The Minister of Education and Science of Armenia, Armen Ashotyan,
met with his Russian counterpart Dmitry Livanov during an official
visit to Russia. The parties discussed education and the questions
which were raised during the 15th session of the Armenian-Russian
intergovernmental commission on economic cooperation which took
place on October 1, the press service of the Ministry of Education
and Science reports.

The parties discussed the opening of a Russian high school in Yerevan
and the possibility of teaching the Armenian language in Russian
cities with a high percentage of Armenian population as well as the
opening of a branch of Moscow State University in Yerevan.

The long awaited Nonito Donaire vs. Vic Darchinyan rematch has finally
concluded and the same weapon – the left-hook – was what ultimately
decided the match in favour of “The Filipino Flash.”

Darchinyan surprised the crowd when he came on sharp in the early
rounds, catching Donaire with several shots using his right hand.

While he taunted Nonito here and there, the Armenian was fighting
smartly in the match, avoiding his usual brawling ways, though,
inciting a couple, in some of the early rounds, just before the bell
rings.

Donaire, on the other hand, looked to cautious and hesitant as he was
rocked by early punches landed by Darchinyan, which he affirmed in the
post-match interview.
He revealed that he was hit somewhere on his cheek, which gave him
negative thoughts as the fight was progressing.

“When he hit me in my cheek, I felt like he broke my cheek,” said Donaire.

“Part of my mind was like, ‘Is this it for me? I’m losing the fight.
Should I keep going?”

Instead of giving up, he persevered and finally caught “The Raging
Bull” with the same patented left-hook that sent Darchinyan down to
the canvas when they first met, only that this time, it happened in
the ninth round.

“But you know what? I put my heart into it and said I would never,
ever quit,” he added.

Donaire revealed that before his loss to Guillermo Rigondeaux, he
found it hard to motivate himself as he felt that he had nothing left
to prove.

Finally, when he was asked on who he wanted to face next, he answered
with conviction.

“I’m gonna pick your boy, how about that?” he said, referring to Rigondeaux.

Recently, the `owners of the lines’ also decided to make a
demonstration demanding of making the traffic fare to 200 drams. I
doubt about such demonstrations of being `spontaneous’, because,
first, those who introduce themselves as `owners of the lines’, in
reality play the role of a `proxy’, they are the ones `making the line
operating’ and not the owners. But, neither the ones making the line
operating, not the owners of the line cannot hold a demonstration
without the instructions of the authorities, because they are
dependent people. The vivid evidence of it is that, contrary to
business logic, they do not work when the authorities instruct them.
And, when the authorities give such instructions, do you remember?
Yes, when they are afraid of the opposition rallies, and when they
want people to come to Liberty Square. Also, when the citizens who
have received bribes are free transported to the polling stations.
Aren’t they concerned about their business to suffer during such days?
It seems to me that this simple example make it clear that the owners
of the lines are not the owners of their head. The demonstration of
the owners of the lines is approximately the same as the employees of
the Customs House demand to increase the `rate’ of their bribes, or
the traffic police hold a demonstration to eliminate the video camera
devices, because thus they cannot put the penalty into their pockets.
Or, the ministers go to the Liberty Square with the poster `We demand
making the rollback to 30 per cent’. The owners of the lines are part
of the same system, the same so-called `bureau’ along with above
listed citizens, and their demands of `revolt’, ultimately, are the
aspirations of the same state officials. It is its natural reaction,
`get along with your already not less revenues.’ It is possible to
talk about the fare increase only after the owners of the lines (of
course, real owners of the lines) make an investment that will enable
the drivers to be released from the necessity to collect money and,
consequently, from the `plan’, and when all the passengers will travel
sitting, as it is required by the law. We should think about the
increase after the investments, and not before. In other words, the
owners of the lines should invest from their super-revenues already
received, and not collecting this money from the people. The following
fact proves that such investments are possible: A businessman with
elegant nickname `executioner’, due to semi-political and
semi-personal reasons (these two are constantly intertwined in
Armenia), made investments and bought expensive and comfortable buses.
Hence, the owners of the lines do have money; they have just `put it
underneath.’

BRUSSELS – Turkey and the EU have restarted accession talks three and
a half years after their last meeting and five months after Turkey’s
crackdown on pro-democracy protests in Istanbul.

The talks resumed in Brussels on Tuesday (5 November) with the opening
of a “chapter” on regional policy.

The Turkish negotiator, Egemen Bagis, said “it felt good.” But he
added: “We have a saying in Turkey: ‘You can’t have spring with only
one flower’ and this is only the beginning.”

EU enlargement commissioner Stefan Fuele said three more chapters – on
public procurement, competition and social policy – could soon follow.

But despite the upbeat mood, the talks remain hobbled by vetoes.

Out of the 35 chapters in the EU rulebook, Cyprus, which remains
locked in a frozen conflict with Turkey, is blocking the opening of
six.

The European Commission is blocking eight because of Turkey’s trade
ban on Cyprus and France is blocking another four.

For his part, Bagis noted that French President Francois Hollande is
expected to visit Turkey in the near future.

“We hope he will announce the unblocking of the remaining four
chapters as well,” he said.

He added the UN is working on a new Cyprus conflict resolution deal,
which could be put to a vote by Greek Cypriots and Turkish Cypriots
next year.

Fuele said the commission is ready to lift its eight-chapter veto if
Turkey opens its airports and sea ports to Cypriot vessels.

Amid EU criticism of Turkey’s crackdown on the Istanbul demonstrators
and on Turkey’s lack of press freedom, Fuele said he is trying to get
Cyprus to lift its veto on chapters 22 and 23, which cover EU values,
even if there is no UN breakthrough.

“I do hope we will be able to find a consensus … on this issue,” he said.

In terms of broader relations, the two sides indicated they are close
to starting talks on EU visa-free travel.

Fuele said his fellow commissioner, home affairs chief Cecilia
Malmstrom, is ready to go to Ankara “at any moment” to launch the
process if Turkey agrees to sign a “readmission agreement” on taking
back irregular migrants.

Meanwhile, Bagis noted that Turkish people are annoyed by EU foreign
policy on Egypt and Syria.

He said Turks feel the West has given Syrian President Bashar al-Assad
a free hand to “kill [his] own people … so long as [he] does not use
chemical weapons.”

He added that Turks want to know “how come [EU countries] are not
raising their voices strongly when an elected President [Egypt’s
Mohammed Morsi] is in prison and the dictator of the last four decades
[former president Hosni Mubarak] is freed by a military junta?”

“It is unfortunately creating a negative image via-a-vis the EU in
Turkey,” he said.

Spokesman for the Prosperous Armenia Party (PAP) Tigran Urikhanyan has
reported a violation at the mayoral elections in Armenia’s Ararat on
Sunday.

A citizen video recorded his voting and was detained by the police.

`We have to call on the police to be more active. We have some urgent
technical problems,’ he told Tert.am.

`Problems are arising, and the observers’ activities are being
impeded,’ Urikhanyan added.

With respect to the claims that the PAP is bringing voters to the
polling stations in buses, he said: `The PAP campaign offices are not
doing anything like that.’

At its meeting on September 19, Armenia’s government decided to hold a
pre-term mayoral election in Ararat after the death of Mayor Abraham
Babayan on August 15.

A Turkish governor was heard and also caught on camera cursing a
citizen who was protesting against him and had called on him to
resign, during a commemoration ceremony on Nov. 10 in the southern
province of Adana, The Hurriyet Daily News reports.

Adana Gov. Hüseyin Avni CoÅ?, who recently made the news with his
remarks on the co-ed housing debate, cursed the man who was among
dozens of protesters before the cameras by saying `Take that p*mp who
told me God damn you.’

`I’ll talk to you later,’ Gov. CoÅ? told the man in a threatening way
before getting into his car.

He waved at the crowd despite protest whistles by a group of people
after the commemoration ceremony held for the 75th anniversary of the
death of the founder of the Republic of Turkey Mustafa Kemal Atatürk.

Soon after the car began moving, Gov. CoÅ? left the car and moved
toward the man he targeted by ordering his guards to detain him.

A scuffle erupted between the protesters and the governors’ bodyguards
for a while.

Gov. CoÅ? voiced his support for Prime Minister ErdoÄ?an’s condemnation
of female and male students’ living under one roof, showing his
loyalty to him by saying he considered the prime minister’s statements
like orders.

Un nouvel opérateur de téléphonie mobile est venu sur le marché
arménien. Après ArmenTel (Beeline), VicaCell-MTS et Orange Armenia,
Ucom est depuis le 4 novembre, le quatrième opérateur à faire son
entrée sur le marché arménien de la téléphonie mobile. Mais cette
entrée ne fait pas l’unanimité. Le directeur d’Orange Armenia, Francis
Gelibter a affirmé qu’il était du droit des autorités arméniennes
d’autoriser un quelconque nouvel opérateur d’entrer sur le marché
arménien. Toutefois il s’est dit surpris et inquiet car aucun pays de
moins de 10 millions d’habitants ne peut se permettre d’avoir autant
d’opérateurs. Il a cité en exemple la Hongrie où le gouvernement n’a
pas autorisé l’entrée d’un quatrième opérateur. Ainsi l’arrivée d’Ucom
(Universal Communications) fondée en 2007 et qui a développé un très
large réseau internet avec le soutien d’Ericsson ne fait pas
l’unanimité auprès des opérateurs installés en Arménie.

Dans ce troisième opus des mémoires autobiographiques de Charles
Aznavour, dont le titre avait été utilisé par Mireille Darc en 2005,
l’écrivain nous entraîne une fois encore vers les chemins de la vie
avec sa quête du bonheur et la nostalgie du temps qui passe avec son
cortège d’amis disparus. Une quête intérieure révélant son intime, ses
coups de coeur, sa soif d’apprendre et de découvertes, son admiration
pour l’oeuvre de Céline et du maître Charles Trenet, d’Edith Piaf,
ainsi que sa part d’Arménien.

L’homme est pudique, modeste. Sous certains aspects il peut paraître
froid. Mais pour celui qui ne se soucie pas un seul instant de sa
postérité, il a cette spontanéité que peu ont. S’autocritiquant, je me
souviens qu’entre deux chansons au Royal Abert Hall, le 25 octobre, il
s’était livré au public en une minute suspendue de vérité : « Mes
défauts sont ma voix, ma taille, mes gestes, mon manque de culture et
d’éducation, ma franchise et mon manque de personnalité » avait-il dit
; mais sans ajouter qu’autodidacte, il possède une bibliothèque de
plusieurs milliers de livres, parmi lesquels ses chers dictionnaires
et encyclopédies qui ont participé à peaufiner son oeuvre populaire.

Ce qui l’intéresse « sans être passéiste », écrit-il « dans le mauvais
sens du terme, c’est le temps d’avant où il y a tant à apprendre.
[…] Si tu n’as pas de passé tu n’es rien ni personne », mais aussi
le temps présent et aller toujours de l’avant.

Statufié en Arménie, lui, tant honoré, avec seulement un Certificat
d’étude en poche, que d’ailleurs il a égaré, s’en remet à ses écrits,
sans oublier ses débuts plus que difficiles : « Chaque jour qui passe
me rapproche de mes anciennes chansons ; elles me ressemblent et, je
le crois, m’habillent parfaitement. Elles témoignent des grands
moments de ma vie et… oui, je le confesse, elles témoignent aussi
des grands moments de la vôtre… Pourquoi le nier, cher public, je
vous ai atrocement pillé ! Sans remords et sans honte et, au
contraire, avec une grande amitié, j’ai puisé dans vos amours, dans
vos joies, dans vos espoirs, je me suis imprégné de vos tristesses, de
vos problèmes et de vos déceptions… Ce qui fait de moi le premier
pirate du monde, et cela bien avant l’arrivée d’Internet ! »

Dans un des paragraphes, l’arménien refait surface. Contant l’épisode
d’un éventuel retour de sa famille en Arménie à l’appel de l’Arménie
soviétique après la seconde guerre mondiale, Charles explique que ses
parents avaient demandé leurs passeports pour ce retour en Mère
patrie, mais un imprévu de dernière minute, les en dissuaderont
in-extremis.

L’auteur-compositeur-interprète et comédien, fierté de la France et de
l’Arménie, chagrine malgré tout une partie non négligeable de la
communauté arménienne de par le monde par certaines de ses prises de
position en regard de la reconnaissance du génocide des Arméniens,
quand il dit « Je me fous du mot génocide ! » ; car pour lui ce qui
compte c’est l’ouverture de la frontière qui sépare la Turquie de
l’Arménie, actuellement exsangue. La question est : un homme aussi
illustre soit-il, peut-il contrarier le dessein légitime de tout un
peuple ? Car, quoi qu’il en soit, la question de l’ouverture des
frontières communes est sous tendue à l’abandon des terres historiques
du Haut-Karabagh tel que l’exige Ankara par fidélité fraternelle à
l’Azerbaïdjan. Une situation dès lors inextricable, mais qui en l’état
doit être bien aspectée par Moscou…

Le fils de Madame Knarig compte d’ailleurs se rendre en Turquie dès
qu’il en aura le loisir, comme en Israël où il se produira pour la
première fois à Tel Aviv le 23 novembre. Mais un concert `regretté`
par un groupe constitué sur Facebook, intitulé (Charles Aznavour :
s’il vous plait, ne vous produisez pas en Israël), qui appelle le
chanteur à annuler sa prestation et de ne pas aller déjeuner avec le
Président Shimon Perès qui, rappelons-le, estime que le génocide des
Arméniens est « une tragédie, mais pas un génocide ». Que feront le
chanteur et le diplomate ? Seul l’avenir nous le dira. Mais il est
fort à parier que Tel Aviv lui fera une standing ovation. Au mois
d’août dernier, le bassiste auteur-compositeur Roger Waters, membre
fondateur du groupe Pink Floyd, avait lancé un appel aux musiciens au
boycott culturel d’Israël pour « apartheid » et respect du droit
international et des principes universels des droits de l’homme.

Si Dieu est souvent présent dans l’ouvrage de l’artisan de la chanson,
on s’interroge sur la spiritualité de l’homme qui n’en dit mot.
D’ailleurs écrit-il, plaisamment, « Je n’assisterai pas à mon
enterrement ».

Rep. Adam Schiff urges White House to display Armenian orphan rug

A nearly century-old rug made for President Calvin Coolidge by
orphaned girls from Armenia as a thank you gift for the support
America lent to refugees during the Armenian genocide has become the
focal point of a growing controversy.

The Armenian-made rug was slated to be displayed in a planned
exhibition at the Smithsonian Institute in Washington D.C. in
December, but the White House pulled the plug on its loan to the
museum with little explanation in mid-October.

Now, Rep. Adam Schiff, D-Burbank, has waded into the fray, sending a
letter earlier this week to the White House, with co-author Rep. David
Valadao, R-Hanford, urging a reconsideration of its stance on making
the rug unavailable for public view.

`I have had the opportunity to sit and meet with genocide survivors in
their homes and get to know them,’ Schiff said in a phone interview
Friday. `When I saw the rejection of the rug display it seemed like
yet another indignity, another retreat from acknowledging the
genocide.’

The letter was signed by 31 other House representatives, including
Brad Sherman, D-Sherman Oaks.

The exhibit including the rug – a large, colorful, hand-knotted rug
with depictions of plants and animals woven in ornate detail – was set
to be displayed Dec. 16 to coincide with the book launch of `President
Calvin Coolidge and the Armenian Orphan Rug’ written by Hagop Martin
Deranian, a scholar whose parents were both genocide survivors and
immigrants to the United States. The book details the rug’s origins,
and the plight of nearly 100,000 children orphaned by the genocide who
were helped by U.S. missionaries and government outreach.

The girls who made the rug were living in the Ghazir Orphanage of Near
East Relief, in present-day Lebanon, which was created and funded
through the U.S. Congress.

The White House issued a simple statement addressing the issue,
offering no explanation for its refusal to loan the rug to the museum.

`The Ghazir rug is a reminder of the close relationship between the
peoples of Armenia and the United States. We regret that it is not
possible to loan it out at this time,’ the statement said.

But Schiff and Armenian community groups suspect the White House’s
refusal to display the rug has more to do with politics than anything
else.

The Obama administration has routinely stopped short of referring to
the atrocities committed against the Armenian population as genocide
in what was then the Ottoman Empire during World War I. The conflict
left up to 1.5 million people dead, and Schiff said the refusal to
allow access to the rug is most likely the result of diplomatic
pressure from Turkey.

The government in Ankara has staunchly refused to acknowledge the
conflict as a genocide.

`I can’t imagine another reason,’ Schiff said. `I can’t imagine what
it means that it is unavailable. It’s not like it’s at the dry
cleaners.’

Advocates say the rug is a tangible link to the historical importance
of the Armenian community, and to support the U.S. gave to immigrants
fleeing the region.

`The piece is as important to American history as it is to Armenian
history,’ said Tereza Yerimyan, government affairs director for the
western region of the Armenian National Committee of America, whose
offices are in Glendale.

The White House has not yet responded to Schiff’s letter, or to emails
sent from members of the Armenian National Committee, urging
cooperation for a display of the rug, but Yerimyan said she hopes the
effort will sway opinion.

`This was made by people who found a new life because of the help of
Americans,’ she said. `Why shouldn’t it be displayed?’

Filmmaker, member of the Preparliament civil initiative Tigran
Khzmalyan faces charges in relation to the developments in Komitas
Street.

Khzmalyan says on his Facebook page that on November 9 he was
requested by the Police to appear before the Administrative Court on
19 November at 3:20 pm.

He is accused under Article 102 of the Armenian Criminal Code. “Last
year I was found guilty in the case of Mashtots Park. Nevertheless,
the illegal pavilions were dismantled there. This year one of the
courts suspends the construction of the high-class residential
buildings in Komitas Street, and another court fights against those
who come out against that construction”, he says.
