Genocide des Armeniens

“La province la plus meridionale de l’Argentine et du monde adhère
a la reconnaissance du Genocide Armenien”, a souligne le Conseil
National Armenien d”Amerique du Sud. Le Genocide Armenien, aussi
appele holocauste armenien, s’est traduit par la deportation forcee
et l’extermination d’un nombre indetermine de civils armeniens,
representant entre un million et demi et deux millions de personnes,
sur ordre du gouvernement des Jeunes Turcs dans l’Empire ottoman,
de 1915 a 1923.

Il s’est caracterise dans sa brutalite par des massacres et
l’utilisation de deportations par des marches forcees dans des
conditions extremes, qui ont generalement conduis a la mort un
grand nombre de deportes. D’autres groupes ethniques ont egalement
ete massacres par l’Empire ottoman au cours de cette periode, y
compris les Assyriens, les Grecs pontiques et les Serbes. Certains
auteurs considèrent que ces actes font partie de la meme politique
d’extermination.

La date de la commemoration du debut du genocide est datee au 24 avril
1915, le jour où les autorites ottomanes ont arrete 235 membres de
la communaute armenienne d’Istanbul. Les jours suivants, le nombre de
detenus a atteint 600. Par la suite, un ordre du gouvernement central
a prevu la deportation de la population armenienne, sans possibilite
de charger les moyens de subsistance, envoyant par marche forcee des
centaines de milliers de personnes a travers les zones desertiques,
où la plupart perirent, victimes de la faim, la soif et la privation,
tandis que les survivants furent voles et violes par les gendarmes
qui devaient les proteger, souvent avec la complicite de bandes
d’assassins et de voleurs.

Bien que la Republique de Turquie, successeur de l’Empire ottoman,
ne nie pas que les massacres de civils armeniens ont eu lieu,
mais n’admet pas qu’il s’est agi d’un genocide, affirmant que les
morts n’ont pas ete le resultat d’un plan d’extermination de masse,
systematique et premedite de l’Etat ottoman, mais qu’ils ont decoule
de luttes inter-ethniques, les maladies et la famine au cours de la
periode confuse de la Première Guerre Mondiale. Malgre cette thèse,
presque tous les chercheurs -meme des Turcs- pensent que les faits
correspondent a la definition actuelle de genocide.

Il est generalement considere comme le premier genocide systematique
moderne. En fait, le deuxième cas le plus etudie de genocide après
l’Holocauste juif. À ce jour 22 Etats ont officiellement reconnu
le genocide.

Le Comite National Armenien d’Amerique du Sud a declare sur son site
officiel que “pour le 7e anniversaire de la promulgation de la loi
26.199, la province la plus meridionale de l’Argentine et du monde,
adhère a la reconnaissance du genocide des Armeniens perpetre par
l’Etat turc.”

Avant un nouvel anniversaire de la promulgation par le bureau du
president, le Dr Nestor Kirchner, de la loi 26,199, il declare le 24
Avril de chaque annee comme la ” Journee d’action pour la tolerance
et le respect entre les peuples “, en commemoration du genocide dont
a ete victime le peuple armenien. Encore une fois notre pays continue
avec la solidarite et l’engagement par l’affirmation de la verite et
de la justice contre les crimes contre l’humanite.

Dans les derniers jours de 2013, la province de Terre de Feu, par le
decret 2948/13 954 de la loi provinciale en vigueur 954 est conforme
aux termes de la legislation nationale 26.199. Ce projet de loi a
ete initie par les legislateurs Amanda del Corro et Fabio Marinello
soutenu par le Secretariat des Droits de l’Homme de Terre de Feu et
approuve a l’unanimite lors de la seance du 21 Novembre 2013.

La loi 26.199 adoptee par les deux chambres du Congrès, avec le soutien
de tous les blocs politiques, et promulguee le 11/1/2007, affirmant
un fait historique, est une etape venant couronner la solidarite
historique du peuple argentin accompagnant les revendications de
justice d’une communaute armenienne qui a ete integree et a forge
son identite en enrichissant la definition de la mosaïque culturelle
de notre pays par sa diversite. Dès 1985, les declarations et les
resolutions du Parlement national ont reconnu le genocide armenien
et ont exprime leur solidarite avec le peuple armenien, comme des
dizaines de pays a travers le monde, d’organismes supra etatiques,
comme l’ONU en 1985 et le Parlement Europeen en 1987.

Les demandes expresses exprimees de la presente loi ont servi de
base aux fondements de la sentence categorique et exemplaire du juge
federal Norberto Oyarbide du 1er Avril 2011 qui stipule la verite
historique du crime de genocide commis contre le peuple armenien et
la responsabilite de l’Etat turc. Ainsi, dans un cadre juridique sans
precedent, la justice Argentine s’est jointe a la reconnaissance du
pouvoir legislatif et executif national, en ratifiant la position
historique de soutien et de solidarite de notre pays aux appels du
peuple armenien.

Dans notre pays, les trois pouvoirs qui composent l’Etat ont declare
la reconnaissance du genocide contre les Armeniens, connu comme le
premier genocide du XXe siècle. En 1987, le Dr Raul R. Alfonsín, en
tant que president de la Republique d’Argentine, lors d’une ceremonie
a la communaute armenienne l’a reconnu publiquement.

Prime Minister Recep Tayyip Erdogan’s claim that “internal and
external conspirators” were behind the corruption and bribery scandal
that became public on Dec. 17 last year and that their ultimate goal is
to topple his government has the potential to provoke the US Congress
to adopt resolutions that Ankara will not like. For instance, the US
Congress may finally adopt a resolution that will recognize the mass
killings of Armenians under Ottoman rule as a genocide, terminology
that Ankara fiercely opposes.

The fact that Erdogan pointed his finger at the US, Turkey’s close
ally, as being among the external conspirators allegedly against
his rule when he specifically targeted the outgoing US Ambassador
to Turkey Francis Ricciardone, whom he accused of being involved in
provocative acts in the midst of the corruption scandal, has already
irritated both the US administration and the US Congress.

The US Congress did not like an American ambassador being treated
like an enemy in a NATO country, i.e., in Turkey.

The row with Ricciardone erupted when pro-government media outlets
ran reports quoting him as having said in a closed-door meeting with
ambassadors from European Union countries that they would see the
“downfall of an empire,” i.e., Turkey. He was also quoted as saying
that he had asked Turkey’s state-owned Halkbank, whose general manager
was arrested on corruption and bribery charges, to halt its business
dealings with Iran, as per the United Nations sanctions in place
against the country.

Ricciardone’s alleged meeting with ambassadors from EU countries,
meanwhile, apparently did not even take place, prompting speculation
that the above mentioned quotes attributed to the US ambassador were
made up.

Immediately after the media reports, the US Embassy in Ankara posted
several messages on its Twitter account saying that the US has no
involvement in the ongoing corruption probe, adding, “All allegations
in news stories are downright lies and slander.”

How will Erdogan’s policy of targeting Washington through its
ambassador affect Turkish-US relations? The immediate effect is highly
likely to be in the form of a negative attitude toward Turkey in the
US Congress.

Erdogan, by targeting the US ambassador based upon what may be fake
stories, has ironically offered the US Congress an excuse delivered
on a silver platter for them to push for a resolution to recognize the
events of 1915 under Ottoman rule, Turkey’s predecessor, as a genocide.

Turkey states that there were deaths on both sides when Armenians
revolted against the Ottoman Empire in collaboration with the Russian
army and invaded eastern Anatolia to gain independence. Ankara insists
that historians of both Armenia and Turkey should get together to
decide on whether the events of 1915 constitute a genocide and that
it is not the responsibility of parliaments to pass resolutions
recognizing the events as a genocide.

At the executive level, US presidents make statements on April 23
of each year, the day that is commemorated by the Armenians as the
anniversary of the genocide, that stop short of recognizing the
events as genocide. In his statement in April last year, President
Obama referred to the events as the “Meds Yeghern,” which means
“great tragedy” in Armenian, instead of branding the events openly
as a genocide.

The US Congress, however, is likely to use Erdogan’s attacks against
the US ambassador to push the Obama administration to downgrade its
ties with Turkey and it may finally adopt a resolution branding the
deaths of Armenians in the final years of the Ottoman Empire as a
“genocide” of Armenians.

The Armenian-American community is the most politically influential
community of the Armenian diaspora (Armenians living outside
Armenian state). And they are a very influential community within
the US Congress. U.S. Senator Robert Menendez, chairman of the Senate
Foreign Relations Committee, comes from New Jersey, where the Armenian
community is quite prominent.

It is, then, not a coincidence that all kinds of stories that describe
the Turkish government’s policies in the handling of the graft probe
as intended to cover it up and not allowing the judiciary to pursue
the case are being run in local papers in New Jersey. The Armenian
community in New Jersey seeks to influence Menendez using the graft
probe stories from Turkey due to the way it has been handled —
violating the rule of law — to push for a resolution for the
recognition of Armenian genocide.

The Armenian community obviously seeks to paint Turkey negatively
through the way the Turkish government has been managing the corruption
investigation. The Armenians want to prove that there is no rule
of law in Turkey since the government has been interfering in the
judicial process during the graft probe, as well as recalling the
police brutality endorsed by the Turkish government against Gezi
Park protesters last summer, as well as citing the numerous Turkish
journalists imprisoned because of their opposition to the government.

2015 is the 100th anniversary of the mass killing of Armenians under
Ottoman rule. Armenian- Americans will ask the US Congress to adopt
a resolution recognizing the events as a genocide next year, if not
in April of this year. And Senator Menendez from New Jersey cannot
afford to turn down the demands from the strong Armenian community
in his constituency.

Debate around “Turkey may be a NATO ally, but what kind of an
ally violates democratic principles?” had already begun in the US
Congress following the Gezi Park protests. The Turkish government’s
mishandling of the graft probe has further fueled anti-Turkish
government perceptions in the US Congress.

The day of the first meeting of the Ad Hoc Committee of Ethics will
be appointed after January 15 when the members of parliament return
from vacation, the Committee informed Pastinfo.

On 24 December 2013 two NGOs of the Yezidi community applied to the
Committee against Member of Parliament Manvel Badeyan.

“Are you so tasteless to think so. If a Yezidi asked me such a
question, I would be surprised but do you really think so?” he said
in answer to the question of reporters why the Armenian TV channel
broadcasts the intellectual show What, Where, When in Russian. His
pronouncement has insulted the Yezidi community.

A group of reporters applied to the committee against Republican MP
Arakel Movsisyan at the end of last year.

The reporters protested against the Armenian-Russian deals during
the extraordinary meeting of parliament on December 23 called to
ratify them. They entered the hall and held up posters. “Get these
monkeys out of here,” Republican Arakel Movsisyan shouted. The
meeting was interrupted, and when it was resumed, the journalists
continued to protest behind the glass partition separating

Think Tanks And Septic Tanks

THINK TANKS AND SEPTIC TANKS

We are living in the “Golden Age” of think tanks. There are about
6,000 of these research institutions (3,000 in the U.S) in the
world. Politics, military, social policy, economy, technology,
cultureâ?¦ they all have scores of think tanks dedicated to them. While
the first think tanks, such as the Carnegie Endowment for International
Peace (established in 1910) and the Brookings (1919), were policy
institutes dedicated to unbiased research, with the proliferation
of think tanks there has been a distortion in the profile of many a
think tank.

The rot set in when think tanks extended their raison d’être from
research into advocacy. Rather than limit themselves to providing
objective research data, they became glorified lobbyists. They became
hired pens for various causes. Thus there are now right wing agenda
promoting Heritage Foundation, the American Enterprise Institute, the
Cato Institute and their less numerous left wing counterparts. Although
many think tanks are partisan, they claim to be independent, objective,
and without ideological predisposition.

The main objective of think tanks is to influence government and
public opinion. They do so by supplying “experts” to governments,
by writing op-ed articles, by providing advice to politicians and to
civil servants.

Enter Turkey and the Turkic Alliance of America (TAA). Mainly to
neutralize American-Armenians, Turkey has established university
chairs in the U.S and funded the publication of books by disreputable
scholars. Meanwhile, Turkic-Americans have acted as the local arm of
Turkey. Established through the efforts of the Gulen Movement, the
TAA works closely with a think tank called the Rethink Institute
of Washington. How closely? The TAA and Rethink have the same
address, suite number, and telephone number. The “Rethink” tag is
deliberate. It’s intended to change the American view of Turkey.

The Rethink Institute ponderously–and perhaps with tongue in
cheek–describes itself as “an independent, not-for-profit, nonpartisan
research institution devoted to deepening understanding of contemporary
political and cultural challenges facing communities and societies
around the world in realizing peace and justice, broadly defined.”

Ahem. Reading the description one would assume that its interests
are global. However, the articles it publishes, the events it
organizes, “research” it sponsors are on Turkic topics. It’s
headed by Executive Director Dr. Fevzi Bilgin, a graduate of Ankara
University. Board member Dr. Rovshan Ibrahimov’s email address ends
with “gov.az” meaning he is an Azerbaijani government official. On
the board are also Dr. Ebru Ogurlu (Turkey) and Dr. Galym Zhissbek
(Kazakhstan). Others who contribute are Ihsan Dagi and Hakan Tasci
of the misleadingly-named Middle East Technical University (Ankara),
Cagri Erhan (Ankara University), Savas Genc (Bilgin University), Sener
Akturk (Koc University), Hasan T. Arslan (Marmara University graduate),
Bezen Balamir Cozkun (Bogazci University graduate), Oguz Dilek (Zirve
University), and Kilik Bugra Kanat, executive director of TUSKON-US
(Confederation of Businessmen and Industrialists of Turkiye). In a
failed attempt to “fig leaf” its identity as a Turkish front, Rethink
features research fellow Vladimir Fedorenko and Michael Werz, senior
fellow, Center for American Progress.

Rethink doesn’t respond to queries re its funding.

Last year Rethink published a research paper titled “Revisiting the
Armenian-Turkish Reconciliation” by Executive Director Bilgin and
Yelena Osipova of the American University in Washington. Ostensibly
intended to encourage Armenians and Turks to make peace, the paper’s
skewed content belied the supposed lofty intentions of the authors.

More than once the paper referred to the Genocide as “the events of
1915” and said that it’s Armenians who claim there was genocide.

The paper said Armenians and Turks should “adopt more pragmatic
approach to the issue [Genocide] and in dealing with its present
repercussions, all the while being sensitive to painful historical
memories.” This is standard Ankara double-talk where Turkey alleges
equivalency of the Genocide and Turkey’s losses during WWI, as if
Armenians were responsible for Turkey’s defeat.

The paper insisted Azerbaijan take part in Armenian/Turkish
reconciliation negotiations. It didn’t explain why Baku’s participation
in Turkey’s recognition of the Genocide is relevant.

Bilgin and Osipova then dug deep into their hostility toward Armenians
and wrote: “Armenians, as an ethnic group, have lived in the Armenian
Plateau for centuries, coming under the rule of all the various
empires and kingdoms that have conquered the regionâ?¦” In other words,
according to them, there never was an Armenian state. Armenians had
no kings; they just swapped one imperial master for another. And note
“all the various empires”. Saying “the various empires” couldn’t do
the trick: it was required to add the “all”.

To justify the Genocide, the authors said that Ottoman Turkey believed
“Armenians could switch sides and join the Russians, in case the
latter invaded.” No word about the centuries of Turkish persecution
and massacres which could have pushed defenseless Armenians into the
Russian embrace.

Regarding the unlamented Protocols, the paper blamed Armenia for
their failure. It said Armenian and Turkish lobbies in the West are
“in intense competition to out-spendâ?¦” thus implying that Diaspora
Armenians have pockets as deep as that of the world’s 17th largest
economy.

Finally, the paper advised Ankara to make a formal and sincere
acknowledgment of the “events of 1915” while adding that Armenians
“will have to recognize that lands cannot be ‘returned’ and
reparation cannot be paid where official documentation and insurance
are absent.” How foolish and irresponsible of Armenians, who while
being driven to the desert, neglected to take along the deeds of
their houses and businesses, and didn’t keep the sales receipts of
their furniture, not to mention detailed lists of family jewelry.

Which brings us to Raffi Bedrossian’s article (“Two Solitudes, Two
Narratives”) about the Zoryan Institute, the only Diaspora Armenian
think tank. Unlike many other think tanks, Zoryan is truly independent
and non-partisan. Its work is respected and is acknowledged as an
unbiased centre for global genocide research. While Ankara spends
millions through its “think tanks” and hired “scholars” to deny the
undeniable, Diaspora Armenians have just one think tank: an institute
where genuine scholarly work is being done. The Zoryan Institute is the
brain-child of the three Sarkissian brothers and is headed by Kourken
(Greg) Sarkissian of Toronto. In an interview with Istanbul’s “Agos”
last August, he said: “We study the forces and factors that shape
the Armenian reality worldwide.”

For 30 years the Sarkissian brothers have been, by far, the largest
financial contributors to the Zoryan Institute. To guarantee
that the vital work the institute continues long into the future,
people concerned in truth, in human rights, and in the prevention
of genocide should pitch in and financially support the Zoryan
Institute. Armenians have a particular moral obligation to support
this lonely light in the murky Turkish night. The contact addresses

The virtual war between Armenian Prime Minister Tigran Sargsyan and
former President of Armenia Robert Kocharyan is a well-organized
show, the secretary general of Heritage Party Stepan Safaryan told
journalists on Tuesday.

“This is like a game. Both are saying that the balloon is inflated,
simply one is accusing the other of having inflated the balloon,
while the latter is accusing the former of having blown it up. This
is very much like the Winnie the Pooh tale. But the point is that the
people don’t care who has inflated the balloon and who has blown it
up. What they care for is that the balloon is blown up,” Safaryan said.

He believes that this “war” may mean that Kocharyan is planning to
come back into politics. “A group of political forces is trying to use
the current social-economic crisis as a weapon against the Government.

I can’t say for sure that this attack has been plotted by Kocharyan,
but I can’t say the opposite either.

On the other hand, Sargsyan’s activeness may mean that he is planning
to become a more significant political figure. He may either have
the President’s sanction to be active or he may simply realize that
if not active, he may lose his office. I think the former scenario
is more probable as Sargsyan looks much too relaxed,” Safaryan said.

To remind, recently Kocharyan severely criticized Sargsyan and urged
him to work instead of blaming his predecessors.

Mutation That Surrenders Country

MUTATION THAT SURRENDERS COUNTRY

In his interview with his non-official website 2rd.am the second
president of Armenia Robert Kocharyan says he cannot silence the
current situation and prefers being honest to the public. It is not
bad, of course, that after two presidential terms marked by several
falsified elections Robert Kocharyan considers being honest.

However, his opinions on some recent urgent matters do not seem
honest. For example, his opinion on Gazprom’s growing share of ARG.

Gazprom’s share began growing when he was the president. Moreover,
Gazprom got controlling interest during his office.

The agreed form of management which Robert Kocharyan refers to does
not matter much when Gazprom holds controlling interest. Agreed
form of management is something relative, and whether the CEO is
a representative of Armenia or Russia does not matter much because
Gazprom is the decision maker.

In a correlation of 20 to 80 Armenia’s 20% was a matter of dividend
that would flow to the state budget. So, formally Armenia lost the
right to dividends, and it lost any other right to the extent it lost
in the correlation of 20 to 80.

This does not mean that giving away the past 20% was justified,
especially that the citizens of Armenia paid for the lie of the
government as Serzh Sargsyan and his RPA did not announce on the eve
of the election that the gas price was up and accumulated debt. In
other words, the citizens of Armenia were silent because Russia was
asked by the Armenian government to hide the price increase.

Nevertheless, Armenia had lost its rights to ARG much earlier and
far more silently. The Iran-Armenia gas pipeline had been lost much
earlier and far more silently. Instead of a transit pipeline with a
strategic importance for Armenia it is just a business pipeline for
the gas-electricity barter which was transferred to Gazprom in 2006
before it would be completed. In addition, the Armenian press learned
about it from Gazprom’s website. In other words, hiding information
from the society is not something new in the behavior of the Armenian
government.

However, bad traditions tend to get worse over time. They must
be uprooted otherwise they mutate. Since 2008 we have witnessed
repeating mutation.

The closed economic and political system in Armenia would inevitably
end up in the current situation. And since the system is not able to
sustain itself, it has to surrender itself completely to Russia as
Armenia is running out of resources.

It has to because it does not want and does not have any willingness
for reforms. It is not true that Serzh Sargsyan does not have another
way out and has to give up because the country has been surrendered
to Russia stage by stage for over a decade.

Serzh Sargsyan had a choice between large-scale deep reforms and
responsibility for systemic mutation. Serzh Sargsyan chose the second
out of the safety of his power. Perhaps, the second was safer in a
short-term perspective and for himself and his administration but it
cannot be safe for Armenia for a single day.

And could Sargsyan carry out reforms, which means fight against the
system that made him? And who cares whether he could or he could not?

The interests of Armenia and its citizens required reforms. Therefore,
if Serzh Sargsyan chooses the dependence of Armenia on Russia, he
acts against the interests of Armenia. And if the person who holds
the position of the head of state acts against the interests of his
state for the sake of his tenure, it is a crime against the state.

Strangely, the leader of the biggest non-governmental party of
the parliament in the presence of the second president who rightly
criticizes the outrageous situation of the country, drinks to Serzh
Sargsyan’s health instead of bringing up the issue of impeachment
and responsibility of this president at the National Assembly.

However, it is the consequence of mutation of the system ruling in
Armenia on the state when both the government and the main opposition
to the government stem from the same system. In addition, it is not
a pleasant situation for these segments because the disagreement,
controversies and opposition among them is not a performance but the
consequence of the objective reality. The trouble of this regular
and escalating strife is compensated by the self-preservation and
prospects of reproduction enabled by this strife.

And of course, every reproduction threatens further mutation and
dangers to the state and citizen. Meanwhile, there is no system in
place which may neutralize danger, which increases the probability
of reproduction.

Le projet de reforme du pouvoir turc qui vise a renforcer le contrôle
de l’executif sur l’appareil judiciaire est “inconstitutionnel”,
a juge vendredi 10 janvier le Haut-conseil des magistrats (HSKY),
l’une des principales institutions judiciaires de Turquie.

“La proposition est contraire au principe de l’Etat de droit”,
a estime dans un communique le HSYK, vise par le texte soutenu par
le gouvernement, touche depuis trois semaines par un vaste scandale
politico-financier. “Avec cet amendement, le Haut-conseil doit rendre
compte au ministère de la Justice. Cet amendement est contraire a la
Constitution”, a ajoute l’institution.

La commission parlementaire en charge des questions de justice
se penche a partir de vendredi après-midi sur une proposition de
loi du Parti de la justice et du developpement (AKP) au pouvoir,
qui vise a reformer le Haut-conseil des juges et procureurs (HSKY)
en y renforcant le poids du gouvernement.

Ce projet doit elargir la composition de cette institution et
accorder au ministre de la Justice le dernier mot concernant les
nominations de magistrats a des institutions judiciaires cle comme
la Cour constitutionnelle.

Cette reforme intervient alors que le Premier ministre Recep Tayyip
Erdogan a opere des purges sans precedent dans la police et tente de

Le Perou Ouvre Des Pourparlers Pour Un Accord De Libre-Echange Avec

LE PEROU OUVRE DES POURPARLERS POUR UN ACCORD DE LIBRE-ECHANGE AVEC L’ARMENIE

ARMENIE

Le ministre des Affaires etrangères du Perou Eda Rivas et son homologue
armenien Edouard Nalbandian se sont rencontres a Lima pour discuter
de la perspective d’un accord de libre-echange entre les deux pays.

Les autres sujets abordes lors de la reunion ont ete la creation d’un
mecanisme de consultation politique et la renonciation mutuelle de
l’exigence de visas pour les titulaires de passeports diplomatiques.

En outre, les deux ministres ont parle de la nomination de consuls
d’honneur des deux pays et l’interet du Perou dans la signature d’un
accord de libre-echange avec l’Union douanière formee par la Russie,
la Bielorussie et le Kazakhstan.

La reunion s’est tenue au siège du ministère peruvien de Affaires
etrangères.

Resumant l’annee 2013, le directeur du Centre d’etudes regional
la considère comme ” l’annee des militants ” compte tenu de leur
implication dans les differentes sphères.

Richard Giragosian a dit que la participation active de la societe
civile a demontre que l’Armenie n’est pas desesperee et que de plus
en plus ses citoyens essayent de defier le gouvernement.

” Au cours des six premiers mois de 2013 nous avons vu une amelioration
poussant l’Armenie a se rapprocher de l’Union europeenne, mais la
tendance de la deuxième moitie de 2013 a eu un effet contraire. À
partir du 3 Septembre, lorsque le president armenien a surpris
avec sa declaration – la decision hâtive et dire ” non ” a l’accord
d’association avec l’UE, je crois que cela a ete une occasion manquee
pour l’Armenie et un pas en arrière ” a dit Giragosian.

Le prochain evenement important souligne Richard Giragosian a ete le 2
Decembre, lorsque le president russe Vladimir Poutine s’est rendu en
Armenie, et les deux evenements, dit-il, etaient une insulte contre
la souverainete de l’Armenie, revelant la nature disproportionnee des
relations russo-armeniennes, caracterise par le manque de respect et
l’inegalite des chances.

Il a dit que fin novembre la reunion du president armenien et de son
homologue azeri a Vilnius est un autre developpement significatif de
l’exercice clos, ainsi que les visites sur le terrain des copresidents
du Groupe de Minsk de l’OSCE, la reunion du co-president russe avec
le ministre de la Defense et la reunion des co-presidents avec la
societe civile dans le Haut-Karabagh.

Richard Giragosian a souligne un autre evenement majeur de la fin de
2013, le vote du parlement de la ratification des accords du gaz dans
lesquelles, en particulier, les 20 pour cent de la participation du
gouvernement armenien dans ArmRosGazprom ont ete remis a la compagnie
russe Gazprom et qui regulent l’ordre d’approvisionnement en gaz
naturel a l’Armenie.

” Cet accord va causer plus de dommages a la souverainete de l’Armenie,
la securite nationale … Ce qui s’est passe a l’Assemblee nationale
montre que les autorites portent une plus grande responsabilite
maintenant ” a dit Giragosian, ajoutant que compte tenu des relations
russo-armeniennes, le choix de l’Armenie de rejoindre l’Union douanière
, on peut supposer qu’en 2014 l’Armenie pourrait se trouver dans un
mauvais etat economique.

Seryozha Grigoryan, a close relative of Republican Party of Armenia
MP Hrant Grigoryan, destroyed the old Yazidi cemetery of Myasnikyan
village in Armavir marz (province), claims the Sinjar Yezidi National
Union.

Sinjar representative Boris Tamoyan, in conversation with Epress.am,
said 22 graves were destroyed to build a wine factory. According to
local residents, Seryozha Grigoryan restored two of the graves, but he
denies destroying the other 20 graves and has refused to restore them.

“With this step, they offend an entire people and play with the
Republic of Armenia’s international reputation. Years ago, we witnessed
how as a result of Azerbaijan state policy, old Armenian cemeteries
were being destroyed in Nakhchivan, which was sacred for us and a
cultural value for the whole world,” reads the group’s statement.

Sinjar representatives draw Armenian authorities’ attention on the
crime and ask that “the person in question restore the damage caused
to the Yezidi nation, as well as assume responsibility before the law,
for the blasphemy.”
