Armenia’s migration rate, population statistics down in 2013

The latest findings by Armenia’s National Statistical Service reveal a
lower migration rate and a decrease in the number of permanent
residents.

>From January until December 2013, a total of 1,452,85 people arrived
in, and 1,494,86 departed from, the country. The negative balance is
thus 42,001, which is lower from the previous year’s records.

As for the permanent residents, their number is 3,17,400 as of January
1, 2014, i.e. – 9,500 people less compared to the same period of last
year. The findings further suggest that the urban population is
1,914,300 (of whom 1,068,600 are residents of capital Yerevan), with
rural population being 1,103,100.

Since January 1 2013, the number of urban and rural residents has thus
decreased by 3,200 and 6,300, respectively.

Al-Monitor: Why is Turkish Armenian writer Sevan Nisanyan in jail?

Sevan Nisanyan, a Turkish citizen of Armenian origin born in 1956, is
without doubt one of the most colorful personalities in Turkish
intellectual life. In the book Wrong Republic, he wrote about
questioning the “Ataturk taboo” in Turkey, arousing the anger of
secular-nationalist Turks. He outraged religious circles with his
criticism of Muslim beliefs, has infuriated feminists and leftists and
never hesitates to speak bluntly about the Armenian genocide,
Al-Monitor writes.

Nisanyan thinks the real targets of his prison sentence are his
identity and opinions. He was bitter and angry before he went to
prison. He expressed his sentiments to Turkish journalist Hasan Cemal:
“All my life — with my books, with my work in the village — I tried to
do something good for the people. What did I get in return? From the
state, I always got suspicion, enmity and despotism. I always had to
deal with ethnic and political prejudices, with disrespect and
contempt. Five governments, eight sub-governors — [I] don’t know how
many ministers and governors changed. Every once in a while, we get a
couple of decent people and high hopes. But in the end, nothing
changes.”

Nisanyan was more blunt in an earlier interview with Agos, expressing
his views about the true motivation behind his prison sentence: “It is
obvious that the fact that I am Armenian plays a role in this process.
In Turkey, anyone who goes out of the box is punished, even if your
last name is [that of a] ‘true Turk.’ If you do something out of the
box, you get punished. On top of that, if you are Armenian, your
punishment is magnified.”

There are many who think that Nisanyan was sentenced to prison not
because of construction infractions, but because of his views that
defy a number of taboos in Turkey. A local and international petition
campaign for his release states the following:

Sevan Nisanyan is being punished for doing illegal construction on his
own land in Turkey, which is a haven for illegal construction, and is
now incarcerated at Izmir-Torbali prison, since Jan. 2. Moreover,
instead of being awarded a Nobel Prize for architecture for what he
created in Sirince, he faces about 50 years of prison terms for 17
cases brought against him. In fact, everybody knows that the case
against Sevan Nisanyan has nothing to do with construction
infractions. He is being punished for his history and literary work
challenging the official ideology.

Another petition campaign asserts that the real reason for Nisanyan’s
prison term are his views on Islam:

We denounce the injustice of … years of prison terms slapped on Sevan
Nisanyan for a village tenement he built on his own land. The sentence
given to Sevan Nisanyan, who turned Sirince into a paradise of culture
and tourism in our country, which is a nirvana for illegal
construction and crooked urbanization, is unjust and disgraceful. We
don’t believe that the heavy and unjust imprisonment of Nisan Sevanyan
is because of construction regulations, when another trial has been
going on for 13 and a half months’ imprisonment for saying that
satirical and denigrating expressions about Islam in a country with a
Muslim majority can’t be a hate crime. The sentence handed to Nisanyan
is a disgrace that should rattle our conscience and cast shadows on
hopes for freedom of thought.

In short, there is a sizeable group in Turkey that thinks Nisanyan’s
going to prison has nothing to do with infractions of construction
regulations.

The corruption investigations launched against the government (that
are not going anywhere because of heavy pressure) have revealed
illegally issued construction permits amounting to millions of dollars
in Istanbul, making it a tragicomedy that an Armenian who built a
small shed on his own land ends up in prison. It is a reality that one
must think hard about to understand Turkey.

Botkyrka municipal council meeting.Stockholm (AINA) — Assyrians
and Turks held demonstrations outside the municipal building of
Botkyrka, a small town approximately 20 KM southwest of Stockholm,
as the municipal council met yesterday to consider the proposal made
by Assyrian groups to erect a genocide monument. According to the
Swedish Assyrian online magazine Hujada, the council rejected the bid
to fund the monument but offered to provide land for the monument if
it would be funded privately.

The proposal was submitted to the council by the Assyrian Genocide
Research Center.

Fehmi Barkarmo, who submitted the proposal, informed the council the
Assyrians in the municipality would submit a new proposal under the
new decision. “Our starting point is that it should be municipally
owned land,” Barkarmo told Hujada.

The proposed monument would honor the victims of the Turkish Genocide
of Assyrians in World War One, between 1915 and 1918, which claimed
the lives of 750,000 Assyrians (75%), as well as 500,000 Pontic Greeks
and 1.5 million Armenians.

The Assyrian demonstration was organized by the Assyrian Genocide
Research Center with the support and participation of Assyria Cultural
Centre in Botkyrkavagen, Assur Society in Fittja, Assyrian Cultural
Association of Botkyrkavagen, Inanna Family Association, Assyrian Youth
Federation, the Assyrian Women’s League and the Assyrian Federation.

The Armenian branch of Instigate Robotics (US) has received permission
today to operate at the Alliance Free Economic Zone in Yerevan,
managed by Sitronix Armenia, News.am reports.

The US company plans to assemble the Educotper and Photocopter drones.

They will be exported to North America, EU, spot-Soviet states,
Middle East. Exports will total $1.9 million in the next 3 years.

The company is negotiating investments to automatize drone control.

The company will spend $300,000-500,000 to organize production
and foreign partners will spend additional $396,000. Staff of the
company’s training center and the ACS System Department of the State
Engineering University of Armenia will be mobilized for the project.

C’est a l’occasion d’une visite de deux jours a Istanbul et Ankara
que le president Francois Hollande a annonce, lundi 27 janvier, que
les Francais seraient consultes, par referendum, sur la question de
l’entree de la Turquie dans l’Union europeenne (UE).

Rapprochement francais vers la Turquie

Le debat avait ete sensiblement enterre par son predecesseur,
Nicolas Sarkozy, qui avait d’ailleurs largement refroidi les relations
diplomatiques entre Ankara et Paris, en 2011, alors qu’il se prononcait
ouvertement contre cette adhesion a l’UE. Francois Hollande, parti
de France avec la ferme intention de renouer avec cet acteur majeur
du Moyen-Orient, a voulu changer la donne.

Lors d’une conference de presse avec son homologue Abdullah Gul, le
president francais a alors annonce : >

La Turquie demeure encore aujourd’hui un pays dans lequel la liberte
d’expression est plus que jamais surveillee et reste aujourd’hui le
deuxième pays au monde pour le nombre de journalistes emprisonnes. De
nombreux elements qui ne font que decredibiliser la candidature turque
a l’Union europeenne.

Un constat qui se verifie par les chiffres. Selon un sondage Ifop
publie par Valeurs Actuelles, 83% des Francais seraient opposes
a l’adhesion turque. Parmi tous les pays europeens, ce score, en
constante progression, est le plus eleve.

Lors de sa visite d’Etat en Turquie, le president n’a pas prononce le
mot mais s’est pose en defenseur de la reconnaissance du genocide. De
notre correspondante.

Le chef de l’Etat francais a menage la susceptibilite des Turcs et n’a
pas prononce le mot qui fâche, celui de “genocide”. Mais les massacres
et deportations de centaines de milliers d’Armeniens ordonnes par
les autorites ottomanes pendant la Première guerre mondiale l’ont
accompagne tout au long de sa visite en Turquie.

Lundi, lors de la conference de presse avec Abdullah Gul, son
homologue, Francois Hollande a ainsi declare : “Le travail de memoire
est toujours douloureux mais il doit etre fait. Ce que nous avons
a mener, c’est la reconciliation a travers la recherche de ce qui
s’est produit et la reconnaissance de ce qui s’est fait.” A Istanbul
le lendemain, a l’universite de Galatasaray, il a poursuivi dans la
meme veine, en affirmant qu’un “peuple qui fait cet effort douloureux
se grandit”.

Tourner la page d’annees de brouille

Evoquer ou ne pas evoquer le sujet qui electrise les relations
entre les deux pays ? La reponse n’etait pas evidente car l’objet
de la venue de Francois Hollande sur les rives du Bosphore etait
justement de tourner la page d’annees de brouille. Renforcee certes
par l’opposition viscerale de Nicolas Sarkozy a l’entree de la Turquie
dans l’Union europeenne, elle se nourrit des demarches legislatives
successives des parlementaires francais sur le genocide armenien.

“Nous avons fait le choix de dire ce que nous avions a dire,
de l’assumer, pas de nous cacher derrière notre petit doigt”,
explique-t-on dans l’entourage du president. Comme le montre cependant
l’ajout a la dernière minute de la rencontre en tete-a-tete entre
Francois Hollande et Rakel Dink, la veuve du journaliste armenien
abattu devant son hebdomadaire “Agos” par un nationaliste turc, le 19
janvier 2007, la strategie n’a pas ete simple a assumer. Car meme si
la rhetorique negationniste de l’Etat turc s’est un peu assouplie,
Ankara continue de nier le caractère genocidaire des massacres de
1915 et se heurte toujours a la position francaise.

Le tabou du genocide a saute

Les entreprises tricolores ont ainsi largement ete ecartees des gros
appels d’offres publics turcs depuis une decennie. Le boycott a demarre
avec la loi reconnaissant le genocide armenien en 2001. Nouvel accès
de fièvre des Turcs après une tentative de penaliser son deni en 2006,
puis en decembre 2011 lorsque le Palais Bourbon vote une loi en ce
sens… qui sera finalement rejetee par le Conseil constitutionnel
en fevrier 2012. Francois Hollande n’est pas le premier chef d’Etat
etranger a appeler la Turquie a accomplir son devoir de memoire.

Barack Obama avait fait de meme devant la Grande assemblee nationale
a Ankara, en 2009.

Mais si cette posture morale, qui est un gage donne a la diaspora
armenienne de France, passe sans trop de couacs aujourd’hui, c’est
aussi parce que le tabou du genocide a saute en Turquie ces dernières
annees. Et a un an de la commemoration du centenaire de 1915, les
autorites turques ont conscience que leur discours negationniste
caricatural n’est plus audible sur la scène internationale.

Un arret de la Cour europeenne des droits de l’homme (CEDH), en
decembre, affirmant que la negation du genocide armenien ne constitue
pas un delit, donne egalement de l’assurance aux autorites turques : il
rend quasiment impossible un nouveau texte criminalisant un tel deni.

A Ankara, Francois Hollande a annonce que la decision-cadre europeenne
de 2008 qui punit “l’apologie, la negation ou la banalisation grossière
publiques des crimes de genocide” serait transposee dans le droit
francais (la France a obligation de le faire). Mais Turcs et Francais
savent bien que la decision de CEDH risque fort d’en exclure celui
des Armeniens.

While new world champion Magnus Carlsen of Norway was taking a Silicon
Valley victory lap, GM Levon Aronian of Armenia was winning the first
major tournament of 2014 and in the process making a strong statement
that he might be Carlsen’s most dangerous challenger in the candidates’
cycle ahead.

Aronian, the second-ranked player in the world behind Carlsen,
decisively won the 76th Tata SteelChess Tournament in Wijk aan
Zee and other cities in the Netherlands. Aronian finished at 8-3,
1 points ahead of Dutch GM Anish Giri and Russia’s Sergey Karjakin,
clinching first place with a round to go. The Armenian star, who now
has won Tata four times, would have finished an eye-popping 9-2 in
the event but for a last-round loss to veteran Dutch star Loek van
Wely in which the Armenian, in a very strong position, overlooked a
mate-in-one in time pressure.

Equally impressive, the 31-year-old Aronian manhandled some of the
young guns who are seen as his chief rivals in the bid to take on
Carlsen, defeating both U.S. No. 1 Hikaru Nakamura and Italian GM
Fabiano Caruana at Tata.

Speaking of young guns, rising American star GM Kayden Troff of Utah
got his first taste of elite international competition, playing in the
strong Tata Group B flight. It wasn’t exactly a Pillsbury-Hastings
1895 moment for Troff: He won his debut game against Holland’s IM
Marijn van Delft, but would not win another full point, finishing
in a tie for 11th at 4-8. Croatian GM Ivan Saric won with a fine
10-3 score, with legendary Dutch star Jan Timman, now 62 and an
infrequent competitor on the international stage, claiming second
place on tiebreaks ahead of Georgian GM Baadur Jobava.

Carlsen, meanwhile, was enjoying the perks of a champion. He was
spotted giving a simultaneous exhibition to a group of employees at
Google’s Mountain View, Calif., headquarters (he won every game) and
later checkmated Microsoft billionaire Bill Gates in a casual game
in all of nine moves. (Gates is an avid bridge player, so perhaps he
should get a pass on this one.)

Aronian isn’t always as flashy as some of his peers, but his play
has a rigor and beauty all its own. The decisive game at Tata came in
Round 9, when the Armenian was clinging to a half-point lead against
Karjakin when the two sat down to play. The Russian used a Queen’s
Indian line he had employed last year to defeat Aronian, but this
time White came prepared.

Black’s 18. Nf4 Qd6?! is the first new move of the game, but Karjakin
quickly gets into trouble after 19. Bxf6 Bxf6 20. cxd5 exd5!? (Nxd4
was an interesting alternative, with the idea of 21. dxe6 Bxe5 22.

Bxb7 Rab8 23. exf7+ Kh8 24. Be4 Bxf4 gxf4 Rxf7, with good compensation
for the pawn) 21. Bxd5 Bxe5 22. dxe5 Qxe5 23. Re1 Qf6 25. Qg4 Qg6 26.

here would have given Black some breathing room), with a clear
initiative for White.

31…Rxd5 32. Rc7 Rh5 33. Qg4 Bxe4 34. Qxe4 a5; safer anyway here for

Aronian’s endgame play is impressive, coolly allowing his kingside
to fall while pressing forward with the precious b-pawn. Things come
together nicely on 51. b5 Kh3 (f5 52. Kd4 f4 53. gxh4 gxh4 54. b6 Kh3
[h3 55. Rb3!, as in the game] 55. Ke4 Kxh2 56. Kxf4 h3 57. f3+ Kg1 58.

Top-level tournaments rarely feature miniatures, as elite grandmasters
are not in the habit of losing quickly. Oddly, the premier Tata
tournament had a pair of shorties, with German GM Arkady Naiditsch
going down in 19 moves (with White!) to India’s Pentala Harikrishna,
and Cuba’s Leinier Dominguez Perez needing just 21 moves to take out
young Filipino GM Wesley So.

So’s Petroff Defense is supposed to be one of the most drawish
defenses in chess, but White castles long and launches an early
kingside attack. Black looks solid up until 15. h5 Re8 16. g4 g6?

(violating the old rule not to move pawns in front on one’s king before
it is absolutely necessary; fine for Black were 16…d4 17. h6 g6
18. cxd4 Bxf3 19. Qxf3 Qxd4; or even 16…h6!? 17. Qf5 Re6 18. Rde1 Qd7

Summary of the Project
CENN, together with Mercy Corps, is implementing the EU-funded project
‘Enhancing Local Capacity and Regional Cooperation for Climate Change
Adaptation and Biodiversity Conservation in the South Caucasus’. One of the
main objectives of the project is the development of two trans-boundary
Climate Change Adaptation (CCA) plans for the two trans-boundary (Arm-Geo;
Az-Geo) eco-zones, in cooperation with the project stakeholders. The first
(Arm-Geo) eco-zone covers the Ninotsminda, Dmanisi, Bolnisi and Marneuli
municipalities of Georgia and the Lori region of Armenia. The second
(Az-Geo) eco-zone covers the municipalities of Sagarejo, Sighnaghi and
Dedoplistskaro in Georgia and the Agstafa, Tovuz, Shamkir and Samukh rayons
of Azerbaijan.

SCOPE OF THE ASSIGNMENT
Within the scope of this project, CENN is seeking a consultant (organization
or group of specialists) to assists in development of the two trans-boundary
Climate Change Adaptation (CCA) plans for the abovementioned eco-zones, in
cooperation with project stakeholders. The consultant will work in
accordance with the methodology proposed by CENN. The CCA plans should
incorporate the findings and activities of the previously developed twelve
municipal level CCA action plans. The plans should enhance understanding of

Review and study materials/documents developed for the target areas within
the framework of the project, in particular: baseline surveys, reports of
participatory workshops, guidance of CCA/DRR planning, local CCA plans, etc.
(materials will be provided by CENN)

Research of existing best available methodologies on CCA planning; collect
main findings on local/national environmental strategies (for target areas).

Identifying relevant experts and stakeholders (Georgia, Armenia and
Azerbaijan) to be involved in trans-boundary plan development process.

Organization of 3 national workshops to agree on chosen
approach/methodology, draft the content of 2 trans-boundary CCA plans with
the participation of project stakeholders (local/national working groups and
steering committee members).

Development of the 2 trans-boundary CCA plans. (Elaboration of documents in,
English, Armenian, Azerbaijani and Georgian languages)

Organization of 2 trans-boundary seminars to present CCA plans, receive
feedback, incorporate it into the CCA plans, and approve the plans with the
trans-boundary working groups and local/national governments.

Final correction and communication of the plans with the project team and
stakeholders.

Develop presentation and report on trans-boundary planning methodology,
applied approaches and implemented activities.

Please note that organizational costs for the seminars and workshops will be
covered by CENN.

Qualifications and Experience
. Advanced degree in natural sciences, geography and/or related
fields
. 3 -5 years of experience in the relevant fields
. Ability to plan and manage tasks independently
. Good interpersonal and communication skills
. Experience in working on CCA plans or CCA focused projects
. Experience in working with Steering Committees and/or diverse
stakeholder groups
. Experience in organizing national seminars/workshops

Outputs, Terms and Conditions for provision of services
Minimum deliverables of the work are: Two developed and agreed
trans-boundary CCA plans;

Deadline for the delivery of results by the Consultant: 30 May, 2014

Payment
. The first payment (30 % of the total sum) will be made up on the
commencement of work. The second payment (the remainder of the sum) will be
transferred after successful completion of the work.

ANCA Glendale Chapter To Host Traffic Safety Panel

GLENDALE, CA- The Armenian National Committee of America-Glendale
Chapter in partnership with the City of Glendale, Glendale Community
College, Glendale Unified School District, Armenian Relief Society
Glendale Sepan Chapter, Armenian Youth Federation Glendale Chapter,
Armenian Bar Association, YMCA Glendale, and Walk Bike Glendale, will
be hosting a driving safety panel for teenage drivers this Thursday,
January 30th, 2014 at 6:30 PM at the Isaac and Janet Kazandjian Hall
of the Krikor and Mariam Karamanoukian Glendale Youth Center located
at 211 West Chestnut Street in Glendale. Because of the increasing
number of pedestrian fatalities in the last year, the ANCA Glendale
felt it an obligation to get involved in community education and
outreach with regards to driving safety. The panel discussion this
Thursday includes police officers, lawyers, and teenagers who are
ready to share their experiences and to influence the driving habits
of young adults in Glendale. Attached is the flyer for the event.

The ANCA-Glendale advocates for the social, economic, cultural, and
political rights of the city’s Armenian American community and
promotes increased civic participation at the grassroots and public
policy levels.

Only Self-Organized Citizens Change The Policy

ONLY SELF-ORGANIZED CITIZENS CHANGE THE POLICY

According to Ruben Mehrabyan, expert of “Center for Political and
International Studies”, Ukraine events show that the self-organized
civic potential can turn into a serious political factor – Mr.

Mehrabyan, recently, unfortunate events taking place in Ukraine is
often pointed out, and attempts are made to justify Armenia’s choice
made on September 3, in the sense that here see what is happening in
Ukraine, but we are a small country, could we choose a different way…

? Are there any grains of truth in such comments? – Of course, no,
there is no gain in such comments, nor, particularly, the truth.

Today, Ukrainian people create a free Ukraine, its modern history,
becoming a beacon of freedom not only for the post-Soviet states,
including Armenia, but also for Russia. Of course, this process is
accompanied by painful events: the authorities have unleashed massive
violence and bloodshed, people coming out to peaceful protest are
killed. They have become the heroes of the Resistance Movement, whose
name will be used to name the streets and squares. But, 20-year-old
Sergey Nigoyan, who was deceased in Euromaidan, in Kiev, forever
united Fighting Armenia and Fighting Ukraine with brotherhood ties.

Criminal-oligarchic, corrupt, anti-civilization regime “Black
international” that was formed almost throughout the entire territory
of the former USSR headed by Putin’s regime and sponsorship, it is
clear that no discrimination will be put into the resources, nor the
country, no matter it is Ukraine, or Armenia, or elsewhere. We were
the witnesses of it in Yerevan, on March 1st, and we are witnessing
today, when in Kiev, as well as in Armenia in 2008, the government
unleashed the police and criminal terror resulting in the death of
civilians. It is the same handwriting, they are authorities driven
by the same “values”, which are openly sponsored and “inspired” by
“spiritual fathers” of the Kremlin. Simply, the realities in Armenia
and Ukraine are different due to regional peculiarities. The most
important amongst them: Ukraine does not have Karabakh conflict
and Ukraine has a direct border with the United Europe. And , as
for the claim that Armenia’s September 3 decision was “inevitable”,
especially as justification bringing developments in Ukraine, then
it does not stand any test. In the process of four years, Armenia was
negotiating with the EU, and the authorities had time and opportunity
to conduct internal reforms. In the meantime, the government was
busy with imitation, deception, and self-delusion. The opposition,
in turn, turning the EU Association Agreement into a trump card not
only could, but also should compel the authorities to go for real
changes. It should definitely to put pressure on the government in
some issues, like elimination of monopolies, separation of business and
politics, ensuring real independence of the judiciary, tax and customs
liberalization for the benefit of small and medium-sized businesses,
and so on. In fact, in the background of government imitation,
the very opposition was obliged to explain to the citizens that the
European idea, which is also the idea of Liberty, Rights and the Law,
is the pathway with no alternative, which also provides well-being
to Armenia with no raw materials and landlocked, that there is no
well-being without freedom. Instead, we saw a persistent endeavor
to cooperate with more “named” oligarchs, with some dubious Russian
circles. In fact, the European idea remained politically “ownerless”,
except for a few number of parties. And, the Armenian opposition,
generally, appeared more puppet than even the authorities, whose
“merits” have long been well-known to us. So, there could not be any
excuse or explanation to this cowardly, degrading and dangerous move
of September 3. – In the government session, last week, the Action
Plan on Armenian accession to the Customs Union and to the Belarus,
Kazakhstan and Russia’s common economic area was approved: the schedule
for implementation of the “road map”. The authorities stated that only
one or two days of work of technical issues and accurate translation
is left to bring everything to the end. Is it justified in keeping the
document secret from the community, given the fact that there was no
lack of people requiring the EU Association Agreement made public? –
The decision of Armenian authorities to join this “Customs Union”
called tyranny alliance, does not have anything to do with real
interests of the Republic of Armenia, and our citizens, but also
directly contradicts them. And making the “road map” of this infamous
process public, of course, is not so easy and a pleasant thing to
do. Maybe, it will be made public, and it will be a bureaucratic,
nothing containing document that will conceal this, in fact, loss
of sovereignty, national humiliation, “Anschluss” process, simply
by serving as a smokescreen. Those demanding publication of the
EU Agreement, yes, are silent now, they no longer demand neither
this nor the publication of CU accession documents. Moreover, the
present silence is like a “conspiracy of silence” under which this
capitulation occurs, by the principle of “Sovereignty for preservation
of power”. And, frothy, non-binding and, in fact, harmless calls of
some opposition circles regarding resignation of Serzh Sargsyan and
Tigran Sargsyan (it seems they also were thrilled and left after it)
transfer necessary dose and background of the scene required for this
process. – Since January 2014, the amendments in RF laws on entry and
stay of foreign citizens entered into effect. Under the new, stricter
procedures, foreign citizens have the right to stay in Russia at no
more than 3 months, 90 days, after which they must leave the country.

In your opinion, how much is this consistent with the goals
periodically voiced by Russian authorities about the Eurasian
integration? – Of course, this is a positive trend. Naturally, this
new procedure is contrary to the so-called “Eurasian integration”
logic. Not only the wave of anti-migrant sentiments are increased among
Russians, which is quite understandable, but also many Russians rightly
accuse the authorities due to corruption reasons for encouraging this
multimillion “flood” of immigrants. All this is accompanied by the
most ugly variations and lead the country to fascistization. Hence,
the Kremlin imperialists can not ignore this reality. On the other
hand, this is also a positive trend in terms of Armenia. The Armenian,
expropriated by the oligarchy, and having a bread and butter issue
would seriously think of whether to stay in the homeland, fight as a
citizen for the sake of freedom and rights of his and his children,
or to be guided by the advice of the Prime Minister to catch the
road of migration to avoid the “revolution”. – On January 24, the
Constitutional Court decided to suspend the action of Article 76 and
clause 3 of Article 86 of the Law on “Funded Pensions” until the end of
the trial on constitutionality of the law. Is this a concession by the
authorities? Did the fight of the public sector produce its results,
or the authorities just temporarily are doing such a step back? – Of
course, this is a concession by the authorities. The unprecedented
mass rally held on January 18, which I am sure, is not the last,
forced the authorities to step back.

However, this is a temporary concession, and the authorities, as well
as during the “100 dram” movement, rebounding, will wait for the right
opportunity to nevertheless “concede from underneath” this ill-fated
law. No need to lose vigilance, to increase pressure, and continue
to disallow various political groups trying to exploit this brilliant
movement for their narrow partisan goals. In addition, this movement
showed how important the self-organization of citizens, the increase
in potential of lawful, peaceful, and massive fight is. Ukrainian
events show that the self-organized civil potential can be turned
into a serious political factor, which can only in this way compel
the authorities and the opposition to reckon with their interests,
to exclude their shady deals at the expense of its interests and the
future, prolonging the existence of criminal-oligarchic existence,
which we have witnessed in Armenia several years ago, and serve
their own citizens, and not to be engaged in, let’s say, “and-and”
imitation jugglery or “political analysis”, which inevitably end in
inglorious conclusion. We, the citizens of the Republic of Armenia,
are obliged to learn these lessons, and we have no other way. Only
self-organized citizens are capable to change the policy: both
domestic and foreign, for the benefit of their interests. This is
the only way we can qualify for a truly free and independent Armenia.
