ARMENIAN NATIONAL ACADEMY OF SCIENCES TO CELEBRATE ITS 70TH ANNIVERSARY IN OCTOBER

YEREVAN, August 27. /ARKA/. Armenian National Academy of Sciences
will mark its 70th anniversary by staging a series of festive events
on October 15 and 16, the academy’s press office reported today.

In addition to a ceremonial meeting in the National Opera and Ballet
Theatre, the academy will also open an exhibition of its achievements
and will hold a reception.

Foreign guests will tour the academy’s institutes and after that will
consider cooperation prospects in roundtable discussions.

The press office says delegations from 20 countries are invited for

Azerbaijan’s Foreign Ministry has instructed the Embassy in Russia
to investigate information about the visit of a number of Russian
public figures to Nagorno Karabakh, Spokesman for the Azerbaijani
Foreign Ministry Elman Abdullayev said.

If the fact of the visit is confirmed, all the persons, who visited
Nagorno Karabakh, will be included in the list of “persona non grata,”
he told APA.

“Azerbaijan’s position on this matter is principled. The visits paid
without coordination with relevant agencies of Azerbaijan are illegal,”
Abdullayev said.

A group of Russian journalists and public figures is visiting Artsakh.

Yesterday members of the Russian delegation had meetings with NKR
President Bako Sahakyan, Foreign Minister Karen Mirzoyan and National
Assembly Speaker Ashot Ghulyan.

The delegation includes former Russian intelligence officer Anna
Chapman, member of the Russian Public Chamber Denis Dvornikov and
others.

“Azerbaijan has disseminated the interview of the Armenian
soldier Hakob Injighulyan captive in Azerbaijan under the subtitle
“Armenian-Azerbaijan conflict”, which already speaks about extremely
impermissible, politicization of the issue of humanitarian rights,”-
assures Larisa Alaverdyan, the first human rights defender, Executive
Director of “Against Illegal Arbitrariness” NGO. According to her
assessment, the very beginning of the interview shows that questions
directed to the captive are asked, and the reportage conclusion was
just about the Armenian-Azerbaijani conflict. “It proves that the fate
of a specific man is tied to the Armenian-Azerbaijani general problem
interpreted by the Azerbaijani side. Pursuant to the Human Rights and
the Geneva Convention, Article 13, Chapter 2, a flagrant violence was
displayed against the military captive, including asking questions
other than the full name, place of birth and how he ended up there.

The rest of the questions violate the provisions stipulated by the
Convention. If we take what topics are discussed in this reportage,
besides being a false politicization, it pursues purely propaganda
purposes. We have stated all of these in our letter that we are going
to send to international, various inter-governmental organizations.”

As per Ms. Alaverdyan, prisoner’s claims that he feels good in the
Azerbaijani uniforms and wishes to leave for a 3rd country indicates
about various types of pressures: psychological, and physical, and
even it is possible that the evidences obtained are as a result of
promises. She complained that no international organization has yet
responded to the incident. “We find it more than strange the silence
of the organizations that for years, every day, are watching the human
rights defense situation in the region. Whereas it was a flagrant
violation, and still I have not seen any organization responding. If
the mode of action of the Red Cross is clear for us, because even if
they comment or state in the report, it would be confidential, then it
is not clear the silence of the organizations that are always talking
publicly. In fact, it required 10 days from Azerbaijan to develop
psychological, so-called brain washing, afterwards the interview was
voiced. The revelation of this interview is the result of unbalanced
attitude and conduct of the Red Cross Baku delegation.” As per Ms.

Alaverdyan, this video disseminated by Azerbaijani side was a message
to its own people and the whole world, saying that “Nothing is
impossible for nowadays Azerbaijani authorities, we’ll say whatever
we would like to, if we wish to violate, we’ll do it, if we wish to
ignore, we’ll do it, if we wish to abuse an international norm and
commitment before the international community, we’ll do it.” Referring
to the criticism conducted in Armenia with regard to the Armenian
soldier why he gave such an interview, the first human rights defender
called for displaying restraint. “There was a time, when such incidents
were occurring again, the head of the Azerbaijani National Security
Service (NSS) once called the head of Artsakh National Security Service
chief, and said, “Hurry up, turn on the TV set, look how your guys
are talking about you, the army and your country”. The head of the
Artsakh NSS said, “To force a person in detention and captivity to
say something, it’s not good, nor is it so difficult”. I urge not
to give estimations to a person who is in extreme critical condition
and we do not know how these interviews are taking place.

Let us allow this to finish so that this soldier stays healthy, reaches
his parents, and then we will determine what is what. Without any
exceptions, such interviews are taking place under incomprehensible,
but terrible pressures for us.”

A spokeswoman for the Armenian government, Susanna Tonoyan, told
Haykakan Zhamanak on Monday that the talks with Russia over gas price
subsidizing still continue.

Armenia hopes to receive an annual grant of about USD 150 million
from Russia, thanks to which the gas price will be USD 189 per 1,000
cubic meters instead of current USD 270.

25 days ago, Armenian Energy Minister Armen Movsisyan said that the
talks “seem to be over, and that the mechanisms will be finalized in
the coming days and a respective statement will be made.”

There Are No Enemies, There Are Those In Need

THERE ARE NO ENEMIES, THERE ARE THOSE IN NEED

The Moscow-based friends of Armenians (our friends) inform that
Azerbaijan’s functionaries undertake an active recruitment of people
who could be listed under the “status” of expert and could in one way
or another make anti-Armenian or ill-minded statements addressed to
Armenia. It proved not easy for them to find such experts.

Most employees of academic institutions and respectable newspapers
refused dryly to take part in this paid campaign. Equally many
political commentators who contribute to periodicals and are often
ready to offer any material strangely declined this offer.

Evidently, anti-Armenian interviews published by Russian and
Azerbaijani mass media often do not report accurately what has been
stated. At my request my friends of one of Moscow’s respectable
newspapers turned to two experts of academic institutions who could
hardly be suspected of sympathy for Armenians and Armenia. In addition,
it was conveyed that it would be desirable to criticize the policy
of Armenia. They declined.

It is rather strange, and it would be good to think about it. The
Moscow-based experts are reluctant to join this campaign. Our friends
in Moscow think that experts could be involved in the anti-Armenian
campaign only on the grounds of engagement, either political or
financial.

According to their evaluations, the Russian campaign against Armenia
has a limited scale. A limited circle of information agencies are
participating in this dirty campaign which lack ideology, enough
funds and professional analysts. There is an opinion that Moscow
is waiting for an “outcome” which may follow the initialing of the
agreement with the European Union in Vilnius.

It is expected that after this event the Armenian political leadership
will make some political statements that will enable Russia to put
intensive pressure on Armenia. Moscow may expect escalation in the
conflict between Armenia and Azerbaijan and even domestic conflicts.

At the same time, none of the important state bodies of Russia is
willing to take part in drafting a plan of events aimed at pressure on
Armenia. There is an opinion that this direction is not “crucial” to
Russia’s interests. Besides, it does not have an economic significance
that would affect the interests of big companies.

In fact, the Russian MFA is blamed for this foreign policy of Armenia
which did not possess any levers of influence on preventive decision
making by the Russian government. Nevertheless, the diplomatic
services always supplied exhaustive information on Armenia to the
Russian political leadership not only in terms of formal observation
of processes and events.

Analysis of events was built on the scheme “friends-foes”. As a result,
the Russians made the same mistake in Armenia as the Americans earlier,
i.e. nobody understood who is who.

The Russian military never interfered with information and elaboration
of reactive events except those relating to defense matters. Now there
is growing confidence that some Russian special services were not
interested in conveying to the Russian leadership real circumstances
relating to Armenia. However, it is all in the past, and as it always
happens in the Russian government, nobody is accountable.

Currently, Moscow is looking for and cannot find an enemy. If there
is no enemy, it must be invented and shaped. However, there is not
enough focus and understanding of the issue even for this task.

The main goal is to ensure a permanent crisis and scandals that would
draw the attention of the European Union and the Western community.

However, the scandal requires either an operable “fifth column” or
an idea supported by serious circles. There is neither one, nor the
other, nor yet a third option…

Hopes for the West’s vigilance about intensifying problems of Armenia’s
situation are not justified, and Moscow has apparently understood
this. There are two reliable factors – Turkey and Azerbaijan – to which
Russia is trying to delegate the role of suppressors of Armenia. But
this not so harmless scenario and aggravation of Armenia may easily
transform to a process of suffocating Russia.

Currently Russia is having consultations with Ankara and Baku on
possible reactions to more large-scale events in the region, and there
seem to be favorable conditions to roll up for the game of sacrifice
of Armenia’s interests.

The Armenian deputy minister of foreign affairs Shavarsh Kocharyan
has finally revealed the position of the government and correlated
the Russian “business” of sale of weapon and the Armenian business of
agreement with the European Union. As a result, Shavarsh Kocharyan
became a national hero and thus made an important claim to the post
of the minister of foreign affairs.

However, it is clear from this statement that the risk was taken
consciously though without due analysis. (State sovereignty is
impossible without sovereign analytics.) One can study the advantages
that Russia will enjoy if Armenia integrates with the Euro-Atlantic
community, which Iran understands very well regarding itself. However,
this is a different issue and requires other chandeliers.

Rimini (dal nostro inviato al Meeting) – L’Armenia è stato il primo
paese a convertirsi e abbracciare ufficialmente il cristianesimo nel
301; il suo popolo è sopravvissuto al genocidio perpetrato dai turchi
a partire dal 1915, che hanno ucciso un milione e mezzo di persone; il
milione di armeni sopravvissuti alla strage che si sono rifiutati di
convertirsi all’islam sono stati costretti a scappare lasciando la
propria casa, dando vita alla diaspora che conta oggi nove milioni di
armeni sparsi per il mondo.

CRISTIANI PERSEGUITATI. Il tema dei cristiani perseguitati avrà un
ruolo centrale quest’anno al Meeting e la mostra `Armenia, culla della
cristianità’ mette al centro dell’attenzione la storia di un popolo,
vissuto alle pendici del monte Ararat, dove secondo la Bibbia l’Arca
di Noè approdò dopo il diluvio universale, che ha saputo mantenere la
fede per 1700 anni, nonostante persecuzioni che vanno avanti ancora
oggi: «In Siria c’erano tra i 70 mila e 100 mila armeni tra Aleppo e
Damasco», spiega Antonia Arslan, poetessa e scrittrice armena, tra i
relatori dell’incontro che ieri ha presentato a Rimini la mostra
curata dalla fotografa Graziella Vigo. «Dopo anni di guerra fratricida
queste comunità sono praticamente spazzate via, a testimonianza che la
persecuzione dei cristiani in Medio Oriente non è affatto finita».

STORIA MIRACOLOSA. L’Armenia, Stato rinato 20 anni fa e accerchiato da
Turchia, Georgia, Iran e Azerbaijan, ha una storia unica costellata di
«esempi di fede straordinari e miracoli quasi sconosciuti». Alcuni di
questi sono stati raccontati da Caroline Cox di Queensbury, per 20
anni vicepresidente della Camera dei Lord inglese, che ha «avuto
l’onore di visitare l’Armenia per 79 volte». «Quando l’Azerbaijan
negli anni 90 ha deciso di sradicare e distruggere gli armeni dalla
sua provincia del Nagorno-Karabakh», ha dichiarato davanti a una
platea di 4 mila persone, «ha provato ripetutamente a distruggere una
chiesa del 13mo secolo dedicata a san Giovanni. Ma ogni volta che i
suoi aerei sganciavano le bombe dritto sulla chiesa, queste cambiavano
traiettoria tanto che alla fine l’intera area era stata rasa al suolo
tranne il tempio sacro. Dopo diversi tentativi una sola bomba ha
colpito nel segno ma non è esplosa. Oggi quella chiesa è ancora al suo
posto a testimonianza della gloria di Dio, che protegge il suo popolo
armeno».

CRISTIANESIMO COME CASA. Oggi gli armeni sono 12 milioni, ma solo tre
vivono nella Repubblica armena. Gli altri nove sono divisi
principalmente tra Russia, Stati Uniti, Francia e Italia ma non hanno
perso l’identità trasmessa di generazione in generazione da chi è
scappato dal paese per non tradire la propria fede. Uno di loro è
Joseph Oughourlian, nato in Francia, cofondatore e direttore esecutivo
del fondo di investimenti Amber Capital: «Per me come per gli altri
armeni l’attaccamento alla Chiesa e al cristianesimo è una questione
di identità, non il lusso di una scelta», ha spiegato al pubblico del
Meeting. «Dopo la tragedia del genocidio e della diaspora non abbiamo
più niente in comune tra noi se non l’appartenenza al cristianesimo,
che è il nostro punto di riferimento e la nostra casa». Ma quella
degli armeni non è la storia di un popolo abbattuto e sconfitto, come
affermava alla baronessa inglese l’arcivescovo di Karabakh, «salvatosi
per miracolo», il giorno stesso in cui l’esercito dell’Azerbaijan
aveva distrutto la sua casa con l’ennesima bomba: «La nostra nazione
ha ritrovato la sua fede. Noi non odiamo nessuno, noi crediamo in
Dio».

Yeprem et Aznavour unis pour une cause: soutenir les écoles arménien

Yeprem et Aznavour unis pour une cause : soutenir les écoles
arméniennes du Liban

Coupures d’électricité, crise économique, malaise social, clivages
politiques accrus, tensions communautaires…

Face à l’ambiance générale quelque peu délétère, L’Orient-Le Jour se
lance un défi : trouver une bonne nouvelle chaque lundi.

La joaillerie libano-arménienne, Yeprem, a lancé une initiative pour
soutenir les écoles arméniennes du Liban, mais aussi du monde entier.

L’entreprise a produit un bracelet en or orné de diamants sur lequel
est incrusté le célèbre “Khachkar”, une croix sculptée dans la pierre
ou pierre-croix, si particulière à l’art arménien.

Selon l’agence Armenpress, 5% des revenus de la vente du bracelet sont
offerts aux écoles arméniennes.

“Mettre ce bracelet c’est mettre l’Arménie sur son poignet”, affirme
le directeur de la joaillerie Yeprem, Ludvig Chakardemian, à

lorientlejour.com.

“Le +Khachkar+ est le symbole de l’Arménie, premier État chrétien du
monde, explique-t-il.

Cette sculpture historique qu’on retrouve un peu partout en Arménie
représente l’identité du peuple arménien”.

Outre le “Khachkar”, une grenade est représentée sur le bracelet, ce
fruit étant le symbole de la vie en Arménie, ajoute le directeur de
Yeprem.

Le but de l’initiative est de soutenir et surtout renforcer les écoles
arméniennes au Liban, et partout dans le monde où le bracelet est
vendu, afin que la nouvelle génération arménienne connaisse son
histoire, ses origines et sa langue.

Quelque 140.000 Arméniens vivent au Liban, la plus importante
communauté au Moyen-Orient.

La majorité d’entre eux sont des descendants des survivants des
massacres survenus il y a 98 ans sous l’Empire ottoman.

Et qui mieux que le chanteur d’origine arménienne, Charles Aznavour,
pour soutenir cette cause?

Contacté par Yeprem, Aznavour, qui est également ambassadeur d’Arménie
en Suisse, a salué l’initiative et promis de soutenir la cause, son
bracelet “Khachkar” sur le poignet.

“Charles Aznavour ne nous aide pas à promouvoir le bracelet dans un
but lucratif, mais en vue de soutenir la cause arménienne partout dans
le monde”, tient à préciser Ludvig Chakardemian.

Surnommé le “Sinatra français” par la presse américaine, Charles
Aznavour est né à Paris en mai 1924 dans une famille arménienne (de
son vrai nom Aznavourian).

Lancé par la chanteuse Édith Piaf, il devient une légende vivante de
la chanson française et l’une des plus célèbres vedettes
internationales d’origine arménienne, avec plus de cent millions de
disques vendus dans le monde.

Pour ses 80 ans, Aznavour avait été nommé en 2004 “héros national” de
l’Arménie par le président de l’époque, Robert Kotcharian.

En 2001, une place d’Erevan avait été baptisée à son nom, avec une
statue à son effigie.

En décembre 2008, le chef de l’État arménien, Serge Sarkissian, lui
avait conféré la citoyenneté arménienne.

déclarations à l’emporte-pièce. Mais sa dernière sortie, mardi 20
août, à Ankara, lors d’une réunion de son parti laisse
particulièrement perplexe, tant on ne sait s’il faut l’imputer à ses
obsessions anti-israéliennes récurrentes ou à un désordre encore plus
profond. Le Premier ministre turc a en effet affirmé détenir « la
preuve » qu’ « Israël et un intellectuel juif » étaient derrière la
destitution du Président Morsi par l’armée égyptienne. Outre ce que
cette déclaration recèle en connotation paranoïaque, dûment
sous-tendue par l’évocation du complot juif, on est atterré par les
fondements qui l’étayent…

Talk about the ruling elite of Armenia’s need to choose between
European integration and accession to the Customs Union has triggered
many debates that have affected, among other things, the possibility
of nationalization of businesses owned by Russia – to reduce Moscow’s
influence in Armenia.

In the period of Armenian independence, mostly under President Robert
Kocharian, Russian companies through various transactions took control
of the two telecom companies, the majority of enterprises in the
energy sphere, including the fifth unit of the Hrazdan TPP under
construction, the Sevan-Hrazdan HPP, 80% of shares of “ArmRusgasprom”
and `Armenian Power Distribution Networks”. CJSC “Armenian Railways”
was transferred to the concession management of the Russian company
“South-Caucasian Railways”, but its owner is the government of
Armenia.

A special place among Armenian-Russian transactions belongs to the
treaty “Property for debt” signed in late 2001, according to which at
the initiative of the Armenian side, for debt of 108 million dollars
for nuclear fuel, five companies were transferred to Russia: four
units of the Hrazdan thermal power plant, the “Mars” plant, the
Institute of Automated Control Systems, PLC “Yerevan Research
Institute of Mathematical Machines” and the Materials Research and
Production Enterprise.

Although experts and opposition politicians exposed the agreements to
sharp criticism, the question of nationalization in the Armenian
political expert and journalist community has never been raised.
Nevertheless, the issue of the need for and adoption of the law “On
nationalization” was discussed so that negligent owners of former
state property were made clearly aware that in case of
economically-inefficient management, the property would revert to the
hands of the state.

Some radical observers who have expressed today the conviction of the
need to nationalize Russian enterprises in Armenia do not understand
many things and confuse nationalization and confiscation. But how can
you take away their property in Armenia from companies representing a
huge country?

It is known that many countries, including developed ones, have made
decisions about the nationalization of some strategic enterprises and
nationalized sometimes entire industries, such as the UK coal industry
being nationalizeds under the Labour Party. But nationalization was
often a harbinger of debt restructuring, introduction of investment,
and then a new stage of privatization of nationalized enterprises.
World experience shows that nationalized enterprises are not always
successfully managed, and in some countries management is accompanied
by corruption.

The main reason for nationalization in most cases is the inefficient
economic activity of certain companies or industries. The bankruptcy
of some large enterprises or industries may leave tens of thousands of
jobless people, which will lead to social riots and political
instability in any state.

Nationalization may be total or partial, but in all cases, if the
government nationalizes the company, it pays for that a huge amount of
money to the owner, based not only on the net asset value, but also on
investment. Speaking of Russian companies in Armenia, we should use a
differentiated approach, as the situation is different for them in
matters of governance and in attracting investment, as well as
generally in terms of the obligations and commitments of the Russian
side.

The most successful aspect is now the work of the communications
sphere, where the Russian company Beeline bought the company
“Armentel”, and the majority owner of the mobile operator “VivaCell”
is the Russian company MTS. Experts estimate the management of the
Russian owner of the assets of the 5th unit of the Hrazdan TPP, which
received sound investment, to be highly effective. Regarding the
activities of “ArmRusgasprom”, 80% owned by the Russian company
“Gazprom”, it should be noted that this company operates at a profit,
considerable investment is invested in it, in particular, the country
is 95% supplied with gas, but the effectiveness of management raises
questions. As for the Sevan-Hrazdan cascade, here the Russian side has
not made any tangible investments.

The activities of the company owned by Russia “Armenian Power
Distribution Networks” (RESA) generally receive restrained assessments
by experts in the Armenian power sector. According to local experts,
the owner of RESA, the Russian company RAO “UES” ,has improved its
work, but it was done through foreign loans and by increasing
electricity tariffs. This could be done by the Armenian side,
especially as RESA at the time of the transfer to Russia was in better
condition than the Russian distribution networks.

Initially, RESA acquired at a very low price a little-known company
“Midland Resources”, registered in an offshore zone. And then RAO
“UES” acquired its power grids. Thus, Russia gained control over RESA
not directly from the Armenian side, but after a few years when RESA
was ruled by a company registered in a British offshore territory.

A similar situation occurred when the Russians bought the company
“ArmenTel” from the Greek “OTE”. The latter initially offered to sell
“ArmenTel” to the Armenian government, and only after a rejection did
it sell it to the Russian side. Most of the transactions were not
transparent and have caused a lot of issues, including in terms of
compliance with the laws of the Government of Armenia. There is no
doubt that the majority of these transactions contained elements of
corruption.
