Les procureurs de la region armenienne du sud du Syunik ont ouvert
une enquete criminelle sur les violations des règles en matière de
transport des matières chimiques dangereuses par Dundee Precious
Metals Kapan qui ont entraîne des prejudices reels a l’environnement.

Les procureurs disent que les residus de l’usine de traitement
du minerai ont contamine une zone de terre près de la route de
Kapan-Meghri.

La procedure penale a ete lancee en vertu de l’article 290 du Code
penal armenien (degradation des terres). L’enquete est gere par la
police du Syunik.

LA COMMUNAUTE ARMENIENNE PROTESTE CONTRE LES MENSONGES DE LA TURQUIE A LOS ANGELES

Lundi 21 Octobre, des centaines d’Armeniens se sont reunis devant
l’Hôtel Intercontinental pour protester contre une presentation par
le vice-Premier ministre turc, Ali Babacan. La manifestation etait
organisee par l’Armenian Youth Federation Western Region et Unified
Young Armenians.

Heberge par le Conseil Mondial des Affaires de Los Angeles, l’evenement
a ete un moyen pour le gouvernement de la Turquie de presenter sa
politique economique et etrangère, y compris les relations commerciales
americano-Turques et l’avenir des investissements economiques dans
la region.

Les membres de la communaute ont defile le long de la rue animee
de Los Angeles lors de la circulation aux heures de pointe du soir,
exprimant leur inquietude et leur frustration face a l’hebergement
du gouvernement turc genocidaire.

The issue of granting tax and customs privileges to Dilijan
International School was not definitely accepted by various
segments of the society. PAP MP Gurgen Arsenyan voted “against”
to the bill at the Parliament, saying that “he is against changing
the sovereign interests of Armenia with money.” ANC member Nikol
Pashinyan expressed doubt, “Other representatives of authorities
hinted in their speeches that if the Parliament grants privileges,
Ruben Vardanyan will continue implementing this project, otherwise,
he will terminate investing the project.” Yesterday, the government
officially approved “Dilijan International School” project, and the
list of organizations that will be engaged in its implementation. This
decision forms a special legal framework for enforcement of RA law
on “Granting tax and customs privileges within the framework of
“Dilijan International School” program”. By another decision, the
cabinet has approved the procedure for application of the tax and
customs benefits under the project. To the question of Aravot.am
whether by his opinion which are benefits and losses of Dilijan
school to Armenia, Mr. Arsenyan replied that principally he is not
against implementation of any school or educational program in our
country, he is against doing a favor at the expense of the country,
“I have always voted against when the matter is about granting any
privilege at the expense of Armenia.” In his wording, the authorities
of Armenia cover their lack of talent by granting privileges to
this-or-that project, while some one bringing money to Armenia, is
not a favor at all. “These authorities are helpless and talentless,
and not the people, if people were talentless, they would not achieve
so much success outside,” he said.

“Billions of transfers are annually coming from Russia to Armenia,
that is, these people are doing favor, if it is so, let them be given
privileges as well,” said the PAP MP.

counterblow as not to dare disrupt peace of the residents of the
border villages. Armenpress reports that the Prime Minister of the
Republic of Armenia Tigran Sargsyan stated it o October 25 turning
to the residents of Voskepar community.

“You live in a place where there is a daily threat, and you are in
the first line along with our army. All of your problems will be in
our focus. We will carry out the holy work of the borders protection
together,” the Prime Minister highlighted, adding that all the problems
are soluble together.

“You are heroes, and we are proud of you,” added the Prime Minister
of the Republic of Armenia Tigran Sargsyan.

The community center in Voskepar was opened on October 25 which
was constructed by the financing of Social Investment Fund of the
Republic of Armenia. 67 million AMD was invested for the construction
of the center.

Construction Of New Aleppo Quarter For Syrian Armenians Will Cost Ab

CONSTRUCTION OF NEW ALEPPO QUARTER FOR SYRIAN ARMENIANS WILL COST ABOUT $20 MILLION -MINISTRY OF DIASPORA

YEREVAN, October 25. / ARKA /. Construction of “New Aleppo” quarter
in Ashtarak, a town 20 km off Yerevan, for Syrian Armenians who
found refuge here will cost about $20 million , the Ministry of
Diaspora said.

“The goal of the project is to help Syrian Armenians, who moved to
permanent residence to Armenia to buy housing at affordable prices,”
says an information leaflet about the construction program.

On June 6, 2013 the government of Armenia adopted a decision on
building “New Aleppo” quarter in Ashtarak . On July 23 the council
of elders of Ashtarak decided to grant an area of 4.8 hectares for
the construction of the quarter.

A group of architects have volunteered to prepare the design of the
quarter.On October 21 the architects were provided with the results
of geological research of the area. More than 550 Syrian Armenian
families have applied for housing in the quarter.

The apartments will be granted on favorable terms: the government will
cover part of the cost , and the rest will be paid by the families.

The construction will be financed by the government, donor countries
and international organizations. The construction will be overseen
by a public organization called “Center of Coordination of Problems
of Syrian Armenians.”

According to the UN High Commissioner for Refugees (UNHCR), there
are now approximately 7,000 Syrian Armenians in Armenia. According
to the Ministry of Diaspora, that number is more than 10 thousand -0-

Dink Murder Suspect Tuncel Met Pope’s Assassin Agca

DINK MURDER SUSPECT TUNCEL MET POPE’S ASSASSIN AGCA

Erhan Tuncel, the suspected instigator of the murder of
Turkish-Armenian journalist Hrant Dink, recently met with Mehmet Ali
Agca, who attempted to assassinate the late Pope John Paul II in 1981.

Tuncel was fugitive at the time but “hiding” in Istanbul’s coastal town
of Kumburgaz, although locals and police were aware of his identity,
the Hurriyet Daily News reports.

Tuncel, who was arrested by Istanbul’s 14th High Criminal Court
on Oct. 24, first met Agca in a café during his recent period in
hiding and told him, “I am one of your biggest fans,” according to
an eyewitness whose name was kept anonymous by the daily.

The duo then met on a number of subsequent occasions in the same place,
witnesses said.

The cafe by the sea was being managed by Tuncel’s fellow townsmen from
the southeastern Turkish province of Elazıg, and Tuncel generally
spent his days in Kumburgaz reading books by the sea, according
to reports.

Agca and Tuncel had “long hours of talks” at the café, according to
the witness.

“He had two mobile phones, his cigarettes and books. He would not
talk too much. We would see him talking to his fellow townsmen from
Elazıg and occasionally with the police. Policemen would call him ‘Mr.

Erhan,'” an eyewitness told the daily.

Tuncel was captured by police on Oct. 23 as he was out doing his
“daily jogging.” The court decided to arrest him the next day.

He had spent 38 days on the run, but he claims that he was hiding
out in order to prepare his defense.

Tuncel moved to Kumburgaz after being released by the court on Jan.

12, 2012. He rented a villa by the sea and spent the summer in the
town, but Kumburgaz locals said he had been away from his house
after a new arrest warrant was issued for him. The villa’s owner is
still unknown.

Tuncel was an informant in the Black Sea province of Trabzon ahead of
the murder of Dink, the editor-in-chief of Armenian-Turkish newspaper
Agos who was shot dead in broad daylight in Istanbul on Jan. 19, 2007.

The trial concerning the murder of Turkish-Armenian journalist Hrant
Dink restarted in September, and the court subsequently issued an
arrest warrant for Tuncel.

Tuncel is seen as key in linking the murder to the state institutions,
as members of the police department in Trabzon, the hometown of the
suspects, have been accused of failing to relay intelligence provided
by Tuncel to the Trabzon Gendarmerie Command, in a report prepared
by Turkey’s State Supervisory Council (DDK).

After a meeting of the Supreme Eurasian Economic Council in Minsk
on Thursday the leaders of Russia, Belarus and Kazakhstan signed
the application for the participation of Armenia in the Eurasian
integration process. They signed a draft decision “On the Republic of
Armenia’s accession to the Customs Union and the Common Economic Space
of Belarus, Kazakhstan and the Russian Federation”, the Statement
on the participation of the Republic of Armenia in the Eurasian
integration process and the Memorandum on deepening cooperation
between the Republic of Armenia and the Eurasian Economic Commission.

“We have backed the intention of Armenia and Kyrgyzstan to join
our integration project. We have agreed to establish a working group
tasked with preparing a corresponding road map within a short period,”
said Russian President Vladimir Putin.

The participants of the meeting of the Supreme Eurasian Economic
Council reaffirmed their intention to sign an agreement on the
establishment of the Eurasian Economic Union, which is to start its
work on January 1, 2015, said Kazakh Presiden Nursultan Nazarbayev.

“I wouldn’t say there is a breakthrough here, but it’s a big step that
we have made in the course of our dialogue today. The most important
thing is that we have made progress on all key issues of forming our
union in the preparation of the agreement,” said Belarus’s Lukashenko.

At the same time, Lukashenko admitted that by joining the Eurasian
Union countries lose some of their sovereignty. But he said one should
not be afraid of transferring additional powers to the supranational
level. “Sovereignty is not an icon. Everything has its price, and if we
want to live better, we have to sacrifice something,” said Lukashenko.

Armenian President Serzh Sargsyan did not participate in the final
conference and did not express his opinion as to what part of Armenia’s
sovereignty will go to the supranational level. The president of
Armenia, even after his declaration of intent on September 3 to join
the Customs Union, did not discuss the appropriateness of this decision
with the Armenian Parliament.

By the way, another sensational statement was made at the meeting.

Kazakh President Nazarbayev proposed to accept Turkey as a member
of the Customs Union, explaining it by the fact that he is often
approached with the question of “whether we are creating a USSR or
something under Russia” “Maybe we can accept Turkey, it is a big
country, and the speculation will be over,” Nazarbayev suggested to
his Russian and Belarus counterparts.

Le 19 Octobre, Aliyev a prete serment pour son troisième mandat
presidentiel après une election que l’OSCE a critique comme ayant de
” graves lacunes “.

Entre-temps, l’Azerbaïdjan a affirme qu’elle n’avait pas l’intention
de rejoindre l’Union douanière dirigee par la Russie.

Le ministre adjoint des Affaires etrangères Araz Azimov a declare
aux journalistes le 21 Octobre que l’adhesion a une telle ” structure
unilaterale ” n’apporterait aucun avantage a l’Azerbaïdjan.

Le mois dernier, le voisin de l’Azerbaïdjan l’Armenie a annonce son
intention d’adherer a l’Union douanière, qui comprend la Russie,
la Bielorussie et le Kazakhstan.

EURASEC LEADERS TO DISCUSS ECONOMIC COOPERATION IN MINSK

Yevgeny Korchevoy, Director of the WTO-Inform Analytical Center,
said that leaders of member-states of the EurAsEC and Customs Union
will discuss the formation and development of the Customs Union in
Minsk today. Membership of Ukraine, Armenia and Kyrgyzstan will be
one of the topics discussed.

Korchevoy reiterated that Armenia’s joining the Customs Union will
need compromises on tariffs. The number of issues Armenia needs to
settle will take years of talks, the expert believes. He said that the
summit will see no breakthroughs, but may boost integration processes
for non-members.

Korchevoy predicts that presidents will discuss economic cooperation,
cheap loans from Russia, changes in the financial system, work of
Central Banks to keep interest rates at 4-5%.

Vladimir Lepyokhin, Director of the EurAsEC Institute, believes that
actions of the Customs Union in the light of Ukraine and Moldova’s
strive to sign association agreements with the EU will be the main
topic. Commenting on Belarusian President Alexander Lukashenko’s
statement, the expert supposes that the point was to warn Armenia
that the process will take time and efforts.

Lepyokhin emphasized that presidents of Russia and Armenia had recently
met and Armenia may take an active part in the summit.

Georgian President Mikheil Saakashvili said several days prior to his
term ending he regretted that the new Georgian authorities stopped
the construction of fortification facilities around Tbilisi, which
he began in 2008.

“We have constructed concrete bunkers at all heights around Tbilisi,
from which the city is well-protected from the north side. Then we
considered the possibility of Russians attacking from their bases
deployed in Armenia and have started constructing fortifying facilities
on the southern approaches to Tbilisi. Seventy percent of the works
have been completed,” Saakashvili told reporters on Wednesday.

“Only a few kilometers of tank traps remained until the project was
canceled under the current authorities,” the president said.

Suspending the fortification works is “sabotage” Saakashvili said. “I
also think that the Georgian people should know about this,” he said.
