Un membre important du Parti republicain au pouvoir a fait valoir que
l’Armenie pourrait adherer a l’Union douanière proposee par la Russie,
qui comprend egalement le Kazakhstan et la Bielorussie seulement si la
Republique du Haut-Karabagh (NKR) est aussi invite a se joindre a elle.

S’exprimant lors d’une conference de presse, Gagik Minasian, president
d’une commission parlementaire sur les finances et les affaires
budgetaires, a declare que l’Armenie a deja une union douanière avec
la RHK et qu’au cas où Erevan devrait se joindre a une autre union
douanière, elle devra creer une frontière douanière avec la republique
du Haut-Karabagh.

” Sommes-nous prets pour cela ? Bien sûr que non ” a-t-il repondu a
sa propre question.

À son avis, si une invitation est envoyee au Karabagh afin de
rejoindre l’Union douanière il y aurait certainement des discussions
interessantes.

” Toutefois, cette question n’est pas encore resolue et donc, il
est illogique de parler de la pleine participation de l’Armenie dans
l’Union douanière ” a-t-il ajoute.

a Liverpool. Le club anglais devrait dans les jours qui viennent
confirmer l’arrivee de Henrikh Mekhitarian au sein de son effectif
selon l’agence russe. Mais pour l’heure le contrat n’est toujours pas
signe et les dirigeants de ” Borussia ” de Dortmund ont fait savoir
que le club allemand etait pret a debourser 25 a 30 millions d’euros

Deux Armeniens Blesses a Beyrouth-Est Dans L’attaque D’un Autocar

DEUX ARMENIENS BLESSES A BEYROUTH-EST DANS L’ATTAQUE D’UN AUTOCAR

Hier dans la partie Est de Beyrouth (Liban) trois jeunes inconnus
ont arrete un autobus avec 60 personnes a bord puis ont attaque les
passagers avec des couteaux en blessant 9 d’entre eux. Deux Armeniens
sont parmi les blesses, l’un originaire de Syrie, Movses Partamian
(blesse au thorax) et l’autre du Liban. Leurs vies ne sont cependant
pas en danger. L’autobus se dirigeait vers les studios de la television
iranienne de Beyrouth pour participer a une emission televisee. Il
semblerait d’après les premiers elements de l’enquete que cet acte
n’ait pas un caractère politique.

GRAMMY-WINNING VIOLIST KIM KASHKASHIAN TO PERFORM AT ARMENIAN HOLY VORTVOTS VORODMAN CHURCH IN ISTANBUL

The great violist Kim Kashkashian will be performing with pianist
Peter Nagy at the Armenian Holy Vortvots Vorodman Church in Kumkapi
district of Istanbul, teh Hurriyet Daily News reports.

The concert features Beethoven~Rs variations, Schumann, Soviet composer
Dmitri Shostakovich and Armenian composer Komitas Vardapet.

With this concert, the Holy Vortvots Vorodman Church will be hosting
a festival concert for the first time following its recent renovation.

Grammy-award winning Armenian-American violist Kashkashian is known
as much for her music as for her ability to weave marvelous stories
with her playing.

The concert will be held tonight at the Holy Vortvots Vorodman Church
in Kumkapi.

Armenian human rights activists from the Helsinki committee
headquarters find the country’s anti-torture policies very poor
and unpromising.

Speaking to Tert.am, President of the Helsinki Committee of Armenia
Avetik Ishkhanyan said the Armenian authorities still go round in a
circle, showing absolutely no signs of progress. Artur Sakunts of the
Vanadzor Helsinki Association said he believes the situation remains
as poor as it used to be.

June 26 is marked around the world as the International Day in support
of Victims of Torture. The day has been observed annually since 1998.

Ishkhanyan believes that the police are the most vulnerable targets of
criticism in matters relating to torture. “They are often unwilling
to speak of inquests, but they are often accompanied by intimidation
and battery, sometimes even torture,” the activist told our reporter.

The traditional violations, according to him, are the failure to
ensure a lawyer’s presence during the interrogation, give a suspect
the right to make the first call or notify the latter of the period
he or she is expected to remain in police custody.

Ishkhanyan noted that confessions are often distorted from suspects
under duress.

“The situation is unfavorable in other places as well, especially the
penitentiaries which are closed institutions,” said he, adding that
inmates often remain silent on the existing problems at meetings with
NGO representatives.

Armenia is a state party to the European Convention for the Prevention
of Torture and Inhuman or Degrading Treatment or Punishment

Commenting on the situation, Sakunts said that the police departments,
which do not refrain from a torturous conduct, often fail themselves
to launch proceedings over cases of torture.

The activist said that the biannual reports published by the Council
of Europe Parliamentary Assembly’s Committee on the Prevention of
Torture clearly depict the situation in each member state.

“They give a very accurate description of the situation. Furthermore,
the committee was on a visit to Armenia this March for conducting
studies at the police departments,” he noted.

The Committee’s representatives, who are authorized to conduct an
unlimited number of visits to places of detentions, psychiatric
hospitals etc, were in Armenia to assess the authorities’ steps
towards mitigating the situation of prisoners, especially those
serving a life sentence.

The Committee’s first report on Armenia was based on a 2008
post-electoral monitoring. The Committee’s experts, who were in the
country from March 15 to 17, talked to 70 individuals detained over
the post-electoral unrest.

They said in subsequent findings that the legislative provision on
keeping a suspect in detention for no more than 72 hours was very
often violated.

Un Nouvel Accord A Ete Signe Entre La Russie Et L’Armenie

UN NOUVEL ACCORD A ETE SIGNE ENTRE LA RUSSIE ET L’ARMENIE

La Russie et l’Armenie ont donne un nouvel elan a leur cooperation en
matière de defense en signant un nouvel accord qui devrait faciliter
la poursuite des livraisons d’armes russes a l’armee armenienne.

L’accord sur ” la cooperation militaro-technique ” entre les deux pays
a ete signe a Erevan mardi 25 juin 2013 par le ministre de la Defense
Seyran Ohanian et Aleksandr Fomin, chef d’une agence gouvernementale
russe en charge des ventes d’armes aux pays etrangers. A. Fomin
faisait partie d’une delegation russe dirigee par Nikolaï Patrouchev,
le secretaire du Conseil de securite russe.

Patrouchev et son homologue armenien, Artur Baghdassarian, etaient
presents lors de la signature. L’accord n’a pas ete immediatement
rendu public.

Baghdassarian a souligne l’importance de ce document : ” Cela est
une nouvelle opportunite pour faire des affaires avec la Russie “,
a-t-il dit aux journalistes.

Ce nouvel accord Russie-Armenie a ete signe une semaine après que les
medias russes ont rapporte que Moscou a commence a livrer du materiel
militaire a l’Azerbaïdjan pour une valeur d’1 milliard de dollars.

Patrouchev, qui est un proche collaborateur de Poutine, a cherche a
etouffer ces rumeurs. Selon lui, cela n’aura aucune consequence pour
la securite de l’Armenie.

” Nous avons des relations strategiques avec l’Armenie “, a declare
Nikolaï Patrouchev. ” Au cours de ce voyage, nous avons visite
certaines bases militaires et nous avons pu voir que notre armee et
les gardes-frontières vont assurer de manière fiable la securite de
l’Armenie. À cet egard, vous ne devriez pas vous faire de soucis. Il
existe des moyens et des forces suffisantes ici pour assurer la
securite. ”

Baghdasarian, pour sa part, a repete que le contrat d’armement russe
passe avec l’Armenie et l’Azerbaïdjan ne changera pas l’equilibre
des forces dans le conflit du Karabagh. ” Il est egalement important
que la cooperation militaire russo-armenienne se developpe, notamment
grâce a la modernisation des infrastructures militaires “, a-t-il dit.

Patrouchev a egalement evoque lundi une nouvelle ” modernisation ”
de la base russe en Armenie prevue par Moscou. La base a deja ete
renforcee avec de nouvelles armes au cours des dernières annees. La
presence militaire russe sur le territoire armenien est prevu
jusqu’en 2044.

Naregatsi Art Institute organized the first Naregatsi Festival of the
Arts from June 15-22 at the Komitas Chamber Music Hall. For eight
consecutive days, spiritual, classical, academic, folk and jazz
concerts were performed by renowned Armenian singers and
musicians. The festival was also accompanied by the exhibition of
paintings by famous Armenian artists (Hagop Hagopian, Vartan
Tovmasian, Shota Voskanian, Armen Khojoyan, Tigran Asatrian, Ashot
Avagian, Sevan Naccashian, Hovnan Sarkisian, Yevgine
Martirosyan). Also NAI founder Nareg Hartounian presented his
`Photaura’ style of photography.

The Naregatsi Art Festival kicked off with a concert by the
international award-winning Gurdjieff Folk Instruments Ensemble, which
was was followed with a joint concert by the Luys Quintet and Oshakan
Trio performing Armenian medieval and folk songs, works by
contemporary composers and songs arranged by Komitas.

On June 18th, the State Chamber Choir of Armenia conducted by Artistic
Director, Robert Mlkeyan (Artist Honorarium of Armenia) presented the
works of modern Armenian composers, Tigran Mansurian, David Haladjian,
and Edward Hairapetian.

On June 19th, composer, pianist Artur Avanesov, Astghik Vardanyan
(violin), Mary Dolmazyan (alt), and Levon Araqelyan (cello) performed
chamber compositions written by A. Khachatryan, Gh. Saryan,
T. Mansurian, A. Avanesov, D. Balasanyan, and H. Sardaryan.

On June 20th, the concert of jazz musicians composer, pianist Vahagn
Hayrapetyan and saxophonist, flutist, composer Armen Hyusnunts was
held featuring jazz improvisations.

On June 21st, composer, songwriter Vahan Artsruni confessed that the
last performance he had given at the Komitas Chamber Music Hall was
nearly a decade ago and that this festival had given him the great
opportunity to perform there once again and communicate with his
audience. He presented “Komitas: 10 Revelations’, a
vocal-instrumental cycle based on poetry of Vardapet Komitas and
Razmik Davoyan.

The festival ended on June 22nd with performances by the Naregatsi
Folk Instruments Ensemble and the Karin Song & Dance Ensemble, who
brought the audience to their feet and danced various ethnic Armenian
dances.

Symbolic Naregatsi Art institute cross-stones were handed to all the
participants of the festival, which was organized by Naregatsi Art
Institute and Melos LLC, in collaboration with some of the most
accomplished performers and visual artists in Armenia. The underlying
goal of the festival was to present authentic Armenian culture and
allow artistic expression to flourish free from financial, legal and
administrative concerns.

`Our intention is to make the Naregatsi Art Festival an annual event
and include not only Armenia but also tie in the Diaspora’, concluded
Naregatsi Art Institute founder, Nareg Hartounian.

The Women’s Resource Center has announced that the Kotayk Provincial
Court will hold a session tomorrow regarding whether or not to drop
the suspicious suicide case of Maro Gouloyan.

Yesterday, the RA Prosecutor General Office stated that a motion
brought by the Gouloyan’s next of kin and the “Coalition to Halt
Violence Against Women” to prevent the case from being dropped had
been examined and that a decision had been made to continue criminal
proceedings.

The Women’s Resource Center, in its statement, says it’s encouraging
that this time the Prosecutor General’s Office did not neglect the
protestation of the injured party and did not reject its just demand.

Artur Atoyan, Chairman of the Armenian Fish-Farmers Union NGO,
is concerned over the fact that the Armenian government’s recent
decision pertaining to fish-farming poses a threat to small and medium
businesses (SMB).

Specifically, the government’s decision implies excessive expenses
for fish companies, which cannot afford such expenses and will have
to stop working. According to him, 57 of the 234 fish-farms operating
in Armenia have been closed. Ninety-nine of the rest companies are
considered to be small companies, and they must not be liable to
any commitments.

The reason for the government’s decision is water saving. “Yes,
we must save our water resources. But we have a traditional offer –
water recycling without additional expenses.”

“Fish-farms are facing uncertainty because of this decision,”
Atoyan said.
