AZERBAIJAN IS THE LAST BY PRESS FREEDOM INDEX IN REGION

In the framework of the project “Monitoring of speech freedom in
Eastern Region of the European Neighborhood Policy”, Azerbaijan has
taken the last place by press freedom index in the region. This was
publicized by journalistic organization “Yeni Nasil.”

According to the Azerbaijani news agency “Turan”, the index is based
on expert surveys, in which were included by human rights activists,
sociologists, public figures and journalists who have five years of
experience in their fields and are not represented in state agencies
and political organizations. The survey was conducted in June 22-25.

The article notes that the situation on the block of “Politics” was
determined based on eight criteria. In the block “Practice” the rating
is given on 37 criteria, including murders, beatings, abductions,
detentions, harassment and blackmailing of the media members, etc.

Situation in broadcasting block was evaluated according to 5 criteria:
independence of public and private broadcasters, the role of the
regulatory body, pluralism in the air, the concept of the transition
to digital broadcasting.

Assessment in the field of Internet and the new media is also given by
5 criteria: rules restricting the freedom of the Internet, the presence
of regulatory bodies, the persecution of bloggers and active users
of social networks, monopolies in the field of Internet services,
limitation of the access to information sources on the Internet,
terms of Internet usage.

The final index was compiled by adding up the points in the blocks.

Index 1 was the lowest one and included scores from 0 to 250, index
7 was the highest one (from 1360 to 1650).

As a result, Georgia has got 1,222 points, Moldova has got 1111,
Armenia – 912, Ukraine – 797, Azerbaijan – 523 and Belorussia –
414 points.

PAK SHOUKA ACTIVISTS: ‘WE WILL NOT BE DISSUADED BY TERROR TACTICS OF ALEKSANYAN LED CAMP’

Activists who are intent on stopping what they call the illegal
desecration of Yerevan’s Pak Shouka (Closed Market), say they
will not be dissuaded by the aggressive behaviour and outright
assaults perpetrated against them by those who have been staging
counter-demonstrations in favour of converting the landmark into a
commercial supermarket.

The activists opposed to the construction at the market, in a public
statement issued today, have called on the police to ensure their
safety in the future, blaming them for allowing the opposite camp to
commit physical violence and psychological intimidation tactics.

They argue that MP Samvel Aleksanyan, the owner of the market, by
organizing a crowd of so-called “supporters” of what he is doing,
is seeking to divert the public attention from the wider issue.

The “Liberate the Landmark from the Oligarch” civic movement says that
the police failed to protect the rights of peaceful assembly of those
attending the protests on August 31 and September 1 near the market.

The organization says that the public’s demands regarding the site
remain the same, namely that the owner of the market, MP Samvel
Aleksanyan, should provide compensation, as prescribed by law, for
the damage already caused and that the structure be returned to its
original condition.

In addition, the civic movement says that Aleksanyan be stripped of
the right to use the site for commercial purposes until the above
demands are met.

The movement concludes by declaring that they are planning a new
round of protests soon.

YEREVAN. – Of course I had heard about Armenia. You have a lot of
famous people such as Andre Agassi, Charles Aznavour, and Cher.

Swiss figure skater, two-time World Champion and 2006 Olympic silver
medalist Stephane Lambiel stated the abovementioned during a briefing
with news reporters.

At present, Lambiel works with Japanese figure skaters as
choreographer.

“I am very excited and impressed. I am here [in Armenia] for the first
time, but I can say that I love this country. [Capital city Yerevan]
is a very beautiful city with an interesting architecture. Everyone
is very positive. Now that I have visited Armenia, I want to come
back again later,” Lambiel said.

To note, the Japanese national figure skating team had decided to
train in Armenia for the 2014 Winter Olympics, which will be held in
Sochi, Russia.

Four Japanese figure skaters are currently carrying out tentative
trainings at Karen Demirchyan Sports and Concerts Complex in Yerevan.

They will spend six days in Armenia and get familiar with the
conditions and the ice.

Ahead of the Winter Olympics in Sochi, the entire Japanese national
figure skating team will arrive in Armenia.

Ancient Bible Will Be Returned To Saint Giragos Church

ANCIENT BIBLE WILL BE RETURNED TO SAINT GIRAGOS CHURCH

A writer fighting for renovation of Saint Giragos Armenian church in
Dyarbakir wants to return an ancient Bible found several years ago.

Mkrtish Markosyan said the Bible was fond in 2001 in a stack of
papers when the church was half destroyed, Agos daily writes. The
writer said it was published in 1690 in Venice.

“When I learnt that the church will be turned into a museum of
the Armenian heritage, I decided to transport it [the Bible] to
Diyarbakir,” he said.

Diyarbakir Municipality will turn a section of the church into a
museum, obtain items that belonged to Armenians, and take care of
and protect this area by its own means.

No Political Agenda In Armenian Society – Expert

In an interview with Tert.am, Armen Badalyan, an expert in election
and political technologies, spoke of Armenia’s position on joining the
European Union (EU) or Eurasian Union, lower degree of the Armenian
authorities’ independence in decision-making in Armenia’s international
relations, emigration, political agenda and other issues.

– Although the ruling Republican Party of Armenia (RPA) is officially
stating that Armenia will initial an association agreement with the
EU unless any special circumstances emerge, Armenia’s press has lately
made forecast that the association agreement will not be initialed.

Many link it with Armenian President Serzh Sargsyan’s visit to Russia.

What’s your opinion?

– No one can now say if the association agreement will be initialed.

It will be clear on the day of initialing unless an earlier statement
is made that it will not be initialed. Now we can say that Armenia’s
authorities have come down to such a low level that Armenia’s press
writes that Armenia’s president goes to Moscow and may be prohibited
from initialing. Here we can hear the US ambassador stating that
Armenia’s foreign policy must be decided in Armenia rather than
anywhere else. This is evidence of a much lower level of Armenia’s
sovereignty.

– The Prosperous Armenia Party (PAP) is a pro-Russian political force.

Yesterday, after a long interval, its leader strongly emphasized
Russia’s role.

– Now Armenia has a much more serious problem. People are emigrating.

According to estimates, about 200,000 people may emigrate this year,
which shows that our society is not any more forming a political
agenda nor is it willing to. So as we can see Armenia’s political
agenda and political figures’ statements are linked to the outside.

Your question implies that he is addressing “a message” to Russia,
as if he were saying that ‘we should be on good terms with Russians.’
There is no message saying ‘we are a pro-Russian force.’ Although the
PAP has ties with Yedinaya Rossiya party and is considered to be a
pro-Russian force, the concepts of ‘pro-Russian’ and ‘pro-Western’ have
been mixed so much that you cannot make out pro-Russian and pro-Western
forces. In many cases it is artificial discrimination. PAP Chairman
Gagik Tsarukyan just considers his party’s influence and believes
we should be on good terms with Russia. And linking his statement
to President Serzh Sargsyan’s visit to Moscow or thinking that his
statement may influence the Armenian-Russian presidential talks –
it is not so.

– Alexander Krylov, Chairman of the Moscow-based Union of Specialists
in Caucasian Studies, told a news website that no one is going to
ask Armenia to join the Eurasian Union. What do the recent responses
suggest?

– One thing should be realized: if Armenia accedes to the association
and free trade agreement, Russia is not going to just stand aside. As
you know Armenia is a member of the CIS free trade agreement and if,
at the same time, it accedes to the EU association and free trade
agreement, Russia will naturally abrogate its free trade agreement
with Russia. Because Armenia will become a corridor on this way of
transportation of European products to Russia, which will not be
welcomed by Russia. Psychologically, it is clear that Russia finds
it most difficult to protect a president for five years, and he will
eventually join the opposite trade union. After all, Russia can respond
in different ways. Specifically, it can create favorable conditions
for even larger-scale emigration from Armenia. In this case, Armenia,
which is a dying country, will fall into a coma. There are different
ways of punishing. Of course, Russia does not want Armenia to accede to
this document. Russia views it as extension of western influence as far
as its sphere of influence. I should say that relations with Ukraine
are much more important for Russia than its relations with Armenia,
whose economic potential is of 0.02 percent interest to Russia. And
Russia is exerting much stronger pressure on Ukraine. As to Armenia,
Russia is not pressing it at all. It is just warning that Armenia’s
future may not be what it wants.

– Political analysts voiced the opinion recently that, given the
fact that no great power can guarantee our security, as well as
our country’s geographical location, both Brussels and Moscow show
understanding of Armenia’s foreign policy orientations. Do you agree?

– Even Armenia’s population cannot guarantee Armenia’s security. In the
context of security, emigration is the gravest problem. So Armenia’s
joining the EU or the Customs Union is of no importance.

Initialing does not mean signing the association agreement later
and carrying out reforms. Take Georgia for example. When Mikheil
Saakashvili became Georgia’s president without singing the association
agreement, he carried out reforms in the country. If any country’s
authorities want to reform their country regardless of whether they
sign an association agreement with the EU or an agreement with the
Customs Union, they will implement reforms. I remember such talks
11-12 years ago, when Armenia was preparing for membership in the
Council of Europe.

Moscow hopes that all members of the Customs Union will support
Yerevan’s decision to join the union, Russian FM Sergey Lavrov said.

the Eurasian Economic Commission, are coming into force. But the
political decision has been made in Armenia and Russia. We hope it

The statement issued by presidents of Armenia and Russia on Tuesday
said Armenia has an intention to join the Customs Union and participate

PanARMENIAN.Net – Moscow hosted a meeting between the Presidents of
Armenia Russia, Serzh Sargsyan and Vladimir Putin, with the latter
welcoming the active development of bilateral ties, Kremlin press
service said.

At the meeting, the Russian leader specifically stressed the economic
cooperation, with the trade turnover between the countries topping
23%. “Russia is Armenia’s key trade and economy partner, with the
tendency remaining unchanged,” Putin added.

As the Armenian President, in turn, noted, a number of pending issues
need to be discussed to strengthen bilateral ties and promote positive
development. The President expressed hope for the age-long friendly
and fraternal relations between Armenia and Russia to continue in
accordance with the Treaty on Friendship, Cooperation and Mutual
Assistance.

“Relations with Russia are an absolute priority for Armenia and we’ll
take every effort to see them develop. However, there are also some
issues that need to be resolved to take our ties to a new level,”
President Sargsyan said.

Earlier, Russian President’s aide said that the prospects of the
Armenia-Russia cooperation within Customs Union and Unified Economic
Space will be discussed during the September 3 Moscow-hosted meeting
between both countries’ leaders.

“Development of international processes in the CIS, multilateral
cooperation within the Collective Security Treaty Organization (CSTO)
will be discussed, as well as provision of stability in Transcaucasia,
including the Karabakh conflict settlement efforts,” Yuri Ushakov said.

Prior to the meeting, Armenian as well as foreign experts were tying to
forecast the agenda of a meeting between Serzh Sargsyan and Vladimir
Putin. Some believed that the Armenian leader was expected to pick
between the Customs Union and EU Associated Membership, choosing
between Russia and Europe.

Thus, Sargsyan will have to persuade Putin that the economic element
of the Association Agreement won’t lead to changes in the military
and political sector of cooperation.

Other experts believe the Karabakh conflict settlement in the light
of the oncoming presidential election in Azerbaijan to become the
key issue of the meeting agenda.

Armenia To Join The Customs Union

Armenia said Tuesday it has decided to join the customs Union and
participate in the formation of the Eurasian Economic Union. The
decision was announced after a meeting between Russian President
Vladimir Putin and Armenian President Serzh Sargsyan in Moscow.

“The presidents reaffirmed the resoluteness of the Russian Federation
and the Republic of Armenia on the further development of economic
integration in the Eurasian territory,” read a joint statement adopted
upon the outcome of the meeting.

“In this context, President Serzh Sargsyan said Armenia had decided
to join the customs union and take the necessary practical steps to
subsequently participate in the formation of the Eurasian Economic
Union.”

NUMBER OF TOURISTS TRAVELLING TO ARMENIA ROSE BY 14.3% IN 6 MONTHS

YEREVAN, September 3. / ARKA /. Number of tourists who visited Armenia
in the six months of 2013 rose by 14.3% compared to the same period
of the year before.

Total number of tourists who visited Armenia in the reporting period
reached 321,279 people.

A total of 63,941 tourists were accommodated in hotels during their
stay (3.2% increase), according to the statistics.

Number of Armenian tourists traveling to other countries grew by 13.6%
in the six months to a total of 343,263.

According to the information provided by hotels, 29.7% of the overall
number of tourists who traveled to Armenia was from CIS countries,
36.3% – from EU countries and 34.0% from other countries. -0-
