Gas and Electricity Bills Go Up

Garegin Baghmanyan, head of tariff policy department of the Public
Services Regulatory Commission, stated during a briefing today that in
the result of full review of gas and electricity bills the price per 1
cu m gas will rise by 24 drams, electricity will go up by 7-8 drams
per kW by initial estimates, term.am reported.

Garegin Bareghamyan said, as we all knew since 2012, the gas price was
going to be reviewed, the application was submitted on May 14, adding
that by initiative assessment they consider 156 drams per 1 cu m plus
VAT justified.

Living by the ‘de jure’ sword

Islamists often – but not always – come in two flavors: Those who
would decapitate an infidel, take out his heart and eat it in front of
cameras, like the “freedom fighter” in Syria; and those who have the
same sentiments and goals but pursue smarter means to Islamize the
whole universe, including “lesser Muslims,” through “de jure” methods.
The most preferred de jure methodology is “majoritarianism.”

Turkey is the world’s best example of how smartly smarter Islamists
function – and how de jure! On April 15, 2013, the world-renowned
Turkish pianist Fazil Say was sentenced to a 10-month suspended prison
sentence for tweeting and retweeting words that some Muslims, all
Islamists and “independent” judges thought insulted Muslims and their
faith.

A couple of days ago, Turkish-Armenian linguist and former columnist
Sevan Nisanyan was condemned to 13 months in prison (not suspended)
for alleged blasphemy against Muslims in a blog comment.

Mr Nisanyan’s “Hrant Dink-style” conviction came on the same day a
parliamentary commission, with the majority of votes from the ruling
Justice and Development Party (AKP) deputies, passed new restrictions
on the sale and consumption of alcohol, the Islamists’ nemesis
beverage.

As this column was written, the lawyer and women’s rights activist
Canan Arin was awaiting trial which could put her in jail for five
years because, in a conference speech on “child brides,” she had
criticized the Prophet Muhammad for marrying, according to some
accounts, a 9-year-old, and President Abdullah Gul, for marrying,
according to official accounts, a 15-year-old. Mrs Arin has been
prosecuted for “denigrating the values embraced by all or a part of
the society,” and for “insulting the president.”

Ironically, this trial takes place in a country where the government,
in rhetoric, has launched a campaign against child brides. Turkey
looks like a lost soul: Marrying a 15-year-old girl is normal but the
government fights underage marriages and an activist who criticizes
child marriages faces a five-year prison sentence!

Fortunately, criticizing rape or sexual harassment has not yet fallen
into the catalogue of crimes under the heading “denigrating the values
embraced by all or a part of the society,” since Turkish criminal
statistics show that quite a number of Turks have embraced both as
their values.

Only a few weeks before the inflow of “halal courtroom news,” a
Turkish sociologist had likened atheism to autism, not because both
words start with an “a” and end with the suffix “ism,” but because he
believed that autistic children cannot go to heaven. The professor,
who happens to be the chairman of an association that should provide
care and education for autistic children, even proudly unveiled his
plans to provide therapy for autistic children “so that they could
become faithful children.” In a saner country, of course, the
sociologist would have been forced to have therapy “so that he could
become a saner scientist” – if not arrested for child abuse.

And three days ago, Mahmut Macit, a senior member of AKP’s Ankara
provincial board, flared up about insults against believers with a
tweet that read: “My blood boils when spineless psychopaths pretending
to be atheists swear at my religion. These raped types should be
annihilated.”

Mr Macit probably falls into the third category of Islamists: Those
Islamists who officially belong to the second category but cannot hide
their true sentiments that they actually belong to the first category.

You may dislike Mr Macit, or condemn him for his remarks which no
prosecutor will think “denigrate the values embraced by all or a part
of the society.” But at least you must thank him for being honest
while his second-category peers quietly praise him, even while
publicly denouncing him.

YEREVAN, Armenia, May 24 (Xinhua) — A cycling competition will take
place in downtown Yerevan, capital of Armenia on May 26 as a part of
“Discover Yerevan” sports project, announced the public relations
department of the Youth Foundation of Armenia on Friday.

A total of 46 teams with 6 members each will pass by five sites of
Yerevan – a statue, a park, a famous avenue, a government building, a
relatively unknown street – the locations of which the participants
will have to guess through by solving various puzzles.

The “Discover Yerevan” sports project has been organized by the Youth
Foundation of Armenia along with two local youth non-governmental
organizations. The project aims to unite all active young people and
boost healthy lifestyle through underlining the importance of cycling
as an alternative means of transportation.

– The co-chairmen of the OSCE Minsk Group, acting as the mediators in
the settlement of the Nagorno-Karabakh conflict, had on Thursday a
regular round of political consultations with the Azerbaijani
leadership.

Azerbaijan’s President Ilham Aliyev received on Thursday the
international mediators Igor Popov of Russia, Ian Kelly of the United
States, Jacques Faure of France and Andrzej Kasprzyk, personal
representative of the OSCE chairperson-in-office, says a report on the
Azerbaijani president’s website. The meeting discussed the state of
and prospects for the talks on peace settlement of the
Nagorno-Karabakh conflict,” says the report. The details of the
meeting held in a confidential atmosphere are not given. The
co-chairmen of the OSCE Minsk Group are expected to leave for Yerevan
on Thursday for consultations with the Armenian leaders.
Meanwhile a number of local media reported with a reference to
diplomats whose names are not given that the international mediators,
in the framework of the visit to the region, will suggest to the
presidents of Azerbaijan and Armenia to hold a meeting in Salzburg,
Austria, on June 12. The two heads of state last met in Kazan almost
two years ago, in June 2011. Russia then organized the meeting.

Heritage party member Styopa Safaryan put a following question to
Shushan Sardaryan, Spokeswoman for the ArmRusgasprom Company, who took
part in a Facebook conference organized byAzatutyun Radio.

`I am sure that you are not going to have any problems in case the gas
price rises. What about others? I would ask you to answer my question
as a mother,’ Safaryan said.

He also asks if ArmRusgasprom is well aware of the fact that, because
of their plans, the number of poor and hungry children will increase
in Armenia.

Sardaryan answered that she raised her children in early 1990s, during
the crisis.

`There is a not a single family that did not see the difficulties. But
this money will ensure our country’s energy security,’ Sardaryan said.

As regards poor citizens, she believes that the gas price is not the
major cause of their situation. Armenia’s government subsidizes the
poor sections of Armenia’s population.

Sardaryan does not share the opinion that the gas export price for
Armenia is higher than that in Europe. She offers critics to compared
the prices in effect in Europe and Armenia to make sure that Armenian
prices are not higher.

on May 24 with the newly-appointed ambassador of the United Arab
Emirates Saif Mohammed Al-Zaabi (residence in Tehran).

The deputy minister congratulated the envoy on the appointment,
voicing confidence that he will contribute to the development of
bilateral relations.
The meeting focused on Armenia-UAE cooperation, with the importance of
the intergovernmental committee for the development of trade and
economic relations mutually stressed.

The two further discussed the need to open UAE embassy in Armenia.
Ambassador Mohammed Al-Zaabi further pledged to foster the development
of cooperation with Armenia.

A stone cross (khachkar) commemorating the 25th anniversary of the
Armenian pogrom in Sumgait was officially unveiled yesterday in the
courtyard of the Saint Nshan Armenian Apostolic Church in Beirut.

The event was organized by the Armenian Genocide 100th Anniversary
Committee of Lebanon, the Pyunik All-Armenian Fund and the RA Embassy
in Lebanon.

Archbishop Geham Khacheryan, Primate of the Lebanese Diocese, officiated.

Minister of State Panos Manjian, Lebanese MPs and representatives of
the Armenian community attended.

Garegin Chugaszyan of the Preparliament Group says he sees no problem
about a possible cooperation with the opposition Heritage party’s
leader, Raffi Hovhannisyan.

At a news conference on Friday, the activist said that he doesn’t
oppose to such a scenario, adding that they neither invite anyone to
discussions nor attend any meeting on their own.

`After February 18 [the presidential election], we submitted our
proposal to Raffi Hovhannisyan – both in public and in writing. But
the project was unfortunately ignored, and it was not brought to a
discussion. What we heard all the time were claims for the discussion.
We couldn’t wait endlessly, and so we announced after April 9 that we
ourselves would submit the program,’ he said, adding that the proposal
is open to all the political forces that will admit the principles
fixed and offer a constructive criticism.

Chugaszyan said that the Preparliament’s program proposes several
multiphase steps, self-organization being the very first thing to be
carried out.

`Those muscles will serve as a basis for creating a representative
body; candidates nominated from their places and running for election
have to make up the new legislative body’s nucleus. But it will not be
legitimate unless the entire nation casts its ballot in favor of the
body; hence there has to be a third round, with people having their
participation,’ he said, adding that negotiations with the ruling
authorities will be the next step.

Asked whether there are guarantees that the new body’s members will
not get spoiled in the course of time as did those in power,
Chugaszyan said that their only guarantee is control mechanisms,
collective efforts and a representative government. `If we fail to
ensure that, any kind of movement will be doomed to becoming a
monster,’ he said, noting that a joint leadership and the application
of the internal democratic principle would be the only guarantee
promising proper governance.

Armenia is spoiling its relations with Russia. Armenia is doing
everything to integrate into European structures; therefore Russia has
decided to punish Armenia by increasing natural gas prices, says a
senior member of the Karabakh Committee.

“Armenia’s decision to integrate into the lesbian, gay, bisexual and
transgender (LGBT) Union has angered Russia. Whenever you hear NATO
and the European Union, you should understand an army of LGBT,” said
Ashot Manucharyan.

Armenian authorities have taken certain steps with Europe which do not
comply with the Armenian-Russian agreements with in the framework of
the Collective Security Treaty Organization. Otherwise, otherwise, it
is difficult to understand the strong anti-Armenian steps for the last
20 days. Russia has always stressed that it will export gas at its
domestic prices, that is, at lower prices than have now been set for
Armenia. But if Russia takes other steps, it means something’s wrong
and the agreement has been broken,” said the Karabakh Committee
member.

of Shah Deniz field, the U.S. ambassador to Azerbaijan said, according
to APA.

At the conference titled Maritime and Energy Law in Azerbaijan:
International and National Perspectives, Richard Morningstar spoke
about the compromise reached during the operation of Shah Deniz field.

`Sanctions could have been imposed on Shah Deniz field in the Caspian
Sea, because Iran has a 10% share in Shah Deniz oil field and the
companies cooperating with Iran in the sectors of oil and gas might
expect to be sanctioned by the U.S. But what did the U.S. Congress
say? The Congress though it suitable to make a compromise. Otherwise,
the operation of Shah Deniz could have been frozen for 20 years. In
this case, international companies wouldn’t be able to take a step
forward in the operation of this field. But let’s view this issue from
another aspect. What if the gas would have gone to only Iran or
Russia?’

Richard Morningstar also touched on the importance of politics in the
relations and process management.

`Sometimes politics has very serious influence on the legislation.
Therefore, we have to clarify any issue that may cause dispute,’ he
said.
