La production de tabac grimpe de 57,1%

L’Arménie a produit un total de 25,4 milliards de drams de produits du
tabac en 2012 soit 57,1% de plus qu’en 2011, selon le Service national
de la statistique d’Arménie.

Le nombre de cigarettes produites en Arménie a été de 6,155 milliards
soit une hausse de 83,2% (2,794 milliards de plus qu’en 2011).

Le Service des douanes a déclaré que l’Arménie a exporté un total de
3,860 milliards de cigares, cigarillos et cigarettes en 2012 contre
1,414 milliards un an plus tôt.

La valeur en douane des marchandises exportées a été multiplié par 2,5
fois soit 25,5 millions de dollars pour un montant total de 41,8
millions de $.

Levon Zurabyan, Head of the Armenian National Congress (ANC)
parliamentary group, says that cooperation with the Prosperous Armenia
Party (PAP) has produced essential results.

An interview with the A1plus TV channel admitted the ANC lost some of
its electorate and had to seek new resources, finding the PAP.

`We lost some of our electorate for two major reasons. First, forty
percent of our electors emigrated from Armenia. Secondly, election
bribes and frauds have struck even deeper roots in people’s mind over
the last six years, and we have become weaker,’ he said.

`But the environment and rules of the game are changing, and the
struggle is getting harder. So we have to look for new resources and I
believe our cooperation with the PAP has produced tangible results,’
Zurabyan said.

Armenia is gradually moving to a riot, he said.

As regards the announced rise in the gas price and no public response
followed, Zurabyan said: `They [people] will take to the streets.
Different signs are available. Different protests take place. A
rebellious movement is being formed, and it will launch its activities
when people will not be able to give their children any food,’ he
said.

Asked if he will accept Heritage party leader Raffi Hovannisian’s
proposal for a meeting with political forces, Zurabyan said he does
not know anything about the invitation.

Residents of Mrgashat village of Armavir province the gardens of which
have been damaged by the strong hail on May 12 went to streets today
and tried to close Yerevan-Armavir highway being unsatisfied with the
visit of deputy minister of agriculture Garnik Petrosyan to their
village.

They claimed that the latter did not spoke about the clear
compensation of the damage.

The police did not allow the angry villagers to close the road.

At the same time the villagers of Armavir village went to streets too
and closed the road taking to the town of Armavir.

Speaking to Tert.am, governor of Mrgashat village Gevorg Danielyan
confirmed that the villagers did not close the road but were
dissatisfied with the proposal of the deputy minister of agriculture
who visited the village.

`The deputy minister did not come with a concrete proposal but to
register the amount of damage,’ the village governor said, adding that
the villagers did not understand him properly. Danielyan said the
deputy minister did not tell anything just a commission was set up and
the amount of damage is being calculated.

Deputy minister Garnik Petrosyan told Tert.am that at the moment he is
calculating the amount of the damage.

`I am in Armavir now. I have come here with our specialists trying to
give advices. There are communities were the harvest has been damaged
by 100%, 50% not all communities have suffered 100% damage,’ he said
stressing that no official information about damage may currently be
given. `I think the studies will be completed in 5-7 days,’ he
stressed.

He said Mrgashat, Nor Armavir, Alashkert, Shenavan communities has
suffered the most.

`The grape gardens have been damaged by 100%,’ he said, adding that
the claim that all the harvest in Armavir province has been damaged is
wrong.

The deputy minister said he listened to the complaining villagers, and
their main demand is the speedy calculation of damage and solution of
the issue.

`No one who suffered damage will be left out of the registration. The
heads of communities must display objective approach and present right
information,’ he said.

Armenia, says opposition politician Gurgen Yeghiazaryan.

`Evidence of needy citizens of Secure Armenia,’ he told Tert.am.

`Karl Marx was dead right when he said that social being determines
consciousness. They are well aware of this formula and they are
keeping the people in such conditions so that people are ready for
anything – they shamelessly fell on the food,’ Yeghiazaryan said.

According to him, the slogan of yesterday’s video is `see Armenian
peoples’ humiliation in Secure Armenia.’

‘WE SHOULD PREPARE OUR YOUTH FOR THE FUTURE THROUGH OUR MORAL AND NATIONAL
VALUES’ SAID HIS HOLINESS ARAM I

On Saturday 11 May in the evening, His Holiness Aram I received 200 young
members of the Armenian Revolutionary Federation movement.

After welcoming the youth and the movement leaders, Catholicos Aram I urged
them to incorporate their cultural and spiritual heritage as they carry out
their important role of shaping the future of the nation. His Holiness then
took questions and invited the youth to discuss the Armenian Church and the
Armenian Cause.

After spending two hours with His Holiness, the youth paid tribute to the
Martyrs in the Memorial Chapel, visited the Cilicia museum and attended a
lecture on “The Armenian Church and the national liberation movements in
history.”

At the end of the sessions, Catholicos Aram I met with the youth again and
blessed them individually.

Armenia: Time to Change the Pace

Armenia has made great progress since independence – thanks to the
efforts of successive governments. Long gone are the days of severe
energy shortages, high inflation and persistent economic contraction.
Gone are the days when Armenians could not find what they needed in
shops, or lost their savings in banks. Gone, too, are the recent days
when some believed the global crisis would cripple Armenia’s economy
for years. Now, a new government is inheriting a growing economy that
provides better-paying jobs, better infrastructure, and stable prices,
a country with a wide variety of products and services, and a sound
financial system for saving and borrowing.

Nevertheless, the new government will also face significant
challenges, as unemployment, poverty, and emigration are still too
high. Armenians are renowned as well-educated and entrepreneurial, and
have done very well in other countries where they have emigrated. This
success abroad raises a key question: what could be done better at
home, so that more Armenians can do very well inside Armenia?

Armenia’s isolated geographical situation represents a critical
handicap, especially given the small domestic market. Overcoming this
must be a priority. Geography can’t be changed, but its effects can be
mitigated: history has shown repeatedly that geography and geopolitics
do not condemn countries to economic mediocrity. Armenia’s isolation
demands better policies: free trade agreements, infrastructure
upgrades, an improved aviation framework, and further diplomatic
efforts to establish ties with neighbors are all part of the needed
mix.

Armenia has come a long way in carrying out reforms that other
successful transition countries have undertaken. Inefficient state
firms have long been privatized, guaranteeing better services and more
reasonable prices. Costly and inefficient subsidies have been
eliminated, and targeted protections for the most vulnerable put in
place. Foreign trade has been liberalized: consumers have access to
inexpensive and varied goods and services, and producers have access
to materials for further processing and production in Armenia.
Well-managed monetary policy has helped to keep inflation low. Fiscal
policy has helped stabilize the economy when Armenia has confronted
shocks, and public debt is sustainable. Pension reforms will support
the dignity of old age in Armenia while reducing fiscal risks
associated with pension spending. New legislation has helped to grow a
functioning market economy.

However, the agenda is not yet finished. Further, ambitious measures
are needed to support private investment as the primary engine of
economic growth. In particular, more needs to be done to protect
investors’ rights to have a fair chance to earn profits. It is still
common for well-connected parties to have privileged market position,
or for profits to be wrongfully lost. Until a more decisive approach
and proper incentives for risk-taking are well established, there will
not be enough investment, jobs, or hope in Armenia’s future.

Also, the state needs to be more effective. It lacks sufficient
resources to materially improve services like health, education, roads
and energy generation. The government needs to do more to collect
taxes: some, such as excises, are low by international comparison, and
tax collections from some firms and sectors are also too low. The
government also needs to do more to ensure that its spending is
efficient, transparent, and gets to the right places. It also needs to
continue to ensure that public resources are not used to rescue
private firms that have been poorly managed.

A new government, with fresh political capital and a horizon free of
elections, needs to take action to advance this agenda. We think the
gradualist approach has run its course. Unless changes are deep and
swift, the positive results that Armenians desire will also be gradual
in coming, if they come at all. Decisive changes, made quickly and
comprehensively, should persuade Armenians and others abroad that
society rewards those who work hard, think big and take chances, not
those whose best asset is a privileged connection. Armenian workers,
managers, students and pensioners – all Armenians – should perceive that
the game is fair, open and reaching for best solutions for ordinary
Armenians; they should be able to trust that the state is a partner
and not an adversary or a protector of vested interests.

Such dramatic changes don’t come about as a result of passionate
rhetoric, or of slow and incremental policy change; they require a
transformational strategy with clear, irrevocable signs that some
behaviors will not be welcome anymore in Armenian society. And they
can unleash the Armenian people’s full potential.

Armenia can shift gears and speed up the pace to a better future. The
people are ready to fasten their seat belts. Now it’s time for the
government to act.

PAP cannot be opposition, the leader of PAP Gagik Tsarukyan stated
yesterday during the ceremony of consecration of the new church in
Abovyan. He responded to Vartan Oskanian who suggested that the PAP
declare itself opposition.

It is not ruled out that nobody has explained the meaning of the word
opposition to Gagik Tsarukyan. Everyone knows that he is not good at
terminology. For example, he used to be proud of being an oligarch
because `oligarchs help people’. Later he was explained that oligarch
is a bad word, and he stopped talking about it.

It is possible that Tsarukyan will be explained by September that
opposition is not the enemy of the government but the political rival,
and there is nothing criminal about it.

For the time being, the PAP refuses being opposition. It is possible
that the PAP is preparing the ground for forming a coalition
government and nominating the deputy prime minister. Tigran Sargsyan
has stated that several deputy prime ministers are needed, which
requires an amendment to the Constitution.

The opposition must be more aggressive, the U.S. ambassador John
Heffern said. He did not specify who he meant. He may say who the
opposition in Armenia is. `If there is no opposition, we must be
opposition to ourselves,’ said the deputy leader of the Republican
Party Galust Sahakyan. Poor Galust, he cannot find an opposition to
make the necessary decisions.

Apparently, it will be necessary to set up opposition inside the RPA,
dividing the party to `criminals’ and `intellectuals’. Let the
`intellectuals’ act as checks and balances for the criminals. By the
way, since local strongmen were deployed during the election of the
Council of Elders, lots of people concluded that they were Taron
Margaryan’s team. And if he decides to run in the presidential
election five years later, he will rely on this team. The
`intellectuals’ will most probably nominate Tigran Sargsyan.

Perhaps only Levon Ter-Petrosyan relied on Gagik Tsarukyan as
opposition although he did it in a joke. However, when high-level
politics turns to mockery and irony, it is already a disaster.

Vartan Sedrakian a comparu devant un tribunal à Erevan avec deux
autres hommes, Khatchatour Poghosian et Samvel Harutiunian, qui sont
accusés d’avoir blessé par balle Paruyr Hayrikian devant son domicile
le 31 Janvier. Les autorités policières affirment que Sedrakian les
aurait embauchés dans le but de mettre fin aux activités politiques de
Hayrikian. Sedrakian a fermement démenti ces accusations.

L’avocat de Sedrakian, Aleksandr Sirunian, a insisté lundi sur le fait
que le service de sécurité nationale (NSS), qui a mené l’enquête
criminelle sur la fusillade, n’a pas réussi à prouver son implication
dans cette affaire. Selon lui, aucun des deux autres accusés n’a
témoigné explicitement et n’a affirmé qu’ils avaient été payés par son
client pour tuer Hayrikian.

« Je ne partage pas cet avis », a déclaré l’avocat de Hayrikian, Levon
Baghdassarian lors d’une interview au service de RFE / RL
(Azatutyun.am) mardi 14 mai 2013. L’avocat a déclaré ensuite que
Hayrikian estime que les trois suspects arrêtés étaient en partie liés
à ce crime. Une prochaine audience aura lieu le 20 mai. Poghosian, qui
est accusé d’avoir tiré deux coups de feu sur Hayrikian, a demandé au
tribunal de lui fournir gracieusement un avocat.

“If America decides to stand its troops in Azerbaijan, the latter will
only be happy,” stated the former government adviser Vafa Guluzade,
commenting on Russian political analyst Maxim Shevchenko on the
deployment of NATO troops in Azerbaijan after its withdrawal from
Afghanistan.

As the “Caucasus Online” reports, in an interview to “Gafgazinfo”
Guluzade had also stated that if United States makes such a decision
it is unlikely that Maxim Shevchenko will know about it. “I do not
take his statement seriously,” he noted.

According to Guluzade, this is a complex issue: “It was first at the
meeting with Madeleine Albright when Heydar Aliyev offered to place
U.S. troops in Azerbaijan. Madeleine Albright met this proposal with a
smile. Even then, Azerbaijan was ready for such a step. This would
make the U.S. to depend on Azerbaijan. Americans will take that move,
if it does not make them dependent.”

According to him, at present, it is unacceptable for the United
States: “Americans are engaged in resolution of Syrian and Iranian
problems. Deployment of the U.S. troops in Azerbaijan is out of
question without their decision.”

Azerbaijan holds military drills on frontline

The Azerbaijani armed forces are holding military exercises on the
frontline with Armenia.

The exercises that will continue until late this week are headed by
Defense Minister Safar Abiyev, the Defense Ministry said on Tuesday.

Personnel of the Ground Forces and Air Force of Azerbaijan are
involved in the drills.

Azerbaijan and Armenia for over two decades have been locked in
conflict which emerged in 1988 when Armenia made territorial claims
against the neighboring country. The two South Caucasus countries
fought a lengthy war that ended with the signing of a precarious
cease-fire in 1994. Armenian armed forces have since occupied over 20
percent of Azerbaijan’s internationally recognized territory,
including the Nagorno-Karabakh region and seven surrounding districts.

Peace talks brokered by the OSCE Minsk Group co-chairs the United
States, Russia and France have been largely fruitless so far.
