EUROPEAN COMMISSION URGES ARMENIA TO CLOSE METSAMOR NPP

The European Commission (EC) has called Armenia to work towards the
earliest possible closure of the Metsamor nuclear power plant.

It was stated in the report on Armenia’s implementation of the plan
on the European Neighbourhood Programme in 2013.

The EC also has urged Armenia to speed up the implementation of the
roadmap on energy efficiency and the target of 30 percent of generated
energy from renewable sources.

The Armenian government made a decision on March 27 to extend the
operation period of the second power unit of the nuclear power plant
in Metsamor, and at the same time activate the construction of a new
nuclear power plant.

Under the Armenian government’s recent decision, the Finance Ministry
was instructed to take measures to sign an agreement with the Russian
government to draw loans to implement the program by May 1, 2014.

Metsamor NPP, built in 1970, was closed down after the devastating
earthquake in Spitak in 1988, but resumed its operation in 1995
despite international protests.

Now Armenia intends to operate Metsamor NPP till 2026. The Armenian
government reached an agreement with Russian state nuclear agency
Rosatom to help keep the plant running beyond its original closing
date of 2016.

Armenia postponed the plant’s closure until 2020 in 2012.

The European Union labeled Metsamor NPP a danger to the entire region
several years ago. Head of the European Union Delegation to Armenia
Traian Hristea said in March 2013 that the EU continues to ask Armenia
to stop using the Metsamor nuclear power plant as soon as possible.

“We have repeatedly appealed to the government of Armenia, asking
it to develop a program for the conservation of the nuclear plant as
soon as possible,” Hristea said.

Regional countries Azerbaijan, Turkey, and Georgia have repeatedly
urged Armenia to close the outdated Metsamor NPP immediately. But,
Armenia still does not attach any particular importance to nuclear
safety.

US Department of State said Friday it is “deeply troubled” by recent
fighting and violence that is endangering the Armenian community in
Kesab area, northwest Syria, forcing many to flee.

“There are far too many innocent civilians suffering as a result
of the war. All civilians, as well as their places of worship,
must be protected,” Deputy Spokeswoman of the Department Mari Harf
told reporters.

“The violence I’m talking about is being perpetrated by groups
like ISIL Islamic State of Iraq and the Levant, so not the moderate
opposition, not the folks we work with repeatedly and consistently
on things inside Syria. “I think that the opposition has been very
clear in condemning extremism and saying they will fight extremism
inside Syria,” she added.

Harf indicated yesterday President Barack Obama spoke with Pope Francis
in Rome in which they discussed plight of minorities including Syrian
Christians.

“We deplore continued threats against Christians and other minorities
in Syria,” stressed Harf.

She confirmed that there have been some statements by groups
fighting in Kesab saying they will not target civilians and
respect holy places. Harf expects, “those commitments to be
upheld.” “The United States will continue its steadfast support
to those affected by violence in Syria and throughout the region,
including Syrian-Armenians,” she added.

Christians make up about 10 percent of the Syrian population according

Reports of desecrated churches, looted houses: locals blame Turkish
complicity

An Armenian Syrian pastor, whose family is from Kessab, close to
Syria’s northern border with Turkey, has reported that they have
fled the village after Syrian rebel jihadists took control of the
area. The fighting in the predominantly Armenian Christian town started
Friday March 21st. World Watch Monitor has seen a letter in which he
said fighters of the Al-Nusra front and ISIS (Islamic State of Iraq
and Sham – greater Syria) entered North West Syria from Turkey and
progressively took control over the town the same day.

Kessab is about 10Km from the Mediterranean, and the most northern
Syrian town near the coast.

The Armenian pastor writes that the day after the Al Qaeda-linked
fighters took control, most of the town’s population (some 650
families, over 3000 individuals), fled into the hills or had taken
refuge in the coastal city of Latakia, about 50km south of Kessab.

Nothing has been heard since from those who remained to guard family
properties.

Armenian media sources have claimed 80 Armenians were killed in the
assault. The pastor wrote: “In taking over control, churches were
desecrated, houses pillaged and government buildings destroyed.”

He writes that many internally displaced Syrians had already taken
refuge in the Kessab area, since it is located in the Alawite-dominated
region of Latakia, which has been relatively calm over the past
three years.

Sources who contacted the Religious Liberty Commission of the World
Evangelical Alliance say the Syrian Army launched a counter offensive
on Saturday 22 March. The RLC’s report reads: “On Sunday 23 March
jihadist reinforcements arrived. The remaining Armenians were taken
hostage as homes were looted and churches desecrated. That afternoon,
Turkish fighter jets shot down a Syrian Air Force MIG-23 jet that
was assisting SAA ground forces in repelling the jihadists”.

According to Turkey, the MIG-23 was 1.2km inside Turkish airspace,
but Syria denies this.

The Syrian Observatory for Human Rights – a UK-based activist group –
said initial reports from the area suggested the plane came down on
the Syrian side of the border.

The downing of the Syrian Airforce plane has been interpreted by local
Armenians as complicity by Turkey in the Islamist rebels’ advance,
stirring as it does memories of the Armenian genocide by Turkey a
hundred years ago. Indeed, the pastor wrote: “it not only reminds us
(of this), this is the continuation of the previous genocide.”

However the Turkish Prime Minister Tayip Erdogan said “A Syrian plane
violated our airspace. Our F-16s took off and hit this plane. Why?

because if you violate my airspace, our slap after this will be hard.”

The BBC’s James Reynolds says that Turkey has broadly sided with the
rebels since their war started in October 2011: Turkey shares an 800
Kilometres-long border with Syria.

Today, Thursday 27th March, Turkey has blocked access to YouTube
after a video was posted there, apparently showing members of its
government discussing military tactics linked to the war in Syria.

(Armenia, which borders Turkey, was the first population in the world
to accept Christianity as its ‘national’ religion, even before the
Roman Emperor Constantine did).

– Armenian President Serzh Sargsyan called Russian President
Vladimir Putin on Wednesday, March 19, to discuss pressing issues
of cooperation between the two countries and the implementation of
agreements on Armenia’s accession to the Customs Union created by
Belarus, Kazakhstan and Russia.

“The presidents exchanged opinions in connection with the reunification
of the Republic of Crimea and Sevastopol with the Russian Federation,”
the presidential press service said.

Armenian specialists will help draft the Customs Code of the
Customs Union created by Belarus, Kazakhstan and Russia, the Armenian
government said on March 13 after talks between Prime Minister Tigran
Sargsyan and Eurasian Economic Commission Board member Vladimir Goshin.

Sargsyan and Goshin discussed customs legislation and cooperation
during Armenia’s accession to the Customs Union. Goshin told Sargsyan
about the work on the Customs Code to be put into effect next year.

In September 2013, Armenian President Serzh Sargsyan “reaffirmed
Armenia’s wish to accede to the Customs Union and join in the process
of forming the Eurasian Economic Union.”

Armenia may join the Customs Union in 2014, Viktor Khristenko,
chairman of the Eurasian Economic Commission’s Board, said last week 6.

“I think the accession of Armenia will be legally formalised in 2014,”
Khristenko said.

Preliminary results of implementation by Armenia of the roadmap for
accession to the Customs Union were reported to the presidents of
the member states at a meeting of the Eurasian Economic Commission
on March 5.

“Over the two months that have passed since the December summit, and
we can say that Armenia has made great headway in implementing the
roadmap ahead of schedule. I feel optimistic about the possibility
and ability of Armenia to implement the 260-point roadmap and the
amount of work to be done before admission,” Khristenko said.

The Customs Union between Russia, Belarus, and Kazakhstan was
established on December 19, 2009, in Almaty, Kazakhstan, where the
leaders of the three states – Dmitry Medvedev, Alexander Lukashenko,
and Nursultan Nazarbayev – signed the Joint Statement on its founding.

The first phase of the Customs Union’s functioning began on January 1,
2010, with the introduction of a uniform customs tariff.

The Customs Union’s highest bodies are the Interstate Councils of the
heads of states and governments of its members. Its joint permanent
governing body is the Customs Union Commission.

The Customs Union formation envisages creation of a common customs
territory where no customs duties or economic restrictions will apply,
save for special protective, anti-dumping and compensatory measures.

Within the Customs Union, a uniform customs tariff and other uniform
measures regulating the commodity trade with third nations will
be applied.

The Eurasian Economic Commission is a supranational body of the
Common Economic Space created by Russia, Belarus and Kazakhstan. The
Common Economic Space has been operating since the start of 2012. A
supranational regulatory body – the Eurasian Economic Commission –
has been created and has become operational. It will take over the
function of further deepening of integration.

Russia, Belarus and Kazakhstan signed the Agreement on the Eurasian
Economic Commission on November 18, 2011. The Commission started
working on January 1, 2012.

The Commission coordinates integration processes within the Customs
Union and the Unified Economic Space.

The Commission has a Council made up of deputy prime ministers,
which will carry out overall supervision of integration processes,
and a Board, a working body to which all member states will delegate
their representatives.

The Ukrainian crisis should be resolved via dialog and on the basis
of international law standards, Armenian Prime Minister Tigran
Sargsian said.

“We are certain that the Ukrainian crisis should be resolved
peacefully, via dialog and negotiations and in accordance with
international law principles. This is our official stance,” Sargsian
said at the European People’s Party summit in Brussels on Friday.

According to the Armenian prime minister, the events in Ukraine
“cause serious concern” and are “a challenge to peace and stability
in the region,” the Armenian government press office said.

“While we found ourselves in a difficult geopolitical environment
and in front of serious challenges to security, Armenia has always
supported solely peaceful resolution of disputes and crises. And we
are certain that the Ukrainian crisis should be resolved firstly on
the basis of this principle,” Sargsian said.

The foreign policy agenda of Armenia has “a sensitive issue” – the
issue of Nagorny Karabakh, he said.

“We are committed to conflict resolution principles declared by
the Organization for Security and Cooperation in Europe (OSCE)
– not use of force, territorial integrity and nation’s right for
self-determination,” Sargsian said.

Yerevan continues to remain a bridge between partners, not a ground
to clashes of interest, the Armenian prime minister said.

“When making the decision to join the Customs Union, we followed
namely this principle. At the same time, we have said repeatedly
that relations with the EU will remain an important priority of
Armenia’s foreign policy. At the current stage we attach importance
to developing a new formation of cooperation with the EU. As a first
step the proposal to sign the political section of the Association
Agreement, without the section of free and comprehensive trade appears,
appears to be the best way for Armenia,” Sargsian said.

An Armenian parliamentary delegation left for Syria on Tuesday to
address the situation surrounding the Armenian-populated community
of Kesab outside Latakia, which had recently been attacked by gunmen
from Turkey.

Armenian parliamentary speaker Hovik Abrahamyan said a group of six
parliamentarians would be staying for some time in Latakia, where
most of the ethnic Armenians from Kesab had been evacuated.

“Upon returning home, the deputies will inform the Armenian parliament
of the situation existing there,” Abrahamyan said.

The Armenian Foreign Ministry had earlier expressed concern about
the situation in Kesab, which is close to the Turkish border.

Armenian President Serzh Sargsyan also expressed his concerns about
the incident in Kesab while paying a working visit to the Netherlands
on March 24.

BADROUSIEH, SYRIA–When hundreds of residents of the postcard-pretty
coastal Syrian village of Kassab fled this week, it bore historic
weight: it was the third time since 1900 that ethnic Armenians there
felt compelled to run for their lives.

They left once at the hands of vengeful Turkish neighbours, and later
because of Ottoman forces. This time it was Syrian rebels storming
into town. It was a heavy blow for the minority community that sees
the town as key to preserving the Armenians’ identity in Syria.

Kassab “is a symbol of Armenian history, language and continuity. It’s
very symbolic,” said Ohannes Geukjian, a political science professor
who writes on contemporary Armenian history and politics. “And so
the fall of Kassab, I consider it the defeat of Armenian identity in
that area.”

Rebels seized control of Kassab on Sunday after launching an attack two
days earlier in the coastal Syrian province of Latakia. The fighters
were from an array of conservative and Islamic groups, including the
Al Qaeda-affiliated Nusra Front.

The province has an ancient Armenian presence, but is better known as
a bastion of support for President Bashar Assad. It is his ancestral
home and that of followers of the Alawite sect, an offshoot of Shiite
Islam, that he belongs to.

The clashes led most of Kassab’s estimated 2,000 residents to flee
some 57 kilometres to Latakia city, emptying out a village that
boasted a Catholic, Orthodox and Protestant church.

“We had to flee only with our clothes. We couldn’t take anything,
not even the most precious thing — a handful of soil from Kassab. We
couldn’t take our memories,” said a woman to Syrian state television.

She identified herself as Kassab resident, but didn’t give her name.

Kassab is surrounded by the villas of middle-class Syrians who built
their homes amid green wooded hills overlooking the sea. The area
got a boost from a popular 2008 Syrian telenovela, “Daya, Daya,”
which was filmed in nearby village of Samra. Tourists flock to the
area in the summer.

Kassab residents, speaking to Syrian television, said mortar shells
and gunfire came from the Turkish border toward their village. A
Syrian field commander on a government-organized trip told journalists
near Kassab that gunmen began their attack “with clear support from
the Turks.”

Turkish officials refuted the claims.

“The allegations by some circles that Turkey is providing support to
the opposition forces by letting them use its territory or through
some other ways during the conflict … are totally unfounded,”
the Turkish government said in a media statement on Wednesday.

The Turkish government was prepared to admit Syrian Armenian refugees
and “protection could be provided to them,” the statement said.

Armenia’s President Serge Sarkisian said Kassab was attacked by
Turkish militants in 1909, forcing local Armenians to flee for their
lives. In 1915, as the 600-year-old Ottoman empire violently unraveled,
the Armenian population was deported by the Turks, and thousands died
as they marched across the desert.

A website created by Kassab descendants, “Kessabtsiner,” confirmed
those events.

“This is the third expulsion of Armenians from Kassab and it represents
a major challenge to modern mechanisms for the protection of ethnic
minorities,” Sarkisian said in a statement this week.

Historians estimate that up to 1.5 million Armenians were killed by
Ottoman Turks around the time of World War I, an event widely viewed by
scholars as the first genocide of the 20th century. Turkey, however,
denies that the deaths constituted genocide, saying the toll has been
inflated and that those killed were victims of civil war and unrest.

The forced flight from Kassab has deep meaning for many Armenians,
because it is one of the last areas tracing back to the 11th-century
from the Armenian kingdom of Cilicia, said professor Geukjian.

Other areas in modern-day Syria once had ancient Armenian villages,
but residents left to join larger communities in cities like Aleppo,
or assimilated into the wider Christian minority, or emigrated,
said Geuikjian. Only Kassab “kept its identity and language,” he said.

“When you say Kassab, you understand you are referring to the
Armenians,” said Arpi Mangassarian of Badguer, a Beirut-based Armenian
cultural organization. “It symbolizes Armenian culture.”

Armenian Foreign Minister Edward Nalbandian said ethnic Armenians
accounted for about 70 per cent of Kassab’s population.

Before the Syrian uprising, there were some 70,000 ethnic Armenians
in Syria, particularly concentrated in the northern city of Aleppo
and the area around Kassab. They were already a tiny minority among
23 million citizens, but part of Syria’s rich mosaic of tiny, ancient
Christian and Muslim sects.

As the war grinds on, Armenians have been leaving for Lebanon, Armenia,
Canada and the U.S.

The war has grown increasingly sectarian, as hardline Sunni rebel
groups play a prominent role in the uprising, and Syrian minorities
huddle behind Assad, fearing for their fate should extremists come
to power.

There are no statistics of how many Armenians remain, but Geukjian
estimated some 15,000 Armenians remained of a pre-war population of
40,000 in Aleppo. Others had drifted toward Latakia and yet others
had remained in Kassab, he said.

“What will happen to us? We don’t know,” said the woman from Kassab,
speaking to Syrian television.

The ancient area’s loss to ultra-conservative Muslim rebels suggests
an uncertain future.

“We are afraid, if you want the truth. Of what is happening now,
the future. The future is not clear,” Geukjian said.

Armenia Pays The Lowest Price For Russian Gas – President

ARMENIA PAYS THE LOWEST PRICE FOR RUSSIAN GAS – PRESIDENT

YEREVAN, March 28. / ARKA /. Russia sells natural gas to Armenia at
$189 per one thousand cubic meters, the lowest export price, set by
Moscow, President Serzh Sargsyan said today during a meeting with
senior officials of the energy and natural resources ministry.

He said this price is fixed in a five-year agreement with Russian
Gazprom and may rise maximum by 5 percent because it is correlated
with domestic gas price in Russia.

Sargsyan said not only Armenian citizens but also foreign business
people are aware of this price. According to him, some foreign business
people are already considering possibilities for relocating their
energy-intensive businesses to Armenia.

The president said there were already such examples. These business
people believe that their products can be exported freely from Armenia
to the Customs Union.

“This, of course, is very good, but many of our country fellows can
not understand why the gas costs $189 when it crosses into Armenia
from Georgia and actually doubles when it reaches their homes. We
need to explain to people how the gas price is formed for end users.

People need to know that we need to replace 30-40 year-old pipes,
bring in up-to-date equipment, and so on. If we fail to explain all
this we may face big problems,” he said.

President Sargsyan also expressed satisfaction at the establishment of
an ad hoc parliamentary commission that will look into the government’s
recent agreements with Russian Gazprom monopoly and gas supplies
from Russia.

“We have nothing to hide. Let the commission make an inquiry and
present the results to the public.” he said.

On January 6, 2014, Armenia’s government ceded its 20 percent stake in
the national gas distribution company ArmRosGazprom (ARG) to Russian
Gazprom for $156 million to repay half of the $300 million debt.

Another half of the debt was written off by the Russian monopoly.

Under an agreement with the Armenian government, Gazprom is to deliver
to Armenia 2.5 billion cubic meters of gas annually.

ArmRosGazprom was established in December 1997. It dealt with
transportation, storage, distribution and sale of natural gas in
Armenia. On February 25 ArmRosGzprom was officially renamed Gazprom

THE MOMENT OF TRUTH WITHOUT ANY HALFTONES

The events in the Crimea, developing with kaleidoscopic speed, remain
in the focus of attention of the international community.

A process of secession of the Republic of Crimea from Ukraine took
place actually in a week, creating a new geopolitical situation and
extremely deteriorating the relations between Russia and the West,
which is categorically unwilling to accept the results of the Crimean
referendum on the autonomy’s unification with the Russian Federation.

A special place in a series of political events on the Crimean
issue is occupied by Russian President Vladimir Putin’s statement in
connection with the appeal of the Republic of Crimea and Sevastopol
city on the unification with Russia, which he made on March 18 at the
Kremlin. Immediately after the statement, an agreement was signed
between Russia and the Crimea on the Republic’s and Sevastopol’s
unification with the Russian Federation.

There is no need to focus on the procedure of adoption of a new
subject into he structure of Russia, as there is no doubt that it
will be approved without any delay at both chambers of the Russian
Parliament. We think that in the context of the Karabakh settlement,
of much more interest is Vladimir Putin’s statement, which can be
considered program in terms of assessing the situation in the field of
contemporary international law. And it should be noted that Putin’s
statement, on the one hand, contains responses to Russia’s political
opponents who have extremely sharply reacted to such a step by the
Kremlin and, on the other hand, it has caused a lot of questions by
the Karabakh people.

We will not make direct analogy between the Crimea and Nagorno
Karabakh, as there is no absolute analogy. Surely, there are serious
historical and political differences; similarly, they have no less
significant similarity. Say, as in the case of Karabakh, which was
given to Azerbaijan by Stalin’s voluntaristic decision, the Crimea
was included in the structure of Ukraine by one stroke of Nikita
Khrushchev, regardless of the residents’ national composition,
as Putin noted. And in both cases, the processes developed with
the aim of correcting the historic mistake of the past. It is from
this point of view that there is every reason to speak of something
general allowing us to state the identity of the steps by Artsakh
and the Crimea on the proclamation of their independence, which was
done in both cases, basing on the realization of the right of peoples
to self-determination.

The main postulate of Putin’s statements is clear – the
self-determination of peoples is the basic principle for the
resolution of the Crimean issue. “Announcing its independence and
appointing a referendum, the Supreme Council of the Crimea referred
to the United Nations Charter, which states the right of nations to
self-determination”, the President of Russia stressed. Recalling that
Ukraine itself, announcing its withdrawal from the USSR, did the same,
Putin wondered why Ukraine exercised this right, but the Crimea is
denied of it. Agree that Artsakh can address the same question both
to the Russian leadership and the international community. Why is
Artsakh denied of this right? After all, yet in 1991, the people of
Artsakh, “in full compliance with democratic procedures and rules of
international law” (Putin’s quote concerning Crimea), held a national
referendum, with the participation of dozens of international observers
who stated its full legitimacy. Or, are different criteria operating?

Another reason suggested by Vladimir Putin to support the decision
of the Crimea to secede from Ukraine concerns the threat of forced
assimilation of the Russian-speaking population of the autonomy,
and later – its life. Opposing the West, which considers Kosovo
an exceptional case, as there were many human victims during the
conflict, Putin angrily asks, “So, should any conflict be brought to
human losses?” Fortunately, bloodshed didn’t take pace in the Crimea
and hopefully will not. But, the people of Artsakh, which was under
the threat of physical extermination, had to experience the horrors
of the war unleashed by Azerbaijan in response to its democratic will.

Even earlier, the bloody “sumgait” and “baku” took place. Is not this
another strong argument in favor of the decision of the people of
Artsakh to establish an independent and sovereign state? “The people of
the Crimea raised the issue firmly, uncompromisingly, and without any
halftones. The referendum was conducted openly and honestly, and the
people of the Crimea expressed their will clearly and convincingly”
– this is another quote by Putin. Agree, if the words “the people of
the Crimea” and “the Crimea” are replaced by “the people of Artsakh”
and “Artsakh”, the assessment of the actions of the people of Nagorno
Karabakh will be similarly convincing.

To summarize, we can say that Russia, in the name of Vladimir Putin,
demonstrated clearly and “without any halftones”, its position on the
fundamental principle of international law – the right of peoples to
self-determination. And here arises a natural question related to
the morality: will Moscow demonstrate consistency in defending the
right of peoples to self-determination, which was realized in strict
accordance with the letter and spirit of international law? Perhaps,
the moment of truth is coming for it, because Russia as a state –
permanent member of the UN Security Council and Russia as a co-chair
of the OSCE Minsk Group cannot have different positions on the same
issue. Otherwise, it will become manifestation, according to Putin
himself, of not even double standards, but some surprising primitive
and clear cynicism. Let’s recall his phrase, “One cannot subject
everything so rudely to his own interests, call the same thing white
today and black – tomorrow”.

James Warlick’s revelation has caused anger in Baku

The recent days, yet another statement by U.S. Co-Chair of the OSCE
Minsk Group James Warlick has caused a relatively wide resonance in
the Armenian and Azerbaijani media space. It should be noted that the
diplomat, unlike his Russian and French colleagues, uses a special
style of work, sharing his thoughts and inferences at his personal
page at Twitter micro-blog.

And his regular revelation has caused hysteria in Azerbaijan, where
a storm of criticism was heaped upon him both at the official and
public levels.

So what was extraordinary in what James Warlick wrote? In fact,
nothing. During the recent meeting of the OSCE Minsk Group co-chairs
with Foreign Ministers of Armenia and Azerbaijan in The Hague, he just
stated that the conflict was between Nagorno Karabakh and Azerbaijan.

So, he actually stated what can be called an open secret, as this
obvious fact was recorded 20 years ago, in 1994, in the documents of
the OSCE Budapest Summit. Nevertheless, the reaction of official Baku
followed immediately, and it was extremely nervous.

Head of the Azerbaijani MFA Press Service, in response to the
statements by James Warlick, advised him to be cautious when choosing
expressions related to the settlement of the conflict. He reminded
“imprudent” Warlick of his duties as a mediator in the negotiations –
the “restoration of justice”. In fact, the call for justice can only
be welcomed, but the snag is that justice in the Azerbaijani sense
is … “forcing Armenia to comply with international legal norms and
principles, which this country is still treating with disrespect”.

Then, maybe relying on the American diplomat’s sentimentalism, the
MFA official referred to the “humanitarian tragedy, which the people
of Azerbaijan faced.

The frames and topic of this article do not allow to dwell in details
on the clearly false policy of Azerbaijan, which dares to rant about
violation of international norms. It was Azerbaijan that in violation
of all norms of human morality and international law committed
massacres of the Armenian population and then unleashed a war against
the NKR. As for the humanitarian tragedy that befell the Armenian and,
of course, the Azerbaijani people, so the responsibility for it rests
entirely on the authorities of Azerbaijan – both former and current.

Its president does not either hide today his revanchist aspirations,
cynically, despite the mediators’ calls for peace, stating his
intention to launch a new war, which demonstrates his disregard
for international law, with which he tries to cover his unbridled
militarism.

The mendacity and hypocrisy of the Azeri politicians is manifested
in everything related to the Karabakh issue. Now too, after the
statement of the American co-chair, those in Azerbaijan have expressed
the view that James Warlick, who, by the way, assumed the office
of a co-chair of the OSCE Minsk Group in last September, has not
realized the causes and essence of the Karabakh conflict. This is
while U.S. Secretary of State John Kerry, appointing James Warlick
to the post of a co-chairman, described him as a very experienced
diplomat. So, according to the Azerbaijani logic, we should suppose
that John Kerry is also incompetent.

Surely, the matter is not the contrived incompetence of James Warlick,
who allegedly madean unfortunate mistake. The true reason of official
Baku’s nervousness is that the U.S. diplomat’s statement runs counter
to the position of Azerbaijan, which is afraid of a possible change
in the current, quite frankly, distorted and deformed format of the
direct negotiations conducted only between Armenia and Azerbaijan. And
the position of Azerbaijan has long been known – to present Armenia
as an aggressor, allowing official Baku to puff out the principle
of territorial integrity and to reject the right of peoples to
self-determination. To note again, Warlick stated loudly an objective
truth – the conflict is between Azerbaijan and Nagorno-Karabakh,
no matter how official Baku tries to interpret it.

We are not going to confidently state that Warlick’s revelation
indicates a change in Washington’s official position on the format of
the negotiations with the aim of transforming it into trilateral one.

In any case, it should be remembered that the NKR authorities have
repeatedly insisted on the restoration of the full-fledged negotiation
format with the mandatory participation of Nagorno-Karabakh, which
would correspond to the realistic and true configuration of the
conflict. It should also be remembered that the OSCE Minsk Group
co-chairs comprehend the demand of the Karabakh party and recognize
the necessity and even the obligation of its involvement in the
negotiations at a certain stage.

It is difficult to state whether this moment has come. Have changes
in the sentiments and positions of the OSCE Minsk Group co-chairs
taken place? Will James Warlick’s sensational revelation be followed
by similar statements by his Russian and French colleagues? These
questions are still open. If we get positive answers to them, we’ll
be able to state a new starting point for the negotiation process. As
they say in such cases, wait and see.
