SWITZERLAND TO ALLOCATE $31 MILLION TO ARMENIA

Switzerland will provide Armenia with over $31.5 million as part of
its South Caucasus Cooperation Program in 2013-2016, according to
Rudolf Schoch, regional head of the Swiss Cooperation Office for the
South Caucasus.

The overall budget for the region is $120 million. Azerbaijan will
receive $30 million and Georgia -$40 million. The remaining funds
will be used for joint regional projects, Schoch said to reporters
during the presentation of the program.

He said the funds will be used to spur economic development in the
three countries, development of local self-government institutions,
as well as protection of human rights and conflict resolution.

According to Caucasus Institute director Alexander Iskandaryan, the
amount released to Armenia is quite significant, given the size of
its population as opposed to other two countries.

He said similar Swiss programs have always benefited Armenia, in
particular, its agricultural development. The organization’s strategy
for the next four years calls for expansion of activity, particularly
at local government level and resolution of the Karabakh conflict,”
Iskandaryan said.

In his view, such programs can not change the situation radically in
the region, but at the same time they are useful and important for
Armenia and the region as a whole. -0-

Director of the RA National Technical Security Center Ashot Petrossian
and Director of the NKR Technical Security Center Sergey Babayan
participated in the 11th international conference organized in the
Russian city of St. Petersburg by the Expertise Municipal Center.

According to Mr. Babayan, the Armenian delegation was participating in
the conference for the second time. About 15 states were represented
by over 200 specialists, experts, security employees, enterprise
directors, and representatives of state structures.

Scientific reports on different directions of industrial security,
innovative mechanisms for ensuring security, issues and news approaches
for compliance evaluation were presented at the meeting.

Numerous meetings were held with the participants of the conference,
discussing the current industrial security issues, their peculiarities
and solution methods in different countries. According to Mr. Babayan,
the holding of similar conferences is conditioned by the alarming
environmental situation, which is worsening day by day.

2013 is announced a year of ecological culture and environment
protection in the CIS states. During the conference, urgent issues of
the legal regulation of the sphere, reduction of the rate of possible
accidents during the exploitation and reconstruction of dangerous
industrial facilities and others were discussed.

The reports, debates, meetings and contacts with representatives
of the private sector gave opportunities for new approaches to the
industrial security issues and the possible ways of their solution,
which will considerably contribute to solving the problems of the
sector in Armenia, to more efficient organization of the work, to
having general idea of the private sector, to new opportunities for
partnership aimed at increasing the level of safety, etc. This was the
evaluation of the conference by the Armenian delegation members. And
while the NKR and Armenia are in the same social-economic field and
have similar problems, so the mechanisms of their solutions do not
greatly differ from each other. According to Mr. Babayan, corresponding
information was exchanged between the sides with respect to the state
control over the industrial security methods in the participating
countries, the elimination of man-made accidents, and the applicable
actions for ensuring the industrial security. Also, corresponding
arrangements were achieved on expanding the mutual cooperation.

big role in his decision to move to Borussia Dortmund.

has not changed much during the last decade and makes about 60-80,000
people annually. This was reported to Armenpress by the Head of the
Migration Policy Department of the State Migration Service of the
Ministry of Territorial Administration of the Republic of Armenia
Hambardzum Abrahamyan, stating that it is conditioned by the fact
that the major part of the migrant workers implements season work
and returns back on its completion.

“More than 90% of the migrant workers leave to work for the Russian
Federation, working mainly in the field of construction. A considerable
number of people leave also for Spain and Ukraine. They mainly do
season work and then come back. Nevertheless during the recent period
a growth of the long-term migrant workers has been registered”, –
said Hambardzum Abrahamyan.

The Head of the State Employment Service Agency of the Ministry of
Labor and Social Affairs of the Republic of Armenia Artak Mangasaryan
reported to Armenpress that recently job offers from abroad have
become more seldom. “At this moment we negotiate with the Government
of Qatar, where there is a lack of doctors, energy workers and other
specialists. In case of the successful completion of the negotiations
we will get many job offers”, – noted Artak Mangasaryan.

In comparison with the indicators of the same period of the previous
year, in the months January-March of the year of 2013 the negative
balance of the international passengers has increased by 9,0 thousand
or 32,0% making 37,1 thousand people. In March the negative balance of
the international passengers made 15,0 thousand people in comparison
with the 13,7 thousand people registered in the last year’s March.

In comparison with the indicators of the same period of the previous
year, in the months January-March of the year of 2013 the total volume
of the passenger flow has increased by 98,0 thousand people or 13,5%
and made 826,7 thousand people.

Russian counterpart Vladimir Lukin requesting for the protection of
the dignity and other rights of Hrachya Harutyunyan. As Armenpress was
reported by the office of the Human Rights Defender of the Republic of
Armenia, the message of Karen Andreasyan says in particular: “Please,
accept my deep condolences on the occasion of the awful road incident,
taken place on July 13, taking the lives of 18 innocent victims. The
citizen of the Republic of Armenia Hrachya Harutyunyan, accused of the
violation of the traffic security rules, causing the death of two or
more people, on July 15 was brought to court in quite a humiliating
state, in a woman’s bathrobe in particular.

The Constitution of the Russian Federation ensures that the dignity
of a person should be respected and protected by the state and
nothing could serve a base for humiliating it. The 21st article of
the Russia’s Constitution guarantees that the dignity right of every
person is his/her own right, which is not restrained by anything.

Taking into account the fact that the incident took place on the
territory under your jurisdiction, I kindly ask you to study the
reasons for the humiliating attitude towards Hrachya Harutyunyan, as
well as initiate actions in the framework of your duties to assist

the Republic of Armenia Hovik Abrahamyan received the representatives
of the New South Wales Parliament and the Armenian National Committee
on July 15. As Armenpress was reported by the Department for Mass
Media and Public Relations of the National Assembly of Armenia,
welcoming the guests the National Assembly President has noted that
Armenia highlights the deepening and strengthening of the relations
with the countries of the Pacific Ocean Region, and particularly,
with Australia in bilateral and multilateral formats.

In his word, Hovik Abrahamyan stated that during the recent years
the Armenian-Australian political relations record considerable
activation and good preconditions exist for the further development and
deepening of bilateral relations. Hovik Abrahamyan deemed necessary
in the development of the inner-state relations the activation of
inter-parliamentary cooperation and the activities of the friendship
groups.

The National Assembly President Hovik Abrahamyan thanked the attendees
and all the members of the New South Wales Parliament, due to whose
efforts the resolution on 1915 Armenian Genocide was adopted, as well
as the government for showing valuable support to the process of the
Armenian Genocide recognition. He also expressed his gratitude to the
legislative body for recognition of the independence of the Nagorno
Karabakh Republic on October 25 and the right of self-determination
of its Armenian population. To recap, the state of the New South
Wales is the biggest state, and there one third of the Australian
population resides there.

Thanking for the reception the Head of the delegation, the Chairman of
the state’s Australian-Armenian Parliamentary Friendship Group Jonathan
O’Dea highlighted the development of cooperation between Armenia and
Australia, and the reinforcement in the political, economic and other
directions. The activation and deepening of the inter-parliamentary
relations, the cooperation of the friendship groups and the mutual
visits was emphasized.

The guests noted that the Parliament of the New South Wales was the
first to recognize the Armenian Genocide and the right of the NKR
people’s self-determination, but they will do their best to make
the parliaments of other states also adopt similar resolutions. The
State Parliament also applied to the central authorities, urging to
recognize the right of the NKR people’s self-determination. The guests
highly appreciated the role of the Armenian community and the big
contribution in the political, economic and cultural life of Australia.

L’Armenie a deja exporte plus de 12000 tonnes d’abricots debut
juillet et il est prevu d’exporter cinq ou six milles autres tonnes
jusqu’a la fin de la saison a declare le ministre de l’Agriculture
Sergo Karapetian.

Il a dit que seules 12500 tonnes d’abricots avaient ete exportes sur
l’ensemble de la saison l’annee dernière.

Le ministre a dit que la saison de vente des abricots a commence il
y a 20 jours, et rien que les conserveries ont achete environ 4500
tonnes depuis lors.

Il a dit que les abricots sont abondants cette annee dans le pays,
et c’est pourquoi il est difficile de les vendre, meme a 50 drams
par kilogramme.

Malgre les tempetes de grele en avril et mai, le rendement des cultures
est plus eleve cette annee que jamais.

L’Armenie a exporte 25 493 tonnes de fruits et legumes cette annee a
la date du 3 Juillet, soit trois fois plus que l’indicateur analogue
de l’annee dernière (8303 tonnes).

Le festival du film international “Abricot d’or” s’est termine le 13
juillet a Erevan en Armenie. Il a fete ses 10 ans d’existence.

Un jury compose de realisateurs de renommee internationale a remis
des prix dans plusieurs categories, longs metrages, documentaires et
Panorama armenien entre autres.

Le realisateur, scenariste et producteur serbe, Srdjan Golubovic a
remporte l’Abricot d’or 2013, recompense supreme, pour son film ”
Les Cercles “.

” Les Cercles “, c’est une histoire contemporaine sur un acte heroïque
et ses consequences. Le film raconte l’heroïsme et le destin tragique
d’un soldat serbe assassine en 1993 pendant la guerre de Bosnie alors
qu’il defendait un civil musulman.

2008. la guerre est finie mais les plaies du conflit sont encore
ouvertes. Les personnages issus de familles totalement differentes
vont alors prendre des decisions qui vont chambouler leur vie.

Deux realisateurs iraniens presentaient leurs production au festival
d’Erevan. Salem Salavati et son film “Le dernier hiver” et Majid
Barzegar et son long-metrage “Parviz”. “Parviz” a recu le prix du
meilleur film.

“Parviz” est le deuxième film de Majid Barzegar. Il retrace l’histoire
d’un homme d’une cinquantaine d’annees qui vit avec son père et n’a
jamais travaille. Cette existence paisible se termine le jour où le
père de Parviz decide de se remarier. Parviz n’a alors d’autre choix
que de quitter la maison pour laisser la place a sa belle-mère.

200 films, representant 90 pays etaient programmes cette annee au
festival d’Erevan. Une selection très appreciee par le president
du jury.

“Ils ont choisi des films qui voulaient dire quelque chose. notamment
sur le manque d’amour, le manque de relations humaines”, a dit
Istvan Szabo.

Dans la categorie Panorama armenien, l’Abricot d’or a ete decerne a
Maria Sahakian et son film “Je vais changer mon nom”.

Evridika est une jeune fille qui vit avec sa mère dans un petit
appartement entre la rivière et les rails. Une sorte de ville fantôme
au fin fond de l’Armenie. Pendant que sa mère est en tournee avec la
chorale dirigee par son concubin, Evridika est souvent laissee seule.

Son voeux le plus cher est de changer de nom et de devenir une nouvelle
personne. Elle se cree alors un univers imaginaire.

The driver, whose truck ploughed into the bus in Russia, was earning
money to erect a tombstone to his dead son, his brother told Russian
NTV television.

Hrachya Harutyunyan’s 21-year-old son was killed in the army last
year and he wanted to make good tombstone on his grave.

“None of my family would think about causing such harm. I am absolutely
sure that the problem was about brake,” Harut Harutyunyan said.

In Yerevan, the 46-year-old driver left his wife, daughter, grandson
and elderly father.

Eighteen people were killed and at least 40 injured in a road crash,
involving a truck, a bus and other vehicles several kilometers south
from the center of Moscow.
