CHARM OFFENSIVE, A LA TURCA

This is how things work in this country. A thing is done not because
it is the correct thing to do or because someone is entitled to it or
because it just must be done. Things that may be done or steps that
must be taken are done or taken in response to an emerging need or
affair. Usually, a thing is done out of a necessity, but not because
our principles or attachment to moral or ethical values or our respect
or ability to have empathy for others entail it, or because we are true
democrats. And more often than not, what needs to be done is done at
the eleventh hour. Moreover and worse still, sometimes what needs to
be done is not done with sincerity, but with the pretense of sincerity.

This tradition didn’t change regarding the tragic events that occurred
during World War I and especially in 1915. Turkey has always sought
to save face instead of coming up with a humanitarian approach based
on human rights, laws, morality and civility, and with a permanent
solution that would satisfy both sides to a reasonable extent. And
to save face, we always acted at the eleventh hour. The message of
condolences issued by the Prime Minister’s Office of the Turkish
Republic on April 23, addressed to the children and grandchildren of
the Armenians who lost their lives during the forced relocation and
massacre of 1915, falls within this category although it claims that
Turkey understands and shares in their sorrows.

Still, we need to acknowledge that this historic statement, issued
in nine languages including Turkish and two Armenian dialects and
undersigned by Prime Minister Recep Tayyip Erdogan, is a very bold
step in the right direction. But this does not save it from being a
tactical move in the final analysis.

This is because this message does not aim to solve the problem and
ensure a confrontation with the past and bring to daylight the truth,
even if we may not like it. Rather, it seeks to temporarily get rid
of a big, imminent problem and buy time. The fact that the statement
was issued on April 23, i.e., one day before Armenian Genocide
Commemoration Day on April 24, lends credence to this thesis.

On April 24, not only US President Barack Obama, but also many
presidents, governments and parliaments around the world tend to
make statements about the 1915 tragedy. Everyone knows that in their
consciences, they are close to seeing this tragedy — which occurred
in the context of World War I — as “genocide,” even if they may
not officially acknowledge it as “genocide” due to their political,
diplomatic or economic interests. Here I must note that those who
are close to the “genocide” approach also include the countries,
administrations and powers that seek to instrumentalize this sorrow
to attain certain pragmatic goals or that seek to settle accounts
with Turkey via the great sorrow of Armenians.

Actually, this year’s April 24 is not the worst experience we will
have. It is just a small rehearsal for the real test for Turkey
in 2015, which will be marked as the “Centennial of the Armenian
Genocide,” which Turkey cannot escape or ignore. The prime minister’s
statement may help to alleviate the preliminary shockwaves of this
impending event, but it can hardly be a complete solution to this
indispensable event, which will be here in 365 days.

>From another perspective, the statement of condolences, undersigned
by Prime Minister Erdogan, is a carefully prepared text. It is such
that we would never expect Erdogan to issue such a statement. Indeed,
he is so indifferent to the pain he causes or is responsible for, and
he has recently been so busy sowing the seeds of hatred among diverse
segments of society that we would never believe that he nurtured any
empathy for those who were jeopardized in a tragedy that occurred 99
years ago. As a matter of fact, it is really hard to bring ourselves
to believe that the person who was totally indifferent and insensitive
to the Uludere tragedy — in which 34 civilians were mistaken for
terrorists and killed in military airstrikes in Sirnak’s Uludere
district due to false intelligence — or to the protesters who died
during the Gezi Park protests is the same person who undersigned
this statement.

However, it is quite natural for us to expect a prime minister to
develop long-standing strategies based on certain moral values and
principles, be it in the name of the national interest or personal
political plans. But this does not apply to our case. Rather, Erdogan
gives the impression of being a man of short-sighted tactical moves
geared toward saving face. Therefore, we need to analyze in depth
Erdogan’s real intentions with this statement. It should be noted
that this message seeks to restore Turkey’s deteriorating image in the
international arena rather than to share in the sorrows of Armenians.

With this move, which can be described as a PR effort, we can say
that Erdogan has launched a charm offensive a la Turca.

Even if it is intended as a charm offensive, this historic move is not
stripped of its conjunctural and contextual spiritual value. But at
the same time, it brings the lack of sincerity into broad daylight. Of
course we need to question the sincerity and intentions behind an
isolated positive move by one with a despotic mentality, who pays
no regard to the rights and freedoms of diverse social groups in
the country and is in an effort to establish an arbitrary rule with
total control over democratic institutions and is ready to crush any
dissident or opposing group.

Actually, it is a grave act of naiveté to assume that a repressive
leader — who use all his power to push aside fundamental rights
and freedoms, democracy and rule of law and turn them into a tool of
oppression, thereby creating a deep-rooted sociopolitical problem with
effects that will last for decades to come — will take well-meaning
steps to solve a problem stemming from a tragedy that occurred 100
years ago.

Having emerged as a political figure who is no longer expected to
pay respect to rights and freedoms and who will never act as a true
democrat, Erdogan has made anti-democratic attitudes part of his nature
and this has the potential to make his statement regarding Armenian
sorrows meaningless. Given all the tests of sincerity Erdogan has
failed so far, it is hard to say whether he is being sincere with
this move.

If we are to expect any sincerity from Erdogan, his level of sincerity
now could be equal to, not more than, the sincerity he shows with
regard to the Kurdish issue, in which he takes steps only to the
extent that they are beneficial to his political career.

Alternatively, we can look at how he promised to draft a new,
civilian constitution ahead of the general elections, but he did
everything to build himself a strict and lawless rule after the
elections. Perhaps we should expect this latest move to end like
the so-called Alevi initiative, for which numerous workshops were
held but which was eventually abandoned after he realized that it
would not be politically beneficial to his party. Or we can expect
the same sincerity as that of his move to make the reopening of the
Halki Seminary on the island of Heybeliada near Istanbul a matter of
bargaining with Greece, although he had promised many times to open it.

What I am trying to get at is that our expectations for a leader who
has developed a lawless, anti-democratic personality, who seeks to
socio-culturally and economically lynch certain social groups that
are selectively antagonized and who causes great social problems
by spouting ever more hatred should be kept at a low level. Indeed,
any disillusion from expecting a person who is the source of great
tragedies today to solve a historical tragedy will only lead to
grave disappointment.

Armenia’s domestic policy resembles a theatrical show, with the
same actors playing different roles â?” the ones of opposition and
authorities, management expert Harutyun Serobyan told reporters
on Tuesday.

However, the worst thing is that the performance of devoid of honesty,
he added.

“If you listen to present-day politicians’ statements, you can
make sure you have heard them on numerous occasions. Now you can
hear catchwords, such as ‘non-coalition force’. As a result we can
see three, four or even five opponents facing one another across
the chessboard instead of the natural two of former times. In such
circumstances, Armenia has no future. The problem is that an oligarchic
state system has been formed in Armenia, which is considered backward
in the entire world. In this case, expecting any progress has no
sense,” Serobyan said.

As to what forces have to appear on the stage for something to change
in Armenia, he noted that time should not be wasted on speaking of
political restructuring, which does not change anything. Armenia
needs system reforms.

“Certain political forces are amorphous. There is not a single healthy
force,” Serobyan said.

Any government is doomed to failure because it will not be able to
make changes in either domestic or foreign policy of Armenia.

“The moment when ministers can hardly be found in Armenia we can say
Armenia is on the rise,” Serobyan said.

As a result of lawless actions by employees of the Yerevan Mayor’s
Office, human rights of many citizens go on being broken, the statement
by Armenian Ombudsman’s office says.

Citizens cannot privatize the territories used by them, as they are
often forced to wait for many years or to look for the Mayor’s Office
employee which will provide personal resolving of their problem. “The
process on privatization of the territories of garages, kiosks and
other territories of Yerevan being implemented at present, may lead
to the corruption cases”, – the statement says.

The reason of this is the fact that the Mayor’s Offices uses schemes
of zoning Yerevan: in the one case, applications of citizen on
privatization of territories are satisfied, and in the other case –
are not. “But there are administrative districts in Yerevan for
which the projects of the urban zoning are not prepared, and in
case of availability of the endorsed schemes, the municipality
delays privatization process saying that the schemes need to be
finally specified”, – the statement says. In many cases the mentioned
reasons are groundless, as the projects of the urban zoning in several
districts were endorsed several years ago, and the four-year programme
for Yerevan development does not foresee their revising.

Secretary of the Armenian National Congress (ANC) Aram Manukyan
stated in Armenia’s Parliament on Tuesday that Armenia’s Premier
Hovik Abrahamyan invited the ANC party to reach an agreement on
funded pensions.

However, the party will not participate in any of the
government-proposed programs.

“We object to the proposal and our stance on funded pensions is
quite clear. We have stated that ‘compulsory contributions’ are
unconstitutional,” Manukyan said.

“The recent appointments in Armenia’s government prove the fact that
the government has not changed its stance. They appoint corrupt and
discredited people.”

According to Manukyan, the government’s activities are within the
frames set by President Serzh Sargsyan.

“First, they do not criticize Tigran Sargsyan’s government. Secondly,
they do not make any statements on the former premier’s work,”
Manukyan said.

No premier can work independently or go beyond the limits set by the
ruling regime.

“Those thinking the government will implement programs without the
ruling regime’s consent are too naïve,” Manukyan said.

Yerevan /Mediamax/. Heritage Party leader Raffi Hovhannisyan said
today he hopes the four political forces (Heritage, ANC,
Dashnaktsutyun and PAP) will continue to cooperate in the future and
at the same time, he pointed out that there is no common agenda in it.

The leader of Heritage Party noted that his party’s position on the
cooperation will be made clear in mid-May,Mediamax reports.

`If there is no any common position on the draft presented to the
government, then I will voice my conclusion’, he said.

Responding to the question whether it is likely the Heritage Party
will leave the quartet, Raffi Hovhannisyan said that `it’s not a
quartet, but rather cooperation among the four forces’.

`If the four forces wish they will be able to abort the government’s
program and carry out systemic changes with the help of the people’,
he said.

A concept of constitutional reforms to eliminate the existing
shortcomings has been developed in Armenia, the secretary of ARFD
faction Aghvan Vardanian said in the parliament today.

`A concept was developed to eliminate the existing omissions and
shortcomings by presenting proposals. In one case it is proposed to
improve the current semi-presidential system, in another case ` to
shift to a parliamentary form of government. It will be impossible to
solve all problems in case of the semi-presidential system,’ A.
Vardanian said.

In his opinion, it is necessary to hold discussions on the concept of
reforms with the participation of various strata of society, and then
the Specialized Commission on Constitutional Reforms will have to
choose between the two directions.

`Some political forces believe that the country is facing numerous
problems so constitutional reforms are not a priority. They propose
postponing the issue’s discussion, but we take a different approach.
We believe that the disastrous manifestations of the semi-presidential
model in our reality are a main cause of the existing problems so a
shift to the parliamentary model through drastic reforms is needed,’
the deputy stated.

`We are convinced that super-concentration of power is dangerous in a
country where democratic traditions are absent,’ Aghvan Vardanian
noted.

He stressed that a shift to the parliamentary model will create a
system of checks and balances and decentralize power in the country,
while executive power will be responsible to the legislative body.

Aghvan Vardanian urged the political forces and society to take an
active part in discussions and prove that the parliamentary model will
raise the role of society and prevent the authorities from being
reproduced.

the 99th anniversary of the Armenian Genocide, Turkish Prime Minister
Recep Tayyip Erdoganhas said `the small Armenian community still
living in Turkey was proof that there was no Genocide in the past,’
Hurriyet Daily News reported.

Speaking in an interview with Charlie Rose from PBS, Erdogan said
`what happened in 1915 could not be described as Genocide.’

`This is not possible. Because if there were a genocide, [there would
not be] Armenians still living in Turkey,’ Erdogan said, reiterating
that Ankara was ready to open its historical archives.

`We see genocide as a crime against humanity. We will never shut our
eyes to it. We are ready to open our archives. Armenia and other third
party countries should do it too,’ he said, adding if documents prove
it, then Turkey would apologize.

`These events did not happen under the Turkish Republic, but the
Ottoman Empire. If the documents show it, then we will not avoid
apologizing and accepting the consequences,’ he said.

“It is our hope and belief that the peoples of an ancient and unique
geography, who share similar customs and manners will be able to talk
to each other about the past with maturity and to remember together
their losses in a decent manner. And it is with this hope and belief
that we wish that the Armenians who lost their lives in the context of
the early twentieth century rest in peace, and we convey our
condolences to their grandchildren. Regardless of their ethnic or
religious origins, we pay tribute, with compassion and respect, to all
Ottoman citizens who lost their lives in the same period and under

Accusés de collaboration avec le Troisième Reich nazi, les Tatars de
Crimée ont été déportés en masse en Asie centrale et dans les régions
reculées de l’Union soviétique pendant la Seconde Guerre mondiale. Les
autorités soviétiques ont également déporté les Grecs, les Allemands
et les Arméniens vivant dans la péninsule.

En 1967, le gouvernement soviétique a supprimé les accusations portées
contre les Tatars déportés sans faciliter leur réinstallation en
Crimée. Le retour massif des Tatars en Crimée a commencé en 1989, deux
ans avant l’effondrement de l’URSS.

Le 20 avril, un couple recueilli allume des cierges dans une église Ã
Derik, une ville proche de l’ancienne ville turque de Mardin, devenue
un symbole de paix religieuse. Ils se trouvaient là tout seuls,
l’église Sourp Kévork n’ayant ni évêque ni paroissiens à part
eux-mêmes. Des voisins musulmans, cependant, ont rendu visite aux
Demircis – Yursalin, 58 ans, et Naif, 66 ans – pour leur souhaiter de
joyeuses Pques, et ils ont été accueillis avec des ptisseries et
d’autres sucreries par leurs hôtes.

Résumé : La Turquie veut se réconcilier avec les Arméniens sans faire
aucun pas pour les apaiser, faisant du 99ème anniversaire de 1915
celui des ‘atrocités arméniennes ‘- montrant ainsi que sa politique de
négation va même se renforçant avant le centenaire des massacres.

Le même jour, dans le village de Gedikli dans la province d’Igdir, la
Maison de l’Association d’Igdir Azerbaïdjan et l’Association des
Vétérans de l’Opération de Paix à Chypre commémoraient les villageois
tués par des Arméniens en 1919 sur le lieu où une fosse commune de 96
personnes était mise au jour en 2003. Prenant la parole au cours de
cette cérémonie, le gouverneur d’Igdir Davut Haner a déclaré, `Nous
avons beaucoup lutté pour survivre en tant qu’état sur ces terres.
Nous avons beaucoup sacrifié. Le peuple turc, cependant, ne nourrit
pas la haine `. Le dirigeant de l’association de vétérans Ismet Tagal
a déclaré, ` les gangs arméniens ont sauvagement assassiné nos
grands-pères et nos grands-mères et ils les ont enterrés ici. Le
peuple de Gedikli n’oubliera jamais les atrocités des Arméniens `.

à Istanbul, entre temps, une série d’événements se sont déroulés le 21
avril pour rappeler le génocide arménien, soutenus par les European
Grasroots Antiracist Movement [Mouvement de Base Antiraciste Européen]
et des personnages de premier plan tels le chanteur français-arménien
Charles Aznavour, l’ancien ministre des affaires étrangères Bernard
Kouchner, le philosophe français Bernard-Henri Lévy et l’universitaire
turc Ahmet Insel.

Les trois événements simultanés cités sont une figuration du `
Syndrome arménien ` de la Turquie. Le couple d’Arméniens de la
première histoire représente le legs de la tragédie historique et une
preuve quantifiée de ce qui s’est passé. L’empathie suscitée par le
couple montre que la confrontation avec l’histoire est possible là où
une cohabitation existe. La deuxième histoire est le reflet du
sentiment populaire qui correspond au discours de l’état sur les `
atrocités arméniennes `. Elle symbolise la facilité avec laquelle la
politique officielle de négation des événements de 1915 est acceptée
au sein d’une large base sociale. La troisième est toute nouvelle pour
la Turquie. Elle représente un fort désir de faire face à sa propre
histoire, une tendance qui manque pour l’instant de soutien populaire.

Ila fallu beaucoup de temps à un groupe d’intellectuels turcs et de
personnalités politiques pour prononcer les mots ` Génocide arménien `
dans un pays où le chapitre 1915 de l’histoire porte le label `
Atrocités arméniennes `. Un livre récemment publié – 1965 : 50 ans
avant 2015, 50 ans après 2015, par Aris Nalci et Serdar Korucu – rend
compte de façon surprenante de l’attitude de la Turquie sur le `
génocide ` Ã travers les années.

Selon ce livre, la première accusation sérieuse au plan international
contre la Turquie a été portée lors du 50ème anniversaire des
événements de 1915. Une manifestation organisée à Beyrouth retint
l’attention des media pendant des semaines. Pour contrecarrer la
campagne mondiale arménienne, la presse turque publiait des articles
sur les ` Atrocités arméniennes ` et sur la loyauté des Arméniens
encore présents, prétendant que ces personnes étaient des ` Turcs
chrétiens `, et que les manifestations de commémoration étaient
l’Å`uvre d’un groupe arménien poussé par des Chypriotes grecs afin de
réactiver le Traité de Sèvres, que les Turcs arméniens étaient en
échange des partisans de la cause chypriote et que les Arméniens de la
diaspora ne haïssaient pas les Turcs.

Entre temps, des envois d’un numéro du journal Le Monde qui dans
lequel figurait une histoire du ` génocide ` furent confisqués avant
leur entrée en Turquie.

Le premier traumatisme de 1965 a eu lieu depuis maintenant des
décennies. Depuis lors et jusqu’Ã présent, l’histoire des déportations
rendues nécessaires par les ` atrocités arméniennes ` ne fit mention
du mot ` massacre ` qu’associé avec l’expression `soi-disant `.
Aujourd’hui, en termes sociaux et politiques, employer le mot `
génocide ` équivaut à une trahison. C’est ainsi qu’organiser une
manifestation à Taksim Square comporte des risques.

La campagne du gouvernement du parti AKP, Justice et Développement, en
vue de normaliser les relations avec l’Arménie a fait naître l’espoir
qu’apaiser certaines peurs est possible. Mais il est vite apparu que
ce qu’Ankara entendait par faire face à son histoire n’avait rien Ã
voir avec la reconnaissance du génocide, une reconnaissance attendue
par les Arméniens. Au lieu de cela, le gouvernement turc envisage un
processus de réconciliation dans lequel la thèse turque aurait aussi
voix au chapitre, les faits étant abandonnés à l’histoire sans que la
question de la responsabilité ne soit posée.

à un an du centenaire de 1915, Ankara s’en tient donc à sa politique
de négation. C’est-Ã-dire qu’Ankara poursuit d’un côté son objectif de
rapprochement avec les Arméniens, tout en menant de l’autre une guerre
de propagande contre la thèse qui lui est opposée. Cette approche
trouve une confirmation dans la décision récente du gouvernement AKP
de rétropédaler sur la solution pacifique des problèmes chroniques qui
cernent la Turquie, et de rebrousser chemin pour satisfaire ses
racines conservatrices-nationalistes. Mais cette approche n’en a pas
plus de chances de réussir pour autant.

Le gouvernement a donné quelques indications sur ses intentions en
novembre passé au cours du débat parlementaire sur le budget 2014 de
l’Historical Turkish Society (TTK, Société Turque d’Histoire). Un
budget de 8,2 millions de livres (3,8 millions de dollars) a été
alloué au TTK, qui prévoyait 14 réunions pour rejeter les accusations
de génocide. L’une de ces réunions est prévue les 24-25 avril à Van,
non loin de la frontière arménienne. La manifestation est présentée
comme un symposium ` scientifique ` par le président du TTK Metin
Hulagu, qui soutient que les déportations d’Arméniens étaient devenues

Entre temps, le Ministre des affaires étrangères s’est distingué par
des décisions qui semblent révéler une intense activité diplomatique,
dont la nomination d’Hakki Akil comme ambassadeur turc en France, qui
accueille une importante diaspora arméniennes. Akil est connu pour
être en termes particulièrement bons avec la communauté arménienne de
Marseille. Dans un récent entretien à Hurriyet, Akil a révélé que
l’épouse se son arrière-arrière grand père était arménienne, tout en
soutenant que la question du génocide est du ressort des tribunaux
internationaux plutôt que de celui des Parlements, et appelant de ses
vÅ`ux la fin des politiques de discours de haine qui entretiennent
l’inimitié entre les Turcs et les Arméniens.

` Voir les discours de haine dresser l’uns contre l’autre deux peuples
qui ont vécu côte à côte et qui écoutent encore la même musique, qui
mangent les mêmes plats, qui rient aux mêmes blagues et se ressemblent
tellement me brise le cÅ`ur ` a-t-il dit. ` J’ai grandi en Anatolie,
j’ai vu à quel point Arméniens et Turcs sont proches `.

Mais en nommant un diplomate intelligent à Paris, le Ministre turc des
affaires étrangères laisse vacant le poste d’ambassadeur à Washington,
au moment même où une résolution est inscrite à l’agenda du Congrès.
Le nouvel ambassadeur, Serdar Kilic, a pris à la hte la route de
Washington, au lendemain de l’adoption par la Commission des Affaires
étrangères du Sénat de la résolution le 3 avril. La mission du
précédent envoyé, Namik Tan, s’était terminée le 31 mars.

` On a demandé Ã notre ambassadeur lÃ-bas de partir en avril. Quelle
sorte de ministre des affaires étrangères est le nôtre ? Pour faire un
tel changement dans le mois le plus critique de l’année il faut être
malintentionné ou avoir une mauvaise préparation `, a dit Faruk
Logoglu, vice président du principal parti d’opposition, Le Parti
Républicain du Peuple et ancien ambassadeur à Washington.

Selon le Ministre des affaires étrangères, les causes du retard de la
nomination de Kilic à Washington ne sont que logistiques. On doit
encore se rappeler que Tan avait été rappelé en Turquie en mars 2010,
en signe de protestation contre le vote d’approbation par la
Commission des Affaires étrangères de la Chambre des Représentants
d’une résolution sur le génocide.

à en juger par les mesures prévues par le gouvernement pour contrer
les manifestations relatives à 1915, il semble que la confrontation de
la Turquie avec son passé est encore loin.
