HE ISN’T THE FIRST AND WILL NOT BE THE LAST – ARMENIAN POLITICIANS ON ACTIVIST’S REVOLUTION PLAN

Tert.am has talked to politicians from government-run and opposition
parties and civil society representatives for opinions on Armenian
activist Shant Harutyunyan’s plan to stage a revolution in the country.

Harutyunyan, who heads the political party Tseghakron (Race religion),
said in earlier comments to Tert.am that he sees revolution the only
way of achieving serious reforms in Armenia. He had set a deadline
until December 2 to realize his plan.

“He is neither the first nor the last.” Eduard Sharmazanov, a
spokesperson for the ruling Republican Party of Armenia said, noting
that history has seen many revolutionists over the course of time.

Sharmazanov said that their party, as a governing political force,
does not have time to react to such kind of statements as their
objective is to solve the existing problems through gradual reforms.

“It doesn’t matter at all who does what. What matters is that
everything be done within the law. As for the calls, take a simplistic
view on them as he isn’t the first and nor will be the last.

Democratic countries would naturally have civil society representative
and opposition figures periodically making such calls,” he noted.

Lyudmila Sargsyan, an opposition MP from the Armenian National
Congress, also didn’t treat the statement very seriously seriously.

She said anyone can now speak of whatever comes to mind, without
having a serious intention or resources to realize all the ideas.

“I don’t think it is serious to speak of a man who is unable to ever
take a serious action. So we have to treat him in a more unserious
way because a revolution does not admit of specific timeframes. A
revolution is a process that matures in the course of time until it
happens or doesn’t happen. It is more than unserious to point out to
timeframes when speaking of a revolution,” she added.

Preparliament activist Tigran Khzmalyan said in later comments he
finds it very difficult to set symbolic deadlines. “Perhaps Shant
knows something which I don’t. We want our children to hold back from
leaving the country and our elderly people to never see poverty,” he
said, adding that they act in a completely different manner, despite
having respect for the idea. “Our opinion is that it is necessary to
lead a systemic, not an individual struggle against the regime.”

Expressing support to the activist’s plan and sharing all his concerns,
Khzmalyan said they cannot be next to him at the present moment. “We
prefer to be physically present where we see a political and class
struggle at the given moment,” he added.

Twenty People Detained After Clashes With Police In Yerevan

TWENTY PEOPLE DETAINED AFTER CLASHES WITH POLICE IN YEREVAN

YEREVAN, November 5. / ARKA /. Twenty supporters of Shant Harutyunyan,
the leader of Tseghakron small party, who tried to hold an unauthorized
march on Mashtots Avenue in downtown Yerevan, were taken to the police
station after clashes with law enforcement officers, the police said
in a statement.

The police said armed with batons Harutyunyan’s supporters refused
to obey their order not to disturb the public order. In response
the demonstrators threw makeshift firecrackers on the ground. The
clash involved several hundreds demonstrators and one hundred
police officers. According to some reports, five police officers
were hospitalized.

“The police managed to restore order and clean the street,’ the police
said. The police reminded that for several days Shant Harutyunyan
came out with statements in Liberty Square calling for violence.

“Law enforcement officers repeatedly told him to stop thoughtless
behavior and calls for unlawful action. Today, police called
on Harutyunyan and his supporters to refrain from unlawful acts,
however, they refused to obey the lawful demands of the police,

Air Armenia’s Second A320 To Arrive In Yerevan

AIR ARMENIA’S SECOND A320 TO ARRIVE IN YEREVAN

YEREVAN. – The second Airbus A320 of Air Armenia Airline Company is
arriving in capital city Yerevan, Company Marketing Manager Sirak
Hambardzumyan told Armenian News-NEWS.am.

“The airplane will arrive in Zvartnots [InternationalAirport] from
theNetherlands at 5:05pm,” Hambardzumyan added.

The new airbus is planned to be used for the company’s
Yerevan-Moscow-Yerevan flights, which already launched on October 27.

Air Armenia’s first aircraft, the Boeing 737, is expected to be
operated for the other flights to and from the Russian cities of
Krasnodar, Rostov-on-Don, etc.; these flights will be launched shortly.

To note, Air Armenia was founded in 2003 as an air cargo operator. As
of this year, however, the company decided to also enter the passenger
transportation market. By the year’s end, the company plans to have
five passenger planes.

Lebanese Management Mix Elaborates Cultural Preservation Project For

LEBANESE MANAGEMENT MIX ELABORATES CULTURAL PRESERVATION PROJECT FOR TIGRANAKERT OF ARTSAKH

STEPANAKERT, November 5. /ARKA/. Chief of tourism and historic
heritage department of Nagorno-Karabakh government Sergey Shahverdyan
and director of Lebanese Management Mix consulting company Raffi
Semerjyan signed a memorandum of cooperation in Stepanakert Monday,
Novosti-Armenia reported.

According to the document, Management Mix is to prepare and submit
a tourism development program for the state-supported historic and
cultural preserve of Tigranakert by the end of this year.

Two working groups will be set up for development of the project,
Shahverdyan said.

There is a verbal agreement that the consulting company will also
share its ideas on development of two other similar preserves, he said.

The head of Management Mix, in his turn, said it is an honor for the
company to work in Artsakh (Armenian name for Karabakh).

The main idea of the project is to develop Tigranakert as a tourist
destination to help boost both tourism and investments in Artsakh,

Visiting Armenian Energy Minister Armen Movsisyan said Tuesday he is
in Tehran for talks on increasing gas imports from Iran.

The Armenian minister told the Tasnim News Agency that increasing gas
imports from Iran and development of bilateral relations in the energy
sector will be the main areas of talks with the Iranian oil minister.

The Armenian energy minister on Tuesday morning met and conferred
with his Iranian counterpart Hamid Chitchian.

The two ministers exchanged ideas on power generation and connection
of the regional countries electricity networks.

Lawyer: Avetik Budaghyan Was Killed Deliberately, Not In Self-Defens

LAWYER: AVETIK BUDAGHYAN WAS KILLED DELIBERATELY, NOT IN SELF-DEFENSE

Avetik Budaghyan was killed deliberately, not in self-defense, and
the murder was committed by a group of persons. So, it is obvious
that an extremely grievous crime has been stifled, Hayk Alumyan,
Artak Budaghyan’s lawyer, has told ArmInfo.

“The case did not mention and subsequently failed to analyze certain
details and concealed some documents from the court. Budaghyan’s
body has a wound inflicted from behind and the Khachatryans’ defense
was trying to deny it for a long time. Afterwards the Khachatryans’
defense explained that the wound had been inflicted in self-defense.

These are mutually exclusive notions. The conclusion of the medical
assessors, who say that the shot at Avetik Budaghyan was fired from
above, also confirms my words”, said Alumyan.

In the meantime, Alumyan says that the investigator’s decision
mentions neither when the wound was inflicted nor why the track
of the bullet was vertically down. According to Alumyan’s version,
either the shooter was above or Avetik Budaghyan was already lying
on the ground when being wounded. “Given that both versions rule out
self-defense, they once again prove that a shot was also fired from
Surik Khachatryan’s house”, he said.

On September 7 the Investigation Service of the Armenian Defense
Ministry dismissed the criminal case against Tigran Khachatryan, the
son of ex-governor of Syunik, and his bodyguard Zarzand Nikoghosyan.

Both were charged with the murder of ex-candidate for Goris mayor
Avetik Budaghyan. During the pretrial investigation, the Investigation
Service “found out” that Khachatryan’s son and bodyguard just defended
themselves from Avetik and Artak Budaghyan who were attacking them.

Shortly after Tigran Khachatryan and Zarzand Nikoghosyan were set free.

Des representants des organisations non gouvernementales qui ont
effectue le suivi du programme de Partenariat pour un gouvernement
ouvert estiment que l’Armenie a respecte ses engagements pris dans
le cadre du programme principalement formellement alors qu’il existe
de graves lacunes au niveau de leur application.

L’Armenie a rejoint l’initiative Open Government Partnership en
Septembre 2011. 60 pays sont membres de cette initiative qui vise a
atteindre une meilleure gouvernance base sur la participation active
de la societe civile, ainsi que d’ameliorer l’efficacite de la gestion
publique a travers l’augmentation du niveau de la transparence, la
confiance mutuelle et la responsabilite dans la relation Etat-citoyen.

L’initiative est coordonnee par un comite intergouvernemental
compose de huit nations fondatrices : les Etats-Unis, le Bresil,
l’Indonesie, le Mexique, la Norvège, les Philippines, l’Afrique du
Sud et le Royaume-Uni.

Avec l’adhesion a l’initiative, l’Armenie a assume un certain nombre
d’obligations, y compris la promotion de la gouvernance ouverte par
le e-gouvernement, la revision de la reglementation (le Programme
de guillotine), l’amelioration du système d’audit interne dans le
secteur public, garantir l’amelioration des procedures de passation
des marches publics et la planification budgetaire et des systèmes de
reporting, la promotion de l’accès a l’information, la promotion de
la transparence et de l’objectivite dans l’administration publique,
la lutte contre la corruption, etc.

L’Armenie est en train de terminer son premier plan d’action et le
developper le prochain relatif aux annees 2014-2016.

Varuzhan Hoktanyan, directeur du Centre Anti-Corruption de Transparency
International, l’une des ONG qui a effectue le contrôle, a declare lors
d’une rencontre avec des journalistes que le gouvernement d’Armenie
a suivi un seul principe du gouvernement ouvert – il a augmente la
disponibilite des nouvelles technologies et assurer la reddition
de comptes.

Levon Barseghyan president du club des journalistes Asparez a declare :
” J’ai l’impression que le gouvernement est reticent, il n’a pas la
foi dans les idees qu’il a commence a realiser. Puis il a ajoute,
toutefois, que sur une echelle de zero a 10, où 10 est la meilleure,
il evalue le travail du gouvernement dans les deux dernières annees
a 7 ou 8 .

Le Comite pour la protection de la liberte d’expression (CPFE)
a examine trois directions : la transparence des declarations de
biens et revenus des hauts fonctionnaires, la standardisation des
contenus sur les sites officiels des organismes gouvernementaux,
le developpement des connaissances et des competences des agents de
l’Etat sur la liberte d’information.

Le president du CPFE Ashot Melikian a declare que les declarations
de plus de la moitie des fonctionnaires de haut rang sont absents du
site ethics.am.

” Sur les 131 membres de l’Assemblee nationale seulement 42 ont
presente des declarations sur le site. Je voudrais vous informer
que les journalistes entrent souvent sur ce site Web. Il fournit un
riche materiel pour la preparation des articles d’investigation ”
a declare Ashot Melikian.

En ce qui concerne sites officiels du gouvernement, selon des etudes
du CPFE, leur niveau moyen de transparence est de 42 pour cent. Ashot
Melikian a egalement dit que la connaissance des fonctionnaires de
la liberte d’information ” n’est pas si grande “.

” Nous avons envoye 86 lettres a divers organismes gouvernementaux.

Seulement dans 31 cas nous avons eu des reponses qui correspondent
aux exigences de la loi sur la liberte de l’information ” a declare
Ashot Melikian.

Les representants des organisations non gouvernementales ont egalement
exprime leurs preoccupations sur le plan d’action 2014-2016. Ils ont
dit que la quasi-totalite de leurs propositions avaient ete rejetees.

Hoktanyan a dit qu’il avait l’impression que l’Armenie veut se
concentrer uniquement sur l’approfondissement du e-gouvernement.

Les ONG vont developper un plan alternatif et le soumettre au prochain
sommet, au cours duquel les actions suivantes seront approuvees.

John Heffern , l’ambassadeur americain en Armenie, a rencontre lundi
Levon Ter -Petrossian, quelques jours après les appels renouveles du
chef de l’opposition a la demission du President Serge Sarkissian.

Selon un court communique publie par le Congrès national armenien
de Ter- Petrosian (HAK) l’ancien president armenien a commente la
situation politique actuelle dans le pays et ” les questions regionales
” a la demande de Heffern. Aucun autre detail n’a ete signale.

L’ambassade americaine a Erevan n’a emis aucune declaration sur le
contenu de la deuxième reunion de Heffern avec Ter- Petrosian en
six mois. Les deux hommes avaient discute des prochaines elections
municipales a Erevan au cours de leur conversation precedente en mai.

Cette rencontre etait intervenue deux jours après que Ter -Petrossian
ait denonce la reconnaissance par l’occident de la victoire contestee
de Serge Sarkissian a la presidentielle de fevrier 2013.

Ter- Petrosian a accuse a plusieurs reprises les Etats-Unis et
l’Union europeenne de fermer les yeux sur la fraude electorale et les
violations des droits de l’homme en Armenie pour ” des considerations
geopolitiques. ”

On ne sait pas clairement si la dernière reunion avec Heffern etait
lie a la declaration de Ter- Petrosian du 30 octobre dernier exigeant
la demission immediate de Sarkissian. Le chef du HAK avait accuse
le president d’avoir plonge l’Armenie dans le discredit avec ses ”
egarements politiques aventuristes ” entre l’Occident et la Russie.

L’Armenie, avait-il dit, a besoin d’un nouveau president ” capable
de restaurer la reputation internationale du pays comme un partenaire
digne de confiance et responsable. ”

Ter- Petrosian faisait reference a la decision recente de Sarkissian
de se joindre a l’Union douanière des Etats ex -sovietiques dirigee par
la Russie au detriment d’une relation beaucoup plus etroite avec l’UE.

Les dirigeants europeens pourraient en dire davantage sur l’avenir
incertain de leurs liens avec l’Armenie lors d’un sommet a venir a
Vilnius. Le ministre des Affaires Etrangères Edouard Nalbandian a
discute des preparatifs de ce sommet lors d’un dejeuner de travail
avec les ambassadeurs des Etats membres de l’UE bases a Erevan.

Foreign Trade Secretary of Argentine highlights the success of the
trade mission to Armenia

BUENOS AIRES (Diario ARMENIA).- After the Armenian-Argentinean
business forum organized by Armenian Development Agency, Embassy of
Argentina in Armenia and Argentinean-Armenian Chamber of Commerce and
Industry, Foreign Trade Secretary of Argentina Beatriz Paglieri, who
led the trip that brought together 27 businessmen from different
fields, presented her views and results of the trip.

Paglieri stressed that the Armenian government gave great importance
to their presence in the country, emphasizing that the delegation was
received by Armenian senior officials.

“There were about 400 meetings in a day’s work. The mission was
very beneficial. In Argentina there are a lot of Armenian businessmen
of different sectors, it is a very dynamic community and I think we
can all work together”, said the Paglieri, adding that they also
invited Armenian entrepreneurs to participate in an Agribusiness SME
Forum that is annually held in Las Parejas, Santa Fe Province.

In a joint press conference, the Armenian Ambassador in Argentina,
Vahagn Melikian and Ohanes Bogiatzian, head of the
Argentinean-Armenian Chamber of Commerce and Industry, expressed their
satisfaction with the trip.

Bogiatzian stressed that “the warmth with which the Argentine
delegation was received in Armenia is the result of the relationship
between the Armenian community of Argentina and the Argentinean
Government, which recognized the Armenian Genocide, opened the
Armenian Embassy and organized the first trade mission to
Armenia”.

Melikian explained that “Armenia can be a springboard for
Argentina to reach markets such as Russia, Belarus, Ukraine, other
countries of the former Soviet Union and Europe. Russia is our
strategic partner and we have a system of tax-free exchange”.
