TURKISH FM REITERATES KARABAKH-RELATED PRECONDITION FOR NORMALIZATION WITH ARMENIA

Turkish Foreign Minister Ahmet Davutoglu has refuted reports suggesting
Turkey would soon open its borders with Armenia, reiterating the
precondition for normalization with Yerevan related to Karabakh.

“As long as the occupied lands are not free and the conflict between
Armenia and Azerbaijan is not solved in this frame, a complete
normalization of Turkish-Armenian relations is not possible. The
opening of borders is also an issue that should be seen in this frame,”
Davutoglu said while attending the annual Turkey-Azerbaijan-Georgia
tripartite meeting in the Azerbaijani city of Ganja, reports the
Hurriyet Daily News.

Armenia and Turkey signed diplomatic protocols on establishing
diplomatic relations and opening the currently closed border still
in 2009, but the deal has not been ratified in either country’s
parliament as Ankara began to advance conditions to Yerevan regarding
the settlement of the Nagorno-Karabakh conflict that would be in
favor of Turkey’s regional ally Azerbaijan.

>From the very beginning Armenia has insisted on an unconditional
normalization of relations with Turkey and has accused the latter of
torpedoing the rapprochement process by setting preconditions.

DES CHINOIS INTERESSES POUR INVESTIR POUR LE CHEMIN DE FER ARMENIE-IRAN

Selon le gouvernement armenien, les investisseurs chinois sont prets a
financer un projet ambitieux de 3 milliards de dollars pour construire
un chemin de fer reliant l’Armenie a l’Iran qui pourrait etre lance
en 2016.

Le chemin de fer de 470 km a ete prevu par les deux Etats voisins
depuis la fin des annees 1990. Le projet a ete officiellement approuve
par les gouvernements armenien et iranien en 2009. Mais il reste encore
du pain sur la planche principalement en raison de leur incapacite
a attirer des financements du parcours armenien.

Rasia FZE, une societe d’investissement peu connue basee a Dubaï,
a accorde en 2012 une concession de 50 ans pour construire et gerer
une section de 305 kilomètres nommee SAR (le chemin de fer d’Armenie
du Sud). Rasia a a son tour contacte le groupe China Communications
Construction Company (CCCC) pour qu’il mène une etude de faisabilite
et recommande un itineraire rentable pour le chemin de fer.

Joseph Borkowski, president de Rasia, a presente les resultats finaux
de l’etude au Premier ministre Tigran Sarkissian lors d’une reunion a
Erevan mardi. Selon le service de presse de Sarkissian, le CCCC estime
le coût total de la construction du chemin de fer a 3,2 milliards de
dollars, une somme equivalente a l’ensemble du budget de l’Etat de
l’Armenie pour 2014.

commencer en 2016 et se terminer en 2022 “, a declare le bureau dans
un communique. Il a declare que Sarkissian a souligne la necessite

Sarkissian et Borkowski ont deja discute des conclusions de la CCCC
quand ils se sont rencontres en septembre dernier en marge d’un forum
economique international qui s’est tenu dans la ville chinoise de
Dalian. Une declaration de cette reunion publiee par Rasia a affirme
que la societe chinoise contrôlee par le gouvernement croit en la
“viabilite economique forte du chemin de fer”.

” Comme chaînon manquant cle dans le corridor de transport
international entre le Nord et le Sud, le SAR va creer l’itineraire
le plus court de transport depuis les ports de la mer Noire vers les
ports du golfe Persique >>, a indique le communique. ” Le chemin de
fer mettra en place un important couloir de transit des marchandises
entre l’Europe et la region du golfe Persique, avec des previsions
de trafic a long terme equivalent a 18,3 millions de tonnes par an. ”

Le chemin de fer s’etendrait principalement a travers la province
montagneuse de Syunik, frontalière de l’Iran. D’où le coût très eleve
de la construction, qui a longtemps souleve des doutes quant a sa
faisabilite. ” Le chemin de fer aura 84 ponts enjambant 19,6 km et 60
tunnels de 102,3 km, comprenant 40 % de la longueur total du projet
>>, a declare Rasia en septembre 2013.

Le bureau de Sarkissian acite Borkowski mardi comme ayant dit que
son entreprise basee a Dubaï est deja a la recherche d’investisseurs
internationaux interesses par le projet. ” Il a ete souligne que les
banques chinoises se sont dit pretes a financer 60 % du projet “,
a-t-il dit, sans plus de precisions.

Les fonctionnaires armeniens ont deja appele la Russie comme une
autre source potentielle de financement. Le gouvernement russe et la
compagnie ferroviaire nationale RZhD n’ont pas exclu cette possibilite.

La question etait apparemment a l’ordre du jour en septembre dernier
lors des negociations entre les presidents armenien et russe,
qui ont ete suivies par l’annonce de la decision de rejoindre
l’Union douanière. Dans un communique commun, ils se sont engages
a ” la poursuite des efforts communs pour realiser des projets
d’infrastructure, y compris la communication des chemins de fer,
ainsi que la construction de nouvelles routes logistiques et de
communication. ”

Pourtant, les Russes ont jusqu’ici pris aucun engagement formel sur
la liaison ferroviaire entre l’Armenie et l’Iran, qui est egalement
fortement soutenu par le gouvernement iranien. L’ambassadeur iranien
en Armenie, Mohammad Reisi, a declare plus tôt ce mois-ci que le
projet sera presenter lors de la prochaine reunion d’une commission
intergouvernementale armeno-iranienne sur la cooperation economique.

ARMENIANS PAYING FOR NON-EXISTENT CARS

Armenians who had sold their cars about 10-15 years ago have been
receiving fines for absence of motor third-party liability insurance
since the start of this year, according to new motor insurance rules
that came into force on January 1. The daily fine totals 500 drams.

The traffic police have apologized for any “technical problems and
laxities” with administrative acts. Police Chief Vladimir Gasparyan
ordered the traffic police to help people properly register vehicles.

Until recently, the laws did not oblige people to register purchase
and sale of cars at traffic police offices. The situation changed in
2013 and people who sold their cars need to reregister.

Tigran Ovannisyan, President of the League for Protection of Drivers,
said that such problem may only cause confusion because reregistry
of cars can only happen after deletion of old registries. Armenia has
a whole army of drivers who sold their vehicles and need to pay some
10,000 drams ($25) for non-existent cars.

IRAQ, ARMENIA AGREE FACILITATING MOVEMENT OF CITIZENS

BAGHDAD/ Aswat al-Iraq: Iraq and Armenia agreed today to facilitate
the transport of their citizens and businessmen.

In a statement by Iraqi foreign ministry, talks were held today
between Iraqi foreign minister Hoshiar Zebari and his Armenian
counterpart where both sides reviewed bilateral relations and means
for developing them.

It added that Armenian foreign minister confirmed the desire of his
country to increase trade relations with Iraq, opening a general
consulate in Arbil, resumption of direct flights and cooperation in
agricultural, trade and tourism sectors.

Zebari confirmed that dialogues and peaceful means should prevail in
the Syrian crisis, the statement added.

The views of both sides on Geneva-2 Conference were identical that
peaceful solutions should be reached to meet the aspirations of the
Syrian people.

‘WE ARE ALSO IN MAIDAN’: YEREVAN ACTIVISTS SHOW THEIR SUPPORT FOR UKRAINIAN DEMONSTRATORS

After the clashes in Kiev yesterday, a rally “We are also in Maidan”
was organized today in Yerevan, Armenia, to express support for
demonstrators in Ukraine’s capital.

Yerevan supporters of Ukraine’s Euromaidan today gathered at Victory
Park and walked toward the Ukrainian Embassy. They carried posters
that read “Putin, Go Home”, “March 1 is approaching and It’s the same
situation in Kiev”, and “The fall of Yanukovych’s regime is the start
of overthrowing [Armenian President] Serzhik’s regime”.

“We have gone through almost the same journey, which is unfolding now
in the Ukraine. Six years ago citizens of Armenia who were standing up
for democracy, human rights and fundamental freedoms were gunned down
in the streets of Yerevan. We were not able to sufficiently resist
the power of the occupying regime. As a result, Armenia’s autonomy
and independence is in danger.

“We are calling on international democratic and civic powers and
governments to employ all possible means necessary and support
Ukrainian citizens. Furthermore, we are calling on international
powers to demand that the Ukrainian government stop the violence it
is employing against its own citizens, as a result of which three
citizens of the Ukraine were killed on January 22, 2014, one of whom
was the Armenian national, Samvel Nigoyan.

“Listen to the voice of the people. This is the only guarantee for
peace, freedom and prosperity. March 1st is fast approaching, and in
Kiev the same situation is taking place as in Yerevan six years ago,”
reads the description on the Facebook event page.

Participating in the march were civil society activists, human rights
defenders, director of the Concord Center, former Minister of National
Security Davit Shahnazaryan, Heritage Party representative Styopa
Safaryan, human rights activist Artur Sakunts, activist and publicist
Zara Hovhannisyan, and journalist Gayane Arustamyan.

DEPORTATION OF 170 THOUSAND ARMENIAN LABOR MIGRANTS FROM RUSSIA WILL CUT REMITTANCES BY 10% – GARIK MAKARYAN

YEREVAN, February 18. / ARKA /. Deportation of around 170 thousand
Armenian labor migrants working in Russia illegally will cut the amount
of remittances from Russia by 10% or $ 150 million, the chairman
of the National Union of Employers, Garik Makaryan, said at a news
conference today.

Under several revised Russian laws, citizens of some former Soviet
republics, including from Armenia, have the right to remain in the
territory of the Russian Federation without registration for only
90 days within every 180 days. This means that citizens of Armenia
cannot continually live in Russia for at least six months.

According to the Russian Embassy in Armenia, some 170,000 Armenian
labor migrants in Russia are facing the risk of being deported. They
are included in Russia’s migration service’s database, and after
crossing the border into Armenia their re- entry into Russia will be
automatically denied.

Markaryan said the return of tens of thousands of labor migrants
would affect the unemployment rate in Armenia dramatically, increase
the overall public discontent and add to the poverty level.

Assessing the government’s actions in the current situation, Makaryan
said he did not see special flexibility in its actions.

“Government members are indifferent to this and it seems that
they fully control the situation. However, it is a very deceptive
calmness, because we do not understand whether it is caused by its
full understanding of the situation and control over it, or simply
the cabinet does not posses enough information and did not look into
possible scenarios,” he said.

In 2013 some $1.869.7 billion were remitted to Armenia by individuals.

Of that amount about 86 % came from Russia. -0-

KARABAKH PRESIDENT DISCUSSES SOCIOECONOMIC DEVELOPMENT OF SOUTHERN REGIONS

STEPANAKERT. – President of the Nagorno-Karabakh Republic Bako Sahakyan
on Wednesday held a working consultation dedicated to socioeconomic
development of the republic’s southern regions.

President Sahakyan called important the integrated solution of the
existing problems and a need to apply a coordinated approach.

President Sahakyan gave concrete instructions to the heads of
concerned agencies.

Deputy Prime Minister Arthur Aghabekyan and other officials
participated in the consultation.

PRE-PARLIAMENT MEMBER PREDICTS HEATED TENSIONS BY MAY

Hranush Kharatyan, a former lawmaker now representing the
Pre-parliament group, says she expects heated tensions in Armenia
until the month of May.

Speaking to Tert.am, the activist said she thinks that the joint
campaign by the parliamentary minority and the civic groups, and the
wave of public protests against the pension reforms is likely to take
a more active turn by May 4.

“There is, probably, no consolidation at the moment, because [the
society] is waiting for the Constitutional Court’s ruling on the funded
[pensions]. Of course, the transport issue and Russia’s migration
package – which creates lots of difficulties for our employment
migrants – will be in the limelight too, as the latter directly impacts
our budget. It’s an open secret that a third of Armenia’s gross
domestic product is obtained actually through those resources. And
our payers become fully insolvent once employment migration becomes
impossible; or else Russia has to change its attitude to Armenia,”
she said.

Asked whether the society doesn’t need a political force to rely on,
Kharatyan replied that doesn’t think any of the parties inspires
positive hope in the people.

“That’s a very important question. I don’t think any of our political
forces today inspires enough hope to make a consolidation possible.

But I do not rule out the possibility of an alliance between those
oppositionists or semi-real oppositionists in the coming couple
of months. And that alliance may really be able to unite the civil
rebellion around it. I cannot say it for sure, but I don’t rule out
such an option,” she noted.

ARMENIAN FINANCE MINISTER NOT COMMENTING ON CC DECISION ON NEW PENSION REFORM

YEREVAN. – I will not comment on the decisions of the Constitutional
Court (CC), Armenian Finance Minister Davit Sargsyan stated at a
press conference on Wednesday.

Sargsyan reflected on the remark that the CC has exempted from legal
responsibilities in the case of not making mandatory funded pension
payments.

“I don’t want, and I don’t even have the right, to comment on the CC
decisions. But my basic knowledge on law says that there are different
kinds of [legal] responsibilities; that [legal] responsibility which
the employer has before the state.

“But if the employer has deducted the amount and kept it in his
account, does the employee have the right to demand his lost income?

And does the employer bear responsibility before his employees? The
answer here is unequivocal: yes. And the state, also as the protector
of the workers’ rights, will see to it that the employers do not
deduct the workers’ money and receive their interests and income,”
the minister said, in particular.

Earlier, the Ministry of Finance had issued a statement noting that
the employers are required to deduct those amounts and transfer them
to the appropriate funds.

The new funded pension plan, which formally came into force in Armenia
on January 1, 2014, is mandatory for those born in and after 1974
and voluntary for those born before 1974. In line with this plan,
5 to 10 percent of the monthly salaries in Armenia will be deducted
and mandatorily be allocated to cumulative pension funds; the latter
will be reimbursed as pensions once a person turns 63 years old.

On January 24, however, the Constitutional Court decided to suspend the
execution of some components in the Law on Funded Pensions pending
the hearing–on March 28–of the petition submitted by the four
non-ruling-coalition parliamentary forces–the Armenian National
Congress, Prosperous Armenia, ARF Dashnaktsutyun, and Heritage–,
and into the constitutionality of the several articles of the law.

Notwithstanding this, some employers already are deducting the
mandatory pension payment from the salaries of their employees.
