Armenian Transport Minister Gagik Beglaryan did not keep his promise
to settle the issue of illegal taxi services, head of Civil Position
NGO Gevorg Dosturyan told Panorama.am in an interview.

“The number of illegal taxi services has increased excessively.

Therefore, drivers who provide legal taxi service are in a tough
situation and want to organize a protest,” he said.

According to Dosturyan, they have met the request of the Minister’s
Aide to wait until Beglaryan returns from vacation and canceled the
protest scheduled for August 26, but unless the problem is solved
after the meeting with Beglaryan, several hundreds of citizens will
take to the streets.

YEREVAN. – Armenian national academic theater will stage a performance
based on Madagascar computer-animated film produced by DreamWorks
Animation.

The Sundukyan State Academic Theatre of Yerevan will open a new season
on September 14 with two premiers: Madagascar comedy, and Richard III,
a play by William Shakespeare.

“Around 40 performances will be staged during this season,” head of
theater’s public relation office Vahe Movsisyan told reporters.

The actors have just returned from a tour of Batumi, where, in addition
to performances, they held meetings with local representatives of
the Armenian community.

Senior members of Armenia’s National Assembly have proposed amendments
to the Criminal Code in an effort to prevent or establish a stricter
liability for crimes directed against an individual’s sexual immunity.

Speaking to Tert.am, Head of the NA Standing Committee on State and
Legal Affairs David Harutyunyan said the idea stems from an earlier
bill proposing a stricter punishment for the crime of pedophilia.

“This is not about proposing stricter measures only; there are a number
of clarifications. That’s not just about terms, but also consent
or the exclusion of consent [for individuals] below a certain age
limit. We are trying to take realities into consideration,” he said.

Commenting further on the proposal, Head of the Standing Committee
on European Integration Naira Zohrabyan said they found the measure
necessary, considering the existing sanctions against sexual crimes
not absolutely lawful and proportionate.

“I personally was in favor of more radical methods, but we arrived
at this option as a compromise,” she said.

Under the earlier bill, the former independent MP Victor Dallakyan
proposed chemical castration as a form of punishment for pedophiles.

Asked whether she considered castration a radical punishment, Zohrabyan
answered in the positive.

As for the proposal at issue, the State and Legal Committee’s chief
said it doesn’t definitely give an answer to that. “The bill provides
no answer to the question now as it requires a further consideration,”
said the legislator.

According to him, the effectiveness and the methods of enforcing the
punishment have to be considered before making a final decision.

“Chemical castration is a temporary measure; that’s not forever. It
means the person has to all the time receive treatments [injections],
which is voluntary. All these questions have to be clearly understood,”
he explained.

The issue is now high on the Council of Europe’s Parliamentary Assembly
(PACE) agenda, the method being compulsory in certain member state
and voluntary in others. The PACE requirement is to make castration
a voluntary measure.

As for the entire draft, it envisages essential changes in the Criminal
Code chapter establishing punishments for crimes of sexual nature.

More serious punishments are proposed for the sexual crimes against
the minors.

Under the legislation in effect, rape or violent sexual crimes
committed against a pregnant woman or under the threat of gun, as
well as against individuals in penitentiary, medical institutions
and military units are not considered aggravating circumstances.

The new proposal was included in the parliament agenda in May.

The “European Integration” NGO chairman Karen Bekaryan spoke to
Panorama.am about the recent “trade war” between Russia and Ukraine
which started after the Kremlin imposed a de facto embargo regime on
imports of Ukrainian goods. The expert highlighted that, indeed, the
statement of Russian presidential advisor Sergei Glazyev’s about recent
developments in Russian-Ukrainian relations raises some concerns,
though it shall be believed it has nothing to do with the official
position of Russia. “Otherwise it may give start to a chain of quite
difficult issues”, – Bekaryan said

Flagging that there is quite controversial information of what has
happened in the Ukraine-Russia border, Bekaryan urged to distinguish
the factual circumstances from the background of those events, and
asserted it is yet hard to say what has really happened in the customs.

“I am very upset to see the assessments of Russian presidential advisor
Sergei Glazyev, and I don’t think the media anyhow misrepresented
it. [What he said about Ukraine] raises concerns, is not a pleasant
thing to say, neither is civilized, but is quite puzzling” —
Bekaryan commented.

Rejecting the extreme opinions, Bekaryan elaborated that both in
Ukraine and Armenia there are experts and analysts, who try to
foresee possible steps of Russia in the scenario of signing the EU
Association Agreements, and argued those authors are thus trying to
“enhance their own reputation, which is not a right thing to do when
it comes to your own country”.

“This inspection [at the customs] was one-time. Conclusions have not
been drawn yet, information is being processed. By now the situation
has stabilized but for safety’s sake we are preparing to tighten
customs administration, in case Ukraine takes this suicidal step and
signs the Association Agreement with the EU,” Sergei Glazyev said
earlier this week, according to Interfax news agency.

According to some media publications, with the speculations of
tightening bilateral customs regime, Russia tries to force Ukraine
to withdraw from signing the Association Agreement with the EU and
join the Customs Union of Russia, Belarus and Kazakhstan.

The paper says it has learned from sources that the chief the Armenian
Defense Ministry’s military police faced detention two years ago for
masterminding an assassination attempt.

Colonel Samvel Ghukasyan, who worked at the Armavir regional police
department at the time, reportedly plotted a murder against the
department’s chief. But fortunately, nobody suffered in the gunshots
which he had ordered, says the paper, adding that Ghukasyan later
faced a short period of detention in Yerevan.

The paper says it tried to contact Ghukasyan but he wasn’t available
for comment. The Defense Ministry’s spokesperson, Artsrun Hovhannisyan,
who was contacted later, reportedly described the story as a
misinterpretation. “Those reports are clearly aimed at compromising
Mr Ghukasyan, and are speculated with that purpose,” he told the paper.

2013 to be held in Antalya, Turkey.

Armenia’s opponents are Russia, Ukraine, the Netherlands, Germany,
U.S., Germany, China, Egypt and Turkey, Armchessreported. The tenth
participants will be selected by FIDE President Kirsan Ilyumzhinov.

Armenia won the title of a world champion in China back in 2011.

Russia’s President Vladimir Putin recently paid a state visit to Azerbaijan
on his way to Iran. Azerbaijan being an oil-rich land, represents a
slippery territory, figuratively and literally. That visit triggered a
plethora of interpretations, both in Russia and in the Western news media.
As Armenia is Russia’s strategic ally in the region, it was glaring that
the first visit after his election would take Mr. Putin to Azerbaijan and
not Armenia, despite Yerevan’s standing invitation.

Observed within the context of recent developments in the region, this trip
was a cause for concern in Armenia.

Moscow had recently delivered sophisticated deadly weapons to Azerbaijan,
initially estimated to be worth $1.5 billion, but it turns out during
Putin-Aliyev negotiation that the actual value of those weapons was $4
billion.

Azerbaijan also buys arms from Ukraine, Belarus and Israel.

The Armenian public was rightfully alarmed for two reasons: the arms
shipments and Putin’s timing of his visit to Azerbaijan. Although in some
official circles these moves were dismissed as normal business contacts,
the fears that something more sinister was going on were not assuaged.

As we observe the arms deal and the visit against the backdrop of recent
Russian-Azerbaijan relations, the developments become more intriguing.

Indeed tensions were building up between the two neighbors after the
failure of negotiations to extend the lease of the Russian listening post
in Gabala. Upon arriving in Baku, Mr. Putin was accorded a very cool
reception. Contrary to the accepted norms of international protocol, the
deputy prime minister of Azerbaijan was sent to the airport to greet the
Russian president. Further, at a state dinner, Russian Foreign Minister
Sergei Lavrov was insulted, something passed off to be a slip of the
tongue, but many believe the insult to be deliberate.

A large delegation accompanied the Russian president with the hopes of
cutting major deals, especially in the oil sector. However, in the end,
only symbolic contracts were signed.

Despite all these negative signals, Mr. Putin took the initiative and
swallowed the indignities. He even had a valuable gift in his pocket: on
the eve of presidential elections, Ilham Aliyev could use any international
support in view of some criticism of his authoritarian rule. He had already
manipulated his rubber-stamp parliament to change the constitution to allow
him to run for a third term extending his dynastic reign. Putin’s visit was
thus a deliberate boost to Aliyev’s election prospects.

Additionally, there are four nominal candidates in the Azeri presidential
campaign, obviously planted by the Aliyev administration. But the entire
opposition has rallied around Roustam Ibrahimbekov, a political activist
living in Moscow with dual citizenship. He has asked the Russian
authorities to revoke his Russian citizenship to make him eligible to
register in Azerbaijan as a presidential candidate. At this writing, the
Russian authorities had not taken any action, much to Mr. Aliyev’s delight
and comfort.

Mr. Putin, thus, has made plain his choice for Azerbaijan’s presidency.

Another endorsement came from the most improbable quarter, from President
Serge Sargisian, who has stated that from Armenia’s standpoint, Aliyev
remains the preferred choice since he is known to be a familiar
interlocutor with the Armenian side with regard to solving the Artsakh
standoff, basically suggesting the devil one knows is preferable. This
endorsement has baffled political analysts and the news media. The
statement was either an echo of his master’s voice in the Kremlin, or it
is
an unbelievably sophisticated political move to dent Aliyev’s popularity.
Indeed, there is so much anti-Armenian hysteria in Azerbaijan that any
endorsement from Armenia may generate a backlash.

In the vast ocean of the Russian politics, Armenia is a small fish.
Therefore, Putin’s visit must not have been motivated by the desire to
spite Armenia. Mr. Putin was after broader strategic goals, although he did
not mind sending a signal of displeasure to Yerevan, where plans are in the
works to sign (or initiate) the Association Agreement at the upcoming
Eastern Partnership Summit in Vilnius, while at the same time contemplating
joining a customs union agreement steered by Russia.

It is Mr. Putin’s political style to send blunt messages to his neighbors
as he sent one recently to Ukraine, which was veering towards joining the
European Union. The Kremlin blocked customs between the two countries to
halt the flow of goods and services from Ukraine to Russia. That placed
President Viktor Yanukovych in a difficult spot, since he had to perform a
balancing act between pro-Russian and Pro-European Ukrainian voters who are
almost evenly divided.

There is certainly a discomfort in Armenia over the arms deliveries to
Azerbaijan and the almost enigmatic nature of Mr. Putin’s visit to Baku.
Friendly voices in Moscow are consoling Armenia’s confused population with
the idea that the Kremlin is seeking military parity between the two
adversaries. But given Mr. Aliyev’s bellicose rhetoric, parity cannot
reassure Armenia – only military superiority can.

Political analysts believe that the Russian president took his Baku trip
within his strategy of preserving Russian dominance in the Caucasus: Mr.
Putin believes Armenia to be safely in his pocket as a strategic ally.
Therefore he has to pursue other stray sheep. Georgia’s leader, Mikheil
Saakashvili, lacked prudence and openly challenged Russia and he was badly
burnt. Incidentally, Saakashvili and Prime Minister Bidzina Ivanishvili
openly clashed during a reception aboard a US navy ship on a visit to
Batumi, insulting each other in front of their American hosts. It looks
like disrespect towards heads of state is not solely an Armenian disease.

Coming to Azerbaijan, its leaders are veering towards the US discretely
under the tutelage of their Turkish brethren. Israel and Turkey have set up
shop on Azeri territory and despite official declarations to the contrary
Israel has a military base in preparation for an attack against Iran. Some
time ago, Aliyev confessed that nine-tenth of his country’s relationship
with Israel was below the surface. The rapprochement seems to have been
initiated and pursued by the US administration. This strategic build-up
will undermine Russian and Iranian influence in the region.

Iran is very wary and prepared for the consequences of this strategic drive
but it has limited resources to counter it. Russian and Iranian interests
coincide in this political chess game and Mr. Putin’s trip is part of that
mission.

While in Azerbaijan, Putin has countered Aliyev’s aggressive posture with
an emphatic statement that the Karabagh conflict has only a political
solution, not a military one.

Political analyst Alexander Iskandarian believes that Mr. Putin has a
two-prong policy vis-à-vis the Karabagh conflict: not to solve the problem
and not to allow a war. Indeed, Karabagh is a handy political tool for Mr.
Putin to pressure Baku at the opportune moment.

Only time will tell if Mr. Putin left the slippery oil land of Azerbaijan
unscathed or empty-handed.

The Turkish Government has threatened to ban all members of the NSW
Parliament from attending the centenary commemorations at Gallipoli
in 2015.

The move comes in response to motions passed unanimously by the
parliament in May officially recognising the Armenian genocide.

The notion of a genocide has long been a contentious point of debate
for Turks many of whom argue that it is a misrepresentation of history.

But many scholars and other eyewitness accounts, some from Anzac
Prisoners of War who were interned in empty Armenian churches,
witnessed the deportation and emptying out of Armenian villages and
support the genocide claims.

The pilgrimage to Gallipoli has become almost a rite of passage for
young Australians. It is, for many, about connecting with a national
identity.

But as they stand bleary eyed at the dawn service wrapped in the flag,
few would know that in 1915 as Australian soldiers were forging their
own national mythology on the beaches of Anzac Cove – elsewhere in
Turkey the Ottoman regime was conducting the wholesale removal and
destruction of another national identity.

That process of deportations, forced marches and executions began
in the area known as Anatolia just days before the ANZACS landed
at Gallipoli.

But many historians fear that as we approach the centenary of both
events, the Anzac legend and the Gallipoli industry that has sprung
up around it may obscure the other important commemoration.

People were ‘systematically eliminated’

The Christian campaigner and NSW Upper House MP Fred Nile was the
force behind the unanimous motions passed by both houses of the
NSW Parliament.

He says the Armenians have no time for arguments about definitions
or the sensitivities of the modern Turkish state.

Mr Nile has just returned from a tour of Armenia with a cross-party
delegation.

“(The Ottoman Turks) just eliminated people systematically – community
by community, village by village”, he says.

“In fact it’s interesting that when Adolf Hitler planned the genocide
of the Jews there were some questions asked and he said himself
‘Don’t worry, who remembers the Armenian genocide?’ Who remembers it?”

And genocide scholars also have no doubts.

Colin Tatz is a world renowned genocide expert who has spent his
entire career investigating racial extermination from Nazi Germany
through to the Australian frontier wars.

“There is categorical evidence that what happened between 1915 and
1922 was genocide of the Armenians, the Pontian Greeks and the Assyrian
communities to the extent of roughly half of their population”.

Those individuals who show no respect to our history will not be
welcome in Turkey

Scholars like professor Tatz put the final death toll at about
one-and-a-half million people and he says many Armenians have welcomed
the NSW Parliamentary motions.

Around the world Turkish efforts to prevent any official recognition
of genocide have been remarkably successful.

Only 21 countries have passed a resolution to that effect. The British
government and the United States government have not, although 43 US
states have, and neither has the Australian Government.

The Turkish Consul General Gulseren Celik says she is confident the
Federal Parliament has no intention of following what she describes
as the “outrageous” NSW motions.

“We expect Australians to show the same kind of respect that we have
shown to their history and their ancestry,” she said.

“Those individuals who show no respect to our history will not be
welcome in Turkey.”

Evidence of Anzac PoWs dismissed as a ‘fabrication’

The Turkish foreign minister Ahmet Davutoglu has hit back in a press
release.

“These persons who try to damage the spirit of Canakkle/Gallipoli
will also not have their place in the Canakkale ceremonies where we
commemorate our sons lying side by side in our soil,” he said.

The local council at Gallipoli has also made it clear the critics
will not be welcome at the centenary celebrations in 2015.

“We announce to the public that we will not forgive those who are
behind these decisions and that we don’t want to see them in Canakkale
anymore,” it said.

When asked by the ABC if this meant that NSW Premier Barry O’Farrell,
and indeed the entire NSW Parliament would not be given visas to
attend the centenary commemorations, Gulseren Celik replied, “yes”.

In her letter to the NSW Parliament Ms Celik dismissed the evidence
of Anzac PoWs as a fabrication.

“As we near the centenary of the Gallipoli Campaign the proponents of
the so-called genocide will continue their quest to try to hijack the
very special bond that exists between our two countries by fabricating
that Anzac soldiers who were PoW were witnesses to these so-called
allegations,” she said.

The link between the Anzacs, Gallipoli and the Armenian genocide is a
sensitive area for all, wrapped as it is in the legend of two nations
who both cling to the significance that this one military campaign
has had on their national identities.

Turkish officials are frequent visitors to the Australian war memorial,
for instance, and Armenian Australians have long been critical of
the influence they believe the Turks have had on the way the memorial
has depicted the Australian World War I experience.

World War I galleries make little mention of genocide

World War I galleries are currently being renovated but in the past
public exhibitions glossed over the Armenian experience with no
mention of genocide.

Although some information has been posted on the War Memorial’s
website, it has shied away from the events, saying that at this stage
they will not be including this story in the new galleries as the World
War I gallery space is limited and only so many stories can be told.

But World War I historians, such as Peter Stanley who worked for many
years at the War Memorial, say 2015 should be an occasion that allows
both countries to be bigger than their national self interest.

“I would expect that it would be covered in proportion by an Australian
institution that is explaining to us the First World War as a whole,”
he said.

“I think the Turks are expecting that the friendship we forged through
Gallipoli, which is genuine, is enough to paper over our knowledge
of the Armenian genocide but the fact of the matter is it isn’t.

“Australians want to know the truth about the First World War and
the truth about the Great War is that a million-and-half Armenians
died at the hands of the Ottoman Empire.”

TURKEY warns some NSW MPs won’t not be welcome at the Gallipoli service
after state parliament officially recognised the Ottoman genocide of
the Armenians earlier in the year.

The NSW legislative council in May passed a motion calling for the
official recognition of the Assyrian, Armenian and Greek genocides.

Turkey strongly condemned the move and said the motion was not
compatible with historic facts.

“Although the solid friendly relations existing between the peoples of
Turkey and Australia will not deteriorate because of this unilateral
decision … its negative repercussions are nonetheless inevitable,”
Turkey’s foreign ministry said in May, which ABC television reported
on Wednesday.

The proponents of such initiatives would “doubtlessly be deprived of
the hospitality and friendship that we will never withhold from the
people of Australia”, the ministry warned.

“These persons who try to damage the spirit of Canakkale/Gallipoli
will also not have their place in the Canakkale ceremonies where we
commemorate together our sons lying side by side in our soil,” it said.

Turkish consul-general Gulseren Celik was asked whether the statement
meant that Premier Barry O’Farrell and other NSW MPs would be denied
visas to attend the Gallipoli service.

“Yes,” she told ABC television.
