YEREVAN, OCTOBER 18, ARMENPRESS. The 20-minute film “Clay person”
by the young director Aren Vatyan has been awarded gold medal in “No
Fi” International Film Festival. It is the first film by the young
director and his first victory. The film has been shot in support
of the National Film Center. The Armenian non-profit film center,
headed by Artashes Hovhannisyan, presented 7 Armenian Films to the
75th universal Film Festival of Austrian “No Fi” (UNICA).

As a result, Armenian film has greatly succeeded: “Clay person” by
the young director Aren Vatyan has been awarded gold medal and the
best man – actor, the film “Avlos ” by Alik Sargsyan has awarded
bronze medal, the film “Il Settimo”, by Luska Khalapyan, the film
“To be eaten by any means” by Levon Petrosyan and the film “Door”
by Martin Ulikhanyan have awarded Honored diplomas.

As Armenpress was informed from the National Film Center of Armenia,
in the 75th Universal Film Festival UNICA, Armenia has won the 3rd
place among 32 countries.

Twenty five years after the devastating earthquake of 1988 the 95
small and big ‘domik’ districts continue to exist in various parts of
the city. The ‘domiks’ – wagon-like temporary tin houses placed for
two-three years – have been there for two and a half decades giving
shelter to 4,000 Gyumri residents left homeless after the greater
part of the city was turned to dust. In this urban settlement with
once unique cultural, architectural profile and active political life
these districts are like open wounds, still bleeding, still hurting,
reminding Gyumri and its people of their tragedy.

Haykush Zakaryan, 70, has purchased her new domik in Gyumri’s Barracks
district. For forty years she has worked at Gyumri’s maternity hospital
as chief nurse. The one bedroom domik cost her $2,000.

“Well, what can I do? I’d rather borrow money and buy this than keep
paying a rent. How do I know if I’ll ever be given housing or not?”

says Zakaryan, who lost her apartment, when the building collapsed.

The Manukyan family lives in Haykush’s neighborhood — sons,
daughters-in-law, grandchildren – all in a tiny shelter.

“I have built this domik myself, but this is not a way to live. We
have spent 25 years living in a tin-house, when you know how severe
winters are in Gyumri,” says head of the family Sokhak Manukyan.

Albert Margaryan, head of urban development departments at Shirak
region’s local government, says 20,600 apartments were built in
Guimri in 22 years. A year later 400 more families will be provided
with housing.

“There are 433 homeless families in Gyumri, and more than a thousand
of those who, for some reason, did not get listed,” says Margaryan.

Meanwhile, Asparez Journalism Club board chairman Levon Barseghyan
claims there are, actually, 4,000 homeless families in Gyumri.

“As part of his election campaign in 1998 Armenia’s second president
Robert Kocharyan promised to have the disaster zone fully recovered
by 2001. In 2001 he made a similar promise for 2003. Due to Kirk
Kerkorian’s Lincy Foundation some 2,400 apartments were built in 2003
and 2004 in Gyumri, as well as the other places. It was declared then
that the disaster zone was recovered and this is now a development
zone and we have no homeless,” says Barseghyan.

However, the development zone should have ruled out homelessness,
tin-house districts, and high poverty and migration indexes. Gyumri’s
population after the earthquake was 221,000 -234,000, while the
October 2011 census showed 121,500 people residing in Gyumri. The
actual number is even smaller. Gyumri’s schools had 52,000-56,000
students before the earthquake, now there are only 14,500.

“These two comparisons demonstrate immediately where and what Gyumri
is,” says Barseghyan.

The average poverty index in Shirak in 2012 was the highest in the
country (47.7 percent), meaning that by official data every other
person in Gyumri is poor. The majority of socially vulnerable
people here are the residents of domik districts with countless
social-economic issues.

For a year now no new apartments have been built for the homeless
in Gyumri.

According to Shirak Center NGO leader Vahan Tumasyan’s preliminary
data, the housing project for those left without a shelter as a result
of the natural calamity in Shirak province should have started in
April this year and ended in September producing 420 apartments in
Gyumri, 140 in Akhuryan and 50 more houses in rural communities. He
has addressed many letters to the ministry of urban development,
from where they were redirected to Glendale Hills in charge of the
construction project.

Tumasyan says Glendale Hills have put into operation 2,812 apartments
with numerous defects and shortcomings. He says the government should
have deprived the company from the opportunity to further implement
construction projects in the disaster zone.

“The government should have held a new tender, chosen a local
construction company, hired local workforce, used our Artik tufa stone,
while they have used construction material unfit for the Gyumri cold,”
he says.

After the criticism voiced related to the slowing down of the
construction tempo there, Glendale Hills company leader Eduard
Melikyan explained that the delay was conditioned by re-planning to
add more apartments.

Later urban development minister Samvel Tadevosyan visiting Gyumri’s
construction sites with President Serzh Sargsyan stated that the
housing program for the disaster zone resumed in September 2013 and
1,315 more apartments were planned to be built in 2013-2014. The
application deadline was extended from November 2011 to December 2012.

Because of the increase of applications re-planning is required, that
is why the construction of new apartments is being delayed, he said.

The total volume of state-funded construction in the disaster zone
(including Gyumri and a number of settlements of Shirak and Lori
provinces) will make 85 billion drams (about $210 million). As part
of the project launched in 2008, 3,760 apartments have been built. By
the end of this year and first quarter of 2014 another 1,315 are
planned to be built. The project has been implemented since 1988 in
the areas affected by the Spitak earthquake.

The current project contractor Glendale Hills is building 430
apartments in Gyumri, and 32 more in Akhuryan.

Tumasyan believes one thing can be assumed from state officials’
visits to the construction sites: “It is more of an imitation of
ongoing construction in Gyumri, than actual: one bulldozer works,
one vehicle, they have just started digging the ground and laying
the foundations of those buildings. In Akhuryan construction seems
to be proceeding better, brigades seem to be working.”

He blames all of the presidents of independent Armenia with their
respective administrations for the fact that there still are homeless
people in Gyumri.

“The housing issue could have been solved quite efficiently and a
long time ago, the rest – blockade, war – is pure demagogy. What about
everything they stole that was meant for the recovery of the disaster
zone? Look at how many millions are allotted to asphalting the streets
in Yerevan. Have you ever seen them do it for Gyumri? This means that
Gyumri is foreign to them, they do not see anything beyond Yerevan . .

Socialist Republics and signaled the beginning of new relations between
Armenia and its broad Diaspora. In the immediate years to come, the
earthquake would be seen as the starting point of struggle as Armenia
dealt with recovery, while also engaging in war with Azerbaijan,
a blockade by Turkey, and energy crisis. Orphaned from the USSR,
and left to the mercies of foreigners – mostly Westerners who had
for nearly seven decades been shut out of contact – Armenia was
shaken on every front as it dealt with destruction, displacement
and war during historically cold winters and as the country was in
recovery while also facing the challenge to reshape itself into a
democracy. No crisis had been as severe since the Armenian Genocide

“disaster zone”, but life there is surely still in recovery.

Union will ensure the growth of the export volumes for the Republic
of Armenia and the rapid rates of the economic development in that
context. The Director of the EurAsEC Institute Vladimir Lepekhin
stated about it at the meeting with the journalists.

According to him, the geopolitical situation in the region and the
possible developments were an important stimulus for Armenia to join
the Customs Union.

“The decision that was made by the President of the Republic of Armenia
to join the Customs Union is quite important for the development of
the economy of the country. Though I heard much that the decision
of Serzh Sargsyan was a surprise for everybody, but I think that
it was expected. The Customs Union will become an important circle
for the trade turnover and Armenia should be a part of it”, –
stated the Director of the EurAsEC Institute Vladimir Lepekhin,
Armenpress reports.

In the result of the negotiations on September 3, 2013 in Moscow the
Presidents Serzh Sargsyan and Vladimir Putin confirmed the aim of
the Republic of Armenia and the Russian Federation in the direction
of further development of economic integration processes in the
Eurasian territory. In that context the President of the Republic of
Armenia Serzh Sargsyan announced about the Armenia’s decision to join
the Customs Union and the necessity of implementation corresponding
steps for that aim and in future about participating in formation of
the Eurasian economic union. The President of the Russian Federation
Vladimir Putin expressed his support to the abovementioned decision
of Armenia and informed about the readiness of the Russian side to
support the process. Serzh Sargsyan noted that this decision is not
refusal from dialogue with European organizations.

Earlier it was intended that Yerevan will sign the Association and
Free Trade Zone Agreement with the European Union in Vilnius. The
Eastern Partnership summit will be held on November 28-29 in Vilnius,
during which the signing (or pre-signing) of the Association Agreement
with some Eastern Partnership countries is expected.

YEREVAN. – Zhamanak daily spoke with Armenian Government Chief of
Staff-Minister Vache Gabrielyan.

“With respect to the question as to whether or not there is a
discrepancy between the statements made by President Serzh Sargsyan
and PM Tigran Sargsyan, and concerning the raising of salaries,
Gabrielyan specifically responded as follows:

“‘There is no discrepancy. According to the President’s statement,
there will be a consistent increase in salaries as of 2014. Our
entire salary policy is also anchored in the minimum wage. Although
the increase in the minimum wage is desirable, excessive increase
may have very bad consequences for the economy.

“‘I assure you that in the case of increasing [the salaries] at once
[and] sharply, we will have problems with both inflationary pressure
and immediate funding; but most importantly, with jobs. That is why
the [Armenian] authorities want to go with a pace whereby jobs can
be protected as much as possible.’

“The minister added that a drastic increase in the minimum wage will
result in reduction of jobs, which in turn will increase the growth
of emigration,” Zhamanak writes.

subordinates in order to demonstrate GDP growth, Chorrord Ishkhanutyun
reports.

“According to our information, he mentioned the necessity of adopting
a law on introduction of tax on grants, gave instructions to study the
legislative field and clarify the reasons. It means that the Armenian
PM takes the path of Russia and Azerbaijan, that is, henceforth the
government will control grants entering the country and tax them,”
the paper says.

THE TIME FOR REFORM AND SPIRITUAL RECONSTRUCTION BY SAHAG SUKIASYAN

On October 19, members of the Assembly of Delegates of our diocese will
meet in Marseille to elect the successor of Bishop Norvan. Their task
will be difficult and the estate will be difficult. Firstly because
finding a candidate that combines the personal qualities and skills of
Bishop Norvan be a challenge, but also because the resignation of our
Primate and the crisis that ensued were deeply troubled and disturbed
our church and community life . However, the current situation in
our community is unfortunately an epiphenomenon of a more sustainable
global crisis that disrupts the life of our church for many years.

The opportunity for a first assessment of our diocese

After more than eighty years of waiting, the foundation of our
diocese allowed to expect fundamental changes in our church life. The
organization set up from 2005/2006 is perhaps not produce all the
expected results, including Msgr. Norvan, but it will at least have
the merit of creating favorable conditions for the development of
ecclesial life more in line with evangelical requirements and the
ecclesiology of our Church. Certainly, impatience and willingness to
act quickly to its leaders contrasted so blatant with the stagnation
characterized by lack of transparency and dynamism of the previous
Primate and his colleagues, but he was also an illusion to imagine
everything that had not been achieved, even distorted for decades,
could be repaired or made in a few months. Before going forward,
so we will have to take stock of the period just ended and still has
some beautiful creations.

Beginnings in this review, it appears evident that what has certainly
been lacking is the lack of human resources, competent dedicated to
this task.Real teams were required to organize and promote the actions
of the diocese in the three regions and parishes. Probably focus has
he not been sufficiently put on this dimension. More importantly,
at the same time, the lack of human and financial resources we had
was ruined, swallowed up by the sad case “Nice.” Instead of worrying
about catechesis for our faithful pastoral for our families and
education for our children, we had to spend our energy and scarce

be treated by Charity. For many reasons, this catastrophic case
“Nice” with the priest “unmanageable” as our Primate wrote in his
resignation letter to Catholicos was exploited by some players in the
community life that had obviously of purpose other than to prevent the
creation of diocesan structures. It should therefore be an objective
analysis of the crisis to establish the responsibilities of each

of a conspiracy aimed at destabilizing the Church Armenian Apostolic
or undermine the unity of the Armenian people and the security of
Armenia.This version of the “conspiracy theory” as applied to the
Armenian Church is just ridiculous and reports to the children’s
story. Unfortunately we have no need of conspirators to undermine
our Church. The Primate of Yerevan by itself enough to hold the thing.

We recognize sinners

One of the basic principles of the ecclesiology of the traditional
churches, including ours, is that although made up of sinners – ie
people morally “ailing” – the Church as the Mystical Body of Christ
saint. But today, lucidity and realism we must admit that, although
holy, our Church is visibly sick, so that each of us feels healthy
and none of us will recognize sinner .

However, the faithful and religious today are not entirely responsible
for this situation is not new and is rooted in a history that we are
involuntarily heirs. Our difficulties in responding to this situation

especially a clear idea of what the Church.

The situation is complex and serious but not desperate course. All of

in our community.There is work for all, as long as you want it.

Out of the crisis

The eyes of the faithful of our diocese, but also those of many other
members of the Armenian Church in the world, will be watching this
meeting of our diocesan delegates will meet in Marseille on October
19. These give a strong signal to the whole Church by electing a
man who as Primate will be both a spiritual father, a pastor, and of
course an effective administrator, a man listening to the faithful who
will represent to the Catholicos and Supreme Spiritual Council. Our
prayers accompany them during the meeting.

But besides the election of the new Primate, the meeting will also
ensure to restore confidence in the ecclesiastical institution. It
does so:

1 – Ask and get members of the Supreme Spiritual Council of St.

Echmiadzin back on the final wording of their statement of 30 August
which is a real injustice to one of their elders and a valiant servant
of the Church and Supreme Catholicossate. No one is infallible and
repentance is pleasing to the Lord. It is in honor of a man, our
Primate of them, and that of our entire community of France. Do not
hear it would be a serious mistake.

2 – Provide the Disciplinary Board of the Holy See of Etchmiadzin

a preparation of several years and the establishment of various

of Vocations (pastoral, monastic, lay men and women), the place and
role of the Church in our social life and other areas to be defined
together.

But above all, more than ever in its history, the Armenian Church today
must reaffirm its fundamental purpose, the same for the baptism of
the king and queen Drtad Achkhen: Evangelization. Thus, “Having made
all the worries of the world”, it can then focus on what his true
mission. To achieve this, he must first of all themselves from the
tutelage of policies. It must stop agreeing to be manipulated by the
powers that follow in Armenia and parties and clans in the Diaspora.

The example of His Holiness Vazgen first, of happy memory, we must
inspire the way, who was able to address fully assume his duties as
pastor of All Armenians and representation of the Church to a State

Today, in a country where they sell and transforms many churches and
convents in homes, in shops, in hotels and even that is destroyed, the
same Church of France invites his followers to a “new evangelization
“by devoting all human and material resources available.

We, like other Christians in our country, we all hunger before “the
Word of God.” And it is mostly the “Bread of Life” that we need, not
of ideology or power struggles. To fully receive the Word (the Gospel)
and the bread (the Eucharist), begin by acknowledging that we are all
sinners. In a layman’s language, do our self-criticism, and put us
all to work. At the age of seventy-six years old at the time of his
election to the Patriarchal See of Cilicia, when the survivors of
the Genocide should rebuild the church along with their own lives,

Les pâturages armeniens dans la province meridionale du Syunik ne
seront pas loues a des bergers iraniens a declare le vice-ministre
de l’Administration territoriale Vache Terteryan aux medias.

” L’affaire est close maintenant et il n’y a pas d’autres discussions
a l’ordre du jour ” a declare Vache Terteryan lors d’une conference
de presse dans la station balneaire de Jermuk.

L’annee dernière, la partie iranienne avait devoile ses plans pour
louer des terres de pâturage en Armenie pour ses bergers de la province
voisine afin de pouvoir faire paître leurs moutons. Une note a cet
effet a ete signe entre les autorites locales d’Atrapatakan en Iran
et du Syunik en Armenie, mais aucun accord definitif au niveau des
gouvernements de ces deux pays n’avait finalement ete signe.

La perspective d’avoir des milliers de citoyens d’origine azeris de
la Republique islamique armes de fusils stationnees sur le territoire
de l’Armenie bordant le Karabagh pendant plusieurs mois au cours de
l’annee a irrite de nombreux Armeniens a travers le pays, avec certains
decrivant cela comme une trahison. En outre, les ecologistes ont
egalement eleve leur voix insistant sur le fait qu’un tel accord est
potentiellement destructeur pour le fragile ecosystème de la region.
