The lack of progress in the Karabakh settlement is not due to the
policy of the Nagorno-Karabakh Republic, Armenia or the Co-Chairs
of the OSCE Minsk Group, acting Armenian Foreign Minister Edward
Nalbandian told a news conference on Thursday, when commenting on
the current stage of the Karabakh settlement process.

Mr Nalbandian praised the efforts of the Co-Chairs of the OSCE Minsk
Group towards the conflict settlement, noting that the Armenian side
is always positive about their proposals on organizing new meetings.

“It is highly probable that the next meeting will take place during
the coming weeks,” Nalbandian added.

No Irrigation Water Shortage Expected This Year In Armenia

NO IRRIGATION WATER SHORTAGE EXPECTED THIS YEAR IN ARMENIA

YEREVAN, April 11. /ARKA/. Armenia’s all water reservoirs are ready
for irrigation season, Andranik Andreasyan, head of the State Water
Committee, said on Thursday.

“It is true now water in reservoirs is not sufficient, but the rain
forecasted in April and May is expected to fill the gap,” he said
adding that this year’s situation is more favorable than that of the
previous year.

At its today’s regular session, the Cabinet decided to earmark about
AMD 396 million from the reserve fund for repairing water supply
system and ensuring irrigation.

In 2012, the government asked the National Assembly to make some
legislative changes to enlarge withdrawal of water from Lake Sevan
for irrigation from the 170 million cubic meters planned initially
to 320 million.

The price for irrigation water was not raised despite water reserve
shortage. It was kept pegged at AMD 11 per one cubic meter. ($1 –
AMD 418.31). -0-

Deux ans plus tard, au cours de la celebration d’une messe ~cumenique
presidee par le Cardinal Bergoglio et l’Archeveque Kissag dans la
cathedrale de Buenos Aires, lors du 91ème anniversaire du Genocide
armenien en avril 2006, le pretre qui est a present le Pape a dit :

droits de l’homme “.

momentum, Artsakh defense army spokesman said.

In a conversation with a PanARMENIAN.Net reporter, Senor Hasratyan
refuted recent report claiming Azeri soldier Shikhsafiyev Farkhat
Shikhveli oglu received a gunshot wound in Armenian ceasefire
violation.

“Karabakh side hasn’t violated the ceasefire. On the contrary,
increased activity at contact line was reported on Azeri side over
the last 3 days, with 100 incidents of ceasefire violation noted,”
Hasratyan said.

Charges have been filed against opposition activists who were detained
during the clash between police and the opposition Tuesday.

Heritage party spokesman Hovsep Khurshudyan told ArmeniaNow that
together with their lawyers they are going to follow through all
the cases.

“By various data some 10-30 people were detained, but there is
no definite information on the number of citizens against whom
administrative proceedings have been applied,” says Khurshudyan,
adding that there are illegal litigations, because they have been
initiated against people who committed no violations.

Khurshudyan says that Raffi Hovannisian’s wife Armine Hovannisian
fell and hurt her leg during the Tuesday clash with the police on
Baghramyan avenue. One of the video recordings shows that another
citizen received a nose injury.

Heritage party vice-chairman Armen Martirosyan, the top Barev Yerevan
alliance candidate in the forthcoming municipal elections, appeared
to have the worst injury.

Video materials posted on the internet show a member of the “red
berets” (special taskforce officer) hitting Martirosyan on his nose and
mouth, then a police officer takes him to a police car and transfers
to the police station.

The police statement claims that Martirosyan was taken to Arabkir
district police station “with a purpose of administrative sanction
for disobeying police officers’ legitimate demand, on duty to preserve
public order”.

Martirosyan told ArmeniaNow on Wednesday that his attorney submitted
a report to the police with a demand to identify the one responsible
for using violence against Martirosyan and hold him liable.

Martirosyan’s suffered a broken nose and bruises.

“Physical abuse was applied both against my mother and me, in front
of my little girl, who got really scared from what she witnessed,”
Says Martirosyan.

Socialist Republic of Sri Lanka to the Republic of Armenia will operate
in Arshakunyants Street 3a. The official opening ceremony of the
consulate was held on April 10. The Extraordinary and Plenipotentiary
Ambassador of the Democratic Socialist Republic of Sri Lanka to the
Republic of Armenia Udayanga Weeratunga (resident in Moscow) gladly
announced that the present diplomatic relations between Armenia and
Sri Lanka have history of 20 years. Among other things he underscored:
“We pass into a new stage by opening the consulate. We are hopeful
that this will create favorable conditions for the development of
bilateral ties, multiplying the trade circulation, development of
tourism, strengthening cultural and business relations.” The Ambassador
also emphasized that he is glad that Sargis Tarverdyan was appointed
the Honorary Consul of Sri Lanka and he will properly represent Sri
Lanka’s interests in Armenia.

The Honorary Consul of Sri Lanka to the Republic of Armenia Sargis
Tarverdyan stated that the consulate will foster the development of
the present relations between the two countries. The main goal will

considered to be closed after the April 9 rally of Raffi Hovhannisian’s
movement. Political scientist Hrant Melik-Shahnazaryan stated this
in a conversation with “Armenpress”. Melik-Shahnazaryan underscored:
“Everything became clear at the moment Raffi Hovhannisian stepped
out of the political process and began to introduce merely populist
statements during his rallies without clearly identifying the
goals and program of his political struggle.” In addition Hrant
Melik-Shahnazaryan noted that Raffi Hovhannisian exhausted himself
as a leader of revolution.

Political scientist Alexander Margarov does not share Hrant
Melik-Shahnazaryan’s opinion regarding the movement. In a conversation
with “Armenpress” Alexander Margarov noted that the movement still
goes on, furthermore it even can have consequences during the
upcoming Yerevan Council of Aldermen elections, which are scheduled
to be held on May. In Alexander Margarov’s opinion one part of the
people expresses its complaint by standing in the Liberty Square,
notwithstanding one does not see the activity, due to which it is

violations de cessez-le-feu le long de la frontière
armeno-azerbaïdjanaise mercredi 10 avril 2013.

Bakou a accuse le côte armenien d’avoir viole a plusieurs reprises le
regime du cessez-le-feu sur la ligne de contact. Selon l’armee
azerbaïdjanaise, un autre militaire, âge de 24 ans, le lieutenant
Shahriyar Mammadov, a ete abattu par les forces armeniennes lundi.

co-presidents du Groupe de Minsk de l’OSCE ont declare qu’ils ont

Baku: I Do Not Rule Out Armenian President’s Forced Overthrow

Many in Armenia are extremely outraged with Sargsyan’s reelection for
the second term and accuse the authorities of massive falsifications
during elections. How do you see the further developments in Armenia
after Sargsyan’s reelection?

The way Sargsyan has come to power is well known to everyone and,
primarily, the Armenian public. The outraged public continues the
action protest in the country. It is clear that main opponents as
Levon Ter-Petrosyan were removed by Sargsyan long before elections.

Nonetheless, even those few parties which took part in the elections
and those who did not take part, revealed the back side of what
happens in the political life of Armenia and the essence of
falsifications that were held during elections.

A president elected by way of falsifications has no future because he
can rely on the enforcement structures and administrative resources
only for a definite time but not a long period, especially in the
country which has faced serious economic, social problems, mass
outflow of population and the unresolved Nagorno Karabakh conflict.

Therefore, I think in this context Armenia will face nothing good.

Judging by the growing internal political outrage in Armenia, do you
think Sargsyan’s forced overthrow is possible?

In the end, Sargsyan, as a leader with a dictator manners, will sooner
or later be overthrown by his pals, because the most reasonable
politicians, who assess the situation, realize that there are no
prospects for Armenia in such a context.

Therefore, this method of the issue settlement should not be ruled
out. It is important that those external forces that support Sargsyan
may stop staking on him in a definite moment because he has led the
country into prostration and it will be very difficult to find the way
out of this deadlock under his leadership. Fresh ideas, compromises
are needed which must be reached during the negotiation process with
Azerbaijan.

It is no secret that Armenia is isolated from all projects. The
country is in the state when in fact Iran became its regional ally via
which Armenia can carry out trade and implement some economic ties.

But Iran itself is in a very complicated situation and it is
groundless to say that the current Armenian regime has some prospects.

I think in a definite moment, the political and moral obnoxiousness of
Sargsyan is giving signs and finally the forces that regulate this
country from abroad stake on a different politician.

Speaking at the inauguration ceremony, Armenian President Serzh
Sargsyan noted that he considers economic progress, as well as the
resolution of the problems of migration, unemployment and poverty a
priority task of the state. Do you think he will manage to implement
the set tasks considering the deadlocked situation to which he led the
country?

İt is possible to say the most beautiful words during inauguration,
cite different allegories, flashy expressions but this all is just a
facade part of what is going on, this is the mask which Sargsyan uses
in a bid to justify the situation in which present-day Armenia has
been caught. He has neither the clear program of implementation of
these tasks nor a consistent course for the resolution of foreign and
domestic policy issues.

How can he settle these problems if the country has almost no natural
resources and lives on a handout? Armenia lives at the cost of
investments of some superpowers, Armenian diaspora circles, some
foundations. Meanwhile, the resolution of serious problems facing
Armenia is impossible this way.

As for the statements of the Armenian president, he has repeatedly
made such expressions but the situation further deteriorated and led
to further deadlock.

Touching upon the Karabakh issue, Serzh Sargsyan said that ‘the
Armenian side allegedly proposed a decent peace based on general
values and Azerbaijan is allegedly not ready to accept it”…

This is the bluff which creates no trust among even those who were
sitting in the inauguration hall. It is absurd to occupy seven regions
of the neighbor state and speak about peace.

Nagorno Karabakh is the problem which is be as a Damocles’ sword over
Sargsyan. He understands it well and these different expressions about
his readiness to make concessions are just a game.

Azerbaijan needs the unconditional liberation of the occupied lands
and Sargsyan’s favor, what he offers to us are the proposals designed
for those who does not have any idea of anything. And those who see
what is happening for many years understand it well that Sargsyan’s
bluffing and merely doing high-flown statements. This is that very
issue which may become a final instance in his political career.
