RUSSIAN DEPUTY PM: ARMENIA TO COMPENSATE WTO PARTNERS FOR EURASIAN INTEGRATION

ECONOMY | 24.06.14 | 10:58

Armenia’s accession to the Eurasian Economic Union (EEU) will entail
talks on compensation for its World Trade Organization (WTO) partners,
Russian First Deputy Prime Minister Igor Shuvalov told journalists
in Sochi after an EEU meeting on Monday.

“If Armenia successfully joins our format, signs the agreement, and
ratifies it, negotiations would start according to WTO procedures
as the situation will change for Armenia’s trade partners,” he said,
as quoted by Russia’s Itar-Tass news agency.

Armenia’s rates agreed when it joined the WTO in February 2003 were
lower for certain products than unified customs rates in the Customs
Union of Russia, Belarus and Kazakhstan.

Monday’s meeting decided to coordinate central issues of Armenian
accession to the EEU by the end of the week and prepare an agreement
for signing by July 1, Shuvalov added.

“FUTURE OF ARMENIA DEPENDS ON RUSSIA” (VIDEO)

The date of membership of Armenia in the Eurasian Economic Union will
be decided by Russia. Serzh Sargsyan’s mentioned date on May 29 was
just a suggestion, Armenian politicians are sure.

According to Ruben Mehrabyan, “Armenia has been willingly deprived
of its power since September 3 leaving it all to Russia.”

“Russia decides for 100 percent, they are just busy with Ukraine, it
seems that they have become weaker, but it isn’t right, international
sanctions make them maneuver and solve the problem in a civil way,”-
adds Levon Shirinyan.

Russia is very busy with other issues and Armenia has to wait the
membership in the EEU and it is still unknown under what conditions.

Management specialist Harutyun Mesrobyan continues claiming that there
are three problems, which Armenia can’t avoid independent what union
it will join:

1. Armenia has no general border with any union

2. Armenia has Artsakh issue

3. Taking into consideration that every union includes supranational
bodies, there is possibility of loss of sovereignty. And question
arises, whether the expected loss and membership losses are consistent
with the priorities, which we expect.

As no question has clear answer, Armenia must depend on the wishes
of Russia, the most dangerous of which is pleasing Azerbaijan. Ruben
Mehrabyan notes, “Armenian’s interests are minor for Russia, which
it will use for pleasing Azerbaijan.”

Politicians consider that it isn’t likely that Azerbaijan joins
the EEU: for the simple reason, as that country has no such desire,
as there are obstacles.

Armenian Government Close To Canceling Sale Of Vorotan Hydro Cascade

ARMENIAN GOVERNMENT CLOSE TO CANCELING SALE OF VOROTAN HYDRO CASCADE – NEWSPAPER

June 24, 2014 | 08:05

YEREVAN. – The Government of Armenia is very close to canceling the
sales transaction of the country’s Vorotan Hydro Cascade, Haykakan
Zhamanak daily reported.

“Accordingly, the [respective] final decision may be made at any time.

“On January 29, the American ContourGlobal Hydro Cascade company
and the Armenian government signed an agreement, according to which
the American company was to pay $120 million for the Vorotan Hydro
Cascade and make a $70 million investment.

“According to this contract, the deal was to be completed by mid-April,
but it has not been completed and the amount is not paid to this
day. Neither the American party nor the Armenian government provides
thorough explanations as to what problems have arisen.

“According to the unofficial viewpoint coming from the government, the
cancelation of the business deal has external political and internal
power motives, and not economic. It [the Vorotan Hydro Cascade] is
the Armenia energy system’s sole entity which a non-Russian company
was to acquire,” Haykakan Zhamanak wrote.

The Vorotan Hydro Cascade comprises three electric power plants. The
Government of Armenia was the 100-percent shareholder of the Vorotan
Hydroelectric Power Plant. On November 27, 2013, the Public Services
Regulatory Commission of Armenia had confirmed the deal to sell the
Vorotan Hydro Cascade to the American ContourGlobal company.

Burbank: Public Forum Planned Amid Concerns Over Burbank’s Proposed

PUBLIC FORUM PLANNED AMID CONCERNS OVER BURBANK’S PROPOSED ARMENIAN SCHOOL

Residents argue the proposed school would clog residential streets
with traffic and parked cars

By Christina Cocca and John Cadiz Klemack

The Burbank Unified School District is expected to hold a public
forum next week in hopes of easing frustrations by residents upset
over a proposed Armenian charter school.

Neighbors lashed out over the plans and said they weren’t given proper
notice about a school they fear will clog traffic on residential
streets.

The proposal would open the Giligia Charter Academy in a vacant
property in the 3900 block of Burbank Boulevard near Hollywood Way
by September.

“The District is aware that there are concerns in the community
and we plan to work with stakeholders to address those concerns,”
district officials said in a statement on Monday.

The forum will be held “in order to provide accurate information on
charter schools and to address concerns regarding the charter school
petition recently approved,” the statement read.

The school’s 30-car parking lot would have to suffice for a staff that
handles an expected 120 students. It would welcome K-12 students and
would be just feet from homes.

The Burbank Unified School Board conditionally approved the school
on June 5.

“No one told us that this was even an idea in the making and now it’s
going through a phase of an approval?” resident Gina Walker told NBC4
last week.

The forum is set for June 30 at 6 p.m. at the Burbank Adult School
Auditorium at 3811 W. Allan Ave. The district is expected to make a
final decision about the school on July 17.

Siria.

inagibili i locali.

Quasi
700 famiglie, in maggioranza cristiane, erano fuggite per trovare
riparo nell’area costiera di Latakia. I ribelli erano arrivati dalle

BAKU: Nagorno-Karabakh: It’s not what you know, it’s who you know

Trend Daily News (Azerbaijan)

Nagorno-Karabakh: It’s not what you know, it’s who you know

By Claude Salhani – Trend:

The story told is that when God asked St. Patrick to travel to Ireland
in order to convert the inhabitants to Christianity, St. Patrick
initially refused, saying that the island was inhabited by snakes.

”If you don’t go I will give you bad neighbors,” God is reported to have said.
This can also be said of Azerbaijan when it comes to Armenia.

Recent history between the two south Caucasus nations is rather
negative to say the least. Putting aside the bad blood that has
developed after Armenia acted aggressively at the break up of the
Soviet Union and occupied the territory of Nagorno-Karabakh, raided
villages and towns slaughtering civilians, the ongoing state of no
conflict but no peace either is in fact quite provocative and the risk
remains of the conflict erupting into a renewed round of violence.

The Azerbaijani Ministry of Defense reports say Armenian troops are
attacking Azerbaijani positions almost every day; and on some days,
more than once killing soldiers guarding the front lines.

But right up there next to the importance of having good neighbors
comes the importance of having good friends, of which Azerbaijan has
quite a few. Not only are they good friends, but they are good
influential friends. As is the case with Kazakhstan.

For example, Kazakh President Nursultan Nazarbayev has clearly
emphasized his country’s position regarding the Nagorno-Karabakh
conflict. President Nazarbayev asked his Armenian counterpart to
comply with the UN principles concerning the officially recognized
borders before joining the Customs Union. President Nazarbayev
reiterated support for the territorial integrity of Azerbaijan.

Indeed, as Azerbaijan has been struggling to remind the international
community of its ongoing efforts to reclaim Nagorno-Karabakh, today
still occupied by Armenia, the Azerbaijani president has been actively
working behind the scenes garnishing among friends, seeking support
for his country’s cause.

A story that appeared in the Azerbaijani media on Wednesday citing
Russian Foreign Minister Sergei Lavrov, who while a visit to
Azerbaijan was quoted as saying that Armenia is to be accepted into
the Eurasian Economic Unit, however it would be the Armenia recognized
by the UN. Meaning that the occupied territories would not be included
as part of Armenia.
“Armenia’s decision to join the Eurasian Customs Union should come as
no surprise,” said Martin Sieff, senior analyst with The Globalist in
Washington, DC and an expert on Russia and the former Soviet space.

“Economically, Armenia is almost totally dependent on Russia,” Mr.
Sieff told Trend.
Indeed, politically and strategically Armenia has consistently looked
to Russia for protection. Since the collapse of communism Yerevan has
been a loyal member of the Russian-led Collective Security Treaty
Organization (CSTO).

Russia is still very present in the region more so in some countries
than in others.
It would have been perhaps a tad advantageous if the United States
maintained better relations with Moscow. But Washington and Western
European allies continue to treat Russia as an outcast.

“It is extraordinary that U.S. policymakers continue to ignore their
need to restore a constructive dialogue with Russia,” said Sieff.
The position of U.S. ambassador to Moscow remains vacant several
months now since Michael MacFaul’s sudden departure.
“That is a condition that never happened once during the entire Cold
War,” pointed out the Washington analyst.
Lavrov made the remarks at a briefing in Baku after a meeting with his
Azerbaijani counterpart, Elmar Mammadyarov.

“Integration processes are taking place in the territories of the
countries included in the Customs Union. Nagorno-Karabakh is not one
of them, but it is a subject of negotiations, which are conducted on
the basis of agreed principles,” the minister said.

Lavrov also said Armenia has previously stated that it is taking part
in these integration processes within the UN-recognized borders.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

As a result of the ensuing war, in 1992 Armenian armed forces occupied
20 percent of Azerbaijan, including the Nagorno-Karabakh region and
seven surrounding districts.
The two countries signed a ceasefire agreement in 1994. The co-chairs
of the OSCE Minsk Group, Russia, France and the U.S. are currently
holding peace negotiations.
In other words – or rather in political parlance — this is Russia
telling Armenia that Moscow does not recognize Armenia’s occupation of
the territories in question and that it backs Baku’s claim.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.
It would appear that Azerbaijan not only has bad neighbors but that
those neighbors live in a rough part of town.

autrichienne APA.

Genocide Museum Drives Home Some Difficult Lessons

GENOCIDE MUSEUM DRIVES HOME SOME DIFFICULT LESSONS

Nashoba Publishing, MA
June 20 2014

Teacher: ‘It made them think, and that’s what we’re here for’ By Anne
O’Connor, Correspondent

TOWNSEND — Genocide is an ugly word defined after the atrocities
the Nazis committed during the Holocaust became general knowledge.

Although the freshman curriculum at North Middlesex Regional High
School ends with World War II, the school’s world studies teachers
wanted their students to learn about the organized horrors that people
have faced since then.

The Genocide Museum was born.

Working in small teams, the students used research skills and
creativity to build exhibits portraying the plights of the victims,
transforming the school’s gymnasium on June 13 into a museum paying
tribute to victims of genocides in Armenia, Bosnia, Cambodia and
Rwanda.

World studies teacher Hannah Marino said the project gave students
the opportunity to reflect on the horrors of genocide, and think
about the ways that raising awareness can prevent such atrocities.

“The quieter we are, the easier it is for people to repeat these
actions, even today. It’s more of a cycle than we realize,” Marino
said.

World studies teacher Nancy Paterno said the ultimate goal of the
project was simple.

“It made them think, and that’s what we’re here for,” Paterno said.

Teachers Tony Gubelman, Alexandra Horelick, Heather Lessard, Katie
Loth, Kaitlin Quinn-Stearns and Jeremy Savarese also organized the
projects.

At the museum, students took in a variety of depictions of genocide.

A mannequin hung from a tripod to represent the 20 Hunchakian gallows
used in Armenia when activists were hung in 1915. Instead of giving
the victim a face, the students used a mirror to show that it could
happen to anyone at any time, said Kevin Lundstrom, a student from
Pepperell who worked on the project.

Another group recreated the Killing Tree, a memorial to the children
killed by the Khmer Rouge in Cambodia between 1975 and 1979. The
winner in a children’s game was often rewarded with a rubber band
to be worn around the wrist. The slayers beat infants and children
against a tree to kill them. Now, bracelets are hung from that tree
in remembrance. Educated people and their children were the ones most
often targeted, said student Melissa Barrile of Pepperell.

Another exhibit about the Cambodian genocide provided a more artistic
interpretation of the horrors. Painted skulls and sheet music based
on a traditional song sat beside original poetry.

Each exhibit included an annotated bibliography with at least 15
sources the team consulted in preparing the exhibit and answers to
essential questions, Marino said.

Students used skills-based Common Core requirements like research,
argument and using correct citations in the project. These skills
allowed students to use creativity to produce the end products that
show empathy and educate others.

“It makes a difference,” Marino said.

This is the second year that freshmen have put together a genocide
museum, said Headmaster Christopher Chew.

“The kids have done an incredible job. They’re learning about things
that are tough,” he said.

For both the students who participated in the project and those from
other grades who viewed their work, the importance of learning about
genocide became clear.

“In America, we’re so focused on our own borders, we need to know that
other things like this do happen around the world,” said sophomore
Michael Schroth, who participated in the project last year.

Freshman Lily Ellars said the project was the most meaningful one
she has done so far in high school.

“We always say we’re never going to let it happen again, but it keeps
happening. It makes you wonder when it’ll happen next and what we’ll
do to stop it,” Ellars said.
