STEPANAKERT, NAGORNO-KARABAKH – The construction of a modern hospital
in Stepanakert, Nagorno Karabakh marks a cornerstone in the
establishment of state-of-the-art medical and surgical care in the
region. The Central Republican Hospital was officially opened on
September 26, 2013 with political and social figures from Armenia,
Nagorno Karabakh, and the diaspora in attendance.

American surgeons Drs. Hratch Karamanoukian and Raffy Karamanoukian,
at the invitation of the Nagorno Karabakh Ministry of Health,
participated in the events leading up to the official ceremony. The
purpose of the medical mission was to assess current standards of
surgical care in the nation and to participate in the exchange of
surgical subspecialty techniques between the United States and Nagorno
Karabakh.

The two surgeons were received by Deputy Minister of Health Dr. Karen
Ghukasyan and Chief of Plastic Surgery Dr. Igor Zakharyan. Drs.
Karamanoukian helped implement new protocols for standardizing the
surgical treatment of patients with advanced techniques in cardiac
disease, thoracic surgery, complex venous disease, reconstructive
microsurgery, urology, and plastic surgery.

Dr. Karen Ghukasyan provided a private tour of the intensive care,
triage, and surgical facilities at the Central Republican Hospital.
“The hospital is now equipped with the most advanced diagnostic
modalities from Europe and the United States,” adds Dr. Hratch
Karamanoukian. “Coupled with an outstanding surgical and anesthesia
team, the Central Republic Hospital will be a powerhouse in regional
surgical care.”

The trip marks the third consecutive surgical mission for
cardiothoracic and venous surgeon Dr. Hratch Karamanoukian and the
second for plastic surgeon Dr. Raffy Karamanoukian. The two surgeons
participated in numerous surgical forums and discussed mechanisms for
cooperation between surgeons in the United States and Nagorno
Karabakh.

Parallel to the official opening ceremony of the Central Republican
Hospital, Drs. Karamanoukian also began collaboration on a clinical
research project with Dr. Igor Zakharyan regarding stem cell fat
grafting. “The level of surgical expertise will allow the hospital to
be a beacon for patients throughout the Middle East and Europe…We
are looking forward to continued cooperation in surgery,” according to
Dr. Raffy Karamanoukian.

Editor’s Note: The new medical center was completed with a $22 million
donation from the Armenia-born, Russia-based billionaire Samvel
Karapetyan, made through the Hayastan Pan-Armenian Fund since 2008.

The health of Director of Armenia’s National Security Service (NSS)
Gorik Hakobyan deteriorated sharply yesterday, Zhoghovurd newspaper
says. He was urgently flown to Germany.

The newspaper notes that rumors were circulating yesterday that
Hakobyan’s condition is so serious that he will not be able to return
to work. Representatives of the Republican Party of Armenia and people
from NSS chief’s close circle confirmed the news, but said that they
have no further information.

`Iran has worked out a package of proposals referring to the NKR
conflict settlement,’ Iran’s ambassador to Azerbaijan Mohsen Pak Ayeen
has stated, the embassy’s official site reports.

The Iranian ambassador answering to the question of `Rights and
Freedom’ journal about the conflict between Azerbaijan and
Nagorno-Karabakh Republic, as well as the resumption of war between
Armenia and Azerbaijan in that context has noted, `The war may resume
as far as the NKR conflict is not yet settled. The disruption of
security in the region is dangerous for Iran. Iran has a land border
with both Armenia and Azerbaijan, thus the security of the region is
within Iran’s interests. Recently, the growth of the armaments
increases the probable resumption of the war.’

The Iranian ambassador to Azerbaijan touched upon Iran’s role in the
NKR conflict settlement process and noted in particular, `We are ready
to support the conflict settlement. Iran has worked out a package of
proposals referring to the NKR conflict settlement. If the conflicting
sides accept Iran’s mediation, Tehran will present its propositions.’

To the question how would the conflict settlement influence the Iran –
USA relations, the ambassador Pak Ayeen has answered, `Improvement of
Iran and USA relations will promote both the NKR conflict settlement
and the security in the whole world.’

YEREVAN, November 2 (RIA Novosti) – Armenia’s capital and several
other regions across the country were briefly cut off electric power
on Saturday due to disrupted electricity supplies from Iran.

The power supply system in the former Soviet republic of Armenia was
briefly disconnected from the network of neighboring Iran causing the
large-scale blackout, spokeswoman of the Energy Ministry, Lusine
Arutyunyan said in televised remarks broadcast by ArmNews TV.

On September 22, the Armenian Nuclear Power Plant, which supplies some
40 percent of the country’s electric power, was suspended for the
annual 54-day repair works and refueling. Over that period, Armenia
receives electric power from Iran.

According to Arutyunyan, the line frequency decreased down to 45 Hz
leaving a great part of the country without electricity. The blackout
lasted at least 10 minutes, she said.

Nadem Karael, an Islamized Armenian from the Turkish town of Trabzon,
has shared his impressions of a recent visit to Armenia.

He has talked about his feelings and thoughts, and the sights he has
seen in the country.

Below are Karael’s impressions of the visit, as presented by the
Turkish-Armenian publication Agos.

`It was quite a long time I wanted to visit Armenia. And I finally
managed that this summer. My friend Serhat and I would often visit
Georgia .Serhat has a Greek mother and an Armenian father. He knows
Armenia perfectly well and had been to Armenian many times before.
When he suggested that we leave for Armenia together, I didn’t even
take a minute’s time to think. The way from Batumi to Tbilisi and to
Yerevan is 650 m.

`Everything completely changed as we entered Armenia. We reached
Yerevan at 21:00. The atmosphere there was that of a capital, with the
city meeting us with shining lights.

`The traffic in the capital city is regular; the respect for the
pedestrian and the way people are dress (especially women are stylish
and well-groomed) produced the impression of a European capital.

`Reaching the hotel, we felt that we were both hungry; after having a
soup with buttermilk and a meat dish, we took a seat at a café near
the hotel to think about a place to visit the next day.

`The first thing I wanted to see was Tsitsernakaberd, the Armenian
Genocide monumnent

“With its inextinguishable light, Tsitsernalaberd is a 44 km monument
which symbolizes Western Armenia. It is quite an imposing construction
symbolizing the rebirth of the Armenians.

`Yerevan, which is geographically similar to Istanbul and Rome, has
flat surfaces in certain parts and hills in others.

`The next day of our arrival we were climbing up one of those hills.
The eternal fire, the voices of a woman and crying children and the
music that followed moves you back to the dark pages of history.

`We left the museum, unable to withstand the sight of the pictures on
display, the images reminding one of the 1915 [events] and the voices
of the children still crying. We spent the rest of the days talking to
passers-by. What I am most of all interested in is what they think
about the Turks. One remembers the murder of Hrant Dunk, the other –
1915. There are also people believing in the friendship of nation, as
well as those who say `this will never heal over’.

`The next day, while Yerevan was still asleep, we headed to Khor
Virap. The reason I travelled there was to see the sight of [Mount]
Ararat … It looked as though you were about to reach it once you
stretched your hand.

`As we reached Khor Virap, the green valleys, which we had seen only
in pictures, evoked even deeper emotions. There seemed to be a chance
to get to the foot of Ararat … with friendship being too far away.

`The villages we visited had people who were poor but quite
hospitable. A family whose ancestors were from Van was recounting the
story of the loss. A woman was treating us with yoghurt; and we all
were laughing. Then we were talking very, very long about Anatolia.

`During my six days in Armenia, we also had the chance to visit the
towns of Vanadzor, Echmiadzin, Gavar and Kapan. And we were met with
respect everywhere.

`I understand hostility is not among the people; it is just an
argument used in politics by certain groups.

`Whatever corner of the world you go, all the grieves are close to one
another, with the wounds being so much alike… I had heard many stories
about massacres since childhood. I would listen to them with such a
feeling of fear and terror, but now I can no longer stand them x. We
all are, in a sense, the children of rape and massacres. Those
massacres pertain to everybody, so we all come from the same place.
The unhealed wounds belong to us. They bleed from the same source …’

L’Arménie compte 44000 personnes officiellement enregistrées comme
souffrant de troubles mentaux a annoncé le président de l’Université
de l’Ourartou, Sedrak Sedrakian. Il a dit que certains d’entre eux
sont traités dans des établissements spéciaux, et le reste reçoit un
traitement ambulatoire.

Selon Sedrak Sedrakian, il y a aussi de nombreuses personnes dans la
soi-disant « Etat frontalier ».

« Une nouvelle désagréable ou un coup peuvent pousser ces personnes
au-delà de cette frontière » a-t-il dit, ajoutant que de nombreux
crimes commis dans un accès de colère ou la jalousie sont commis par
des personnes dans cet état.

74,4% des biens et services en Arménie en hausse sur un an

Les prix des 364 des 470 variétés de biens et services (74,4%) en
Arménie ont augmenté en septembre 2013, comparativement au même mois
un an auparavant a déclaré Gurgen Martirosyan, chef de la division des
prix et comparaison internationale au service national des
statistiques.

Selon son étude l’augmentation en glissement annuel des prix pour 247
variétés était de 10%, pour 60, il se situait entre 10 et 15%, pour
18, il variait de 15 à 20% et pour 39 produits il a dépassé 20%.

Quelque 78 variétés de biens et de services ont connu une baisse de
leurs prix de 10 pour cent en septembre 2013 par rapport à Septembre
2012.

L’Arménie occupe la 5ème place du classement par pays de la FIDE
(Fédération internationale des jeux d’échecs). Classement établi sur
la base des points elo obtenus par les joueurs d’échecs de chaque
pays. L’Arménie disposant de 36 « grands maîtres » des échecs et de 23
« maîtres internationaux ». L’Arménie, triple championne des
Olympiades des échecs devance des pays tels que les Etats-Unis, la
Hongrie ou l’Inde. L’Azerbaïdjan est exclu de ce classement des 10
meilleurs pays.

Une école d’Erévan porte désormais le nom de Hrant Dink

Le Maire d’Erévan Taron Margaryan a participé à l’inauguration de
l’école n°44 d’Erévan qui porte désormais le nom du journaliste
arménien de Turquie Hrant Dink assassiné à Istanbul le 19 janvier
2007.Une plaque à la mémoire de Hrant Dink est déposée sur l’entrée de
l’école. Participaient à l’inauguration, la famille de Hrant Dink.
Puis les participants furent invités à prendre part à une
conférence-débat sur le thème « Je suis Hrant Dink ». Aram Soukiassian
l’Adjoint au Maire d’Erévan a retracé quelques pages de la vie de
Hrant Dink. De son côté Rakel Dink la veuve du journaliste assassiné a
remercié la ville d’Erévan pour cette inauguration d’une école portant
le nom de son mari.

Baku. Javid Zeynalov – APA. An Armenian architect has presented a
work to the 1st Baku International Architecture Award competition,
said chairman of Board of Directors of Azerbaijan Union of Architects
Elbey Gasimzadeh at his press conference, APA reports.

Gasimzadeh said that the work has not yet been considered by juries:
“In general, it means that Armenians believe the existence of truth
and justice in Azerbaijan. At present, we can not analyze the work,
because it has not been considered yet. Juries must make a decision
in this regard. Representative of each country can participate in
our competition.”
