YEREVAN. – Armenian Defense Ministry issued a statement in connection
with the Friday incident on the border between Armenia and Azerbaijan.

“The data we obtain brings us to a conclusion that Armenian servicemen
sustained gunshot wounds as a result of actions of Azerbaijani sniper
who was firing from a distance of 700-800 meters.

By this tragic incident Azerbaijan is trying to destabilize previously
rather stable situation on the border between Armenia and the
Nakhchivan Autonomous Republic. Azerbaijan “reminds” the Nakhchivan
voters whom they “owe their lives and well-being”. From now on,
President of Azerbaijan personally and his military and political
administration will bear responsibility for the life of each Armenian
and Azerbaijani soldier.

Under these developments, we attach particular importance to
coordination and implementation of a mechanism to investigate
incidents on the border, and urge the OSCE Minsk Group to use all
possible leverage to overcome the obstacles placed by Azerbaijan
towards creation of such mechanisms,” the statement reads.

Investigation department of the Ministry has launched criminal
proceedings on charges of a murder motivated by national, racial and
religious intolerance.

On Friday morning, servicemen of N military unit Norair Petrosyan and
Arthur Asoyan, both being wounded, were found in a post. The soldiers
were taken to Agarak hospital where Norair Petrosyan died. The incident
was registered in the morning near Agarak on the border between Armenia
and Azerbaijan. Arthur Asoyan’s injuries are not life-threatening.

YEREVAN. – Rumor has it that the Armenian authorities decided to
hold a referendum on Constitutional amendments next year, 168 Zham
newspaper writes.

“The new Constitution stipulates replacement of semi-presidential
system with a parliamentary one. Prime Minister will have de facto
power. Under this scenario, President Serzh Sargsyan will abandon his
post in 2017 to head the proportional list of the Republican Party
of Armenia during the next parliamentary elections and will take the
post of a prime minister.

According to the same sources, it has been decided that President
of Constitutional Court Gagik Harutyunyan will head the committee on
constitutional amendments. Most likely the committee will be set up
this December,” the newspaper writes.

At what was described as a public meeting in Yerevan’s Liberty Square
to mark the 23rd anniversary of Armenia’s Declaration of independence,
Heritage Party leader Raffi Hovannisian called for a renewed attempt
to unite opposition forces in order to save Armenia from what he
described as the looming abyss that faces the country.

Hovannisian was joined by a cross-section of civil society, political
leaders, civic activists, and young people fighting for their rights,
all declaring that the time had come for all to put aside their petty
squabbles and partisan differences and forge a movement designed to
bring systematic changes to the governance of Armenia by year’s end.

Addressing a crowd gathered on the Square, Hovannisian extended
his heartfelt congratulations to the entire Armenian nation on the
occasion of the Declaration’s adoption. “This date marks an important
milestone in the quest for fulfillment of our long-cherished national
dream: establishment of a statehood anchored in democracy, freedom,
and the rule of law,” Hovannisian said. “Notwithstanding this promising
start, two decades of vice, injustice and emigration ensued inArmenia,
delivering a systemic blow to the nation’s dignity and its democratic
determination. As a nation we are tasked today with recommitting
ourselves to the national aspirations of democratic statehood and the
supremacy of rights. Our-and first of all the young generation’s-sacred
duty is to serve this purpose and to work for Armenia’s empowerment.”

The rally concluded with a concert featuring a performance by the
Armenian band “Reincarnation.”

L’exposition de Joana Hadjithomas et Khalil Joreige attire une foule
a la galerie CRG de New York.

Rien n’arrete l’ascension artistique de Joana Hadjithomas et Khalil
Joreige, comme en temoigne leur dernière exposition intitulee ”
The Lebanese Rocket Society : Hommage aux reveurs ” a la celèbre
galerie CRG de New York (Carla Chammas est une des partenaires de
cette galerie).

Les artistes presentent une selection d’installations Cedar IV.

Le film qui accompagne l’evenement sortira le 16 mars a Beyrouth dans
le cadre du festival Ayyam Beyrouth al-cinama’iya. Ce grand projet
est d’envergure et son histoire fascinante.

La presentation raconte par l’image, la photographie, la video et le
son l’incroyable histoire ” oubliee ” de l’aventure spatiale libanaise
des annees 1960.

” Commence il y a six ans, ce projet artistique global de recherche
comporte six parties.

La quatrième partie qui a un lien avec le reve est exposee a la
galerie CRG de New York.

Ce qui permet de revisiter l’histoire et de decouvrir aussi que notre
pays avait un projet scientifique serieux.

Pourquoi l’a-t-on oublie ? ” s’interrogent Joana Hadjithomas et Khalil
Joreige, lors d’un entretien accorde a L’Orient Le Jour, a New York.

Projet spatial au Liban en 1960 De quoi s’agit-il ? Qui sont donc ces
reveurs maintenant eparpilles dans le monde ? Attire par la conquete de
l’espace, un groupe d’etudiants de l’universite armenienne Haigazian,
” dont certains n’etaient pas libanais “, cree dans les annees soixante
” la Haigazian Rocket Society ” qui deviendra la ” Lebanese Rocket
Society “.

Sous la houlette du professeur de mathematiques Manoug Manougian,
qui vit depuis 1966 a Tampa, en Floride, le groupe fabrique dix fusees
spatiales ” CEDAR “.

” Il lance avec succès la première fusee de la region.

La plus grande a atteint 600 km “, expliquent les artistes.

Ce projet qui vise a ” concevoir et a lancer des fusees pour l’etude
et l’exploration spatiales ” connaît a l’epoque un immense succès et
fait couler beaucoup d’encre.

En 1964, pour la commemoration du 21e anniversaire de son independance,
le Liban emet, en hommage a l’aventure spatiale libanaise, une serie
de timbres de 5 et 10 piastres representant la fusee. La guerre
israelo-arabe de 1967 mettra fin au ” reve spatial ” qui tombe
totalement dans l’oubli.

Les documents, photos et films autour de cet ambitieux projet ont
pratiquement disparu de l’histoire du Liban.

Les jeunes artistes ” qui n’ont pas connu cette epoque ” se penchent
sur les evenements et les mythes de cette periode, tels que le
concept du panarabisme et son declin après 1967, la guerre froide,
la conquete de l’espace, ainsi que la soif de modernite.

Joana et Khalil s’emerveillent devant le ” bon niveau scientifique
libanais de cette epoque ” mais s’erigent contre le denigrement.

” Quand on dit projet spatial au Liban, cela fait rire.

Pourquoi ne peut-on etre contemporain d’une recherche independamment
des moyens ? ” s’etonnent-ils.

” L’album du president ” Le clou de l’exposition est ” L’album du
president “.

” À l’apogee de sa popularite, la ” Lebanese Rocket Society ” fait don
au president Fouad Chehab d’un album photos de 32 pages commemorant
le lancement de Cedar IV.

Après la mort du president libanais, l’album est remis par son epouse
au general Wehbe.

L’histoire de la fusee est relatee dans le film realise pour l’occasion
par Harry Koundakgian, photographe a l’Associated Press, et premier
photojournaliste de l’epoque qui vit et travaille maintenant a New
York. Les 32 pages de cet album forment le joyau de l’exposition.

Elles s’etalent majestueusement sur les cimaises de la nouvelle
galerie CRG.

” L’album represente tout le projet Cedar IV et le concept de la fusee
en 1962, mais reactualise avec la reflexion de la ville d’aujourd’hui.

Chaque panneau represente 32 fois l’image de 8 mètres pliee
differemment a chaque fois.

Comme si tout etait accessible et en meme temps dissimule.

Quelque part, on a envie de toucher et de deplier.

C’est une sorte d’invitation a la recherche de la memoire et de
l’imaginaire “, expliquent les artistes.

Disque d’or et sons des annees 1960

Si l’album du president represente la documentation visuelle du projet
spatial, le disque d’or qui se trouve au point focal de l’exposition
est une reconstruction de sons des annees 1960.

Le visiteur se trouve devant la projection d’un disque dore qui tourne
sur le sol de la galerie.

” C’est la reference aux disques d’or qui accompagnaient les sondes
spatiales exploratoires, Voyager 1 et Voyager 2 “, en 1977.

Ces disques contenaient les images et les sons de l’humanite.

C’est un peu une bouteille a la mer interstellaire, dans le cas où ces
” Voyager ” rencontreraient des formes de vie intelligentes.

C’est une allusion au reve de l’astrophysicien Carl Sagan ” qui ne
croyait pourtant pas aux extraterrestres “, indiquent Joana et Khalil.

Reve continu À l’entree de la galerie, le visiteur est frappe par
la reproduction en grand du timbre commemoratif de l’independance du
Liban en 1964 representant la fusee spatiale.

Le timbre-tapis a ete fait a la main en Armenie.

Suscitant vivement la curiosite, les archives inedites qui
l’accompagnent racontent l’histoire emouvante des jeunes rescapees
du genocide armenien, ” arrivees au Liban en 1920 pour rejoindre la
manufacture de tapis a Ghazir. ” Ayant eu une subvention americaine
a travers le ” Golden Rule Sunday “, elles font le voeu d’offrir un
tapis tisse au president Coolidge en signe de reconnaissance.

Elles le font tisser en Armenie et deux jeunes filles font le voyage
pour le presenter a la Maison-Blanche.

C’est ” en hommage a ces jeunes armeniennes ” que les deux artistes
ont fait executer ce timbre en Armenie, selon les memes techniques
de tissage de la manufacture de Ghazir. Une serie photographique
reconstitue le chemin du transport a Beyrouth de la fusee Cedar IV.

En utilisant une replique en bois blanc de la fusee, les artistes
retracent son parcours a travers les temps modernes de Beyrouth.

Reve nostalgique d’un riche passe ? ” Ce qui est important par rapport
a notre projet, c’est de ne pas etre nostalgique des annees soixante.

Au contraire, on l’etudie comme une invocation pour reactiver ce reve
passe au present.

On veut que le reve continue au present.

Et l’on doit bien preciser que ce n’est pas un missile.

La fusee ressemble a un missile, mais c’est la representation du reve
et de l’espace.

Aujourd’hui, la transformation de la region est telle qu’une fusee
est forcement comprise comme un missile.

Et donc il faut se battre pour qu’il n’y ait pas de reecriture de
l’histoire, ” concluent les artistes.

Les oeuvres de Joana Hadjithomas et Khalil Joreige figurent
dans plusieurs musees et font partie d’expositions collectives
prestigieuses, notamment au Musee d’art moderne de Paris, au Leonard et
Bina Art Gallery a Montreal, au Beirut Exhibition Center, au Gasworth
de Londres et au centre photographique de Genève.

Deux joueurs etrangers, le Bresilien Diego Lomba et l’Armenien venant
de Russie, Ardak Grigoryan ont fait leur entree au sein d'” Alashkert
“. Le club vient egalement de signer avec deux Italiens, Alessandro
Venezia (24 ans) qui avait joue dans l’equipe junior d’Italie et
Alessandro Marchetti. Ils feront probablement leur entree le samedi
24 août lors de la 3ème journee du championnat d’Italie contre ”
Piunig ” Erevan. Ces deux joueurs Italiens evoluaient jusqu’alors en
Bulgarie et en Roumanie.

Le nombre de voitures officiellement enregistres en Armenie a augmente
d’environ 15 pour cent a un peu plus de 388000 l’annee dernière,
selon les donnees du gouvernement rendues publiques jeudi.

Le Bureau du Procureur general a cite ce chiffre dans un rapport
annuel sur les affaires criminelles decoulant d’accidents de la
circulation. Il a dit que la croissance annuelle de la motorisation
s’est leve a moins de 6 pour cent en 2011.

L’augmentation du nombre de tous les vehicules, notamment les camions
et les autobus, a egalement ete plus modeste en 2012. Il y en avait
plus de 483 600 au 1er Janvier 2013, soit une augmentation sur un an
de près de 9 pour cent selon le rapport du procureur.

Ces chiffres semblent en contradiction avec les donnees d’importation
du Service national des statistiques d’Armenie (NSS). Selon le NSS,
la valeur monetaire des importations de vehicules et des autres
equipements de transport a diminue de 5 pour cent a 351,4 millions de $
en 2012.

Les voitures d’occasion europeennes et americaines representent
clairement l’essentiel de ces importations. Elles constituent la
majorite des voitures dans le pays, malgre la hausse de ces dernières
annees du nombre de concessionnaires autorises a vendre des vehicules
flambant neufs.

Les procureurs ont egalement dit que 311 personnes sont mortes dans
plus de 2700 accidents de la circulation enregistres en Armenie
l’annee dernière.

NSW MPS DEFIANT OVER TURKEY THREAT OF GALLIPOLI BAN

New South Wales Premier Barry O’Farrell and other state MPs have
hit out at Turkish government threats to ban them from the Gallipoli
centenary celebration.

The Turkish threats were made after the NSW Parliament gave unanimous
support in May for a motion recognising the Armenian, Assyrian and
Greek genocides between 1915 and 1922.

It is estimated 1.5 million Armenians died during the period.

The Turks have long disputed it was genocide.

The country’s consul general in Sydney says the motion has damaged
relations between the two countries, and accounts of atrocities from
ANZAC prisoners of war are fabrications.

Turkish foreign minister Ahmet Davutoglu has said Mr O’Farrell
and other NSW MPs will not be issued visas to attend the Gallipoli
centenary.

“These persons who try to damage the spirit of Canakkle/Gallipoli
will also not have their place in the Canakkale ceremonies where we
commemorate our sons lying side by side in our soil,” he said.

The local council at Gallipoli has also made it clear the critics
will not be welcome at the centenary celebrations in 2015.

“We announce to the public that we will not forgive those who are
behind these decisions and that we don’t want to see them in Canakkale
anymore,” it said.

But Mr O’Farrell says the facts cannot be denied.

“What a terrible indictment by the consul general of the freedom that
was fought for on the Gallipoli Peninsula in 1915,” the Premier said.

“The truth will set people free, history should never be denied,
otherwise it is likely to be repeated.”

NSW Transport Minister Gladys Berejiklian is of Armenian background
and its equally defiant.

“What makes us so unique as Australians is our ability, whether you
are member of parliament or a member of the public, to express your
views freely,” she said

“That freedom is exactly what was fought for in Gallipoli in 1915.”

current results of the country’s defense capacity.

The Ministry informs that according to the British Institute of
International Strategic Studies, by early 2013 Azerbaijan has obtained
a multiple advantage over Armenia, which is still occupying 20% of
Azerbaijan’s territory, on weapons systems. So, advantage in tanks
and combat aircrafts is 3 times and anti-tank systems 10 times in
favor of Azerbaijan.

The Defence Ministry links such changes in the military balance with
the implementation of 10-year policy of Azerbaijani President Ilham
Aliyev. The MoD points out that country’s defense spending which
totaled $160 million in 2003, reached $3.73 billion in 2013.

Moscow Court of Arbitration put off the preliminary hearing of
Interstate Bank’s claim against chemical giant of Armenia, Nairit
Plant, till December 11, Russian Legal Information Agency said.

Nairit was the only plant in the Soviet Union to produce chloroprene
rubber. The plant was closed in 1989 for environmental reasons and
resumed operating partially in 1992. The Interstate Bank demands that
Rhinoville Property Limited pay back $25.183 million. The hearing
was postponed for lack of information on summons served, RIA Novosti
reported citing the Russian Legal Information Agency. Previous hearings
were postponed because of different reasons.

The bank claims $16.764 million which Rhinoville Property Limited
took from the $70-million credit line that the bank opened for the
company in 2006 and $8.419 million as penalty.

Earlier ArmInfo reported that Rosneft Company is interested in buying
the company. However, the year- long negotiations have not resulted
in an agreement due to the plant’s debts. Itera Company, which Rosneft
acquired a full control of, had also studied trust management of Nairit
Plant with the Armenian Government. Itera was once the holder of a 10%
stake in ArmRusgasprom Company. Later, the Russian monopolist Gazprom
CJSC acquired its shares.

In 2006, 90% of Nairit’s shares were sold to British RHinoville
Property Limited for $40 million. The remaining 10% belong to the
Armenian government. RHin®ville Property Limited was set up by
Polish Samex, US Intertex and Russian Eurogaz . In April 2010 the
plant stopped producing rubber. Before the halt, it sold its products
chloroprene rubber- to EU countries, Russia (about 30% of the exports),
the United States and 20 other countries.

The Interstate Bank was founded in 1993 by ten CIS countries –
Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan,
Turkmenistan,

Uzbekistan and Ukraine. The Interstate Bank operates with a 100-percent
presence of the state capital of its members. The bank promotes
development of CIS member countries’ economies.

Azerbaijan National Office against drugs propaganda, acting within
the framework of the UN Development Programme (UNDP), published a
booklet entitled “Drug trafficking in Nagorno-Karabakh.” However,
according to the Azerbaijani news agency “Turan”, the data given
there have no references to any sources.

“Referring to unofficial data, the authors write that the produced
high quality drugs by the Nagorno-Karabakh Iran-Azerbaijan-Russia
route, as well as NK-Iran-Azerbaijan-Europe and Armenia-Georgia-Black
Sea-Europe routes are exported to European and Russian markets. By
the same time, there are no references to the sources of information,”
the agency says.

According to “Turan”, the brochure states that before Nagorno Karabah
was a drug transit area, and today “according to some sources, drugs
are grown and manufactured in special laboratories there.”

Responding to agency’s question about providing documentary evidence
and facts, the head of the National Anti-Drug Propaganda Public
Association Mazahir Efendiyev said that “all these facts need to
be checked.”

The U.S. State Department report on the control of drug trafficking was
noted that Azerbaijan is a transit country for drugs from Afghanistan,
Iran and Central Asia to Russia and Europe. The report also said that
the number of addicts has increased in Azerbaijan.

Heroin is the most popular drug in Azerbaijan, besides narcotic plants
grow there.

In September 2010, the Deputy Prosecutor General of Azerbaijan
Rustam Usubov stated that about 35% of the drugs illegally produced
in Afghanistan are carried through Azerbaijan.

According to a UN report, of “Northern Balkan Route” drug trafficking
from Afghanistan to Europe lies precisely through Azerbaijan. Drugs
freely cross Azerbaijan-Turkey-Iran route. The second, “Old Balkan
Route” lies straight through Iran to Turkey.

People engaged in the smuggling are mainly assisted by the Azerbaijani
and Kurdish population of northern Iran. The third way is through
Azerbaijan and the Caucasus which lies through the Turkmen seaport
after Turkmenbashi, in Baku. Here the drugs are easily smuggled into
Russia. Moreover, the telegram to former U.S. Ambassador to Azerbaijan
Anne Derse, which was published by the WikiLeaks, read that the drug
mafia in Russia is largely controlled by ethnic Azerbaijanis. Armenia,
at the same time, is not specified as a drugs transit country.
