[Presenter] The Georgian Armenian Association has held a protest
demonstration at the Turkish embassy [in Tbilisi]. They demanded that
the killing of one and half million Armenians by Turkey in 1915-23 be
recognized as genocide. The world Armenian community marks 24 April
as the start of the genocide by the Turkey’s Ottoman Empire. However,
Turkey says that the number of people killed is exaggerated and that
the Armenians were killed as a result of World War I, not genocide.

Patrol police observed the demonstration. The protest rally lasted
about two hours.

Today is 24 April, which, as you know, is Armenian Genocide Remembrance
Day. This day is marked throughout the world, everywhere where there
are Armenians, everywhere where the Armenian diaspora lives. We are
at the Turkish embassy because Turkey is the state that is responsible
for this crime against humanity.

Another April 24 has come and gone, which means that for the fifth
year in a row, President Barack Obama has broken his solemn promise
to call the century-old Armenian genocide a “genocide” on Armenian
Remembrance Day.

In January 2008, describing historical events by their accurate names
had been one of candidate Obama’s fiercest urgencies of now:

I […] share with Armenian Americans – so many of whom are descended
from genocide survivors – a principled commitment to commemorating and
ending genocide. That starts with acknowledging the tragic instances
of genocide in world history. As a U.S. Senator, I have stood with the
Armenian American community in calling for Turkey’s acknowledgement
of the Armenian Genocide. Two years ago, I criticized the Secretary
of State for the firing of U.S. Ambassador to Armenia, John Evans,
after he properly used the term “genocide” to describe Turkey’s
slaughter of thousands of Armenians starting in 1915. I shared with
Secretary Rice my firmly held conviction that the Armenian Genocide
is not an allegation, a personal opinion, or a point of view, but
rather a widely documented fact supported by an overwhelming body of
historical evidence. The facts are undeniable. An official policy that
calls on diplomats to distort the historical facts is an untenable
policy. As a senator, I strongly support passage of the Armenian
Genocide Resolution (H.Res.106 and S.Res.106), and as President I
will recognize the Armenian Genocide.

Genocide, sadly, persists to this day, and threatens our common
security and common humanity. […] America deserves a leader who
speaks truthfully about the Armenian Genocide and responds forcefully
to all genocides. I intend to be that President.

In case his position on the “untenable policy” wasn’t clear enough,
Obama sent his chief foreign policy adviser, Samantha Power, whose
influential 2002 book A Problem From Hell: American in the Age of
Genocide book pivoted in part on the Armenian recognition question,
to give a plaintive YouTube appeal to the Armenian-American community:

So what happened this April 24? The same thing that happens every April
24, regardless of the Oval Office occupant: The president realized
that it’s a real pain in the neck to piss off Turkey. Here’s his
careful verbiage:

Today we commemorate the Meds Yeghern and honor those who perished in
one of the worst atrocities of the 20th century. Ninety-eight years
ago, 1.5 million Armenians were massacred or marched to their deaths in
the final days of the Ottoman Empire. We pause to reflect on the lives
extinguished and remember the unspeakable suffering that occurred. In
so doing, we are joined by millions across the world and in the United
States, where it is solemnly commemorated by our states, institutions,
communities, and families. We also remind ourselves of our commitment
to ensure that such dark chapters of history are not repeated.

I have consistently stated my own view of what occurred in 1915,
and my view has not changed.

Well, except for the whole “untenable policy” part. Lest you think
the president’s words sound indistinguishable from condemning a
“genocide,” here’s the headline at Al-Monitor’s Turkey Pulse:
“Turkey Relieved Obama Did Not Use ‘G’ Word.” A snippet from that:

For at least the past three decades, since the White House decided to
release a statement in recognition of the Armenian Remembrance Day, one
of the main missions of the Turkish ambassadors and Turkey’s lobbying
firms in the US capital have been to prevent the US president and
Congress from uttering the word “genocide” on this day. The last time
the House Committee on Foreign Affairs voted in favor of a resolution
on the subject in March 2010, Turkey withdrew its ambassador from
Washington. In 2006, when a similar resolution was discussed, Ankara
even threatened the US administration that if they were to recognize
what had happened to Armenians as “genocide,” they would end the US
use of Incirlik air base, which served as a crucial supply line to
the troops on the Iraqi battlefield. Whatever the US presidents’
personal opinions on this issue have been, none have used the “g”
word in their official capacity. Ronald Reagan used it once in 1981,
but he refrained from citing it again while in office.

It’s good to be a strategically important country, is one lesson here.

The other, as I put in 2011, is that

The more that the Samantha Powerses of the world use military force
to halt even pre-genocide, the less able they are to speak the noble
truth-telling language of anti-genocide. Put more simply, if your
anti-genocide crusade requires a drop of logistical or diplomatic
support from Johnny Turkey (or anyone else in any kind of denial
business), you can kiss your haughty truth-telling principles good-bye.

A U.S. foreign policy that isn’t constantly flying war planes from the
Incirlik air base might be one that doesn’t let foreign governments
dictate its language about century-old events.

Trade turnover between Russia and Armenia last year exceeded $1
billion, Russian Foreign Minister Sergei Lavrov has said.

“Our trade turnover last year grew by almost one fifth to $1.2
billion. Accrued Russian investment in Armenia totals $3 billion.

These processes have very positive dynamics, so in the near future
we will see even more impressive figures,” he said at a Thursday
press conference following talks with his Armenian colleague Edvard
Nalbandian in Moscow.

Lavrov said that over 20 draft bilateral agreements between Moscow and
Yerevan are now under work. “This year we will pay special attention
to cooperation in the Council of Europe, the functioning of Black
Sea Economic Cooperation [organization] in which Armenia will preside
starting with May,” Lavrov said.

He added that the talks with Nalbandian recognized progress in
implementing the understandings of the leaders of Russia and Armenia
on the possibility of Yerevan’s cooperation with the Customs Union
and the Common Economic Space.

“We appreciate the efforts of the Russian-Armenian commission set up
for considering relevant questions, and the memorandum of interaction
between the Eurasian Economic Commission and the Armenian government
will give an impetus to the process,” he said.

WATERTOWN, Mass. (RNS) People in this heavily Armenian community are
casting doubt on claims by relatives of the Boston Marathon bombing
suspect that an Armenian convert to Islam was somehow at fault.

“For an Armenian to convert to Islam is like finding a unicorn in a
field,” said Nerses Zurabyan, 32, an information technology director
who lives in nearby Cambridge. “It would be such a shock to the
Armenian community that everyone would know this person.”

The Associated Press reported Tuesday (April 23) that relatives of
Tamerlan Tsarnaev, the older of the two suspects, say he came under
the influence of a man named Misha who preached to him in his kitchen
and turned him to a radical form of Islam.

Tsarnaev’s uncle in Maryland, Ruslan Tsarni, and his former
brother-in-law in Kazakhstan, Elmirza Khozhugov, said the man was an
Armenian convert who was heavyset, bald, around 30, and had a long
reddish beard.

Tsarni told USA Today that Tamerlan Tsarnaev and his younger brother
Dzhokhar acclimated easily to America, grew up in a close family, and
had a happy childhood filled with Chechnyan and American traditions,
he said.

Tsarni, 42, is the brother of the boys’ father, and defended his
brother as a hard worker who tried to stop his wife from inviting
the radical “Misha” into their home.

In 2007, Tsarni had a falling out with the Tsarnaev brothers and
their mother.

During that time Tsarni said the boys’ father told him “Misha” began
visiting the family’s small Cambridge apartment. The man would stay
past midnight and talk to the family about Islam. When the Tsarnaevs’
father would object, the wife would brush him off, Tsarni said.

“Misha” told Tamerlan Tsarnaev that sports, music and school were
unimportant and instead stressed a radical version of Islam, Tsarni
said.

“A person came inside their house, and a parent supported it,” Tsarni
said of the radicalization of his nephews. “My brother would just
leave the house and come back 20 hours later. He was a mechanic and
worked hard. He loved America.”

Back in Watertown, Zurabyan and a couple hundred of others gathered
outside St. Stephen’s Armenian Apostolic Church on Wednesday to
commemorate 98 years since the start of the conflict that Armenians
recall as a genocide by Ottoman Turks that belongs in the same
category as the Holocaust. Before it was over, 1.5 million Armenians
died. Turkey denies that it was a deliberate extermination.

In 301 A.D., Armenia became the first nation to adopt Christianity
as the state religion.

“Our identity and our faith are so intertwined to our traditions
that we don’t distinguish between one and the other,” Zurabyan
said. Over the centuries, as Islam became dominant in the region,
Armenians suffered several massacres, he said, “but even in the face
of extinction, did not convert.”

To Chris Hajian, 39, a financial analyst from Waltham, the Misha
story sounded like a fabrication.

“It’s a little suspicious, with all the conspiracy theories they’ve
come up with,” Hajian said, referring to reports that the Tsarnaevs’
mother said her sons were set up by the FBI and 9/11 was an attack
by the U.S. government on its own people. “And now they’re looking
to blame someone else.”

Armenian National Congress blames Yerevan mayor Taron Margaryan for
swindle and money laundering, deputy chairman of ANC party, the head
of the ANC parliamentary faction, Levon Zurabyan, said at today’s
press-conference.

“Today we sent a letter to Armenia’s Prosecutor General’s office
with a request to file a lawsuit against Margaryan under the article
– swindle. We ask law-enforcement agencies of Armenia to hold the
relevant investigation and to bring Yerevan mayor to responsibility”,
– he said.

He also added that specific facts were submitted, based on income
declarations presented by Margaryan in 2005, 2007 and 2013. In
particular, according to the declaration, in 2005 being the head of
Avan community of Yerevan, Margaryan earned about 7 million 400 thsd
drams, but in 2007 he earned 54 mln drams, $50 thsd and bought jewelry
for 80 mln drams, though his salary was 130 thsd drams (about $310).

Moreover, in 2013 Margaryan declared his property at $6 mln, though
actually his property exceeds $10 mln. In 2013 Margaryan earned
115 mln drams, $50 thsd and 50thsd EUR, several motor-cars, dozens
of houses in Yerevan, etc, Zurabyan said. “So, thanks to simple
mathematics and taking into consideration the fact that Margaryan
had no extra revenues, one can say that the given funds were got by
means of swindle”, – Zurabyan said.

Zurabyan also pointed at numerous evidences of the fact that government
procurement for provision of urban amenities were bought by several
times more expensive than their market price. This means stealing
of the Yerevan budget, Zurabyan said and added that ANC is under no
illusion regarding Prosecutor General’s office, but has applied to
the office to show that the accusations against RPA members are not
groundless. “Now nobody can say that we do not have evidence.

They were submitted to the Prosecutor General’s office. And now it
should present heavy rejoinder or take relevant measures regarding
the criminal”, – he said.

To note, “Barev Yerevan” bloc, initiated by the leader of the Heritage
party Raffi Hovannisian, has also applied to the Prosecutor General’s
office with a similar lawsuit.

During today’s meeting of Taron Margaryan in Avan district of Yerevan
journalists asked him to comment on the above mentioned lawsuit,
and he recommended them to apply to his press-secretary Shushan
Sardaryan with all the questions. However, all the attempts of Arminfo
correspondent to get commentary on the issue from Sardaryan failed,
as she did not answer calls.

YEREVAN, April 29. / ARKA /. Nagorno-Karabakh’s justice ministry has
launched a website offering free legal information to citizens. The
website located at was presented in Stepanakert by
justice minister Ararat Danielian, who said availability of information
is the right of all citizens guaranteed by the Constitution.

“It is very important that our citizens are able to obtain information
about their rights and duties without any restrictions,” he said.

According to him, this system will ensure transparency and
accessibility of existing legislation, and ultimately contribute to
raising the international prestige of the Nagorno-Karabakh Republic.

The search system includes laws and legal regulations of NKR.

The website that hosts 1,193 legal documents is available in Armenian,
but in the near future the laws will also be available in English and
Russian languages. They are also available on a CD. The website was
designed with the assistance from the Armenian ministry of justice

The incident which recently occurred in the second largest Armenian
city of Gyumri where two clans engaged in a gun battle in broad
daylight and most importantly the drastic response of the authorities
to similar methods of asserting influence on local politics have given
many experts reasons to talk about the beginning of
‘decriminalization’ of Armenia. But everyone now is wondering what
will be introduced instead of the uprooted ‘thief’ rule to fill the
gap.

For many years there has been family feud in Gyumri between two local
clans of politicians – ex-mayor Vardan Ghukasyan representing the
ruling Republican Party of Armenia (RPA) and MP Martun Grigoryan, of
the Prosperous Armenia Party (PAP). The latest in the series of
shooting incidents between representatives of the two clans took place
on April 23 when a Grigoryan crony was killed and another one was
wounded. Ghukasyan’s nephews were arrested on suspicion of carrying
out the crimes.

Ghukasyan has not concealed his ‘revanchism’ after being effectively
ousted from big politics last year. In 2012, President Serzh Sargsyan,
who also leads the RPA, refused to support Ghukasyan as a candidate
for reelection as mayor, instead the ruling party backed Samvel
Balasanyan from PAP. After being elected to the office Balasanyan
accused Ghukasyan of committing brazen financial violations and of
abusing his powers otherwise, but the controversial former mayor of
Gyumri has never been brought to account for that. This is
particularly the reason why many in Gyumri still remain skeptical
about the sincerity of the authorities when they speak about their
strong intention to ‘decriminalize’ the city.

Vladimir Gasparyan, who was appointed chief of police in late 2011 and
is known for his tough nature, has declared a crusade against
organized crime in Armenia. After the incident in Gyumri on orders
from Gasparyan Ghukasyan himself was taken to a police precinct, but
was released shortly. While in Gyumri the chief of police made a
number of remarkable statements. He said that some politicians had
phoned him and asked “not too press the guys too hard”. “I don’t
understand, are you mobsters or members of parliament?” said Gasparyan
in a public reply to unnamed politicians.

The culture of the Mob (or thieves in law as it has generally been
referred to in former USSR republics) still exerts considerable
influence on political, social and economic affairs in post-Soviet
countries. Laws of ‘justice’ of the underworld are still very much
alive at the levels of everyday life, among teenagers in schools,
among conscripts and even officers in the army, etc. They also have to
be “reckoned with” in the administration of justice by the state, in
the distribution of state procurement orders and other crucial public
affairs.

The criminal world is supranational, and now that an attempt is being
made in Armenia to strengthen the monolith of national power, it will
inevitable lead to the marginalization of the ‘thieves’. Apparently,
this was the reason for the appointment of Gasparyan as chief of
police. When introducing the newly appointed official in November 2011
President Sargsyan said that the post required “a person of this
particular breed”. Apparently, he meant that the chief of police
should have the guts to oust the “thieves in law”.

Perhaps to prove his resolution to get rid of the ‘thief’ culture
within the police system over the past week Gasparyan sacked two of
his subordinates who obstructed the work of journalists and treated
them disrespectfully. Experts say it is crucial for Gasparyan to
create an image of himself as of a man for whom the current system of
“cronies and outsiders” does not work.

Some also believe that this process is taking place against the
general backdrop of Armenia seeking to detach itself from the
post-Soviet space and start moving closer to the Western environment.

However, many notice that instead of the rules of the criminal world
comes not a state law, but a new ‘power’, which is, unfortunately,
based not on a strict equality before the law. This is evidenced by
one of the expression made by Gasparyan, who said that if the clans in
Gyumri behave badly, he will “organize their emigration”. In fact,
here the matter concerns not a legal punishment for the offense, but
expulsion from the country.

The temporary Ethics Committee of the National Assembly has not
yet taken into preceding the application of the director of Yerevan
Moscow house. “There are several issues connected with the formal
requirement of the application, about which the applicant will be
informed after which the committee will decide upon the proceeding”-
the president of the committee, republican Davit Harutyunyan informed.

According to the information of media the applicant complained against
the member of the Republican fraction Naira Karapetyan, who in the
telephone conversation with her, according to the applicant, showed
a behavior not suitable for the MP and woman.

N.Karapetyan refused to comment on the application filed against her,
noting that “everything is not in the way that is being presented”.

She assured that in the case of the discussion in the committee she
will demand the hearing to be held open doors.

According to the charter-law of the National Assembly, the hearings of
the Ethics committee are closed, but the cases when the MP mentioned
in the application proposed to hold them open doors.

Barev, Yerevan Bloc Condemns Armenian Ruling Party’s Mode Of Action

The Barev, Yerevan (Hello, Yerevan) bloc issued a statement condemning
the actions by the ruling Republican Party of Armenia (RPA) campaign
headquarters.

The bloc points to the obstacles to its election campaign put by the
RPA campaign headquarters.

Specifically, the bloc’s public meeting in Yerevan’s Kanaker-Zeitun
community on April 28 was interrupted several times.

Moreover, young members of the RPA campaign headquarters had a
skirmish with the bloc’s members, and police had to interfere to stop
it.

The Barev, Yerevan bloc condemns the RPA’s mode of action and demands
that Armenia’s police take necessary legal measures to ensure the
safety of the bloc’s further events and protection of bloc members.

On a Saturday night some 98 years ago this week, more than 200 Armenian
intellectuals and community leaders living in Constantinople, today’s
Istanbul, were rounded up by the government.

The political party in power, the “Young Turks,” did not want their
kind in the country, breathing the same air, using the same resources,
making lives for themselves and their families. They were imprisoned
and most were later executed, says an editorial by the Glendale
News Press.

Were it not for the prominence of the victims of that April 24, 1915
event, there might have been even further delay in word spreading
across the globe that a systematic elimination of Armenians was
underway. Historians estimate that about 1.5 million people were
either slaughtered outright or banished to a Syrian desert, where they
starved to death. Women and children suffered unimaginable horrors
at the hands of their tormentors. The terror continued into the 1920s.

Armenians living today – as well as those who stand
shoulder-to-shoulder with them, decrying human-rights atrocities –
mark that spring date with solemn commemorations and vocal protests.

Some 20 countries have heard their cries and formally recognized the
events of those years as genocide. Uruguay led the way back in 1965.

More recently, Canada, France, Germany, Greece, Italy, Russia and
several others joined the chorus. A majority of our states have also
recognized the atrocities.

But the federal government of the United States has not yet been able
to summon enough courage to formally speak the truth of the Armenian
genocide, apparently out of fear it will jeopardize relations with
the Turkish government. Our president, Barack Obama, skirted the
use of the word “genocide” yet again in his annual statement on the
occasion of the anniversary, despite a 2008 promise to “recognize
the Armenian Genocide.”

Our country must use its mighty voice to pressure Turkey to acknowledge
the genocide, provide some restitution to families whose predecessors
lost all of their belongings during that period, and make a formal
apology to the Armenian people. Any action short of that belies all
that we stand for and is nothing short of a disgrace.
