Azerbaïdjan : penalisation de la diffamation en ligne Info Collectif

pour une diffamation presumee en ligne constitue la première affaire
de ce type en Azerbaïdjan et fait suite aux recentes modifications
apportees a la legislation sur la diffamation. Au mois de mai
2013, le Melli-Medjlis, le Parlement azerbaïdjanais, a adopte des
modifications qui elargissent le champ d’application de la loi
sur la diffamation, pour y inclure la diffamation et les insultes

faveur des droits humains a depenaliser la diffamation a l’horizon

combattants du Parti des travailleurs du Kurdistan (PKK) et s’opposait
fermement a l’emancipation de l'”Irak du Nord” par rapport a Bagdad.

Le Ministre De La Defense Rencontre Des Jeunes

LE MINISTRE DE LA DEFENSE RENCONTRE DES JEUNES

ARMENIE

Le ministre de la Defense Seyran Ohanian a rencontre des militants
du mouvement des jeunes Miasin (Ensemble), qui ont mis en place un
camp sur la côte au lac Sevan.

Dans son discours de bienvenue, le ministre a souligne l’importance
de tous les evenements de la jeunesse qui visent l’avenir du pays et
l’education d’une generation patriotique.

” Cela a toujours ete un grand honneur pour moi de rencontrer les
jeunes. Ces evenements nous permettent tout d’abord de profiter des
plus beaux sites de l’Armenie, de la nature et de l’eau propre, et
etre en mesure de prendre du repos et etre en bonne sante ” a-t-il dit.

Selon un communique de presse du ministère de la Defense, Seyran
Ohanian a aussi repondu aux questions ” des militants concernant les
politiques de defense de l’Armenie, les efforts de renforcement de
l’education et de l’armee. Il a informe le groupe sur les principaux
objectifs et defis dans les forces armees. Il a ensuite visite le
camp des jeunes militants.

Pasadena City Council To Review Genocide Monument Plans

PASADENA CITY COUNCIL TO REVIEW GENOCIDE MONUMENT PLANS

The Pasadena Armenian Genocide Memorial Committee

PASADENA-In a couple of years, Armenians all over the world will be
commemorating the 100th anniversary of the first genocide of the
20th century when 1.5 million Armenians were massacred. To keep
the memory of 1.5 million Armenians alive, 166 memorial monuments
have been erected in 33 countries worldwide. Those who erected the
monuments want the history to stay alive and the people of the world
to be informed of that barbaric event.

The Armenian community in Pasadena wanted to bring their share in the
commemoration effort. The Pasadena Armenian Genocide Memorial Committee
has planned a very impressive memorial to be constructed in Pasadena
Memorial Park by 2015, with adequate informational inscriptions about
the genocide.

On July 16, 2013, the Recreation and Parks Commission unanimously
approved the proposed design by Catherine Menard, a student at the
Pasadena Art Center College of Design.

The City of Pasadena has scheduled the City Council hearing for
September 9th for the review and approval of the memorial design. The
meeting will be held at 6:30 p.m. at the Council Chamber; Pasadena
City Hall, 100 North Garfield Avenue, Room S249.

Community members are urged to attend the City Council hearing and
show support of the proposed memorial project.

on upcoming events.

Armenia Hosts 2013 Council Of Europe Exchange On The Religious Dimen

ARMENIA HOSTS 2013 COUNCIL OF EUROPE EXCHANGE ON THE RELIGIOUS DIMENSION

YEREVAN, AUGUST 28, ARMENPRESS: “Freedom of religion in today’s
world: challenges and guarantees”: in the framework of the Armenian
Chairmanship of the Committee of Ministers, the 2013 Council of Europe
Exchange on the religious dimension of intercultural dialogue will take
place at the Government Guest House, in Yerevan, on 2-3 September 2013,
Armenpress reports.

Edward Nalbandian, Minister of Foreign Affairs of Armenia and Chairman
of the Committee of Ministers of the Council of Europe, will open the
event with His Holiness Karekin II, Supreme Patriarch and Catholicons
of All Armenians.

The Republic of Armenia has included the promotion of European
values through intercultural dialogue among the main priorities of
its Chairmanship (16 May – 14 November 2013), with a view to stepping
up action in combating intolerance and promoting freedom of religion,
according to Article 9 of the Convention for the Protection of Human
Rights and Fundamental Freedoms.

The sixth edition of the Exchange envisages plenary sessions and
three panels; “Freedom of religion, conscience and thought as a
fundamental right in contemporary societies”; “Protection of persons
belonging to religious minorities, believers and non-believers and
their contribution to the fight against intolerance, discrimination
and hate speech with regard to freedom of religion”; and “Avenues
for future action within and beyond Europe: youth education and
awareness-raising on religion and beliefs, dialogue and co-operation
among and with religious and non-religious representatives”.

The event will gather delegates of religious communities and
non-religious convictions, mainstream media professionals as well as
experts, academics and representatives of international organisations
and NGOs.

Armenia Plans To Export Mutton To Iran And Arab Countries

There are currently 650-680 thousand sheep in Armenia. Their number
increased by 10-15% on last year. Armenia’s pastures will allow
tripling the number of sheep. In the Soviet time, Armenia had about
1.5 million head of sheep, Agriculture Minister Sergo Karapetian said
at a meeting with journalists today.

According to him, Armenia can export 250-280 thousand head of sheep
annually, while two slaughterhouses in Syunik and Kotayk provinces
will enable to organize the export of mutton.

The slaughterhouse to be put into operation soon in Zoravan community
of Kotayk province will allow slaughtering 600 head of small cattle
daily. It is planned to export mutton to Iran and Arab countries.

Closed Meeting At Ministry Of Education

CLOSED MEETING AT MINISTRY OF EDUCATION

Today Serzh Sargsyan held a closed meeting at the ministry of
education. After the meeting Minister Ashotyan briefed reporters
that Serzh Sargsyan gave some instructions to the specialists of the
ministry. The report on the plan of preparations for the academic
year was presented.

In answer to the question whether Ashotyan has reported to Serzh
Sargsyan about protest against rise in tuition fees Minister Ashotyan
said there is no protest.

Serzh Sargsyan did not touch upon the issue of rise in tuition fees.

Ashotyan reminded that the president spoke about tuition fees during
the ceremony of student awards. “Our resolution is that no student
must be deprived of an opportunity to get an education due to social
problems,” the minister said, referring to free-of-charge education,
rewards to the best students, as well as student discounts.

The minister also dwelled on the introduction of the lending program
first time in Armenia. He noted that an instruction was made not to
limit the rights of universities, at the same time requiring more
transparency of universities.

In answer to the question of Lragir.am how the merit of students
will be measured, when the universities, particularly Yerevan State
University has stated that students must pay part of the annual fee by
September or they will not be enrolled, Armen Ashotyan said students
must take at least one session of exams to be assessed.

He says when choosing a program, there is always a cheaper option.

It’s like shopping, he says, one compares prices to one’s money when
choosing a product. You cannot take the most expensive drink and try
to pay in accordance with the local producer’s pricing scheme, he says.

Armen Ashotyan advised students to be ready to pay the price of
better education.

Davit Harutiunyan’s Sensation

DAVIT HARUTIUNYAN’S SENSATION

Davit Harutiunyan, chairman of the Standing Committee of State and
Legal Affairs, stated that a few months later a referendum on changes
to the Constitution may be held which will set down transition to
parliamentary governance. He did not rule out that in 2017 Serzh
Sargsyan may run in the parliamentary election on the Republican list
and aspire to the post of prime minister.

A few days ago there was a leakage which did not make a stir though.

And perhaps therefore the decision to state it officially was made. It
did not make a stir either and merely confirmed earlier forecasts.

Why isn’t this decision a sensation? Perhaps because there are no
political forces in Armenia that would wish to oppose such a decision.

On the eve of the 2012-2013 national elections almost all the political
forces supported the proposal to adopt parliamentary governance. And
now hardly anyone will oppose.

There may hardly be any obstacles to amendments, of course, unless
the public boycotts the referendum like the previous referendums and
the decisions made by the government. There may occur “hindrances”
to the next parliamentary election which may become competitive.

However, while the constitutional changes are being discussed,
Serzh Sargsyan will be able to resolve some issues. Besides finding
himself a job he will find a way of bringing the political parties
into a single format where it will be possible to discuss not only
parliamentary governance but also the priorities of foreign policy.

Besides, he will temporize and create premises for signing the
Association Agreement while experts do not rule out a coup to prevent
the signing.

Certainly, it is possible that in 2017 Serzh Sargsyan will lose the
election, and the next prime minister might be the one who will
publish from the prison cell a video of humiliating treatment of
prisoners by the police ten days before the voting. However, Serzh
Sargsyan will win anyway because he will have in his background the
initialed Association Agreement and separation from Russia and the
100th anniversary of the Genocide and many other things which will
ensure his place in history. If not, he will not be able to top the
Republican list.

In this regard, a consensus should be expected in autumn. Raffi
Hovannisian may agree to lead the Constitutional commission (he had
received an offer), Gagik Tsarukyan who awarded Taron Margaryan with
a cup with Serzh Sargsyan may form a coalition government while others
may have to refuse to join the commission and become marginal or join
the process.

of America (ANCA) Eastern Region Endowment Fund will host the 7 th
Annual ANCA-ER Banquet on October 12, in Philadelphia, Armenpress
reports referring to Armenian Weekly.

The banquet will begin with an elegant cocktail reception and silent
auction at 6:30 p.m., followed by dinner and an awards ceremony
at 8 p.m. This year, the ANCA Eastern Region will honor critically
acclaimed author Chris Bohjalian with its prestigious ANCA Freedom
Award for outstanding contributions toward the recognition of the
Armenian Genocide and for pursuing other issues of importance to the
Armenian-American community.

The ANCA will also present Zohrab Tazianwith the esteemed ANCA Vahan
Cardashian Award, which honors activists who have exemplified the
ideals of the founder of the Hai Tahd movement.

The largest annual fundraising event for the ANCA-ER will also feature
a Banquet Kick-Off Partyon Fri., Oct. 11, starting at 9 p.m. at Hip
Philly, in Philadelphia.

Banquet co-chairs James Kzirian and Lorig Baronian, both active members
of the Philadelphia community and members of the ANC of Pennsylvania,
are working diligently to ensure the success of this annual fundraising

Russian Envoy: We Have No Unsolvable Problems With Armenia

We have no unsolvable problems with Armenia, Russia’s Ambassador to
Armenia Ivan Volynkin said at the meeting with Armenian Labor and
Social Issues Minister Artem Asatryan.

“I am in Armenia, in a friendly country, with which we have no
unsolvable problems. I admire your people. I am going to visit places
of interest as well as to travel to provinces and get acquainted with
the people there,” said the Ambassador, as quoted by the Ministry’s
press service.

“We have passed a long way together in the social security area,
and we have signed strategic deals which greatly contribute to our
joint development,” Armenian Labor Minister Artem Asatryan said in
his remarks.

“I am convinced that Armenia has achievements and experience in the
area of social security, and I am ready to assist the intensification
of the cooperation between the two Ministries and the exchange of
experience,” the Russian envoy said for his part.

STEPANAKERT. – Syrian Armenians came to Nagorno-Karabakh on their own
will, no one forced them to resettle here, spokesperson for Karabakh
President said.

His comment came in response to Azerbaijani side’s intention to raise
the issue during the autumn session of the OSCE Parliamentary Assembly.

Davit Babayan said Syrian Armenians are among those who became refugees
as a result of civil war in Syria.

“Providing aid to refugees is an international norm, a part of
international law. States have to provide such assistance to people
who found themselves in this situation. Therefore, we must help them,
because they are our compatriots,” he told Armenian News-NEWS.am.

Davit Babayan noted that such hysterical behavior of Azerbaijan is
one of the pillars of state-building in this country, but this does
not mean that by using such methods,Azerbaijan will succeed and will
be able to suspend the process.
