/RL, le député du parti Républicain, Hovhannès
Sahakian, relève que son parti n’a pas d’objection quant à «
l’investiture » de M. Hovhannissian qui n’aura aucune portée

Iranian Foreign Minister Ali Akbar Salehi will visit Yerevan on April
8-9 to participate in the inauguration ceremony of Armenian President
Serzh Sargsyan, Armenia Today reported.

According to the Armenian Foreign Ministry, the Iranian minister will
meet President Sargsyan. This will be followed by a meeting of Iranian
and Armenian foreign ministers.

Presidential elections were held in Armenia on February 18. According
to the official results, the incumbent president won the presidential
elections with 58.64 per cent of the votes.

Turkey urges Canada to end policy on Armenian genocide

Turkish ambassador to Canada says the Ottawa government’s 2004 move to
term the killing of Armenians by the Ottoman Empire as genocide has
damaged trading relationship between the two countries.

In an exclusive interview with The Canadian Press, Tuncay Babali
stated that Turkey wants to forge a deeper economic relationship with
Canada but the latter’s position on the First World War-era issue of
the killing of Armenians hinders the development of business ties.

“I’m a true believer in the potential of our two nations. Canada has a
lot to offer Turkey and Turkey in return has a lot to offer Canada,”
he added.

Babali noted, “It cannot be business as usual while accusing a nation
of genocide. It’s a serious allegation. It needs to be substantiated,
legally, historically.”

The $2.5 billion in two-way trade between countries “is far from the
potential” of what Turkey predicts would result from deeper economic
ties, he said.

The Turkish ambassador highlighted that Turkey would like to open free

Art Alert: Egyptian-Armenian folkloric troupe to perform 11 April

On Thursday 11 April, Zankezour Armenian folk troupe invites Cairenese
to a performance in Al-Gomhoreya Theatre

Zankezour Egyptian-Armenian folk troupe will perform at Al-Gomhoreya
Theatre on Thursday, 11 April.

Aside from the series of known Armenian dances, the evening will also
include Indian and Italian dances, choreographed by Suzan
Karkur-Hagopian.

The performance will also include a short sketch titled Kach Nazar
(Nazar the Brave); a fairy tale written by Hovhanness Tumanyan (1869 –
1923), considered to be one of the most important Armenian poets,
writers and activists. His works include poems, quatrains, ballads,
novels, fables, critical and journalistic articles.

Entrance is free for the performance organised by the Goganian
Armenian Club, which aims to spread the wealth of Armenian culture.

According to estimates, today the Armenian community in Egypt does not
exceed 6,000 throughout Cairo and Alexandria.

The community is characterised by strong unity and a cherishing of
Armenian tradition, culture and language. It organises periodic
artistic events, several of which take place in commemoration of
important figures and historical events related to the Armenian
community worldwide.

One of the recent events was a concert commemorating 110th birth
anniversary of Aram Khachaturian (1903-1978) held by Arax Choir
conducted by Mihran Ghazelian, which took place on 16 March, at the
Nubarian Armenian School in Heliopolis.
