OSCE HELPS ADVANCE HUMAN RIGHTS EDUCATION IN ARMENIA

A two-day workshop organized by the OSCE Office in Yerevan on 15 and
16 June 2013 brought together human rights education specialists for
a discussion on how to help revise the standards of social studies
in high schools in line with international good practices.

Some 20 representatives of Armenia’s Education and Science Ministry,
the National Institute of Education,as well as teachers and specialists
on social studies teaching took part in the workshop.

“We believe the event will bring added value to these efforts and
increase the respect for human rights in the school,” said Ambassador
Andrey Sorokin, Head of the OSCE Office.

Strengthening the capacity of human rights educators and curricula
developers,and giving them the tools to design effective curricula
and courses for students at all levels is an important element of
the Office’s human rights activities in Armenia. In December 2010,
the OSCE Office in Yerevan and Armenia’s Ministry of Education and
Science signed a Memorandum that outlined the mutual co-operation on
this issue.

Mr Ambassador, Armenia and Belarus celebrate an anniversary – 20
years of establishment of diplomatic relations. Did our countries
gain much for these 20 years like the independent states?

The positions of Armenia and Belarus on the key international issues
coincide. Earlier we used to work through Moscow. The headquarters of
foreign policy was in Moscow. But today we have been directly working
in all the international platforms like independent entities. But
the most important is that we contact and support each other in many
issues. Armenia and Belarus are two small countries, and of course
they cannot act the way that Russia and China do. For this reason,
big states or international structures have got absolutely different
pretensions to them. As for us, we are forced to stand shoulder to
shoulder and support each other. We have been effectively cooperating
in the humanitarian sphere and in the sphere of culture as well, and
Days of Belarusian Culture are traditionally held in Armenia, and of
the Armenian culture – in Belarus. Today the two countries know about
each other much more than earlier, as today they directly communicate
without intermediaries. In the sphere of education both countries have
agreements almost with all the profile universities, and they exchange
students and share their experience. We have been discussing, which
is better the Bologna process or an old Soviet school. Armenia is a
participant of the Bologna process, but we just coming closer to it.

However, we still have the basis – the Soviet school plus the best
practice adapted to today’s conditions. Today we do not say that the
Bologna process is the best and what we had is bad. Belarus does not
hurry and is coming closer to this problem very much carefully to
find an optimal option. The inter-regional cooperation is one of the
most important sides of cooperation. Today the regions of Armenia and
Belarus have established friendship and discuss trade and economic
as well as humanitarian problems. The dialogue often becomes so much
deep and trustful that even the Embassy is not aware of it. For this
reason, I should say once again that for the last 20 years we moved
forward more than in the Soviet Union. And the most important is that
there is no obstacle in our cooperation, though there are wrinkles,
as every country has its own national interests, but I cannot remember
a case of any serious disagreements or barriers between our countries.

If there are disagreements, we try to settle them only stemming from
the interests of both states.

You probably mean extension of cooperation within such organizations
like the future Eurasian Union or the Customs Union. Are the Armenian
and Belarusian parties cooperating on the matter?

One should get used to one another when choosing any unions. For
instance, Belarus is a member of the Customs Union and Single Economic
Area. By 2015 members of the organization should join the Eurasian
Union. A question arises: what are more – pluses or minuses? To us,
as a state with an open economy, the Customs Union as well as Single
Economic Area are very much important, as our key market is developing
sin two directions – Russia and Europe. And today one cannot say that
Belarus is making choice only between Russia and Europe.

Belarus is already able to combine, but Armenia always asks: either
or. This is a pure political speculation.

The statements by European functionaries about the necessity of
making choice between the European Union and Eurasian Union are
incorrect. Some high rank European functionaries say these two unions
do not hinder each other, but others do not think so. Let’s discuss
the issue logically. Armenia is a member of the WTO, at present it is
preparing to signing of the Association Agreement with the EU and the
Agreement with Deep and Comprehensive Free Trade Area. Russia is also
a member of the WTO, Kazakhstan is going to join the WTO. The point
is that everything is being formed at single principles, on which the
WTO has been functioning. As for the European Union, here as well,
everything is being formed on principles fixed and functioning in
the European Union. The activity of the EU is currently analyzed and
the minuses of this structure will be taken into consideration when
forming the Eurasian Union. For this reason the statements by European
functionaries about the necessity of making choice between the European
Union and Eurasian Union are incorrect. I think, those who make such
statements, watch Armenia like their patrimony. One should be more
correct, and if you cooperate, remember that you cooperate with an
equal partner, and it does not matter if he is big or small.

Does Belarus watch any projects that will be financed through the so
called state and private programme financing?

One of the most important goals in cooperation between Armenia and
Belarus is to increase the commodity turnover. This issue was one of
the key issues during the negotiations between President of Belarus
Aleksandr Lukashenko and Armenian President Serzh Sargsyan. Six
agreements on cooperation in various fields were signed during the
visit of the Byelorussian President to Armenia. In particular, the
agreements cover the spheres of nuclear security, agriculture, sport,
economy, etc. As our presidents said, the most important thing for
both states is that the commodity turnover between Armenia and Belarus
is insufficient and does not meet the capacities. On the one hand,
46 mln USD seems to be a big amount, but on the other hand, it is
only 1% of the total foreign commodity of Armenia. The two countries’
presidents have set a goal at least to double this amount within the
next 1.5-2 years. The other issues concern the both states’ further
cooperation within international organizations, such as the CSTO,
the CIS, etc. The issue of formation of the Eurasian Union also plays
an important part in the bilateral relations.

Several years ago president of Belarus offered many foreign
businessmen, including the Armenian ones, to invest in the economy
of Belarus. How much Belarus is open today for big and medium-sized
investments?

This topic is still relevant today. Moreover, our legislation is
improving and becoming more liberal, and one of the key goals is
to attract foreign investments. One of such investment projects is
the Byelorussian-Chinese hi-tech park, which is being formed near
the Minsk International Airport. A very large area is provided
for the project. Thousands of specialists are supposed to work in
the park. It is a multi-discipline park, and not only Chinese or
Byelorussian economic entities will be launched there. We believe
that this will be a very promising project. Given that the country
is at the junction of main tracks, nowadays we experience creation
of many transshipment logistics centers. In addition, accommodation
facilities are very actively being built, because Belarus will
host the World Hockey Championship 2014. We welcome investments
in the production industry and sphere of services, but we are not
interested in short-term speculative transactions, our country does
not need that. There are already 4 Armenian restaurants in Minsk,
and the Byelorussians attend them with pleasure.

les étoiles»

Présenter depuis le 16 mai aux vitrines du Centre Culturel Russe à
Rabat une exposition de photos « voie vers les étoiles » consacrée aux
premières femmes cosmonaute de l’histoire Valentina Terechkova, née le
6 mars 1937 à Maslennikovo, dans la région de Iaroslavl (Union
Soviétique). Après le succès du vol d’Youri Gagarine, Sergey Korolyov,
le père du programme spatial soviétique, à l’idée d’envoyer une femme
dans l’espace. Ouvrière du textile à 18 ans, elle est choisie parmi
plus de 400 candidates pour devenir sous la houlette d’Youri Gagarine,
la première femme dans l’espace.

Valentina Terechkova est citoyenne d’honneur de 15 villes du monde :
Kalouga et Iaroslavl en Russie, Vitebsk en Biélorussie, Baïkonour et
Karaganda au Kazakhstan, Gumri en Arménie, Montreuil et Drancy en
France, Montgomery en Grande-Bretagne, Polizzi Generosa en Italie,
Darkhan en Mongolie, Sofia, Bourgas,Petric, Stara Zagora, Pleven et
Varna en Bulgarie et Bratislava en Slovaquie. Le 22 juin 1963, elle a
été nommée Héros de l’Union Soviétique, la plus haute distinction de
l’URSS. L’ordre Lénine et la médaille de l’Étoile d’or lui a également
été décerné. L’Organisation des Nations Unies lui a décerné la
médaille d’or de la paix, et la France lui a remis la médaille
Joliot-Curie.

visiter l’exposition des travaux de dessin et travaux manuel des
élèves des cours diriger par la célèbre peintre Olga Korzina à
l’occasion de fin d’année, et assister au spectacle danse de salon et
danse moderne par les élèves de la même école dirigée par Maria
Davydova le vendredi 14 juin à 18h00, et à la même occasion de fin
d’année des cours de danse classique une exposition de chorégraphie
professionnelle sera exposé à l’occasion de la présentation des
poussins et jeunes ballerines du CCR sous la direction de Nina
Karlinskaya le 20 juin à 18h00.

Administration Political Analysis and Information Provision Department

The PA official stated that the organizations such as ASAIF, the
National Assembly of Youth Organizations of Azerbaijan held forums,
conferences, protests and rallies on the Nagorno Karabakh conflict:
`But the groups, who are dissatisfied with the policy of Azerbaijani
authorities, have never demonstrated such a position. We are living in
a pluralistic, democratic and free society. The position of the
authorities can be supported and there can be those who have different
views. But now the question is the national issue, position and
responsibility. Why don’t some persons want to understand the essence
of this responsibility?”

Official of the Presidential Administration said the opposition
leaders had not put forward a proposal, concept, nor demonstrated
activity in terms of Azerbaijani statehood and national interests
within 20 years.

SIGMUND FREUD TOPS REFUGEE POLL

Austrian neurologist Sigmund Freud has been voted the refugee who has
made the most significant contribution to British life.
The founder of psychoanalysis, who created an entirely new approach to
the understanding of the human personality, came top of the national
poll with 50% of votes.

Freud fled to the UK to escape Nazi persecution. He is regarded as one
of the most influential – and controversial – minds of the 20th
century.

He was followed by German physicist Max Born, who gained 21% of votes.
Born was awarded a Nobel Prize for his contribution to the development
of quantum mechanics.

One in ten respondents (10%) cited the French refugee and writer of
Les Miserables, Victor Hugo, who settled in the UK after fleeing
persecution from Napoleon, as their first choice from a list of
prominent refugees who have made a contribution to science and
technology, the arts, culture and sport over the years.

The Britain Thinks’ poll coincides with the launch of Refugee Week
2013, a nationwide festival of events to celebrate the positive
contribution that refugees have made to British society over the
centuries under the theme Our History and Heritage.

More than 2,000 people who took part in the survey also thought that
radar, developed in part by the Austrian scientist and refugee Hermann
Bondi, was one of the 20th century inventions that had made the
greatest contribution to British life.

The nation’s long standing affection for fish and chips as a popular
national dish, first introduced to the UK by French Protestant
refugees and Jewish settlers from Portugal, received 17% of the vote
followed closely by the high street department store M&S, co-founded
by Russian refugee Michael Marks (11%).

An overwhelming majority (94%) believed that the full history of
Britain, including the role the country has played in protecting
refugees, should be taught in schools.

Chairman of Refugee Week Maurice Wren said: “From as early as the
arrival of the Armenians who settled in this country during the 12th
century, the UK has enjoyed a proud tradition of welcome for those
seeking sanctuary.

“The results of the survey show the valuable contribution that
refugees have made to British history and heritage.

“It is interesting to see that the great British public consistently
rank science and technology inventions more highly than the equally
positive contributions to British cultural and sporting life made more
recently by refugees.’

Contemporary refugee figures such as Fabrice Muamba, the former Bolton
footballer who fled the Democratic Republic of Congo as a child, and
Rita Ora, the Kosovan singer-songwriter managed by rapper Jay-Z who
moved to the UK with her family during the 1990s Balkan conflict, also
featured in the survey, polling six and four per cent respectively.

Mr Wren added: “Throughout the centuries, refugees have brought a
wealth of talent, skills and knowledge with them to help make the UK
the rich, diverse, and vibrant nation it is today.”

Now in its 15th year, Refugee Week, which runs from June 17 to 23, has
launched an online interactive timeline which charts refugee movements
to the UK throughout the centuries.

Sainteté Aram I. Ils ont discuté de la situation dans la région, de la
formation d’un nouveau gouvernement et la modification proposée dans
la loi électorale au Liban.

Ils ont ensuite parlé de la relation historique entre l’Eglise
orthodoxe en Roumanie et l’Eglise Apostolique Arménienne. Sa Sainteté
Aram Ier a parlé de sa longue relation avec le Patriarche Daniel au
sein du Conseil `cuménique des Eglises et demandé le renforcement des
relations `cuméniques entre les deux églises.

Les manifestants dénoncent les violences policières dans le parc Gezi

ISTANBUL, 15 juin 2013 (AFP) – Le collectif Solidarité Taksim, qui
chapeaute l’organisation de la contestation au Premier ministre turc
Recep Tayyip Erdogan, a dénoncé dimanche des violences policières lors
de l’assaut contre le parc Gezi d’Istanbul.

`Cette attaque brutale conduite par la police doit s’arrêter. C’est le
parti politique au pouvoir qui sera responsable des événements
d’aujourd’hui et de demain`, écrit le collectif dans un communiqué.

`A l’heure actuelle, nous manifestons à travers le pays contre
l’attaque du gouvernement et nous marchons dans le quartier de
Taksim`, où se situe le parc Gezi, ajoute le collectif, qui dénonce
des `centaines de manifestants blessés` et des dizaines de personnes
touchées par des `balles en caoutchouc` qui ne peuvent pas être
hospitalisées.

La police a dispersé samedi soir à coups de canons à eau et de gaz
lacrymogènes la place Taksim où se massaient des centaines de
manifestants. Dans la foulée, elle a lancé l’assaut sur le parc Gezi
occupé depuis le 1er juin par des milliers de manifestants. Ces
derniers ont fui les gaz lacrymogènes permettant aux policiers de
démanteler les tentes dressées dans le camp. Depuis plusieurs heures,
la police cherche à repousser le plus loin de la place Taksim tout
manifestant. Des centaines de policiers sont déployés dans les rues
donnant sur la place à la recherche des manifestants.

La police intervient jusque dans le lobby de grands hôtels, comme le
Hilton et le Divan. L’hôtel Divan, proche du camp Gezi, a été
transformé en hôpital de campagne pour soigner les manifestants
touchés par les gaz lacrymogènes ou les balles en caoutchouc. Pour sa
part, le gouvernement avance un bilan de 29 blessés.

Le record du plus long nez du monde est détenu par un…Turc !

Vous pensiez qu’il est Arménien ? Pas du tout ! Le détenteur du plus
long nez du monde n’est pas un Arménien…mais un Turc ! Mehmet
Ozyurek (61 ans) détient ce record depuis 2005. Un record inscrit dans
le livre Guinness des records. Son nez a une longueur de 8,5 cm en
partant de la base. Interrogé par les journalistes M. Ozyurek a confié
qu’il ignorait la réaction des autres à la vue de son nez car il sort
rarement de chez lui. Ce serait sa femme qui l’inciterait à ne pas
sortir…

Baku. Victoria Dementyeva – APA. “The unresolved Nagorno Karabakh
conflict poses a threat to transnational security,” said Richard
Weitz, Senior Fellow and Director of the Center for Political-Military
Analysis at the Hudson Institute, APA reports.

He said that the problems in the centre of Eurasia such as Karabakh,
Abkhazia, Transnistria are source of danger. According to the expert,
the Nagorno Karabakh conflict arose as a result of Stalin’s policy:
“The collapse of the Soviet Union has caused confrontations in a
number of the post-Soviet republics. The places of ethnic groups are
not always in line with real borders. This problem exists not only
in the region, but everywhere.”
