1.5 Billion And Armenia Pre-signs

On July 4 the chief Armenian negotiator of the EU-Armenia Association
Agreement Zohrab Mnatsakanyan assured in Brussels that the agreement
will be signed during the summit in Vilnius. He underlined the
importance of institutional capacity and availability of means.

To put it in more simple terms, Armenia is asking for money and the EU
is not giving it. The donor conference has been postponed twice.
Assistance of 1.5 billion euro is concerned. Experts say Europe is
delaying the conference because the EU has doubts about commitment of
Armenia to signing of the Association Agreement.

The U.S. ambassador John Heffern also determined American investments
by the signing of the Association Agreement. Instead, Armenia is
speaking about postponing pre-signing of the agreement more and more
frequently.

The EU enlargement commissar Stefan Fule declared the principle `more
for more’ which means more assistance to countries which carry out
more reforms. In other words, for the time being Armenia will not get
any money.

YEREVAN, JULY 5, ARMENPRESS: This week’s “Armenpress” News Agency
“Bestseller Books List” is topped by foreign writer. Foreign
literature has its own place in the bestsellers list. Lecturer of
Yerevan State University, writer Vahe Arsen the selling of foreign
literature in Yerevan considers as a predictable trend. During an
interview to `Armenpress’ the writer spoke about “Armenpress”
News Agency “Bestseller Books List” stressing the importance of its
role but mentioning that the quality of sold books is more important
than the quantity. I would like that in the list would be included
creations of Shakespeare and `Don Quixote’ of Servantes,’ said
Vahe Arsen.

The list is headed by “The Alchemist” novel by contemporary Brazilian
author Paulo Coelho. This book has been translated into
67 languages and according to AFP, it has sold more than 30 million
copies in 56 different languages, becoming one of the best-selling
books in history and winning the Guinness World Record for most
translated book by a living author.

In the second place is the “Memories of My Melancholy Whores” by
Columbian author Gabriel García Márquez. The book was translated into
Armenian from the Russian version by Hovhannes Ayvazyan in 2010.
“Memories of My Melancholy Whores” is dedicated to the love affairs
of an old journalist, who falls in love with a young girl.

“Memories of My Melancholy Whores” is followed by the leader of the
previous week – “Where the Wild Roses Bloom” by Moscow-resident
contemporary Armenian author Mark Aren (Karen Martirosyan).

In the forth position is ”The Book of Lamentations” by St. Gregory
of Narek. The pearl of the medieval Armenian literature is also known
to
the public as “Narek” for short. The mystical poem “Book of
Lamentations” has been translated into many languages and has played a
significant role in the development of the Armenian literary language.
This masterpiece by St. Gregory of Narek has always been included
in our bestseller books list.

The Armenian version of prominent Azerbaijani writer Akram Aylisli’s
“Stone Dreams” published by “Graber” publishing house occupies the
fifth position in the bestseller books list. Artak Vardanyan
translated the novel into Armenian. Aram Ananyan authored the preface
of the
book and the publication was edited by Seyranuhi Geghamyan. Aylisli’s
“Stone Dreams” novel caused a lot of noise and hysteria in
Azerbaijan. On February 7, 2013, the President of Azerbaijan Ilham
Aliyev signed a presidential decree that stripped Aylisli of the title
of
“People’s Writer” and the presidential pension. Earlier, Aylisli
confirmed reports that his son, a customs official, and wife were
dismissed
from their jobs.

“The Little Prince” by French author Antoine de Saint-Exupéry occupies
the sixth place. The novella is both the most read and most
translated book in the French language, and was voted the best book of
the 20th century in France. The book was translated into more
than 250 languages and dialects, as well as Braille.

In the seventh position is again Akram Aylisli’s “Stone Dreams” but
this time published by “Edit Print” publishing house.
In the top ten list are also included Ashot Aghababyan’s `Only’ novel,
Aram Pachyan’s `Goodbye, bird’ which is a story about a boy who
has come from army and `Armen Ohanyan’s `The return of Kikos’.

U.S. policy on the eve of the start of the election campaign in Azerbaijan

Washington’s activity in the direction of the South Caucasus in recent
months has increased markedly. While in 2011-2012 the main efforts of
the State Department were concentrated on support for the Saakashvili
regime, now, with the new geopolitical realities, the U.S. is trying
to diversify its regional policy, distributing more evenly the forms
of cooperation between Azerbaijan, Armenia and Georgia.

Naturally, this activity worries Russia, given that, according to many
politicians and experts, this activity is not only anti-Iranian, but
also explicitly anti-Russian.

However, if, in the case of Armenia, Washington is willing to give
priority in the dialogue with Yerevan to official Brussels, when it
comes to Azerbaijan, U.S. diplomacy prefers to act directly in the
field of energy dialogue and the Karabakh issue. However, for the
Azerbaijani elite, despite the importance of the Karabakh issue,
currently the number one issue is the presidential elections to be
held in autumn 2013.

The position the U.S. will take in respect of Ilham Aliyev’s
candidacy, of course, concerns the local authorities, especially as
the U.S. officials, as usual, are trying to stick to a multi-vector
line. This means that high-ranking officials almost simultaneously
hold meetings with representatives of the ruling elite and the most
prominent members of the opposition. For example, members of the
delegation of the U.S. Helsinki Commission in the framework of a
three-day visit met with representatives of the National Council of
Democratic Forces. Meanwhile, U.S. senators on that day met with
Azerbaijani President Ilham Aliyev. It is interesting that the head of
the Helsinki Commission of the U.S. Congress Mr. Smith also
participated in the meetings with the representatives of the
authorities and their political opponents. Note that Russian MPs and
politicians cannot afford such a “broad multi-vector policy” for
Azerbaijan or Armenia. In this case, there are completely different
rules.

If we put aside evidence of increased diplomatic activity in
Washington and wonder about the ultimate goal of these actions, the
answer is actually very simple: supporting anti-Iranian sentiment,
erecting barriers in relations between Russia and Azerbaijan, Russia
and Armenia, keeping the slow state of the Karabakh conflict, since it
is one of Washington’s leverages over regional politicians. Perhaps
these circumstances have caused a pause in the determination of the
candidacy of OSCE Minsk Group by the United States.

The main operator of U.S. projects in Azerbaijan is Richard
Morningstar, who is talking about fair and transparent elections in
Azerbaijan in each of his speeches, for which, he said, he hopes
personally. And, in addition, Morningstar has fully mastered the art
of talking about a lot, avoiding specific answers to tough questions.
By the way, this was the case at his last briefing, when Morningstar,
answering questions about the trip of Ibragimbekov to the U.S., only
confused the journalists about with whom the new-found opposition
leader met in Washington.

Of course, politics is an extremely cynical business, and U.S. policy
is double cynical. This is not a reproach to Washington, but merely a
statement of fact, to which politics in the former Soviet space, not
only in the countries of the South Caucasus, are accustomed.

That is why the Azerbaijani elite seem to be striving to separate
rhetoric from genuine aspirations, both against Washington and against
the European Union. And if in the energy sector Baku is largely in the
wake of the interests of the West, from the point of view of the
internal stability of the current political system, the U.S. can
hardly serve as a close ally of President Ilham Aliyev. At the very
least, there are no such examples in world politics over the last few
years, when Washington’s promises were fulfilled until the end for
both objective and subjective reasons.

In other words, at least until the autumn of this year, the region
will have a great game, in the center of which Azerbaijan will stand –
a key point for the current scenario in the South Caucasus. And it is
on the Azerbaijani leadership, who should bear in mind the adage about
Greeks bearing gifts, that a comprehensive solution to the problems to
face country and society in the next two to three months depends.

Liverpool have lost out on one of their major transfer targets after
Shakhtar Donetsk’s Henrikh Mkhitaryan agreed a £21.5m move to Borussia
Dortmund.
Manager Brendan Rodgers identified the 24-year-old forward as a top priority.

But the Reds were told on Friday that the Ukrainian side had done a
deal with the Champions League finalists.

Liverpool were happy to meet the asking price for Mkhitaryan but it is
believed they never got the chance to hold talks with the highly rated
Armenian.
Rodgers had hoped to add Mkhitaryan to summer signings Kolo Toure from
Manchester City, Sunderland goalkeeper Simon Mignolet, Celta Vigo
striker Iago Aspas and Sevilla’s Luis Alberto.

YEREVAN. – It is very difficult to express a positive or a negative
view on the Constitution of Armenia; it is ours, and there is always a
need for reforms.

Opposition Heritage Party National Assembly Faction member Tevan
Poghosyan told the aforesaid to Armenian News-NEWS.am.

`Constitution is the fundamental law owing to which the establishment
of the state is ensured. From this perspective, we should always be
ready for reforms, since their need rises from time to time,’
Poghosyan said.

But he stressed that the Armenian citizens are still unable to carry
out the tasks which the Constitution specifies.

In his words, however, Constitution Day is a day of collective pride.

`We shall see to it that the Constitution is exercised every day, and
we may become proud of the fact that our Constitution truly functions
and enables to address all the problems we face,’ the opposition MP
noted.

As Armenian News-NEWS.am informed earlier, Armenia marks Constitution
Day on July 5.

Norms stipulated in Chapter 2 of Armenian Constitution regarding human
rights and freedoms are mostly violated in Armenia, associate
professor of legal sciences Edgar Shatiryan told reporters on Friday.

According to him, the executive bodies are the main violators of human
rights and freedoms. The low level of awareness about their rights and
powers among ordinary citizens and officials often leads to
arbitrariness by the authorities, Shatiryan said.

The Constitution is an ideological document, the basis of legitimacy
of public power and the core of the state’s legal system, he added.

The Constitution of the Republic of Armenia was adopted by a national
referendum on July 5, 1995. The amendments to the RA Constitution were
approved by a referendum held on November 27, 2005.

Azerbaijani media spread misinformation regarding certain
anti-Armenian “PACE resolution”

On June 4 the Azerbaijani news agencies, including one of the largest
pro-government agencies “1news.az” and the “Aze.az” portal spread
misinformation that PACE adopted a resolution which allegedly states
that “Armenia is an aggressor state.”

At the same time the Azerbaijani agencies refer to this document as a
“proof” of this misinformation. It is also noted that 31 PACE MPs
signed the document.

Note, however, that the document on which the Azerbaijani media
refers, is dated on May 15 and concerns the transition of the
presidency of the Committee of Ministers of the Parliamentary Assembly
of the Council of Europe to Armenia. Moreover, the document clearly
states that “the proposal has not been discussed in the Assembly and
applies to the MPs who had signed it.” Thus, these MPs only offered to
adopt the resolution.

Note that in the list of signatories the name of the infamous MP Mike
Hancock from the United Kingdom is on the first line; those who signed
the document are members of the crisis-ridden Spain (12 people),
Italy, Belgium, Poland. It is noteworthy that there is not a single
delegate from countries such as France or Germany among them.

In early June, the former PACE co-rapporteur on Azerbaijan, current
member of PACE Andreas Gross has confirmed in the interview with the
Azerbaijani service of Radio “Liberty” that the Azerbaijani delegation
has often resorted to the “caviar diplomacy’ to promote its interests
in the PACE. Gross stated that he also had received gifts.

In May 2012 the “European Stability Initiative” published a study
entitled “Caviar Diplomacy: how could Azerbaijan get the silence of
the Council of Europe”, where the detailed chronology of the
mechanisms of bribing members of the Parliamentary Assembly of the
Council of Europe by the ruling regime of Azerbaijan was stated.

Le marché du logement en Arménie est toujours en stagnation a déclaré
Hakob Baghdasaryan, chef de l’agence immobilière Akcern. S’exprimant
lors d’une conférence de presse il a dit que le prix de l’immobilier
ne change pas à cause de l’apathie dans le secteur de la construction
et de la léthargique sur le marché hypothécaire.

Hakob Baghdasaryan a dit que l’attente que l’arrivée de milliers
d’Arméniens de syrie allait relancer le marché du logement ne s’est
pas concrétisé.

« Les Arméniens de Syrie, qui ont fui leur pays choisissent de louer
des appartements attendant que la situation dans leur pays se
normalise afin qu’ils puissent y retourner »a-t-il ajouté.

Il a déclaré que le marché de l’immobilier dans les provinces ne
diffère pas de celui à Erevan, si on ne prends pas en compte une
petite relance des ventes de terres agricoles.

S’exprimant sur les perspectives pour les mois à venir, hakob
Baghdasaryan a fait valoir que la situation sur le marché immobilier
va dépendre des approches du gouvernement et des changements dans la
législation.

« Il est temps de passer de décisions à court terme à une réflexion
stratégique. Et cela nécessite, grosso modo, de renoncer à un million
de drams aujourd’hui afin de gagner 10 millions de drams demain. Cela
est vrai non seulement dans le secteur de la construction, mais
également dans d’autres secteurs » a-t-il conclu.

Selon le service du Cadastre le prix moyen d’un mètre carré de surface
habitable dans un appartement à Erevan s’est élevé à 268 000 drams en
février, contre 250 100 un an plus tôt. Le changement est dû à la
dépréciation de la monnaie arménienne.

Le prix moyen d’un mètre carré de logement dans des maisons à Erevan
s’est élevé à 283 800 drams contre 269 600 en novembre de l’année
dernière.

World’s most ancient Armenian Church in Iran

TEHRAN (ISNA)- The oldest Armenian church known as Saint Thaddeus
Monastery or Kara Kilise (The Black Church) is located in Chaldoran
district, West Azerbaijan Province, northwestern Iran, and will host
Eucharist ceremonies for three days from Thursday.

It is an ancient Armenian monastery located in the mountainous area of
Iran, about 20 kilometers from the town of Maku.

The monastery is visible from a distance because of the massiveness of
the church, strongly characterized by the polygonal drums and conical
roofs of its two domes. There are several chapels nearby: three on the
hills east of the stream, one approximately 3km south of the monastery
on the road to Bastam, and another that serves as the church for the
village of Ghara-Kilise.

One of the 12 Apostles, St. Thaddeus, also known as Saint Jude, (not
to be confused with Judas Iscariot), was martyred while spreading the
Gospel. He is revered as an apostle of the Armenian Apostolic Church.
Legend has it that a church dedicated to him was first built on the
present site in AD 68.

Not much appears to remain of the original church, which was
extensively rebuilt in 1329 after an earthquake damaged the structure
in 1319. Nevertheless, some of the parts surrounding the altar apse
date from the 10th century.

Most of the present structure dates from the early 19th century when
Qajar prince Abbas Mirza helped in renovations and repairs. The 19th
century additions are from carved sandstone. The earliest parts are of
black and white stone, hence its Turkic name Kara Kilise, the Black
Church.

A fortified wall surrounds the church and its now-abandoned monastery buildings.

In July 2008, the St. Thaddeus monastery was added to UNESCO’s World
Heritage List, along with two other Armenian monuments located in the
same province: Saint Stepanos Monastery and the chapel of Dzordzor.
